Guidelines on special management regime for
Mobile Propaganda Teams at provincial and district levels

Decree No. 60/2003/ND-CP dated June 6, 2003 of the Government detailing and guiding implementation State Budget Law;
Decree No. Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Decree No. 76/2013/ND-CP dated July 16, 2013 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
The Minister of Finance and the Minister of Culture, Sports and Tourism issue this Circular Joint to guide the special management regime for Provincial and District Mobile Propaganda Teams.
Article 1. Scope and Applicability
Article 1. Scope of application: This Circular guides the special management regime for Mobile Propaganda Teams established at Cultural Centers, Exhibition Information Centers, or Provincial/Central City Cultural and Sports Centers, Districts, County Towns, and Cities under Provinces (hereinafter referred to collectively as Mobile Propaganda Teams).
Article 2. Applicability Objectives: This Circular applies to propagandists within and outside the establishment of Mobile Propaganda Teams and other relevant agencies and organizations.
Article 3. Activity Standards for Mobile Propaganda Teams
The People's Committee of provinces and centrally governed cities shall decide on the activity quota based on the proposal of the Director of the Department of Culture, Sports and Tourism (Department of Culture and Sports) in accordance with the actual situation in the locality. The specific activity quota in each province may be lower or higher, but the increase or decrease shall not exceed 20% of the framework of the activity quota prescribed in this Circular.
1. State budget according to the current budget classification of the State Budget Law for public service units.
2. Legal income of public service units.
3. Sponsorship and aid in accordance with the provisions of the law.
The operating expenses of Mobile Propaganda Teams shall be implemented in accordance with the current regulations for public service units.
The special expenditure items and amounts (training allowances, performance allowances) of Mobile Propaganda Teams are specified as follows:
1. Propagandists within the establishment of Mobile Propaganda Teams shall enjoy performance allowances and training allowances as stipulated in this Circular. The specific performance allowance and training allowance in each province shall be decided by the Chairman of the People's Committee of provinces and centrally governed cities based on the proposal of the Director of the Department of Culture, Sports and Tourism (Department of Culture and Sports), the Director of the Department of Finance, in accordance with the budget capacity and actual conditions. The specific expenditure amount in each locality may be lower or higher than the amount prescribed in this Circular. The lower amount shall not exceed 20% of the framework of the performance allowance and training allowance prescribed below:
a) Training allowance for new program: The allowance for one session of training a new program is 60,000 VND/person/session/4 hours. The maximum number of sessions for a new program is 10 sessions.
b) Performance allowance within the mobile performance program:
- The allowance for one session of mobile performance for main roles is 100,000 VND/person. The number of propagandists playing main roles in mobile performance programs shall be decided by the Director of Cultural Centers, Exhibition Information Centers, or Provincial/Central City Cultural and Sports Centers.
- The allowance for one session of mobile performance for other roles is 80,000 VND/person.
2. Propagandists outside the establishment (those who have been recruited by units) participating in training new programs and mobile performances in accordance with agreements with the Director of Cultural Centers, Exhibition Information Centers, or Provincial/Central City Cultural and Sports Centers shall, in addition to their contractual wages, also enjoy the special expenditure allowances for training and performance as stipulated in Clause 1 of Article 4.
3. The preparation of budgets, allocation of budgets, management, utilization, settlement, and finalization of expenditures for special tasks of Mobile Propaganda Teams shall be carried out in accordance with the current regulations of the State Budget Law and guiding documents of the State Budget Law.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
Article 5. Effective date and replacement of previous regulations: This Circular takes effect from May 1, 2016, and replaces Circular Jointly Issued No. 191/2011/TTLT/BTC-BVHTTDL dated December 21, 2011 of the Ministry of Finance - Ministry of Culture, Sports and Tourism guiding the special management regime for Mobile Propaganda Teams at provincial, city, district, county town, and city levels.
3. During the implementation process, if there are any difficulties, please report them to the Ministry of Finance and the Ministry of Culture, Sports and Tourism for research and resolution.
