Announcing the port waters area and maritime zones within the jurisdiction of Lam Dong Province and the management area of the Ha Tinh Maritime Port Authority
dated May 10, 2017, of the Government detailing certain provisions on maritime activities management and amendments to Decrees

On the basis of The Vietnam Maritime Code dated November 25, 2015;

Decree No. 58/2017/NĐ-CP ||| The Vietnam Maritime Code |||

Decree No. 33/2025/NĐ-CP February 25, 2025, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;

The Minister of Construction issues this Circular announcing the port waters area and maritime zones within the jurisdiction of Lam Dong Province and the management area of the Ha Tinh Maritime Port Authority.

Article 1. Announcing the port waters area within the jurisdiction of Lam Dong Province

The port waters area within the jurisdiction of Lam Dong Province, measured from the highest tide level, includes the following areas:

1. Vinh Hao Area with the scope:

a) Seaward boundary: delimited by straight lines connecting points VH1, VH2, VH3, VH4, VH5, VH6, VH7, VH8, and VH9 with the following coordinates:

VH1: 11°20’03,6”N; 108°51’52,9”E;

VH2: 11°18’05,7”N; 108°53’01,8”E;

VH3: 11°18’03,3”N; 108°53’12,3”E;

VH4: 11°18’01,4”N; 108°54’33,1”E;

VH5: 11°14’38,2”N; 108°54’29,7”E;

VH6: 11°14’38,2”N; 108°53’03,2”E;

VH7: 11°17’42,0”N; 108°53’01,3”E;

VH8: 11°17’12,2”N; 108°49’44,3”E;

VH9: 11°17’20,9”N; 108°46’29,0”E.

b) Landward boundary: from point VH1 running along the coastline westward to point VH9.

2. Phan Ri Cu Area with the scope:

a) Seaward boundary: delimited by straight lines connecting points PRC1, PRC2, PRC3, and PRC4 with the following coordinates:

PRC1: 11°09’17,0”N; 108°31’23,0”E;

PRC2: 11°08’06,7”N; 108°37’08,0”E;

PRC3: 11°05’15,7”N; 108°33’43,6”E;

PRC4: 11°09’05,0”N; 108°31’13,0”E.

b) Landward boundary: from point PRC1 running along the coastline southwestward to point PRC4.

3. Mui Ne Area with the scope:

a) Seaward boundary: delimited by straight lines connecting points MN1, MN2, MN3, and MN4 with the following coordinates:

MN1: 10°57’41,6”N; 108°19’00,2”E;

MN2: 10°56’50,7”N; 108°19’43,8”E;

MN3: 10°56’01,3”N; 108°18’49,0”E;

MN4: 10°56’54,6”N; 108°18’00,9”E.

b) Landward boundary: from point MN1 running along the coastline southwestward to point MN4.

4. Phan Thiet Area with the scope:

a) Seaward boundary: delimited by straight lines connecting points PT1, PT2, PT3, PT4, PT5, PT6, and PT7 with the following coordinates:

PT1: 10°55’03,0”N; 108°06’16,0”E (Northeast Breakwater Head);

PT2: 10°53’52,0”N; 108°10’08,0”E;

PT3: 10°53’04,0”N; 108°10’08,0”E;

PT4: 10°53’04,0”N; 108°08’08,0”E;

PT5: 10°53’58,0”N; 108°05’39,0”E;

PT6: 10°54’43,0”N; 108°05’49,0”E (Shallow Bank);

PT7: 10°55’01,0”N; 108°06’02,0”E (Southwest Breakwater Head).

b) Landward boundary: from points PT1 and PT7 running along both banks of the Ca Ty River to the latitude line 10°55’17,0”N crossing the river.

5. Tien Thanh Area with the scope:

a) Seaward boundary: delimited by straight lines connecting points TT1, TT2, TT3, and TT4 with the following coordinates:

TT1: 10°51’23,5”N; 108°02’48,5”E;

TT2: 10°50’36,4”N; 108°04’34,6”E;

TT3: 10°49’52,7”N; 108°04’14,0”E;

TT4: 10°50’39,4”N; 108°02’27,2”E.

b) Landward boundary: from point TT1 running along the coastline southward to point TT4.

6. Special Zone Phu Quy Area with the scope:

a) Seaward boundary: delimited by straight lines connecting points

PQ1, PQ2, PQ3, PQ4, PQ5, PQ6, PQ7, PQ8, and PQ9 with the following coordinates:

PQ1: 10°30’16,0”N; 108°57’04,0”E;

PQ2: 10°30’06,0”N; 108°57’09,0”E;

PQ3: 10°30’04,4”N; 108°57’05,1”E;

PQ4: 10°29’55,4”N; 108°57’13,1”E;

PQ5: 10°29’14,7”N; 108°56’59,1”E;

b) Landward boundary: from point PQ1 running along the coastline westward to point PQ9.

7. Areas of offshore oil ports:

a) Scope of the area at the offshore oil port of Hong Ngoc field:

Delimited by a circle with a radius of 01 nautical mile, centered at position HN with the following coordinates:

HN: 10°22’32,0”N; 108°30’01,0”E.

b) Scope of the area at the offshore oil port of Su Tu Den field:

Delimited by a circle with a radius of 01 nautical mile, centered at position STĐ with the following coordinates:

STĐ: 10°25’24,0”N; 108°23’38,0”E.

c) Scope of the area at the offshore oil port of Su Tu Vang field:

Delimited by a circle with a radius of 01 nautical mile, centered at position STV with the following coordinates:

STV: 10°21’53,0”N; 108°22’31,0”E.

d) Scope of the area at the offshore oil port of Thang Long - Dong Do field:

Delimited by a circle with a radius of 03 nautical miles, centered at position TL - ĐĐ with the following coordinates:

TL - ĐĐ: 10°08’06,0”N; 108°33’57,0”E.

8. Son My Area with the scope:

a) Seaward boundary: delimited by straight lines connecting points SM1, SM2, SM3, and SM4 with the following coordinates:

SM1: 10°38’00,6”N; 107°42’12,3”E;

SM2: 10°25’45,0”N; 107°40’14,2”E;

SM3: 10°25’44,3”N; 107°37’44,7”E;

SM4: 10°35’54,1”N; 107°37’43,0”E.

b) Landward boundary: from point SM1 running along the coastline westward to point SM4.

9. The boundaries of the port waters area within the jurisdiction of Lam Dong Province as stipulated in this Circular are determined on the following charts: VN300021; VN300022; VN300023; VN300024; VN4VT001; VN4HP001; VN4PT001; VN5PQ001 issued by Vietnam Navigation Safety Corporation, updated to the latest version in 2025, and Chart I-200-59 of the Vietnam People's Navy, updated to the latest version in 2020. Coordinates of the points specified in this Circular are based on the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set out in the Appendix attached to this Circular.

Article 2. The maritime areas within the jurisdiction of Lâm Đồng Province

The port water area within the jurisdiction of Lâm Đồng Province includes six maritime areas:

1. The Vĩnh Hảo maritime area.

2. The Phan Rí Cửa maritime area.

3. The Mũi Né - Phan Thiết - Tiến Thành maritime area.

4. The Phú Quý special economic zone maritime area.

5. The offshore oil and gas field maritime area of Hồng Ngọc, Sư Tử Đen, Sư Tử Vàng, Thăng Long - Đông Đô.

6. The Sơn Mỹ maritime area.

Article 3. The management area of the Maritime Port Authority of Bình Thuận

The Maritime Port Authority of Bình Thuận manages the specialized maritime affairs at the ports within the jurisdiction of Lâm Đồng Province, the maritime areas specified in Article 2 of this Circular, and the Cà Ná area within the port water area of Khánh Hòa Province (part of the Vĩnh Hảo maritime area) as stipulated in Clause 6, 7, Article 1 of Circular No. 61/2025/TT-BXD dated December 30, 2025 issued by the Minister of Construction regarding the port water areas and maritime zones within the jurisdiction of Khánh Hòa Province and the management area of the Maritime Port Authority of Nha Trang.

Article 4. Implementation provisions

1. This Circular takes effect from March 1, 2026.

2. Repeal Circular No. 21/2019/TT-BGTVT dated June 12, 2019 issued by the Minister of Transport regarding the port water areas within the jurisdiction of Bình Thuận Province, the port water area of Bình Thuận - Ninh Thuận at the Vĩnh Tân - Cà Ná area, and the management area of the Maritime Port Authority of Bình Thuận.

3. Repeal item number 16 in the Appendix List of Maritime Areas under the Management of the Maritime Port Authority issued together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019 issued by the Minister of Transport regarding the List of Maritime Zones under the Management of the Maritime Port Authority./.
