CIRCULAR
Issuing National Technical Regulations on Railways
On the basis of Law on Railways No. 95/2025/QH15;
On the basis of Law on Product Quality No. 05/2007/QH12 amended and supplemented by Law No. 35/2018/QH14 and Law No. 78/2025/QH15;
On the basis of Law on Standards and Technical Regulations No. 68/2006/QH11 amended and supplemented by Law No. 35/2018/QH14 and Law No. 70/2025/QH15;
Decree No. Decision No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations, amended and supplemented by Decree No. 78/2018/NĐ-CP dated May 15, 2018 of the Government; Pursuant to the proposal of the Director of the Vietnam Railway Administration and the Director of the Vietnam Transport Certification Agency;
Decree No. Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Construction;
The Minister of Construction issues this Circular on National Technical Regulations on Railways.
Attached to this Circular are:
Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.
2. National Technical Regulation on Railway Operation, number QCVN 22:2025/BXD.
3. National Technical Regulation on Railway Rolling Stock for Periodic Inspection, Modification, Importation of Used Equipment, number QCVN 23:2025/BXD;
4. National Technical Regulation on Diesel Locomotives and Self-Propelled Special Purpose Vehicles for Production Assembly and New Imports, number QCVN 24:2025/BXD.

a) Circular No. 24/2015/TT-BGTVT dated June 16, 2015 of the Minister of Transport issuing National Technical Regulations on Railway Rolling Stock - Car Turning Devices - Technical Requirements;
Article 2. Effectiveness
Clause 1. This Circular takes effect from January 1, 2026.
2. The following Circulars shall cease to be effective from the date this Circular comes into force:
b) Circular No. 32/2018/TT-BGTVT dated May 15, 2018 of the Minister of Transport issuing two National Technical Regulations on Railways;
c) Circular No. 04/2023/TT-BGTVT dated April 17, 2023 of the Minister of Transport issuing three National Technical Regulations on Railway Components and Equipment;
d) Circular No. 30/2023/TT-BGTVT dated November 3, 2023 of the Minister of Transport issuing three National Technical Regulations on Railway Rolling Stock.
