CIRCULAR

Repealing certain regulatory legal documents

The Minister of Education and Training shall issue regulations in the field of education in accordance with the Law on Issuance of Legal Normative Documents.

On the basis of The Law on Issuance of Legal Normative Documents dated June 22, 2015;

On the basis of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Issuance of Legal Normative Documents;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Legal Department;

The Minister of Education and Training issues Circulars to abolish certain legal normative documents issued by the Minister of Education and Training in the field of education,

Article 1. Abolish certain legal normative documents issued by the Minister of Education and Training in the field of education

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Circular No. 14/TT dated December 19, 1990 of the Ministry of Education and Training guiding the work and organization of protecting educational institutions pursuant to Decree No. 223/HĐBT dated June 19, 1990 on the work and organization of protecting state-owned enterprises and agencies.

2. Circular No. 04/TT dated July 10, 1990 of the Ministry of Education and Training guiding and regulating temporary publication management in the education and training sector.

3. Directive No. 26/CT-BGD&ĐT dated December 8, 1992 of the Minister of Education and Training on improving and unifying information management work in education and training.

4. Decision No. 196/TCCB dated January 21, 1994 of the Minister of Education and Training on issuing the Interim Regulation on Private Universities.

5. Directive No. 15/GD-ĐT dated September 19, 1994 of the Minister of Education and Training on reforming and strengthening women's mobilization work in the education and training sector under new circumstances.

6. Circular No. 22/GD-ĐT dated November 23, 1994 of the Ministry of Education and Training guiding the implementation of the Law on Publishing in the education and training sector.

7. Directive No. 08/GD-ĐT dated April 18, 1996 of the Minister of Education and Training on continuing to organize well the Trade Union Congress in the education and training sector.

8. Directive No. 19/GD-ĐT dated September 10, 1996 of the Minister of Education and Training on strengthening population education-family planning work throughout the sector.

9. Circular No. 10/2000/TT-BGD&ĐT dated April 20, 2000 of the Ministry of Education and Training amending and supplementing some articles of Circular No. 04/TT dated July 10, 1990 on guiding and regulating temporary publication management in the education and training sector.

10. Decision No. 41/2000/QĐ-BGD&ĐT dated September 7, 2000 of the Minister of Education and Training on issuing the regulation on educational equipment in kindergartens and general schools.

11. Decision No. 47/2000/QĐ-BGD&ĐT dated November 8, 2000 of the Minister of Education and Training on collecting, managing, and using statistical data in education.

12. Circular No. 50/2000/TT-BGD&ĐT dated December 29, 2000 of the Minister of Education and Training guiding the implementation of Decision No. 178/1999/QĐ-TTg dated August 30, 1999 of the Prime Minister on labeling regulations for goods circulating domestically and abroad.

13. Directive No. 53/2003/CT-BGDĐT dated November 13, 2003 of the Minister of Education and Training on strengthening food safety and quality assurance work in educational institutions.

14. Decision No. 39/2004/QĐ-BGD&ĐT dated December 13, 2004 of the Minister of Education and Training promulgating the industry standards for 2004.

15. Directive No. 02/2005/CT-BGD&ĐT dated January 31, 2005 of the Minister of Education and Training on strengthening environmental protection education work.

16. Decision No. 75/2007/QĐ-BGDĐT dated December 12, 2007 of the Minister of Education and Training promulgating the Program for Legal Knowledge and Legal Work Skill Training for Legal Officers in the Education Sector.

17. Circular No. 11/2009/TT-BGDĐT dated May 8, 2009 of the Minister of Education and Training stipulating the procedures and formalities for converting public-private partnership kindergartens and schools to private kindergartens and schools; public-private partnership kindergartens to private kindergartens; public-private partnership kindergartens and schools to public kindergartens and schools.

18. Circular No. 06/2011/TT-BGDĐT dated February 11, 2011 of the Minister of Education and Training on the management and use of foreign aid sources by the Ministry of Education and Training.

19. Circular No. 25/2011/TT-BGDĐT dated June 16, 2011 of the Minister of Education and Training on the organization and operation of University Presidents' Councils at universities and colleges.

20. Circular No. 39/2012/TT-BGDĐT dated November 5, 2012 of the Minister of Education and Training promulgating the Regulation on the Organization and Operation of Private Vocational Colleges.

Article 2. Effectiveness

This Circular takes effect from December 19, 2020.

Article 3. Responsibility for Implementation

The Director of the Office, Heads of the Legal Department, Heads of units under the Ministry of Education and Training; Chairpersons of Provincial People's Committees; Directors of Departments of Education and Training; directors of universities, rectors of universities, principals of teacher training colleges, principals of secondary teacher training colleges, and heads of organizations and individuals related to this Circular are responsible for its implementation./.
