CIRCULAR
Prescribing standards, procedures for compiling, revising and reviewing local educational materials
and reviewing local educational materials
Pursuant to the Education Law No. 43/2019/QH14 amended and supplemented by Law No. 123/2025/QH15;
Pursuant to the Teachers Law No. 73/2025/QH15;
Pursuant to the Government's Decree No. 37/2025/NĐ-CP dated February 26, 2025, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Based on the proposal of the General Department of Primary and Secondary Education;
The Minister of Education and Training issues this Circular prescribing standards, procedures for compiling, revising and reviewing local educational materials.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. This Circular prescribes standards, procedures for compiling, revising and reviewing local educational materials, including: standards and requirements for local educational materials; procedures for compiling and revising local educational materials; reviewing and approving local educational materials.
2. This Circular applies to People's Committees of provinces and cities (hereinafter referred to collectively as Provincial People's Committees); Departments of Education and Training; general education institutions, regular education institutions, and other education institutions implementing the general education program (hereinafter referred to collectively as educational institutions); organizations and individuals participating in compiling, revising and reviewing local educational materials.
Article 2. Explanation of Terms
In this Circular, the following terms shall be understood as follows:
1. Local educational material is material compiled to implement the content of local education as prescribed in the General Education Program issued together with Circular No. 32/2018/TT-BGDĐT dated December 26, 2018 of the Minister of Education and Training (General Education Program); approved by the Chairman of the Provincial People's Committee for use in educational institutions within its jurisdiction.
2. Sample local educational material is material that has been edited, printed, and completed after experimental teaching, clearly marked with the phrase "Sample" on the cover and back cover.
3. Experimental teaching of local education content is the activity of organizing teaching and learning some contents of the sample material in educational institutions to evaluate the degree of meeting the goals, required achievements, suitability, and feasibility of the material before review.
Article 3. Principles of Organizing Compilation, Revision and Review of Local Educational Materials
1.Specifically implement the content of local education in the General Education Program; the content of local education at each grade is consistent with the content of the curriculum and educational plan of related subjects and educational activities in that grade.
2.Ensure scientific, pedagogical, and inter-grade continuity; do not replace, overlap, or generate equivalent content to the required achievements and mandatory knowledge in the General Education Program; do not overload students.
3.Ensure the principles of centralization, democracy, objectivity, transparency, and openness in organizing compilation, revision, and review of local educational materials.
4.Mobilize collective intelligence, the participation of experts, scientists, educators, and fulfill the accountability of relevant agencies, organizations, and individuals during implementation.
Chapter II
STANDARDS AND REQUIREMENTS FOR LOCAL EDUCATIONAL MATERIALS
Article 4. Precedent Conditions for Local Educational Materials
1.Local educational materials must not contravene the provisions of Vietnamese law and must comply with national standards for publications.
2.Local educational materials must not contain biases regarding ethnicity, religion, profession, gender, age, and social status.
Article 5. Content of Local Educational Materials
1. The content must accurately and comprehensively reflect prominent issues concerning culture, traditional history, geography, economy, society, vocational guidance, environment, and other local matters as stipulated in the General Education Program, including:
a) Geography, population, and local environment: Geographical location, natural characteristics, population; the relationship between humans and the environment; biodiversity and adaptation to specific climate change of the locality.
b) History, tradition, and cultural heritage: Formation and development history; notable figures; scenic spots, historical-cultural relics, and awareness of preserving and promoting heritage values at the locality.
c) Intangible culture and social life: Customs, traditions, festivals, folk arts, and local cultural values.
d) Economic and social activities and vocational orientation: Traditional trades, craft villages, and typical production and business activities of the locality; contents on digital economy, digital capability, digital citizenship, and innovative activities linked to specific development models and ecosystems of the locality.
2. The content must be suitable for the psychological and cognitive characteristics of students at each grade level, specifically:
a) Elementary school level: Focus on recognizing and experiencing familiar contents about nature, people, and local culture.
b) Middle school level: Emphasize understanding and forming knowledge and skills regarding natural, social, and historical elements of the locality.
c) High school level: Develop analytical, evaluation, and practical application skills tied to vocational orientation and potential development of the locality.
3. Terminologies, concepts, definitions, data, events, and images must be accurate, objective, consistent, and appropriate for student levels. Data, events, and images must have clear sources.
4. New scientific achievements related to local education content must be updated in an open manner aligned with the goals and requirements of the General Education Program.
5. Contents on national sovereignty, human rights, children's rights, gender equality, sustainable development, environmental protection, and climate change adaptation must be reasonably presented.
Article 6. Teaching Methods and Evaluation of Educational Outcomes in Local Educational Materials
1. The materials are designed to support teachers in creatively applying positive teaching methods centered around students; emphasizing diversification of educational forms, including:
a) Combining classroom learning with experiential, practical, field trip, archival research, and project activities;
b) Organizing collective educational activities, community service, and volunteering to link knowledge with practice, stimulate interest in learning, and develop student capabilities.
2. Lessons must ensure close connections with subjects and educational activities in the General Education Program. Lesson content is designed in an open format, allowing educational institutions to proactively select content, organizational forms, and teaching times that align with school educational plans.
3. Lessons must clearly demonstrate compliance with required standards for student qualities and abilities; provide evaluation guidelines and tools ensuring objectivity, alignment with the General Education Program's assessment direction, and local characteristics.
Article 7. Structure of Local Educational Materials
1. Local educational materials shall be designed according to topics, ensuring the specific implementation of local educational content streams in accordance with the orientation set out in the General Education Program. The content of each topic must be consistent with the education plans of subjects and educational activities at each grade level, facilitating conditions for educational institutions to develop and implement school education plans.
2. The structure of the materials must ensure logicality, coherence, and consistency, including the following basic components:
a) Cover page;
b) Preface;
c) Instructions for using the material, including symbols and abbreviations if any;
d) Table of contents;
e) Content of topics and lessons, where each lesson is designed based on basic activities including introduction, formation of new knowledge, practice, and application. The system of questions, exercises, and activities must ensure scientific accuracy and suitability with the required achievement levels and students' cognitive abilities at each grade level;
f) Explanation of terms;
g) Reference materials and sources cited.
Article 8. Language and Presentation Form of Local Educational Materials
1. The language used in the materials shall be Vietnamese, adhering to spelling and grammar rules, expressed clearly and easily understood, accurately reflecting the intended content, and suitable for the age group of students. Abbreviations, symbols, transliterations, units of measurement must comply with current legal regulations.
2. The presentation form of the materials must ensure balance and harmony between textual and visual channels, symbol systems, icons, font styles, font sizes, and illustrations such as pictures, photos, tables, charts, graphs, maps, drawings must be clear, aesthetically pleasing, and appropriate to the learning topic content and student age group.
3. Regulations on cover page, publication information, and technical specifications:
a) The presentation of the cover page and publication information must comply with legal provisions on publishing and national standards for publications;
b) The content displayed on the cover page must ensure consistency and accuracy, where Cover Page 1 fully records the name of the Provincial People's Committee, Department of Education and Training, and the name of the material according to the structure "Local Educational Material Province/City... Grade..."; Cover Page 2 records the name of the Provincial People's Committee, Department of Education and Training, and the list of the Editorial Board members;
c) Technical specifications regarding paper size, paper weight, printing technology, and binding must ensure durability, aesthetic appeal, and suitability for student usage conditions.
4. The use of images, maps, data, citations, and reference materials in local educational materials must ensure accuracy, objectivity, clear origin, and compliance with legal provisions on intellectual property rights.
5. For electronic local educational materials, they must meet interface standards, technical requirements, interactive features, infrastructure, and security as stipulated by the Ministry of Education and Training for textbooks and electronic learning materials.
Chapter III
PROCEDURE FOR COMPILE AND REVISE LOCAL EDUCATIONAL MATERIALS
Article 9. Establishment of the Editorial Board for Local Educational Materials
1. The Chairman of the Provincial People's Committee decides to establish the Editorial Board for Local Educational Materials (hereinafter referred to as the Editorial Board) based on the proposal of the Department of Education and Training.
2. Members of the Editorial Board include: Chief Editor (if compiling for multiple grade levels or educational stages), Editor-in-Chief, authors, and secretary.
3. Members of the Editorial Board must meet the following criteria:
a) Possess appropriate educational qualifications, expertise, and vocational skills corresponding to the local educational content they undertake;
b) Understand educational science, the General Education Program, and unique economic, social, geographical, historical, and cultural characteristics of the locality;
c) Have good moral character, professional reputation, and practical experience in teaching, research, or educational management;
d) Not currently under criminal investigation or disciplinary action as prescribed by law;
e) The Chief Editor and Editor-in-Chief must have a university degree or higher, with research or textbook compilation experience.
4. The composition of the Editorial Board must include participation from management staff and teachers directly teaching at the corresponding educational stage; priority should be given to researchers, artisans, and experts knowledgeable about the locality to ensure pedagogical quality and feasibility of the materials.
Article 10. Procedure for compiling local educational materials
1. Drafting the outline of the material:
a) The editorial board shall study the local education content streams oriented according to the General Education Program, taking into account the practical characteristics of the locality, to develop the overall and detailed outlines of the material;
b) The detailed outline of the material must clearly define topics, lessons, objectives, requirements to be met, duration, and teaching organization methods; ensuring that the content of each class is appropriate with the content of the program and the educational plan of related subjects and educational activities in that class;
c) The Department of Education and Training shall organize to collect opinions from experts, scientists, management officials, and teachers on the detailed outline of the material before organizing the compilation of the prototype.
2. Compiling the prototype of the material:
a) The editorial board shall organize the compilation of content, design presentation format, and perfect the prototype of the material based on the completed outline;
b) The prototype of the material must be internally reviewed and edited to ensure consistency in content, structure, format, terminology, and suitability for the student audience before organizing experimental teaching.
3. Organizing experimental teaching and collecting feedback:
a) The Department of Education and Training shall take the lead in building plans and organizing experimental teaching of topics at educational institutions, ensuring representativeness in regions, types of schools, and student populations; the minimum duration of experimental teaching must reach 30% of the total number of periods of the material for each class;
b) The results of experimental teaching must be evaluated in writing regarding the degree of meeting the required standards, the appropriateness of the textual and visual materials, and the teaching methods;
c) The Department of Education and Training shall organize to collect feedback from management officials, teachers, scientists, and relevant agencies and organizations on the prototype of the material; publish the prototype of the material on the provincial People's Committee's electronic portal or the Department of Education and Training's website for at least 15 working days to widely solicit public opinions;
d) The editorial board shall compile, explain, and incorporate the results of experimental teaching and feedback to perfect the prototype of the material.
4. After completing the prototype of the material in accordance with Clause 3 of this Article, the editorial board shall report and submit the dossier to the Department of Education and Training for preparation of the examination process. The dossier includes:
a) A request for examination of local educational materials (in Model No. 01 attached to this Circular);
b) The completed prototype of local educational materials after experimental teaching and incorporating feedback;
c) An explanatory report and the results of experimental teaching of local educational materials (in Model No. 02 attached to this Circular);
d) Any related documents, materials, and evidence (if applicable).
Article 11. Procedure for revising and updating local educational materials
1. Local educational materials shall be reviewed periodically at least once every five years or revised urgently when there are changes to the General Education Program, legal regulations, administrative boundaries, actual data, or upon the requirement of competent authorities.
2. Based on the review results, the Department of Education and Training shall submit to the Chairman of the Provincial People's Committee for decision on the implementation method according to one of the following two cases:
a) Technical revision: Applied to updating statistical data, related regulatory texts, correcting errors, or adjusting expressions without changing the objectives and requirements of lessons or topics in local educational materials;
b) Re-compilation and re-examination: Applied to materials with significant changes in objectives, requirements, or local education content streams according to the orientation in the General Education Program, leading to fundamental changes in the structure and content of the materials.
3. For the case stipulated in point a, Clause 2 of this Article, the Department of Education and Training shall take the lead in collecting opinions from experts, the editorial board (if any), and relevant agencies to perfect the revision content; submit to the Chairman of the Provincial People's Committee for issuance of an approval document or an appendix for correction.
4. For the case stipulated in point b, Clause 2 of this Article, the procedures for compilation, experimental teaching, feedback collection, and examination shall be carried out in accordance with Articles 9, 10, and 13 of this Circular.
5. The examination request dossier shall be implemented in accordance with Clause 4 of Article 10 of this Circular, including:
a) The prototype of the material is the version that has been revised, perfected after experimental teaching, and incorporated feedback;
b) The explanatory report in Model No. 02 attached to this Circular must clearly state the adjusted and supplemented contents compared to the current materials and the results of experimental teaching of the revised content.
Chapter IV
REVIEW AND APPROVAL OF LOCAL EDUCATIONAL MATERIALS
Article 12. Review Board
1. The Chairman of the Provincial People's Committee decides to establish the Review Board for local educational materials by grade level (hereinafter referred to as the Board) based on the proposal of the Department of Education and Training.
2. Criteria for Board members
a) Having good moral character, professional reputation; holding a bachelor's degree or higher and having expertise relevant to the content of the material being reviewed;
b) Understanding education and practical characteristics of the locality; having the ability and conditions to participate in review activities according to the plan;
c) Not participating in compiling, editing, or directly directing the compilation of the local educational materials being reviewed;
d) Not during the period of being pursued for criminal responsibility or being disciplined according to the provisions of the law.
3. Number, structure, and composition of the Board
a) The Board has an odd number of members, with a minimum of 09 (nine) people;
b) The Board consists of Chairperson, Vice-Chairperson, Secretary, and Members;
c) The composition of the Board includes teachers, education management officials, scientists, experienced researchers who are knowledgeable about education and the characteristics of the locality;
d) Ensuring that at least 1/3 (one third) of the total number of Board members are teachers currently teaching at the corresponding grade level of the material being reviewed.
4. Duties and powers of the Review Board
a) Organizing the review of sample educational materials according to the principles, standards, and procedures stipulated in this Circular;
b) Evaluating and classifying the sample material and collectively bearing responsibility for the review conclusions as well as the quality of the material after it is approved by the Board;
c) Being provided with complete files and sample materials; requesting the Editorial Board to explain related contents; reserving professional opinions different from the general conclusion of the Board.
5. Responsibilities of Board members
a) Fully participating in all Board meetings; studying the files, writing observation and evaluation sheets for the sample material objectively, truthfully, and scientifically;
b) Individually responsible for their professional observations and evaluations before the Board Chairperson and the authority issuing the decision to establish the Board;
c) Implementing confidentiality regarding the content of the sample material and discussions at review meetings.
Article 13. Procedure for reviewing local educational materials
1. The Department of Education and Training receives applications for review, conducts a review, and sends the sample material and related files to Board members at least 07 (seven) working days before the first review meeting.
2. Board members are responsible for studying the files, writing detailed observation and evaluation sheets for the sample material according to the standards stipulated in Chapter II of this Circular; submitting the observation sheets to the Board Secretary before organizing the review meeting.
3. Organizing discussion, evaluation, and classification of materials
a) The Board listens to representatives of the Editorial Board presenting explanations about the sample material;
b) Board members openly discuss and directly exchange with the Editorial Board to clarify related contents; the Editorial Board is responsible for explaining and adopting the Board's opinions;
c) The Board discusses, votes to evaluate and classify the sample material into one of three levels: "Pass", "Pass but needs revision", "Fail".
4. Evaluation results and classification
a) Material classified as "Pass": When at least 3/4 (three quarters) of the total number of Board members vote to evaluate at the "Pass" level;
b) Material classified as "Pass but needs revision": When at least 3/4 (three quarters) of the total number of Board members vote to evaluate at the "Pass" or "Pass but needs revision" level;
c) Material classified as "Fail": In cases stipulated in Clause 2 of Article 14 of this Circular or when not meeting the voting ratio specified in points a and b of this clause.
5. Handling results after review:
a) The Secretary completes the minutes of the Board meeting, with signatures of the Chairperson, Vice-Chairperson (if any), Secretary, and attending Board members;
b) For material classified as "Pass": Within 03 (three) working days from the date the Board completes the minutes, the Department of Education and Training prepares a file for submission to the Chairman of the Provincial People's Committee for consideration and approval;
c) For material classified as "Pass but needs revision": The Editorial Board implements revisions according to the Board's conclusion within a maximum of 15 (fifteen) working days. The Board Chairperson checks the revision results, reports back to the Board for final decision before transferring to the Department of Education and Training to proceed with approval procedures.
d) For material classified as "Fail": Within 05 (five) working days from the date the Board completes the minutes, the Department of Education and Training notifies the Editorial Board in writing about the review results and reasons for failure. The sample material is rebuilt and reviewed according to the initial review process.
Article 14. Criteria for Evaluating Local Educational Material Samples
1. The evaluation and classification of local educational material samples shall be based on the standards stipulated in Chapter II of this Circular.
2. A sample material will be rated as "Not Achieved" if it falls under any of the following circumstances:
a) Violates the prerequisite conditions specified in Article 4 of this Circular;
b) Content contravenes the Party's policies and viewpoints, state policies; harms national sovereignty, security, and foreign relations;
c) Content distorts history and geography, negatively impacts patriotism and national solidarity spirit;
d) Does not meet the voting ratio requirements set forth in point a and point b, Clause 4, Article 13 of this Circular.
3. For contents that do not violate the provisions of Clause 2 of this Article, the Evaluation Board bases its discussion and voting to assess according to the classification levels prescribed in Article 13 of this Circular, on the degree of compliance with the content, method, structure, and form standards stipulated in Chapter II.
Article 15. Approval of Local Educational Materials
1. The Department of Education and Training is responsible for completing the dossier for material samples that have been classified as "Achieved" by the Evaluation Board to submit to the Chairman of the Provincial People's Committee for consideration and approval.
2. The dossier submitted to the Chairman of the Provincial People's Committee includes:
a) The proposal for approving the material from the Department of Education and Training (according to Model No. 05 in the Appendix);
b) The material sample that has been classified as "Achieved" by the Evaluation Board;
c) The Evaluation Board's report on the assessment results (including the Meeting Minutes and the Review Forms of the members);
d) Related documents (if any).
3. Within five working days from the date of receiving the complete dossier, the Chairman of the Provincial People's Committee shall consider and issue a decision to approve the local educational materials for implementation at educational institutions within the province. The approval decision and the materials must be publicly posted on the provincial People's Committee's and the Department of Education and Training's online information portal.
4. Upon issuance of the approval decision, the Department of Education and Training shall connect and integrate the local educational materials in electronic form into the Ministry of Education and Training's Digital Learning Repository, while submitting a report along with the approval decision and the materials to the Ministry of Education and Training for monitoring and management.
Chapter V
RESPONSIBILITIES OF AUTHORITIES AND ORGANIZATIONS
Article 16. Responsibilities of the Provincial People's Committee
1. To perform state management functions over local education within the jurisdiction; ensuring financial, physical infrastructure, and other resources to implement local education content as prescribed.
2. To direct the Department of Education and Training and relevant agencies to organize the compilation, revision, and evaluation of local educational materials in accordance with this Circular.
3. The Chairman of the Provincial People's Committee decides on the establishment of the Compilation Board, the Evaluation Board, and the approval of local educational materials as prescribed in this Circular.
4. To ensure funding for the compilation, experimental implementation, revision, evaluation of materials, and training from the provincial budget within the scope of authority. Budget preparation, allocation, management, utilization, and settlement of funds must comply with their intended purpose, be economical, effective, transparent, and non-redundant with other spending tasks; adhering to the State Budget Law and related guiding documents.
5. To direct inspection, supervision, handling of complaints and grievances, and violation resolution during the implementation process in accordance with the law.
Article 17. Responsibilities of the Department of Education and Training
1. It is the leading agency to assist the People's Committee at the provincial level in managing state affairs regarding local education within its jurisdiction; it is responsible for the quality, progress, and effectiveness of implementing local educational content according to its authority.
2. It leads and coordinates with relevant agencies and units to assist the People's Committee at the provincial level in drafting plans, budget estimates, and organizing the implementation of compiling, revising, and perfecting sample educational materials for local education; it assists in establishing the Editorial Board, the Review Council, and completing the dossier for approval of local educational materials in accordance with this Circular.
3. It organizes training and capacity building for managers and teachers on the content and methods of organizing teaching immediately after the materials are approved.
4. It guides educational institutions in developing educational plans; monitors, inspects, and supervises the implementation of local educational content according to regulations.
5. It implements the reporting system to the Ministry of Education and Training on approved materials and implementation status; it proposes amendments and updates when necessary.
6. It supports educational institutions in building and using local educational materials in electronic form to ensure content quality and information security.
Article 18. Responsibilities of Educational Institutions
1. It develops the school's educational plan and implements local educational content according to approved materials, ensuring the goals and requirements of the General Secondary Education Program and the practical conditions of the locality.
2. It organizes teachers to study and use local educational materials as official teaching materials; it implements innovative teaching methods and assessments towards developing students' qualities and abilities.
3. It organizes the evaluation of learning outcomes for local educational content through related subjects and educational activities according to the General Secondary Education Program and guidance documents from the Ministry of Education and Training.
4. It promptly identifies and advises the Department of Education and Training on inappropriate content in the materials or difficulties arising during implementation.
Article 19. Handling Violations
1. Organizations and individuals who violate the provisions of this Circular and related laws during the compilation, review, management, and use of local educational materials will be subject to disciplinary action, administrative penalties, or criminal prosecution depending on the nature and severity of the violation; if damage occurs, they must compensate according to the law.
2. Local educational materials containing illegal content, not meeting quality standards, or compiled and reviewed improperly will be suspended or recalled. The Chairman of the Provincial People's Committee decides on suspending or recalling the materials and directs remediation according to regulations.
Chapter VI
IMPLEMENTATION PROVISIONS
Article 20. Effective Date
1. This Circular takes effect from July 3, 2026.
2. The Circular No. 33/2020/TT-BGDĐT dated September 15, 2020 of the Minister of Education and Training on reviewing local educational materials is abolished from the date this Circular takes effect.
Article 21. Transitional Provisions
1. Local educational materials that have been approved pursuant to Circular No. 33/2020/TT-BGDĐT dated September 15, 2020, issued by the Minister of Education and Training on the review of local educational materials shall continue to be used.
2. The amendment and updating of local educational materials as stipulated in Clause 1 of this Article shall be carried out in accordance with this Circular.
Article 22. Responsibility for Implementation
1. The Director of the Ministry's Office, the Director of the General Department of Primary and Secondary Education, the Heads of units under the Ministry of Education and Training related to this matter, the Chairmen of Provincial People's Committees, Directors of Departments of Education and Training, heads of educational institutions, and other relevant organizations and individuals shall be responsible for implementing this Circular.
2. During the implementation process, if there are difficulties or obstacles, agencies, organizations, and individuals shall report them to the Ministry of Education and Training for consideration and resolution within their authority.
