Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Culture, Sports and Tourism, and the Minister of Finance.
DECISION:
Article 1. Recipients of the special nutritional regime
1. Athletes and coaches training and coaching at sports training and coaching centers, sports talent schools, and professional sports clubs.
2. Athletes and coaches performing duties at high-performance sports competitions as stipulated in Article 37 of the Law on Physical Culture and Sports.
Article 2. Special nutritional regime for high-performance athletes and coaches
1. High-performance athletes shall enjoy the following special nutritional regime:
a) Daily meals;
b) Nutritional supplements.
2. High-performance coaches shall enjoy the daily meal regime.
3. The special nutritional regime must ensure adequate nutrition to meet the training, coaching, and competition requirements of each high-performance athlete and coach according to the standards set by the Ministry of Culture, Sports and Tourism.
4. The duration of the special nutritional regime shall be calculated based on the number of days of training and competition for athletes and coaches.
5. The special nutritional regime shall be calculated in monetary terms and may be adjusted when market price fluctuations reach or exceed 10%.
6. High-performance athletes with medal-winning potential shall enjoy a special nutritional regime during the training and competition phases for the Olympic Games, Asian Games, and Southeast Asian Games.
The Ministry of Culture, Sports and Tourism shall coordinate with the Ministry of Finance to unify the special nutritional regime benefits.
1. The funding for the implementation of the policy on exemption and subsidy of tuition fees shall be guaranteed by the state budget in accordance with the provisions of the law on the decentralization of budget management.
The funding for the special nutritional regime for athletes and coaches as stipulated in Article 1 of this Decision shall be implemented as follows:
1. The funding for the special nutritional regime for athletes and coaches as stipulated in this Decision shall be allocated from the state budget (central and local) and other legitimate sources outside the budget.
2. The central budget managed by the Ministry of Culture, Sports and Tourism shall cover the expenses for athletes and coaches training, coaching, and competing for national teams and junior national teams.
3. The central budget for relevant ministries and agencies and the local budget shall cover the expenses for athletes and coaches under their respective sectors and localities.
4. Non-public sports establishments shall self-fund the implementation of the special nutritional regime for athletes and coaches under their management.
Article 4. Effective date
This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 5. Responsibilities for Implementation
1. The Minister of Finance and the Minister of Culture, Sports and Tourism shall be responsible for guiding the implementation of this Decision.
2. Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision./.
