Decision No. 61/2006/QĐ-BNN of the Ministry of Agriculture and Rural Development supplements and adjusts tasks for certain organizations under the ministry. These organizations will carry out additional activities promoting agriculture in specific fields and food safety management.

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Article 16 and Article 19 of Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 163/2004/NĐ-CP dated September 7, 2004 of the Government detailing certain provisions of the Food Safety Law;
Pursuant to Decree No. 56/2005/NĐ-CP dated April 26, 2005 of the Government on agricultural extension and fishery extension;
Considering the proposals of the heads of relevant units and the Director of the Personnel Department.
DECISION:
Article 1. Supplementing and adjusting the tasks of the following units:
1. Science and Technology Department:
Supplementing the tasks:
a) Serving as the focal point for implementing the State management tasks of the Ministry regarding agricultural extension activities in the fields of crop production, animal husbandry, forestry, irrigation, salt production, processing, preservation of agricultural, forest, and salt products, and rural industries.
b) Serving as the focal point for implementing the State management tasks of the Ministry regarding food safety.
2. Directorate of Crop Production
a) Amending Point c Clause 8 Article 2 Decision No. 70/2005/QĐ-BNN dated November 10, 2005 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers, and organizational structure of the Crop Production Department as follows:
"c) Organizing the implementation of agricultural extension activities in the field of crop production according to the division of labor by the Minister."
b) Supplementing the task: Organizing the implementation of food safety activities within the scope of the Department's responsibility.
3. Animal Husbandry Department
a) Amending Point c Clause 8 Article 2 Decision No. 71/2005/QĐ-BNN dated November 10, 2005 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers, and organizational structure of the Animal Husbandry Department as follows:
"c) Organizing the implementation of agricultural extension activities in the field of animal husbandry according to the division of labor by the Minister."
b) Supplementing the task: Organizing the implementation of food safety activities within the scope of the Department's responsibility.
4. Plant Protection Department
a) Amending Point d Clause 5 Article 2 Decision No. 88/2003/QĐ-BNN dated September 4, 2003 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers, and organizational structure of the Plant Protection Department as follows:
"d) Organizing the implementation of agricultural extension activities in the field of plant protection according to the division of labor by the Minister."
b) Supplementing the task: Organizing the implementation of food safety activities within the scope of the Department's responsibility.
5. Animal Health Department
a) Amending Point e Clause 5 Article 2 Decision No. 89/2003/QĐ-BNN dated September 4, 2003 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers, and organizational structure of the Animal Health Department as follows:
"e) Organizing the implementation of agricultural extension activities in the field of animal health according to the division of labor by the Minister."
b) Supplementing the task: Organizing the implementation of food safety activities within the scope of the Department's responsibility.
6. Processing and Salt Industry Department
a) Amending Point g Clause 5 Article 2 Decision No. 90/2003/QĐ-BNN dated September 4, 2003 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers, and organizational structure of the Processing and Salt Industry Department as follows:
"g) Organizing the implementation of agricultural extension activities in the fields of salt production, rural industries, and processing and preservation of agricultural and forest products and salt according to the division of labor by the Minister."
7. Forestry Department
b) Supplementing the task: Organizing the implementation of food safety activities within the scope of the Department's responsibility.
Amending the phrase "participating in directing forestry extension" stipulated at Point g Clause 5 Article 2 Decision No. 91/2003/QĐ-BNN dated September 4, 2003 of the Minister of Agriculture and Rural Development stipulating the functions, tasks, powers, and organizational structure of the Forestry Department as follows:
"g) Organizing the implementation of agricultural extension activities in the field of forestry according to the division of labor by the Minister."
8. Irrigation Department
Supplementing the task: Organizing the implementation of agricultural extension activities in the field of irrigation according to the division of labor by the Minister.
This Decision shall take effect fifteen days from the date of publication in the Official Gazette. Abolishing Point b Clause 7 (the phrase "extension work for rice cultivation, industry, preservation and processing of agricultural and forest products, and rural industries") and Clause 8 Article 1 Decision No. 17/2005/QĐ-BNN dated March 22, 2005 of the Minister of Agriculture and Rural Development on supplementing and adjusting the tasks and organizational structure of certain units under the Ministry.
Article 2. The Director of the Office, the Director of the Personnel Department, the Heads of relevant agencies and units under the Ministry are responsible for implementing this Decision./.
Article 3. The Director of the Office, the Head of the Cadre and Civil Servant Organization Department, the Heads of agencies and units under the Ministry shall be responsible for implementing this Decision./.
