Adjusting the Legislative Program for 2025

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
Pursuant to the Law on Legislative Regulatory Documents No. 64/2025/QH15;
Based on the consideration of Report No. 169/TTr-CP dated April 5, 2025, and Report No. 183/TTr-CP dated April 11, 2025, from the Government, Document No. 88/TANDTC-PC dated March 31, 2025, and Document No. 253/TANDTC-TCCB dated April 2, 2025, from the Supreme People's Court, and Report No. 215/BC-UBPLTP15 dated April 18, 2025, from the Standing Committee of the Committee for Law and Justice;
RESOLUTION:
Article 1. Adjusting the Legislative Program for 2025
1. Remove from the legislative program for 2025 the following draft laws:
a) Water Supply and Drainage Law;
b) Urban Management and Development Law;
c) Resolution of the National Assembly on the Legislative Program for 2026, adjusting the Legislative Program for 2025.
2. Adjust the time for submission to the National Assembly from the program for comments at the Ninth Session and approval at the Tenth Session to the program for comments and approval at the Ninth Session for the following draft laws:
a) Science, Technology, and Innovation Law;
b) Atomic Energy Law (Amended);
c) Law Amending and Supplementing Certain Provisions of the Product Quality Law.
3. Adjust the time for submission to the National Assembly from the program for comments at the Ninth Session and approval at the Tenth Session to the program for comments and approval at the Tenth Session for the following draft laws:
a) Bankruptcy Law (Amended);
b) Press Law (Amended).
4. Add to the legislative program for 2025 for submission to the National Assembly for comments and approval at the Tenth Session (October 2025) the following draft laws:
a) Deposit Insurance Law (Amended);
b) Law Amending and Supplementing Certain Provisions of the Education Law;
c) Higher Education Law (Amended);
d) Vocational Education Law (Amended);
đ) Population Law;
e) Civil Aviation Law of Vietnam (Amended);
g) Law Amending and Supplementing Certain Provisions of the Criminal Record Law (according to simplified procedures);
h) Law Amending and Supplementing Certain Provisions of the Anti-Drug Law (according to simplified procedures).
6. Adjust the time for submission to the Standing Committee of the National Assembly for review and approval from the April 2025 session to the December 2025 session for the following draft resolutions:
a) Standing Committee of the National Assembly Resolution on the Rules of Operation of the National Judge Selection and Supervision Council;
b) Standing Committee of the National Assembly Resolution on the Protection System for Judges.
7. Add to the legislative program for 2025 for submission to the Standing Committee of the National Assembly for review and approval the following draft ordinances and resolutions:
a) Ordinance Amending Article 10 of Ordinance No. 06/2003/PL-UBTVQH11 on Population, amended and supplemented by Ordinance No. 08/2008/PL-UBTVQH12;
b) Standing Committee of the National Assembly Resolution on the Legislative Program for 2026.
