Circular No. 83/2025/TT-BQP dated August 7, 2025 of the Minister of National Defense amending and supplementing certain articles of Circulars of the Minister of National Defense on defining authorities in the field of defense work, People's Militia Self-Defense, national defense education and security when organizing two-level local administration, which took effect from August 7, 2025.

Based on the Law on National Defense dated June 8, 2018;

Based on Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on defense work at central ministries and localities;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Chief of General Staff;

The Minister of National Defense promulgates this Circular detailing certain provisions and measures to implement Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on defense work at central ministries and localities.

1. Responsibilities, tasks, and working relationships of the Commandant, Political Commissar, Deputy Commandant, and Deputy Political Commissar of the Military Command of central ministries and agencies.[1].

 

PART I

GENERAL PROVISIONS

 

Article 1. Scope of Regulation

This Circular stipulates on:

3.[4] RESPONSIBILITIES, TASKS AND WORKING RELATIONSHIPS OF THE COMMANDANT, POLITICAL COMMISSAR, DEPUTY COMMANDANT, AND DEPUTY POLITICAL COMMISSAR OF THE MILITARY COMMAND OF CENTRAL MINISTRIES AND AGENCIES

 

Chapter II

Article 3. Responsibilities, tasks, and working relationships of the Commandant
1. Responsibilities
a) For the Party committee and the head of central ministries and agencies (in cases where the Commandant is a deputy to the head): Subject to leadership, guidance, management, and direction regarding defense work;

 

b) Implement the guidance and instructions of the Ministry of National Defense on defense work;

c) Direct, guide, and organize the implementation of defense work within their own ministry or agency.

a)[5] 2. Tasks

a) Chair and coordinate with related agencies and organizations to advise the Party committee and the head of central ministries and agencies on leading, directing, managing, and organizing the implementation of defense tasks according to the Law on National Defense and Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on defense work at central ministries and localities (hereinafter referred to as Decree No. 168/2018/NĐ-CP), Decree No. 220/2025/NĐ-CP dated August 7, 2025 of the Government amending and supplementing certain articles of several decrees in the field of national defense and military affairs when organizing two-level local administration (hereinafter referred to as Decree No. 220/2025/NĐ-CP), specifically:

- Issuing or submitting to competent authorities for issuance normative legal documents, directives, resolutions, programs, projects, plans to lead, direct, guide, and organize the implementation of defense tasks according to the law;

- Implementing strategies, plans, projects, and programs on national defense as assigned; combining economic and social development, security, foreign relations with national defense; implementing civil defense;

- Coordinating in building the whole-people national defense, the whole-people defense posture, the people's security, the people's security posture, the people's armed forces, regional defense, and defense area according to the law;[6]:

- Preparing necessary conditions to ensure national defense mobilization according to the law; implementing orders, decisions, and measures during curfew, martial law, state of emergency in national defense, state of war, partial mobilization, general mobilization, meeting combat requirements and serving combat; ready to defend the country;

- Implementing policies and regulations concerning the people's armed forces, relatives of those serving in the people's armed forces; military rear support policies, preferential policies for those who have contributed to the revolution according to the law;

- Implementing tasks to ensure national strategic reserves for national defense according to the decision of the competent authority;

- Proposing the deployment of officers of the Army to serve in defense work suitable to the functions, tasks, powers, organizational structure, and national defense requirements of their own ministry or agency;

- Cooperating with the Ministry of National Defense, the Ministry of Public Security, and related agencies and organizations to build material and technical foundations, develop national defense and security industries, science, and military technology; mobilizing scientific and technological potential of their own agencies and organizations to serve national defense tasks;

- Inspecting, supervising, summarizing, concluding, reporting; implementing commendation and reward work; handling complaints, denunciations, and violations in national defense work according to the law;

b) Chair and coordinate with related agencies and organizations to direct, guide, and organize the implementation of the following tasks:

- Issuing or submitting to competent authorities programs, plans, guidelines, and organizing the implementation of defense tasks;

- Propaganda and dissemination of the Party's viewpoints, policies, and the State's laws on national defense; implementing national defense and security education according to the law;

b) Chair and coordinate with relevant agencies and organizations to direct, guide, and organize the implementation of the following tasks:

- Issuing or submitting to the competent authority for approval programs, plans, guidelines, and organizing the implementation of national defense tasks;

- Propagandizing and disseminating the viewpoints, policies, and guidelines of the Party, state policies and laws on national defense; implementing national defense and security education in accordance with the provisions of the law;

- Develop plans and mobilize reserve forces; mobilize resources of central ministries and sectors to ensure national defense; mobilize resources to meet the first year's national defense needs during wartime; industrial mobilization; transition the organization and activities of central ministries and sectors from peacetime to wartime;

- Establish and improve the organizational structure and operations of the military command board of central ministries and sectors and subordinate agencies and organizations;

- Direct and guide the military command boards of agencies and organizations under management to implement militia self-defense work, national defense education and security, recruitment and call-up of citizens for military service;

- Direct and guide the military command boards of agencies and organizations under management to coordinate with relevant agencies, organizations, and localities in participating in building the political system, the whole people solidarity bloc, comprehensive strong grassroots bases, the entire people national defense, military district defense, and defense zones;

- Direct and guide the implementation of civil defense tasks;

- Annually prepare budgets, execute, and settle accounts for the budget to ensure the fulfillment of national defense tasks;

- Coordinate with the political commissar to conduct propaganda and educational work in implementing national defense tasks;

- Direct and organize the implementation of other national defense tasks as prescribed by law and assigned by competent authorities;

3. Work relationships

a)[7] 2. Tasks

b) With the Ministry of National Defense: Subject to direction and guidance on national defense work;

c) With Military Region Commands, Hanoi Capital Military Command, Service Branch Commands, Border Guard Command, Coast Guard Command, and local military agencies at all levels: Coordinate in directing and guiding agencies and organizations under management to implement national defense work;

d) With the military command boards of agencies, organizations, and self-defense units under central sector management: Direct and guide the implementation of national defense work;

đ) With the Political Commissar: Coordinate and cooperate in work;

e) With the Deputy Commander and Deputy Political Commissar: Direct and command the implementation of national defense work.

Article 4. Responsibilities, Tasks, and Work Relationships of the Political Commissar

c) Direct, guide, and organize the implementation of defense work within their own ministry or agency.

a)[8] Advise the Party Committee and the head of the ministry or sector on propaganda and educational work in implementing national defense tasks;

b) Implement the direction and guidance of the General Political Department of the Vietnam People's Army regarding propaganda and educational work in implementing national defense tasks of central ministries and sectors;

c) Direct, guide, and organize the implementation of propaganda and educational work in implementing national defense tasks within their own ministry or sector;

- Implementing strategies, plans, projects, and programs on national defense as assigned; combining economic and social development, security, foreign relations with national defense; implementing civil defense;

a) Take the lead and coordinate with related agencies and organizations to advise the competent authority on leading, directing, and guiding the implementation of propaganda and educational work in implementing national defense tasks within their own ministry or sector;

b) Take the lead and coordinate with related agencies and organizations to direct, guide, and organize the implementation of propaganda and educational work in implementing national defense tasks;

c) Coordinate with the Commander to direct the implementation of national defense tasks within their own ministry or sector;

3. Work relationships

a)[9] With the Party Committee and the head of the central ministry or sector: Subject to leadership, direction, management, and operation in implementing national defense tasks of their own ministry or sector;

b) With the Ministry of National Defense: Subject to direction and guidance on propaganda and educational work in implementing national defense tasks;

c) With the military command boards of agencies, organizations, and self-defense units under management: Direct and guide the implementation of propaganda and educational work; party work, political work in implementing national defense and military tasks of their own ministry or sector;

d) With the Commander: Coordinate and cooperate in implementing national defense work;

e) With the Deputy Commander and Deputy Political Commissar: Direct and command the implementation of national defense work.

Article 5. Duties, tasks, and working relationships of the deputy commander

c) Direct, guide, and organize the implementation of defense work within their own ministry or agency.

a) Be responsible before the commander and political commissar for the assigned tasks;

b) Substitute for the commander when assigned.

- Implementing strategies, plans, projects, and programs on national defense as assigned; combining economic and social development, security, foreign relations with national defense; implementing civil defense;

a) Advise the commander and political commissar on plans, contents, and measures to organize the implementation of national defense work of the ministry or sector;

b) Assist the commander and political commissar in implementing national defense tasks.

3. Work relationships

a) With respect to the commander and political commissar: Be subject to their direction and command in the implementation of national defense tasks;

b) With respect to the deputy political commissar: Coordinate and cooperate in implementing national defense work;

c) With respect to the military command board of agencies, organizations, and self-defense units under the management of the ministry or sector: Direct and guide in the implementation of national defense tasks.

Article 6. Duties, tasks, and working relationships of the deputy political commissar

c) Direct, guide, and organize the implementation of defense work within their own ministry or agency.

a) Be responsible before the political commissar and commander for directing and guiding propaganda and education work in the implementation of national defense work;

b) Substitute for the political commissar when assigned.

- Implementing strategies, plans, projects, and programs on national defense as assigned; combining economic and social development, security, foreign relations with national defense; implementing civil defense;

a) Advise the political commissar on plans, contents, and measures for political and ideological work in the implementation of national defense work;

b) Assist the political commissar and commander in implementing propaganda and education work in the implementation of national defense work.

3. Work relationships

a) With respect to the political commissar and commander: Be subject to their direction and command and comply with their direction and command;

b) With respect to the deputy commander: Coordinate and cooperate in implementing national defense work;

c) With respect to the military command board of agencies, organizations, and self-defense units under the management of the ministry or sector: Direct and guide propaganda and education work, party work, and political work in the implementation of national defense and military tasks.

 

Chapter III

TASKS AND POWERS OF THE PERMANENT OFFICE FOR NATIONAL DEFENSE WORK AT PROVINCE AND COMMUNE LEVELS
NATIONAL DEFENSE AT THE PROVINCE LEVEL AND COMMUNE LEVEL

Article 7. Tasks and powers of the permanent office for national defense work at provincial level

1. Take the lead and coordinate with departments, committees, mass organizations at the same level to advise the Party committee and government on organizing the implementation of national defense tasks according to the National Defense Law and Decrees No. 168/2018/NĐ-CP, No. 220/2025/NĐ-CP, specifically[11]:

a) Issue or submit to competent authorities for issuance legal normative documents, directives, resolutions, programs, projects, plans for leading, directing, managing, and operating the implementation of national defense work in the locality in accordance with the law;

b) Propagate and disseminate the viewpoints, policies, and guidelines of the Party and the State's policies and laws on national defense;

c) Implement the strategy, planning, plans, projects, and tasks of national defense; the integration of economic and social development with national defense, and national defense with economic and social development; the integration of national defense with security and foreign relations of the locality;

d) Take the lead and coordinate in building national defense potential, implementing plans to meet national reserve needs, national defense mobilization, building a comprehensive political system, a united front of the entire people, and a solid grassroots foundation to meet the requirements of building a whole-of-the-people national defense and a combined national defense and security posture within the defensive area;

đ) Implement national defense and security education, civil air defense, and civil defense;

e)[12] Organize defense area exercises, civil defense exercises, participate in regional defense exercises and exercises according to the plan of competent authorities; direct combat readiness exercises at commune level in the defense area and civil defense;

g) Proactively handle effectively situations related to national defense; prepare all aspects, implement orders, decisions, and measures during curfew, martial law, state of emergency, partial and total mobilization in response to combat and support combat requirements of the locality;

h) Direct the establishment and operation of the provincial military agency; improve the overall quality and combat strength of local forces, self-defense forces, and reserve forces;

i) Direct the selection and call-up of conscripts; military recruitment; recruitment for training of commune-level military cadres at intermediate, college, and university levels; receive and create conditions for job placement for discharged servicemen;

k) Coordinate with the Ministry of National Defense, relevant agencies, and organizations to build material and technical infrastructure; develop defense and security industry; military science and technology; mobilize scientific and technological resources from agencies, organizations, and individuals in the locality to serve national defense; construct, manage, and protect defense works, military areas, and economic-defense zones in the locality;

l) Implement systems and policies for local forces, self-defense forces, reserve forces, and relatives of people serving in the People's Armed Forces; military rear policies, preferential policies for those who have contributed to the revolution, in accordance with the law;

m) Conduct inspections, audits, mid-term reviews, final evaluations, reports; implement commendation and reward work; resolve complaints and grievances, and handle violations of national defense work in accordance with the law;

n) Perform other national defense tasks as prescribed by law and assigned by competent authorities.

2. Take the lead and coordinate in organizing the implementation of national defense tasks in the locality:

a) Issue decisions, directives, orders, plans, and guidance on implementing national defense work in the locality according to the assigned functions, tasks, and authority;

b) Guide, urge, inspect, consolidate results, and report on the implementation of national defense work by agencies, organizations, and localities as stipulated in Clause 1 of this Article;

c) Build strong and comprehensive agencies and units; establish and improve the organization and operation of the military command board of agencies, organizations, and public service enterprises in the locality;

d) Direct, guide, organize the construction, training, operation, and ensure systems and policies for local forces, self-defense forces, and reserve forces;

đ) Develop plans and implement measures for information warfare and cyber warfare;

e) Take the lead and coordinate with the People's Public Security and related forces in managing and protecting defense works, military areas; implement civil defense measures in the locality.

g) Cooperate with the people's public security force and related forces to protect political security and social order and safety;

h) Annually prepare, implement, and settle the budget to ensure its execution;

i) Direct and organize the implementation of other defense tasks as prescribed by law and assigned by the competent authority.

Article 8. Tasks and Authorities of the Standing Office for Defense Work at the Commune Level[13]

1. Take the lead, coordinate with departments, agencies, sectors, the United Front Organization, and mass organizations at the same level, advise the Party Committee and administrative bodies to organize the implementation of defense work tasks stipulated in Clause 1 and Clause 3, Article 1 of Decree No. 220/2025/NĐ-CP of the Government amending and supplementing certain articles of several decrees in the field of national defense and military when organizing local administration with two levels, specifically:[14]:

a) Implement defense work tasks as prescribed in Points a, b, c, d, đ, g, l, m, n of Clause 1, Article 7 of this Circular;

b)[15] Organize combat exercises at the commune level within the defensive area, civil defense, participate in provincial-level defensive area exercises, and exercises according to the plan of the competent authority;

c)[16] Advise the People's Committee at the commune level to direct the construction and operation of the Military Command Board at the commune level to improve the quality and combat strength of self-defense militia and reserve forces;

d)[17] Implement the selection and call-up of citizens for military service; recruit military students; recruit training of officers for the Military Command Board at the commune level at college and university levels in basic military fields; receive and create conditions to solve employment for discharged servicemen;

đ) Prepare necessary conditions to ensure national defense mobilization as prescribed by law and assigned by the competent authority.

2. Take the lead, coordinate to organize the implementation of local defense tasks

a)[18] Lead and direct activities of the Party work, political work; build the Party Committee and Party organizations clean and strong; build agencies and units comprehensively strong; coordinate to perfect the organization and operation of the Military Command Board of agencies, organizations, economic organizations, and public service units on the territory; implement defense work tasks as prescribed in Points a, b, d, e, g, h, i of Clause 2, Article 7 of this Circular;

b) Organize guidance for registration and management of sources ready for military service, sources participating in self-defense militia, reserve forces; train, exercise, and inspect readiness for combat of reserve forces and self-defense militia as prescribed by law;

c) Participate in building plans and implementing measures regarding information warfare, cyber warfare.

 

Chapter IV

RESPONSIBILITIES OF MILITARY ORGANIZATIONS IN THE IMPLEMENTATION OF NATIONAL DEFENSE WORKS AT MINISTRIES AND SECTORS, CENTRAL LEVELS, AND LOCALITIES
IN THE PERFORMANCE OF NATIONAL DEFENSE WORK IN MINISTRIES AND SECTORS
AT THE CENTRAL LEVEL AND LOCAL LEVEL

 

Article 9. The General Staff Department

1. Is the Standing Office of the Ministry of National Defense for defense work at ministries and sectors at the central level and localities. Take the lead, coordinate with relevant agencies, propose to the Central Military Commission and the Ministry of National Defense to issue leadership and directive documents on defense work at ministries and sectors at the central level and localities.

2. Direct subordinate agencies to implement defense work according to their functions and assigned tasks, including:

a) Participate in reviewing projects, programs, plans for socio-economic development linked to national defense, civil defense plans;

b) Direct and guide the construction and consolidation of the national defense posture, construction, and operation of military regions' defense, and defensive areas;

c) Direct and guide the recruitment and call-up of citizens for military service, military student recruitment; build and mobilize reserve forces and means, and industrial mobilization; advise on the establishment and dissolution of national defense and security education centers under military schools;

d) Develop content, programs, plans, training, instruction, practice, exercises, inspections, guidance, and urge the implementation of defense work at ministries and sectors at the central level and localities;

3. Direct the Civil Defense Department - the agency assisting the Standing Office of the Ministry of National Defense for defense work at ministries and sectors at the central level and localities to advise on implementing the following contents:

a) Establish, consolidate, and improve the quality of operations of the military command boards at ministries and sectors at the central level; coordinate inspections of agencies and organizations under the management of ministries and sectors to implement defense and military work;

b) Develop plans and organize training for military command board cadres, full-time and part-time defense work cadres at ministries and sectors at the central level;

c) Develop and implement plans for inspection and summary of defense work at ministries and sectors at the central level and localities;

d) Monitor, guide, urge, and compile results of the implementation of defense work at ministries and sectors at the central level and localities.

Article 10. The Political General Department

1. Take the lead, coordinate with relevant agencies to propose to the Central Military Commission and the Ministry of National Defense the issuance of guiding documents for the implementation of national defense tasks at central ministries and localities.

2. Direct subordinate agencies to perform national defense work according to their assigned functions and tasks, including the following contents:

a) Guide and direct information, propaganda, and education dissemination of the Party's policies and State laws on national defense work at ministries, central agencies, and localities; build a comprehensive strong grassroots political system; develop and promote economic and social development in localities; participate in building new rural areas and civilized cities;

b) Advise on the allocation, utilization, and management of officers on special assignment for national defense work; review and propose recommendations for military ranks for reserve officers among graduates from training programs for village-level military cadres and other trained personnel as stipulated by law;

c) Guide and direct internal political security, state secrets, and military confidentiality work; implement military rear support policies and policies for officers on special assignment; conduct commendation and reward work in the implementation of national defense work at ministries, central agencies, and localities.

Article 11. The General Departments

1. Take the lead, coordinate with relevant agencies to propose to the Central Military Commission and the Ministry of National Defense the issuance of guiding documents for the implementation of national defense work at ministries, central agencies, and localities according to their assigned functions and tasks.

2. Direct subordinate agencies according to their assigned functions and tasks to take the lead and coordinate with relevant agencies, organizations, and localities to implement national defense work at ministries, central agencies, and localities as prescribed by law.

Article 12. Commandants of Military Regions

1. Assist the Ministry of National Defense in performing state management functions regarding national defense within the military region.

2. Take the lead, coordinate to guide provincial People's Committees within the military region on the content, principles, and measures for organizing and implementing national defense work.

3. Direct local military agencies under their authority to take the lead and coordinate with various departments, mass organizations to advise and assist the same-level party committees and governments in leading, directing, and guiding the performance of state management functions regarding national defense in localities.

4. Direct functional agencies under their authority to coordinate with units under the Ministry of National Defense and related agencies and organizations located within the military region to perform national defense tasks in localities.

5. Take the lead, coordinate with central ministries and agencies to inspect and supervise localities, agencies, and organizations within the area; resolve complaints and denunciations; handle violations of national defense work as prescribed by law.

Article 13. Commandant of Hanoi Capital

1. Assist the Hanoi People's Committee and the Ministry of National Defense in performing state management functions regarding national defense within the area.

2.[19] Direct village-level military command agencies under their authority to take the lead and coordinate with various departments, mass organizations to advise and assist the same-level party committees and governments in leading, directing, and guiding the performance of state management functions regarding national defense in localities.

3. Direct functional agencies under their authority to coordinate with military units and related agencies and organizations located within the area to perform national defense work in localities.

4. Take the lead, coordinate with central ministries and agencies to inspect and supervise localities, agencies, and organizations within the area; resolve complaints and denunciations; handle violations of national defense work as prescribed by law.

Article 14. Naval Corps

1. Take the lead and coordinate with relevant agencies, organizations, and localities to perform tasks related to national security protection, maritime and island order and safety, protecting rights and sovereignty over seas and islands, and defense work at central ministries and sectors, and related localities.

2.[20] Direct and guide subordinate agencies and units to take the lead and coordinate with provincial and coastal commune-level agencies and units, and self-defense marine units under central ministries and sectors to develop and adjust regulations and plans for coordinated activities and organize the implementation of related defense work.

Article 15. Air Defense-Air Force Corps

1. Take the lead and coordinate with relevant agencies, organizations, and localities to perform civil air defense, ground-based air defense, and defense work at central ministries and sectors, and related localities.

2. Direct and guide subordinate agencies and units to take the lead and coordinate with agencies and units at all levels to perform civil air defense and ground-based air defense; develop and adjust regulations and plans for coordinated activities and organize the implementation of related defense work.

Article 16. Coast Guard Command

1. Take the lead and coordinate with relevant agencies, organizations, and localities to perform national security protection, maritime order and safety; protect sovereignty, sovereign rights, and jurisdictional rights in Vietnam's territorial waters; manage security, order, safety, and ensure compliance with Vietnamese laws, international treaties to which the Socialist Republic of Vietnam is a party, and international agreements within its authority.

2. Coordinate with central ministries and sectors, coastal localities, and related agencies and organizations to direct and implement tasks of mobilizing manpower, vessels, and civilian means to participate in protecting sovereignty over Vietnam's territorial waters.

3. Direct and guide subordinate agencies and units to take the lead and coordinate with coastal and island-level agencies and units, and self-defense marine units under central ministries and sectors to develop and adjust regulations and plans for coordinated activities and organize the implementation of related defense work.

Article 17. Border Guard Command

1. Take the lead and coordinate with central ministries and sectors, localities, and related agencies and organizations to perform state management of the national border; maintain security, order, and social safety in border areas, ports, islands, maritime zones, and airspace of the Socialist Republic of Vietnam according to the law.

2. Direct and guide subordinate agencies and units to take the lead and coordinate with agencies and units where there are joint activities to develop and adjust regulations and plans and organize the implementation of related defense work.

Article 18. National Defense Inspectorate

1. Take the lead and coordinate with relevant agencies to propose to the Central Military Commission and the Ministry of National Defense to issue directives and guidelines on national defense inspection work at central ministries and sectors, and localities.

2. Take the lead and coordinate with relevant agencies to assist the Minister of National Defense in inspecting the implementation of policies, laws, tasks, authorities, and state plans on national defense for central ministries and sectors, and localities under the Ministry of National Defense's administrative management in the field of national defense; resolve complaints, grievances, receive citizens, and prevent and combat corruption according to the law.

3. Direct and guide subordinate vertical inspection agencies to take the lead and coordinate with related agencies and units to assist commanders at the same level in performing inspection work, resolving complaints and grievances, handling violations; receiving citizens, and preventing and combating corruption in the implementation of national defense and military work according to their authority.

Article 19. Relevant agencies and units[21]

Based on their functions and main tasks, they shall coordinate with relevant agencies, organizations, and local military authorities at all levels to implement defense work at central ministries and sectors, and at localities where they are stationed, in accordance with Decree No. 168/2018/NĐ-CP, Article 1 of Decree No. 220/2025/NĐ-CP, and the provisions of this Circular.

 

Chapter V

IMPLEMENTING PROVISIONS [22]

 

Article 20. Effective Date

1. This Circular takes effect from August 20, 2019.

2. The following documents shall cease to be effective from the date this Circular comes into force:

a) Chapter IV of Circular No. 79/2016/TT-BQP dated June 16, 2016, issued by the Minister of National Defense, stipulating the working relationship of the People's Militia Board of villages, wards, towns, the People's Militia Board of grassroots agencies and organizations, the responsibilities, tasks, and working relationships of officers of the People's Militia Board of central ministries and sectors, the People's Militia Board of villages, wards, towns, and village militia leaders, and the People's Militia Board of grassroots agencies and organizations, and the commanders of self-defense militia units;

b) Decision No. 26/2005/QĐ-BQP dated February 21, 2005, issued by the Minister of National Defense, concerning the assignment of tasks to agencies and units of the Military to perform defense work at ministries, agencies equivalent to ministries, government agencies, and localities;

c) Circular No. 170/2004/TT-BQP dated December 15, 2004, issued by the Minister of National Defense, guiding the implementation of Decree No. 119/2004/NĐ-CP dated May 11, 2004, of the Government on defense work at ministries, agencies equivalent to ministries, government agencies, and localities;

d) Circular No. 197/2014/TT-BQP dated December 30, 2014, issued by the Minister of National Defense, stipulating the implementation of defense and military work at ministries and sectors and localities;

đ) Decision No. 38/2005/QĐ-BQP dated April 6, 2005, issued by the Minister of National Defense, promulgating the Regulations on briefing, reporting, inspection, interim review, and final assessment of defense work, self-defense militia, and national defense education.

Article 21. Responsibility for Implementation

1. The Chief of General Staff, the Director of the Political General Department, heads of agencies and units under the Ministry of National Defense, and related agencies, organizations, and individuals are responsible for implementing this Circular.

2. Central ministries and sectors, provincial people's committees, and municipal people's committees directly under the central government shall direct subordinate agencies and organizations to fulfill their defense work tasks at central ministries and sectors and localities based on the provisions of this Circular.

3. In the course of implementation, if there are difficulties, central ministries and sectors, localities, and related agencies, units, and organizations shall promptly reflect them to the Ministry of National Defense for coordination in resolving them.

[1] Circular No. 83/2025/TT-BQP amending and supplementing certain articles of Circulars of the Minister of National Defense regarding the delineation of authority in the field of defense cooperation, civilian militia, national defense education, and security when organizing two-level local administration, is hereby promulgated based on the following grounds:

Based on the Law on Civilian Militia dated November 22, 2019; the Law on Defense dated June 8, 2018; the Law on National Defense Education and Security dated June 19, 2013;

Based on Decree No. 168/2018/NĐ-CP dated December 28, 2018, of the Government on defense work at central ministries and sectors; Decree No. 72/2020/NĐ-CP dated June 30, 2020, of the Government detailing certain provisions of the Law on Civilian Militia regarding organization and construction of forces and policies for civilian militia; Decree No. 16/2025/NĐ-CP dated February 4, 2025, of the Government amending and supplementing certain provisions of Decree No. 72/2020/NĐ-CP dated June 30, 2020, of the Government detailing certain provisions of the Law on Civilian Militia regarding organization and construction of forces and policies for civilian militia; Decree No. 13/2014/NĐ-CP dated February 25, 2014, of the Government detailing and implementing measures for the Law on National Defense Education and Security; Decree No. 139/2020/NĐ-CP amending and supplementing certain provisions of Decree No. 13/2014/NĐ-CP; Decree No. 220/2025/NĐ-CP dated August 7, 2025, of the Government amending and supplementing certain provisions of several Decrees in the field of defense and military when organizing two-level local administration;

Based on Decree No. 01/2022/NĐ-CP dated November 30, 2022, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025, of the Government amending and supplementing certain provisions of Decree No. 01/2022/NĐ-CP dated November 30, 2022, of the Government;

The Minister of National Defense promulgates this Circular detailing certain provisions and measures to implement Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on defense work at central ministries and localities.

The Minister of National Defense promulgates this Circular amending and supplementing certain articles of Circulars of the Minister of National Defense regarding defense work at central ministries and sectors; training, upgrading, training, competitions, exercises, and drills for civilian militia; working relationships of the People's Militia Board of villages, wards, towns, and the People's Militia Board of agencies and organizations; responsibilities, tasks, and working relationships of positions of command in civilian militia; tasks and powers of agencies and units under the Ministry of National Defense and the People's Militia Board of central ministries and sectors regarding national defense and security education; upgrading knowledge of national defense and security in the Vietnam People's Army; regulations on applying disciplinary measures, procedures, deadlines, and authority to handle disciplinary cases against civilian militia; programs and contents; framework programs for upgrading knowledge of national defense and security; standards for national defense and security education propagandists; framework programs for national defense and security education for students in state agency schools, political organizations, and political-social organizations when organizing two-level local administration.

[2] This paragraph has been amended and supplemented according to the provisions of Clause 1 of Article 1 of Circular No. 83/2025/TT-BQP amending and supplementing certain articles of Circulars of the Minister of National Defense regarding the delineation of authority in the field of defense work, civilian militia, national defense education, and security when organizing two-level local administration, which takes effect from August 7, 2025.

[3] This Clause is amended and supplemented pursuant to Point a, Clause 2, Article 1 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense on delineating authorities in the field of defense work, People's Militia Self-Defense, national defense education, and security when organizing two-level local administration, which shall take effect from August 7, 2025.

[4] This Clause is amended and supplemented pursuant to Point b, Clause 2, Article 1 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense on delineating authorities in the field of defense work, People's Militia Self-Defense, national defense education, and security when organizing two-level local administration, which shall take effect from August 7, 2025.

[20] This Clause is amended and supplemented pursuant to Clause 12, Article 1 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding the delineation of authority in the field of national defense work, People's Militia, and national defense education and security when organizing a two-level local administration, which shall take effect from August 7, 2025.

[21] This Article is amended and supplemented pursuant to Clause 13, Article 1 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding the delineation of authority in the field of national defense work, People's Militia, and national defense education and security when organizing a two-level local administration, which shall take effect from August 7, 2025.

[22] Article 9 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding the delineation of authority in the field of national defense work, People's Militia, and national defense education and security when organizing a two-level local administration, which shall take effect from August 7, 2025, provides as follows:
