CIRCULAR

TECHNICAL REGULATIONS FOR ASSESSING THE QUALITY OF SURFACE METEOROLOGICAL DOCUMENTS

Pursuant to the Law on Meteorology and Hydrology dated November 23, 2015;

WHEREAS, Decree No. 38/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Law on Meteorology and Hydrology;

Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to the proposal of the Director of the Meteorology, Hydrology and Climate Change Department, the General Director of the National Meteorological and Hydrological Center, the Head of the Science and Technology Department, and the Head of the Legal Affairs Department; a written notice The Minister of Natural Resources and Environment issues this Circular on technical guidelines for evaluating the quality of surface meteorological data.

This Circular stipulates technical guidelines for evaluating the quality of surface meteorological data.

Article 1. Scope of Regulation

This Circular applies to the national meteorological and hydrological system and organizations and individuals involved in activities related to the evaluation of the quality of surface meteorological data.

Article 2. Applicability

Article 1. Evaluation of the quality of surface meteorological data is an activity of monitoring and determining the quality of data.

Article 3. Explanation of Terms

In this Circular, the following terms shall be understood as follows:

Clause 2. Errors in data are mistakes occurring during observation, calculation, adjustment, and observation equipment and facilities.

Clause 3. A traditional manual surface meteorological observation station is a meteorological station that observes multiple surface meteorological factors but may have some automatic observation elements, with observation work carried out directly by observers.

Clause 4. An automatic surface meteorological observation station is a meteorological station where surface meteorological factors are measured and transmitted automatically using automatic observation equipment and technology without observers.

Clause 5. Spatial consistency of data refers to the rationality of data for one or more surface meteorological factors at the observation location compared to surface meteorological observation data at surrounding locations.

Clause 6. Temporal consistency of data refers to the rationality of data for one or more surface meteorological factors compared to values of the same observation location over different time periods. Clause 7. Consistency of data according to observation factors involves examining surface meteorological observation data between one factor and other factors at the same time and location. Article 4. Principles for evaluating the quality of surface meteorological data

Clause 1. Compliance with current technical standards and regulations. Clause 7. Article 6. Content of assessments

Article 7. Content for evaluating the quality of automatic surface meteorological data:

a) Completeness of documents;

c) Calibration of equipment and measuring tools;

d) Data calculations and selection of characteristic values;

Article 8. Evaluation Method

Clause 1. Quality evaluation of surface meteorological data is conducted through scoring based on standard points, deduction points, and achievement points. Clause 7. Consistency of data according to observation factors involves examining surface meteorological observation data between one factor and other factors at the same time and location. Clause 2. Standard Points (SP) is the highest score set for evaluating the quality of surface meteorological data, which is 100 points. Standard Points are determined for each quality evaluation category.

Clause 3. Deduction Points (DP) are the points deducted for missing or incorrect errors, determined based on:

a) Documentation sources: Station inspection records, technical files, document control, work reports, and self-recorded variation diagrams of surface meteorological factors over time;

a) Completeness of documents;

c) Calibration of equipment and measuring tools;

b) Analysis and assessment of errors and omissions regarding facilities, equipment, observation, adjustment, and data statistics.

Clause 4. Achievement Points (AP) of the data are calculated by subtracting total deduction points from standard points:

Clause 1. Quality evaluation of surface meteorological data is conducted through scoring based on standard points, deduction points, and achievement points. Clause 7. Consistency of data according to observation factors involves examining surface meteorological observation data between one factor and other factors at the same time and location. Clause 2. Standard Points (SP) is the highest score set for evaluating the quality of surface meteorological data, which is 100 points. Standard Points are determined for each quality evaluation category.

Clause 3. Deduction Points (DP) are the points deducted for missing or incorrect errors, determined based on:

AP = SP - ΣDP

1. Evaluation of surface meteorological document quality by scoring method, based on standard points, deduction points, and achievement points.

2. Standard points (SP) is the highest score defined for evaluating the quality of surface meteorological documents, set at 100 points. The standard points are determined for each evaluation category.

3. Deduction points (DP) are the points specified to be deducted for missing or incorrect errors, determined based on:

a) Sources of documents: Inspection records, technical files, document control, work reports, and self-recorded diagrams showing time series data of each surface meteorological element;

b) Analysis and assessment of errors and omissions regarding construction, equipment, observation, adjustment, and statistical calculation of data.

4. Achievement points (AP) of the document are calculated by subtracting total deduction points from standard points:

AP = SP - ΣDP

Article 8. Evaluation of the quality of surface meteorological data materials

1. Evaluation of the quality of traditional manual surface meteorological data materials

Article 9. Principles for Deduction Points

1. The total number of deduction points shall not exceed the standard score for each evaluation content.

2. The number of data interruptions: within one hour period, between two consecutive full hours, if the recorded data from self-recording or automatic devices is interrupted, it will be counted as one data loss.

3. Deduction points will only be counted once when evaluating the quality of documentation of a monitoring element that has errors resulting from chain effects of other errors in calculations, where the final result of that element does not significantly affect the overall quality of the documentation.

4. Documentation quality is classified as poor when evaluating one of the contents 1, 2, 3 specified in Table 1 Point a Clause 1 Article 8 and one of the contents 1, 2, 3 specified in Table 3 Point a Clause 2 Article 8 of this Circular, and the deduction points equal the standard score of the evaluation content, then other contents will not be evaluated. point 5. When the deduction points equal the standard score of the evaluation content for one of the contents 4, 5, 6 specified in Table 1 Point a Clause 1 Article 8 and one of the contents 4, 5, 6 specified in Table 3 Point a Clause 2 Article 8 of this Circular, the other contents at Article 8 of this Circular will still be evaluated.

6. Documentation quality will not be evaluated simultaneously with poor classification when the physical condition of manual documentation carriers is damaged, causing data loss of 30% or more.

7. Documentation quality will not be evaluated simultaneously with poor classification when the physical condition of automatic documentation carriers is damaged (mold, warping, disc misalignment, virus infection for digital files).

Article 10. Evaluation and Classification of Surface Meteorological Documentation Quality v1. Monthly evaluation of surface meteorological documentation is conducted once per month per station, following the provisions set out in Article 8 of this Circular.

2. Annual evaluation of surface meteorological documentation is the average result of Clause 1 of this Article.

Quality of surface meteorological documentation is the "score achieved" and is classified according to Table 5 as follows:

3. 1. This Circular takes effect from February 9, 2017. 2. The General Director of the National Hydro-Meteorological Center is responsible for guiding subordinate units to implement this Circular.

3. The Director of the Meteorology and Hydrology Department and Climate Change is responsible for overseeing and inspecting the implementation of this Circular.
