Adjusting the Legislative Program for 2025
(the legislative program) for 2025
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to the Law on Legislative Regulatory Documents No. 64/2025/QH15;
TRon the basis of consideration On the basis of considering Document No. 124/TTr-CP dated March 3, 2025, Document No. 136/TTr-CP dated March 12, 2025, of the Government, and Document No. 10/TTr-VKSTC dated March 13, 2025, of the Supreme People's Procuracy, Report No. 108/BC-UBPLTP15 dated March 25, 2025, of the Standing Committee on Law and Justice, and the conclusions of the Standing Committee of the National Assembly; and the conclusion of the Standing Committee of the National Assembly;
RESOLUTION:
Article 1. Adjusting the Legislative Program for 2025
1. Supplement the following draft laws and draft resolutions to the legislative program for 2025:
a) Submit to the National Assembly for consideration and approval at the 9th session (May 2025) according to the expedited procedure: Draft Resolution of the National Assembly on the Financial Center in Vietnam; Draft Resolution of the National Assembly on piloting the People's Procuracy initiating civil cases to protect the civil rights of vulnerable subjects or public interests; Draft Resolution on amending and supplementing certain articles of the Rules of Procedure of the National Assembly issued pursuant to Resolution No. 71/2022/QH15 of the National Assembly;
b) Submit to the National Assembly for consideration and approval at the 10th session (October 2025): Draft Law on Disease Prevention.
2. Adjust the time for submitting the draft Law on Enforcement of Civil Judgments (Amended) from the program for consideration at the 9th session (May 2025) and approval at the 10th session (October 2025) to the program for consideration and approval at the 10th session (October 2025) according to the procedure at one session.
3. Adjust the time for considering and approving the draft Law on Amending and Supplementing Certain Articles of the Law on the Supervisory Activities of the National Assembly and People's Councils from the 9th session (May 2025) to the 10th session (October 2025).
Entrust the Committee on Petitions and Oversight to take the lead in coordinating with relevant agencies to study and incorporate the opinions of National Assembly deputies at the 8th session (October 2024) to perfect the draft law, while also studying and clarifying the scope of amendment (changing from amending and supplementing certain articles to comprehensively amending the Law on the Supervisory Activities of the National Assembly and People's Councils) to report to the Standing Committee of the National Assembly for consideration and decision.
4. Supplement the draft Resolution on amending and supplementing certain articles of the Working Regulations of the Standing Committee of the National Assembly issued pursuant to Resolution No. 29/2022/UBTVQH15 of the Standing Committee of the National Assembly to the program, to be submitted to the Standing Committee of the National Assembly for consideration and approval at the July 2025 session.

Assign the agency responsible for reviewing, incorporating opinions, and revising, the agency responsible for main review, participating in review, and progress in submitting to the Standing Committee of the National Assembly for opinion on the draft laws and draft resolutions of the National Assembly and the Standing Committee of the National Assembly supplemented and adjusted in the legislative program for 2025 as follows:
