RESOLUTION
STRENGTHENING THE IMPLEMENTATION OF THE SUSTAINABLE POVERTY REDUCTION TARGET UNTIL 2020

SOCIALIST REPUBLIC OF VIET NAM
On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on the Supervisory Activities of the National Assembly No. 05/2003/QH11;
Pursuant to Resolution No. 47/2013/NQ-QH13 dated June 20, 2013 of the National Assembly on the Program of Supervision Activities of the National Assembly in 2014;
Based on the Report No. 660/BC-UBTVQH13 dated May 19, 2014 of the Standing Committee of the National Assembly on the results of supervision of the implementation of policies and laws on poverty reduction during the period of 2005-2012 and the opinions of the National Assembly deputies,
RESOLUTION:
Article 1
The National Assembly basically agrees with the supervisory report of the Standing Committee of the National Assembly on the results, limitations, causes, and lessons learned from the organization and implementation of policies and laws on poverty reduction during the period of 2005-2012. The achievements made in poverty reduction have significantly contributed to achieving economic growth targets, ensuring social welfare, improving people's living standards, especially in remote areas, ethnic minority regions, and strengthening national solidarity, maintaining political security, consolidating public trust in the Party and State, and enhancing Vietnam's image in the world.
However, the results of poverty reduction policies have not been truly sustainable; the poverty rate among ethnic minorities, remote areas, and regions with difficult socio-economic conditions remains high; the gap between the rich and the poor is increasing; there still exists a reliance on state support policies; the integration of policies, resource allocation, and management and implementation of poverty reduction policies are limited.
Article 2
To achieve the sustainable poverty reduction target until 2020, the Government shall undertake the following tasks:
1. In 2015:
a) Achieve the poverty reduction target set forth in Resolution No. 10/2011/QH13 of the National Assembly, reducing the poverty rate nationwide to below 5%, and the poverty rate in poor districts to below 30%;
b) Complete the review of regulatory documents related to poverty reduction policies and adjust them towards focusing resources and eliminating overlaps;
c) Conduct a comprehensive evaluation of the results of the National Target Program on Poverty Reduction for the period of 2011-2015, serving as a basis for integrating the National Target Programs for the period of 2016-2020;
d) Develop new poverty standards using a multidimensional approach to ensure a minimum standard of living and access to basic social services; improve criteria for classification and procedures for identifying poverty-stricken households and areas. Conduct surveys, classify, and announce the poverty and near-poverty rates according to the new poverty standards;
đ) Effectively reform mechanisms for directing, assigning responsibilities, coordinating, and decentralizing in poverty reduction work.
2. During the period of 2016-2020:
a) Achieve the poverty reduction target set forth in the Five-Year Resolution (2016-2020) of the National Assembly, minimizing the recurrence of poverty;
b) Increase investment resources and medium-term resource allocation by the State for poverty reduction policies and programs; select policies to prioritize resource allocation and usage for efficiency; ensure effective policy and resource integration. Promote economic and social development connections between difficult regions and developed regions. Implement preferential policies regarding land, tax, credit, market support suitable to regional characteristics to attract businesses, particularly small and medium-sized enterprises, to invest in production and business development, infrastructure, vocational training, job creation, and enhance local production capacity linked to markets in impoverished areas, difficult areas, and areas with a large number of ethnic minorities. Closely integrate poverty reduction policies with economic and social development and national defense and security;
c) Implement conditional support policies tied to beneficiaries, areas, and duration of benefit to increase access to policies and encourage active participation from the poor. Maintain and supplement certain support policies for newly escaped poor households and near-poor households;
d) Increase preferential credit capital for poor and near-poor households; adjust loan recipients, loan amounts, interest rates, and loan terms in conjunction with agricultural, industrial, forestry, and fisheries promotion policies, technology transfer, model replication, and community engagement in poverty alleviation;
đ) Prioritize investment resources for infrastructure development and human resource quality improvement in ethnic minority regions, poor districts, border communes, safe zones, extremely difficult communes, coastal areas, and islands. Address the issue of ethnic minority households without residential land and production land, or those needing occupational change, ensuring at least 80% of poor ethnic minority households and poor households in extremely difficult communes have access to production land; combine vocational training with employment generation and income increase for poor ethnic minority households not receiving production land support, while implementing policies to address unregulated migration in some areas;

g) Ensure that at least 90% of near-poor households participate in health insurance; over 70% of communes meet the national criteria for healthcare; more than 90% of commune health stations have the necessary conditions for health insurance medical treatment; adjust the investment structure in the field of health care and health insurance policies to ensure increased access to health services and health care for the poor and near-poor.
h) Strengthen state management work; perfect the mechanism for operation and assign the main responsible entity; fully delegate specific tasks and powers to localities; reform administrative procedures and methods to facilitate public participation and access to poverty reduction policies; intensify propaganda and education to enhance awareness of self-improvement to escape poverty.
3. Every two years, the Government shall report to the National Assembly on the results of implementing this Resolution.
Article 3
At their respective levels of duties and authorities, People's Councils shall have the responsibility to develop and promulgate policies, allocate resources, and supervise the implementation of poverty reduction policies at the local level.
At all levels, People's Committees shall be fully responsible for implementing poverty reduction laws and policies, developing appropriate solutions and models for the locality; strengthening inspection, supervision, and handling of violations; promoting democracy, transparency, and openness; enhancing the capacity of grassroots administration and poverty reduction staff.
Article 4
The Vietnam Fatherland Front and its member organizations shall continue to play a supervisory role, serving as the core in mobilizing the participation of domestic and foreign organizations, businesses, and community residents in achieving sustainable poverty reduction goals.
Article 5
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, Delegations of the National Assembly, and National Assembly deputies within their respective duties and authorities shall supervise the implementation of this Resolution.
