Regulations on the content and training program
for seafarers and inland waterway vessel operators

Pursuant to the Law on Inland Waterway Transport dated June 15, 2004 and the Law Amending and Supplementing Certain Provisions of the Law on Inland Waterway Transport dated June 17, 2014;
Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 78/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating seafarer and inland waterway vessel operator training services; Decree No. 128/2018/NĐ-CP dated September 24, 2018 of the Government amending and supplementing certain provisions of decrees stipulating conditions for investment and business in the field of inland waterway transport;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Department of Transport and the Director of the Vietnam Inland Waterway Administration;
The Minister of Transport hereby promulgates this Circular stipulating the content and training program for seafarers and inland waterway vessel operators.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the content and training program for seafarers and inland waterway vessel operators.
Article 2. Applicability
1. This Circular applies to businesses providing seafarer and inland waterway vessel operator training services (hereinafter referred to as training institutions) and agencies, organizations, and individuals related to seafarer and inland waterway vessel operator training activities in Vietnam.
2. This Circular does not apply to seafarer and inland waterway vessel operator training institutions of the military and police forces performing national defense and security duties.
Chapter II
REGULATIONS ON THE CONTENT AND TRAINING PROGRAM FOR SEAFARERS AND INLAND WATERWAY VESSEL OPERATORS
Article 3. Content and Training Program for Seafarers and Inland Waterway Vessel Operators
1. The content and training program for seafarers and inland waterway vessel operators stipulated in this Circular include:
a) The content and training program for seafarer vocational certificates and inland waterway vessel operator vocational certificates;
b) The content and training program for upgrading the Certificate of Competency (CCC) for seafarers and inland waterway vessel operators;
c) The content and training program for special professional certificates for seafarers and inland waterway vessel operators.
2. Based on the content and training program stipulated in this Circular, training institutions shall be responsible for issuing appropriate textbooks and teaching materials; regularly updating textbooks and teaching materials to ensure the principle of inheritance and integration of previously trained content.
Article 4. Content and Training Program for Seafarer and Inland Waterway Vessel Operator Vocational Certificates
1. The content and training program for the Seafarer Certificate is stipulated in Appendix I attached to this Circular.
2. The content and training program for the Engineer Certificate is stipulated in Appendix II attached to this Circular.
3. The content and training program for the Inland Waterway Vessel Operator Certificate is stipulated in Appendix III attached to this Circular.
Article 5. Content and Training Program for Upgrading the Certificate of Competency (CCC) for Seafarers and Inland Waterway Vessel Operators
1. The content and training program for upgrading the CCC for Fourth Rank Master is stipulated in Appendix IV attached to this Circular.
2. The content and training program for upgrading the CCC for Third Rank Master is stipulated in Appendix V attached to this Circular.
3. The content and training program for upgrading the CCC for Second Rank Master is stipulated in Appendix VI attached to this Circular.
4. The content and training program for upgrading the CCC for First Rank Master is stipulated in Appendix VII attached to this Circular.
5. The content and training program for upgrading the CCC for Third Rank Chief Engineer is stipulated in Appendix VIII attached to this Circular.
6. The content and training program for upgrading the CCC for Second Rank Chief Engineer is stipulated in Appendix IX attached to this Circular.

Article 6. Content and training program for special professional certificates of seafarers and inland waterway vessel operators
1. The content and training program for the certificate to control high-speed vessels is specified in Appendix XI attached hereto.
2. The content and training program for the certificate to control coastal vessels is specified in Appendix XII attached hereto.
3. The content and training program for the safety work certificate on coastal vessels is specified in Appendix XIII attached hereto.
4. The content and training program for the safety work certificate on vessels carrying petroleum products is specified in Appendix XIV attached hereto.
5. The content and training program for the safety work certificate on vessels carrying chemicals is specified in Appendix XV attached hereto.
6. The content and training program for the safety work certificate on vessels carrying liquefied gases is specified in Appendix XVI attached hereto.

ChapterIII
IMPLEMENTING PROVISIONS
Article 7. Transitional Provisions
Training classes that commence before this Circular takes effect but have not yet organized final examinations or assessments shall continue to be implemented in accordance with Circular No. 03/2017/TT-BGTVT dated January 20, 2017, issued by the Minister of Transport, which stipulates the content and training programs for seafarers and inland waterway vessel operators, and Circular No. 06/2020/TT-BGTVT dated March 9, 2020, issued by the Minister of Transport, amending and supplementing certain provisions of Circular No. 03/2017/TT-BGTVT dated January 20, 2017, issued by the Minister of Transport, concerning the content and training programs for seafarers and inland waterway vessel operators.
Article 8. Effective Date
Article 32. Responsibilities of Agencies
2.
