At the proposal of the Director of the Teacher Department and the Director of the Organizational Structure and Cadres Department- officials, civil servants working in ethnic minority areas, mountainous regions d) To have research, project leadership, initiative proposal, management method, and implementation capability of Party policies, State laws, and local regulations concerning health work in local conditions;
DECISION:
Article 1: This Decision hereby promulgates the Administrative Management Program for State Administration and Education Sector Management to be used in teacher training universities, colleges, secondary schools, and education departments within non-teacher training institutions.
Article 2. This Decision shall apply to all primary and kindergarten teacher training programs from the academic year 2002 for teacher training universities, colleges, secondary schools, and education departments within non-teacher training institutions.
Article 3. The Heads of Offices, Directors of the Teacher Department, Directors of the Organizational Structure and Cadres Department, Heads of relevant units, Directors of Provincial Departments of Education and Training, Principals of teacher training schools, and Heads of units with education departments are responsible for implementing this Decision./.

ADMINISTRATIVE MANAGEMENT FOR STATE ADMINISTRATION AND EDUCATION SECTOR MANAGEMENT
(Annexed to Decision No. 33/2002/QĐ-BGDĐT dated July 22, 2002 of the Minister of Education and Training 2. Boarding students must be subject to management by the school, local authorities, and have the obligation to strictly implement the policies, laws, and regulations of the State, the school, and local authorities regarding the management of boarding students.
I. OBJECTIVES

1. Basic issues regarding the organization and operation of the Socialist Republic of Vietnam State.
2. Civil servants and public service. Duties and benefits of civil servants. Management of cadres and civil servants. Rewards and handling of violations.
3. Professional position standards for kindergarten and primary-secondary school teachers.
Chapter 2
PARTY AND STATE POLICIES ON EDUCATION AND TRAINING (6 hours)
1. Issues that need to be addressed in current education and training.
2. Guiding viewpoints on the reform of education and training.
3. Strategic orientation of education and training during the period of industrialization and modernization. Development strategy for education and training from 2001 to 2010.
