Based on Decree No. 130/2013/NĐ-CP dated October 16, 2013 of the Government on production and supply of public goods and services;
At the proposal of the Minister of Information and Communications,
The Prime Minister issues this Decision on providing universal postal services and public-interest services in the distribution of press publications.
Article 1. Scope of Regulation and Applicability
1. Scope of regulation: This Decision stipulates the list of services, methods for providing such services, and the responsibilities of relevant agencies in managing the provision of universal postal services and public-interest services in the distribution of press publications.

a) Enterprises designated by the State to maintain the public postal network to provide universal postal services as specified in Article 2 of this Decision;
b) Enterprises providing public-interest services in the distribution of press publications as specified in Article 3 of this Decision;
c) Agencies: People's Army Newspaper, People's Public Newspaper, Communist Magazine, newspapers of provincial party committees directly under the central government;
d) Relevant agencies, organizations, and individuals.

Universal postal service is a postal service provided at the request of the State, including:
1. Basic mail service: Mail with an address, weighing up to two kilograms (kg) per piece, including:
Article 3. Public Utility Services in Newspaper Distribution Activities
Public utility services in newspaper distribution activities are the distribution of types of People's Army Newspaper, People's Armed Forces Newspaper, Communist Review, and Party Newspapers of provinces and centrally-administered cities through the public postal network.
Article 4. Quality and Tariffs

3. Other special tasks in the field of postal services.
Article 5. Content of State Management over the Provision of Postal Public Utility Services and Public Utility Services in Newspaper Distribution Activities
Providing the following types of newspapers and magazines through the public postal network is a public-interest service:
1. People's Public Newspaper.
2. People's Army Newspaper.
3. Communist Magazine.
4. Newspapers of provincial party committees directly under the central government.
Article 4. Quality and Tariff of Services
Universal postal services and public-interest services in the distribution of press publications shall be provided in accordance with national technical standards and tariffs set by competent state agencies.
Article 5. Implementation Methods
The provision of universal postal services as specified in Article 2 and public-interest services in the distribution of press publications as specified in Article 3 of this Decision shall be carried out in accordance with Clause 1 and Clause 3 of Article 26 of the Government Decree No. 130/2013/NĐ-CP dated October 16, 2013 on the production and supply of public-interest products and services.
Article 6. Implementation Organization
The Ministry of Information and Communications shall be responsible before the Government for state management of basic information, including the following responsibilities:
a) Take the lead and coordinate with relevant ministries and sectors to guide and organize the implementation of this Decision;
b) Manage the provision of universal postal services and public-interest services in the distribution of press publications as specified in Article 5 of this Decision;
c) Define the scope of exclusive postal services and coordinate with relevant agencies to ensure the implementation of this policy;
d) Issue national technical standards for universal postal services and public-interest services in the distribution of press publications within its authority;
đ) Determine the tariff for universal postal services and the tariff for public-interest services in the distribution of press publications after consultation with the Ministry of Finance;
e) Inspect and supervise compliance with legal provisions in the provision of universal postal services and public-interest services in the distribution of press publications.
2. The Ministry of Finance shall guide enterprises providing services to implement accounting for universal postal services and public-interest services in the distribution of press publications according to regulations and preferential tax policies related to the activities of these enterprises.
3. People's Committees of provinces and centrally governed cities
a) Implement state management on the territory regarding the provision of universal postal services and public-interest services in the distribution of press publications and compliance with regulations on exclusive postal services as prescribed by law;
b) Carry out the contents stipulated in this Decision and follow the guidance of relevant ministries and agencies.
4. Enterprises providing universal postal services and public-interest services in the distribution of press publications
a) Maintain, manage, and operate the public postal network, including: Service points (post offices, cultural-social postal points, public mailboxes, and other forms), operating bases (international, inter-provincial, and intra-provincial post offices) connected by effective transportation and delivery routes that meet the requirements of national technical standards for universal postal services and public-interest services in the distribution of press publications as prescribed by the State;
b) Adhere to State regulations on the management of quality and tariffs for universal postal services and public-interest services in the distribution of press publications;
c) Be subject to inspection and supervision by the Ministry of Information and Communications and other competent state agencies regarding compliance with regulations on the provision of universal postal services and public-interest services in the distribution of press publications;
d) Report on the implementation of this Decision as required;
đ) Propose amendments and supplements to mechanisms and policies on universal postal services and public-interest services in the distribution of press publications.
Article 7. Implementation Provisions
1. This Decision takes effect from November 15, 2015.
2. This Decision replaces Decision No. 65/2008/QĐ-TTg dated May 22, 2008 of the Prime Minister on providing universal postal services and Decision No. 72/2011/QĐ-TTg dated December 22, 2011 of the Prime Minister amending and supplementing certain articles of Decision No. 65/2008/QĐ-TTg. 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees directly under the central government, and Heads of relevant units are responsible for implementing this Decision./.
3. The ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of provincial people's committees under the central government, and heads of related units shall be responsible for implementing this Decision./.
