Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary systems for cadres, civil servants, officials, and armed forces personnel, amended and supplemented by Decree No. 76/2009/NĐ-CP dated September 15, 2009, Decree No. 14/2012/NĐ-CP dated March 7, 2012, and Decree No. 17/2013/NĐ-CP dated February 19, 2013 of the Government;
At the proposal of the Director of the Personnel Department and the Director of the Legal Department;
The Minister of Natural Resources and Environment issues this Circular regulating job responsibility allowances, relocation allowances, and hazardous and dangerous work allowances for environmental resource monitoring officials; basic water resources investigation.
Article 1. Scope of Regulation
This Circular regulates job responsibility allowances, relocation allowances, and hazardous and dangerous work allowances for officials (including those in probationary or trial periods) engaged in environmental resource monitoring; basic water resources investigation.
Article 2. Allowance levels and applicable subjects
1. Job responsibility allowance Apply a factor of 0.2 times the base salary for:
a) Group leader (or team leader) of environmental resource monitoring.
b) Drilling team leader (or team leader) of water resources.
c) Team leader (or team leader) of basic water resources investigation.
2. Relocation allowance
Apply a factor of 0.4 times the base salary for officials directly involved in environmental resource monitoring; performing basic water resources investigation tasks.
3. Hazardous and dangerous work allowance
Apply a factor of 0.1 times the base salary for:
a) Officials directly involved in environmental resource monitoring.
b) Officials directly engaged in soil, rock, and water physical property analysis work; geophysical measurement of water resources.
Article 3. Funding and payment methods for allowances
The funding sources and payment methods for the aforementioned allowances shall be implemented as follows:
1. For job responsibility allowances, implement according to Circular No. 05/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs guiding the implementation of job responsibility allowances for cadres, civil servants, and officials.
2. For relocation allowances, implement according to Circular No. 06/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs guiding the implementation of relocation allowances for cadres, civil servants, and officials.
3. For hazardous and dangerous work allowances, implement according to Circular No. 07/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs guiding the implementation of hazardous and dangerous work allowances for cadres, civil servants, and officials.
Article 4. Effective date
1. This Circular takes effect from September 10, 2014.
2. The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees; Heads of related agencies and units are responsible for implementing this Circular.
