On the supervision program of the National Assembly for 2007

Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;
Pursuant to the Law on Supervision Activities of the National Assembly;
Based on the proposal of the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, the Central Committee of the Fatherland Front of Vietnam, the Report of the Standing Committee of the National Assembly, and the opinions of the Members of the National Assembly,
RESOLUTION:
Article 1.
Contents of direct supervision by the National Assembly.
1. At the 11th session of the 11th National Assembly
a) Reviewing reports on the work throughout the term of the 11th National Assembly,
b) Reviewing the report of the Government on the implementation of the Law on Prevention and Combating Corruption and the Law on Thrift and Combating Wastefulness.
2. At the first session of the 12th National Assembly
Reviewing the report on the results of the election of members of the 12th National Assembly.
3. At the second session of the 12th National Assembly
In conjunction with reviewing the reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, questioning and answering questions, the National Assembly will conduct specialized supervision on the enforcement of laws regarding land use rights certification.
Article 2.
Entrust the Standing Committee of the National Assembly to supervise and report to the National Assembly:
1. The organization of elections, security work, and social order and safety services for the election of members of the 12th National Assembly (to be reported to the 12th National Assembly at its first session).
2. The implementation of policies and laws on compensation, land clearance, and job placement for people whose land has been expropriated (to be reported to the 12th National Assembly at its second session).
Article 3.
Entrust the National Ethnic Council, the Committees of the National Assembly to supervise and report the results to the National Assembly:
1. The National Ethnic Council: Implementation of Program 135 (Phase II).
2. The Committee for Legal Affairs: Enforcement of laws on administrative measures (sending individuals to educational centers, educational facilities, and medical institutions) as stipulated in the Administrative Violation Handling Decree.
3. The Economic and Budget Committee: Implementation of laws on fees and charges.
4. The National Defense and Security Committee: Enforcement of laws on traffic order and safety.
5. The Culture, Education, Youth, Children, and Adolescents Committee: Cultural life at the grassroots level.
6. The Committee for Social Issues: Implementation of policies and laws on health insurance.
7. The Science, Technology, and Environment Committee: Implementation of policies and laws on environmental pollution treatment in urban areas, economic zones, and industrial parks.
8. The Foreign Relations Committee: Implementation of border agreements between Vietnam and neighboring countries.
Article 4.
Based on the supervision program of the National Assembly and according to their duties and powers as prescribed by law, the Standing Committee of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly shall proactively develop and implement their own supervision programs.
Article 5.
According to the contents of Articles 1, 2, and 3 of this Resolution and the actual situation and conditions, the Delegations of the National Assembly and the Members of the National Assembly shall proactively select topics to build their supervision programs, carry out supervision at the local level, and report results as required.
Article 6.
Entrust the Standing Committee of the National Assembly to direct the implementation of the National Assembly's supervision program; coordinate and harmonize the supervision activities of the National Ethnic Council and the Committees of the National Assembly; guide the Delegations of the National Assembly and the Members of the National Assembly in carrying out supervision activities; ensure the implementation of the National Assembly's supervision program, study improvements and innovations in methods of operation to enhance the quality and effectiveness of supervision; direct the monitoring, summarization, and reporting of the resolution of supervisory recommendations.
Article 7.
Relevant agencies and organizations shall closely cooperate to enable the National Assembly's agencies, Delegations of the National Assembly, and Members of the National Assembly to conduct effective supervision activities; proactively prepare reports and provide necessary materials upon request from the supervising agency; seriously address supervisory recommendations and report results to the supervising agencies.
Article 8.
The Standing Committee of the National Assembly shall review the comprehensive report on the results of the supervision activities of the National Assembly's agencies and Delegations of the National Assembly every six months and annually; summarize and report on the implementation of the supervision program at the final session of the National Assembly.
This Resolution was adopted by the 11th National Assembly of the Socialist Republic of Vietnam at its 10th session on November 29, 2006.
