Regulations on the working relationship of the People's Militia Command of communes, wards,
special economic zones, and the People's Militia Command of agencies and organizations; duties, tasks,
working relationships of positions in the command of the People's Militia Self-Defense Force

Circular No. 29/2020/TT-BQP dated March 10, 2020, issued by the Minister of National Defense, stipulates the working relationship of the People's Militia Command of communes, wards, towns and the People's Militia Command of agencies and organizations; duties, tasks, working relationships of positions in the command of the People's Militia Self-Defense Force, which took effect from July 1, 2020, amended and supplemented by:

Circular No. 83/2025/TT-BQP dated August 7, 2025, issued by the Minister of National Defense, amending and supplementing certain provisions of Circulars of the Minister of National Defense regarding the delineation of authority in the field of defense work, People's Militia Self-Defense Force, national defense education and security when organizing local administration with two levels, which took effect from August 7, 2025.

Based on the Law on People's Militia Self-Defense Force dated November 22, 2019;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Upon the proposal of the Chief of General Staff;

The Minister of National Defense issues this Circular stipulating the working relationship of the People's Militia Command of communes, wards, towns and the People's Militia Command of agencies and organizations; duties, tasks, working relationships of positions in the command of the People's Militia Self-Defense Force[2].

 

PART I

GENERAL PROVISIONS

 

Article 1. Scope of Regulation

This Circular stipulates the working relationship of the People's Militia Command at the commune level and the People's Militia Command of agencies and organizations; duties, tasks, working relationships of positions in the command of the People's Militia Self-Defense Force.

Article 2. Applicability

1. The People's Militia Command of central ministries and departments; military agencies at all levels; the People's Militia Command of agencies and organizations; units of the People's Militia Self-Defense Force.

2. Agencies and units under the Ministry of National Defense, central ministries and departments, people's committees at all levels, and agencies, organizations, units, and individuals related to the matter.

 

Chapter II

WORKING RELATIONSHIP OF THE PEOPLE'S MILITIA COMMAND AT THE COMMUNE LEVEL;
DUTIES, TASKS, WORKING RELATIONSHIP OF POSITIONS IN THE COMMAND OF THE PEOPLE'S MILITIA COMMAND AT THE COMMUNE LEVEL
AND HEAD OF RURAL SELF-DEFENSE TEAMS
Article 3. Working relationship of the People's Militia Command at the commune level

 

Relationship with the commune Party Committee is a relationship of obedience to leadership and guidance on defense and military affairs at the commune level.

1.[3] 2. Relationship with the Military Branch Party Cell (Military Branch Party Unit) at the commune level is a relationship of obedience to leadership and guidance in implementing assigned tasks.

3. Relationship with the Commune People's Committee is a relationship of obedience to guidance, management, and control over defense and military affairs at the commune level.

3a.

Relationship with the Party Committee and Command of the Regional Defense Command is a relationship of obedience to leadership, guidance, and command on tasks within the authority of the Regional Defense Command and tasks assigned by the Provincial Military Command.[4] Relationship with the Provincial Military Command is a relationship of obedience to guidance and command on local defense and military affairs.

4.[5] 5. Relationship with the police, branches, mass organizations at the commune level is a relationship of cooperation and coordination in work. The People's Militia Command at the commune level takes the lead in advising, directing, and guiding the implementation of defense and military affairs at the commune level.

6. Relationship with: The People's Militia Command of agencies and organizations; commanders of self-defense units where there is no People's Militia Command of agencies and organizations; agencies and organizations that have not organized self-defense; units of the People's Army and Public Security standing or operating in the area is a relationship of cooperation and coordination in implementing related defense and military affairs.

7. Relationship with commanders of People's Militia units under their command is a relationship of direction and command.

7. The relationship with the commander of the civilian militia unit under their authority is a directive and command relationship.

Article 4. Duties, tasks, and working relationships of the Commandant

1.[6] Responsibilities

Advise the Party Committee and local administration at the commune level on leading, directing, managing, and operating to implement national defense and military tasks at the commune level in accordance with the law.

2. Tasks

a) Chair the implementation of tasks prescribed in Clause 3, Article 20 of the Law on Militia and Self-Defense Forces;

b) Coordinate with the Political Instructor to conduct Party work and political work within the militia and reserve forces and in implementing national defense and military tasks at the commune level;

c)[7] Advise on the implementation of reserve force construction work; recruitment and conscription work; national defense education and security work;

d)[8] Perform other tasks as stipulated by law.

3. Working Relationships

a)[9] The relationship with the Commandant of the Provincial Military Command is one of obedience to direction and command regarding local national defense and military work;

b)[10] The relationship with the Commandant of the Defense Zone Command is one of obedience to direction, command, and guidance regarding tasks within the authority of the Defense Zone Command and tasks assigned by the Provincial Military Command;

c)[11] The relationship with the commune-level Party Committee and the Military Branch Committee (Military Branch Cell) is one of obedience to leadership and direction regarding national defense and military work at the commune level;

d) The relationship with the Political Instructor of the commune-level Military Command is one of coordination;

đ) The relationship with the Deputy Commandant and Deputy Political Instructor of the commune-level Military Command is one between superiors and subordinates;

e) The relationship with the Chief of Police and heads of departments, mass organizations at the commune level is one of coordination and cooperation. In cases of emergency concerning national defense or war, the Commandant of the commune-level Military Command will uniformly direct the armed forces of the commune to perform combat readiness, combat, and support tasks in the area according to the law;

g) The relationship with the heads of agencies, organizations, units stationed or operating in the commune area is one of coordination and cooperation related to national defense and military work;

h) The relationship with commanders of militia units under their management is one between superiors and subordinates. The relationship with commanders of militia self-defense forces not under their management is one of coordination.

Article 5. Duties, tasks, and working relationships of the Political Instructor

1.[12] Responsibilities

Advise and be responsible to superiors, the commune-level Party Committee, and administration about Party work and political work in implementing national defense and military tasks at the commune level. Chair political work in the militia and reserve forces; directly conduct Party work and political work in the militia and reserve forces and in national defense and military tasks at the commune level; together with the Commandant of the commune-level Military Command propose contents and measures for leading national defense and military work for the commune-level Party Committee to decide.

2. Tasks

a)[13] Advise and propose to the commune-level Party Committee to decide on contents and measures for leading all activities of the militia and reserve forces and in implementing national defense and military tasks at the commune level in accordance with the Party's policies, the State's laws, resolutions, directives, and orders from superiors on national defense and military work. Propose to the Political Instructor of the Defense Zone Command and the Political Instructor of the Provincial Military Command on contents and measures for conducting Party work and political work. Develop plans and directly conduct Party work and political work in the militia and reserve forces, in implementing national defense and military tasks at the commune level;

b) Conduct political and ideological education; build the militia and reserve forces at the commune level absolutely loyal to the Party, the country, and the people, with firm political resolve; without signs of ideological and moral degeneration, self-evolution, and self-transformation; ready to accept and complete all assigned tasks; organize with commune-level departments and mass organizations to educate national defense and security, mobilize the people to participate in building the armed forces, consolidate the whole-people national defense;

c)[14] Conduct organizational and construction work for the Party; build the Military Branch Cell clean and strong, care for building the core political force among the militia and reserve forces; identify and nurture candidates for Party membership and Youth League membership in the militia and reserve forces. Build temporary branch cells in the militia and reserve forces (if any) clean and strong, successfully completing all assigned tasks;

d) Conduct cadre work; build militia command positions and a high-quality cadre reserve force sufficient in number, capable of fulfilling assigned responsibilities, meeting the requirements of national defense and military tasks in all situations at the local level; coordinate with mobilization units to arrange, manage, and organize training for reserve officers at the local level;

đ) Conduct internal political security work; build the militia and reserve forces politically clean and safe in all aspects; publicize and educate the militia and reserve forces and the people to enhance vigilance, struggle to defeat the plots and tactics of hostile forces, contributing to maintaining political stability at the local level;

e) Guide the militia and reserve forces to conduct mass mobilization work; participate in implementing movements and campaigns initiated by the Party, the State, the Vietnam Fatherland Front, the Military, and the locality, contributing to maintaining political stability, economic development, cultural and social progress, consolidating national defense and security, and building a solid political foundation at the local level, creating a secure area;

Organize the implementation of the Party and State's policies towards the militia and reserve forces and the rear support policy for the Military; study and propose to superiors to improve the system and policies for militia self-defense forces and reserve forces, the rear support policy for the Military, and local national defense and military tasks;

h)|||[15] Conduct party work and political work in the construction, training, operation of the civilian militia, reserve forces, preparation and call-up of citizens for military service, implementation of mobilization tasks; build combat villages, towns, and wards; organize civil defense and perform other national defense and military tasks at the commune level;

i) Conduct mid-term and final reviews of party work and political work for the civilian militia, reserve forces, and in national defense and military tasks at the commune level.

3. Working Relationships

a)[16] Relations with: The Party Committee of the Provincial Military Command, the Party Committee of the Defense Zone Command; the Political Department of the Provincial Military Command, the Political Department of the Defense Zone Command are relations of obedience to leadership, guidance, and direction on party work and political work in the implementation of local national defense and military tasks;

b)[17] Relations with the Political Commissar, Chief of the Political Department of the Provincial Military Command, the Political Commissar, Chief of the Political Department of the Defense Zone Command are relations of obedience to guidance and direction on party work and political work in the implementation of local national defense and military tasks;

c)[18] Relations with the Party Committee, local government, and military branch committee (military branch party cell) at the commune level are relations of obedience to leadership and direction on party work and political work in the implementation of national defense and military tasks at the commune level;

d) Relations with the Commander of the Commune-level Military Command are relations of cooperation in work;

đ) Relations with the heads of agencies, organizations, units stationed or operating within the commune are relations of cooperation in work;

e) Relations with the commanders of militia units under their management are relations between superiors and subordinates. Relations with the commanders of militia self-defense units not under their management are relations of cooperation in work.

Article 6. Responsibilities, Tasks, and Work Relationships of the Deputy Commander

1. Responsibilities

Responsible before the Commander and Political Commissar of the Commune-level Military Command for assigned tasks; substitute for the Commander when authorized by the competent authority.

2. Tasks

a) Advise and propose to the Commander and Political Commissar of the Commune-level Military Command on plans, contents, measures for directing and organizing the implementation of assigned tasks;

b) Summarize the results of assigned tasks, report to the Commander and Political Commissar of the Commune-level Military Command as prescribed.

3. Working Relationships

a) Relations with the Commander and Political Commissar of the Commune-level Military Command are relations between subordinates and superiors;

b) Relations with the Deputy Political Commissar of the Commune-level Military Command are relations of cooperation in work;

c) Relations with the commanders of militia units under their management are relations between superiors and subordinates. Relations with the commanders of militia self-defense units not under their management are relations of cooperation in work.

Article 7. Responsibilities, Tasks, and Work Relationships of the Deputy Political Commissar

1. Responsibilities

Responsible before the Political Commissar and Commander of the Commune-level Military Command for assigned tasks; substitute for the Political Commissar when authorized by the competent authority.

2. Tasks

Advise, propose, and assist the Political Commissar and Commander of the Commune-level Military Command in formulating plans for party work and political work in the implementation of national defense and military tasks at the commune level.

3. Working Relationships

a) Relations with the Political Commissar and Commander of the Commune-level Military Command are relations between subordinates and superiors;

b) Relations with the Deputy Commander of the Commune-level Military Command are relations of cooperation in work;

c) Relations with the commanders of militia units under their management are relations between superiors and subordinates. Relations with the commanders of militia self-defense units not under their management are relations of cooperation in work.

Article 8. Duties, tasks, and working relationships of the village militia team leader

1. Responsibilities

Advise the village party cell (village party branch) on leading, directing, and implementing national defense and military tasks at the village level.

2. Tasks

a) Implement the tasks prescribed in Clause 4, Article 20 of the Law on Militia and Self-Defense Force.

b) Perform other tasks assigned by competent authorities.

3. Working Relationships

a) The relationship with the village party cell (village party branch) is a relationship of obedience to leadership and direction regarding village-level national defense and military work.

b) The relationship with the village head and heads of village-level mass organizations is a relationship of cooperation in work.

c) The relationship with command positions in the commune-level military command board is a relationship of obedience to direction and command.

d)[19] The relationship with the commander of the local militia unit at the commune level and the militia self-defense force unit under provincial management is a relationship of cooperation and coordination in work.

d) The relationship with the commander and soldiers of the local militia unit within the village is a relationship between superiors and subordinates.

 

Chapter III

WORKING RELATIONSHIPS OF THE MILITARY COMMAND BOARD,
ORGANIZATION; DUTIES, TASKS, AND WORKING RELATIONSHIPS
OF COMMAND POSITIONS IN THE MILITARY COMMAND BOARD,
ORGANIZATION

 

Article 9. Working relationships of the military command board of the organization

1. The relationship with the party committee (party branch) at the same level is a relationship of obedience to leadership and direction regarding organizational national defense and military work.

2. The relationship with the head of the organization (in cases where the commander is a deputy to the head) is a relationship of obedience to direction, management, and operation regarding organizational national defense and military work within authority.

3.[20] The relationship with the Regional Military Command, the provincial-level military agency, the military command board of the central ministry or department under sectoral or field management, and the military command board of the higher-level organization is a relationship of obedience to direction and guidance regarding organizational national defense and military work within authority.

4.[21] The relationship between the military command board of the organization managed by the province and located or operating within the district area with the commune-level military command board and related organizations and units is a relationship of cooperation and coordination in work.

5.[22] The relationship between the military command board of the organization managed by the commune with the commune-level military command board is a relationship of cooperation and coordination in work.

Article 10. Duties, tasks, and working relationships of the commander

1. Responsibilities

Advise the party committee (party branch) and the head of the organization at the same level (in cases where the commander is a deputy to the head) on national defense and military work within authority.

2. Tasks

a) Lead the implementation of the tasks prescribed in Clause 4, Article 21 of the Law on Militia and Self-Defense Force.

b) Coordinate with the political commissar to conduct party work and political work in the self-defense force, reserve mobilization forces, and implement national defense and military tasks within their own organization.

3. Working Relationships

a) The relationship with the party committee (party branch) at the same level is a relationship of obedience to leadership and direction regarding national defense and military work within authority.

b) The relationship with the head of the organization at the same level (in cases where the commander is a deputy to the head of the organization) is a relationship of subordinates to superiors regarding national defense and military work.

c)[23] The relationship with the commander and political commissar of the provincial-level military agency, the commune-level military command board where the military command board of the organization is located or operates, and the military command board of the central ministry or department under sectoral or field management is a relationship of obedience to leadership, direction, and guidance regarding national defense and military work within authority.

d)[24] The relationship with the political commissar of the military command board of the organization at the same level is a relationship of cooperation in work.

The relationship with the deputy commander and deputy political commissar of the military command board of the organization at the same level is a relationship between superiors and subordinates.

The relationship with the commander of the local self-defense unit within the jurisdiction is a relationship of direction and guidance in the implementation of relevant national defense and military tasks.

The relationship with the commander of the self-defense unit within their own organization is a relationship of direction and command.

h) The relationship with the commander of the self-defense unit within their own agency or organization is a directive and command relationship.

Article 11. Duties, tasks, and working relationships of the political commissar

1. Responsibilities

Advising and being responsible to superiors, party committees (branch committees), heads of agencies and organizations at the same level for party work and political work in the implementation of national defense and military tasks. Taking the lead in political matters within the reserve forces and mobilization reserves; directly conducting party work and political work within the reserve forces and mobilization reserves and in national defense and military tasks at agencies and organizations; jointly with the head of the military command board of the agency or organization, proposing contents and measures to lead national defense and military work for the agency or organization's party committee (branch committee) to decide.

2. Tasks

a) Advising and proposing to the party committee (branch committee) at the same level to decide on policies and measures to lead the implementation of national defense and military tasks at agencies and organizations in accordance with the Party's guidelines and policies, state laws, resolutions, directives, and orders from superiors. Building plans and directly implementing party work and political work within the reserve forces and mobilization reserves and in national defense and military tasks at agencies and organizations;

b) Conducting political education and ideological education; building the reserve forces and mobilization reserves of agencies and organizations to be absolutely loyal to the Party, the country, and the people, having firm political resolve, and ready to accept and complete all assigned tasks; coordinating to implement national defense and security education; mobilizing civil servants, public officials, employees, and workers to participate in building local armed forces, consolidating the whole-people national defense;

c) Building a core political force, developing party members and youth league members within the reserve forces and mobilization reserves of agencies and organizations;

d) Proposing the construction of positions for unit commanders in the reserve forces and a cadre reserve force sufficient in number and high in quality, capable of fulfilling assigned responsibilities and meeting the requirements and tasks of national defense and military work at agencies and organizations in all situations; coordinating with reserve units receiving sources from agencies and organizations to arrange, manage, and organize training for reserve officers;

đ) Conducting internal political protection work, building the reserve forces and mobilization reserves clean politically and safe in all aspects; propagandizing and educating the reserve forces and mobilization reserves and civil servants, public officials, employees, and workers to enhance revolutionary vigilance, combat and defeat all hostile forces' plots and tactics, contributing to maintaining political security at agencies and organizations;

e) Guiding the reserve forces and mobilization reserves to conduct mass mobilization work, participating in campaigns and movements initiated by the Party, State, Vietnam Fatherland Front, Military, and localities, contributing to building strong agencies and organizations and secure areas;

g) Implementing the Party and State's policies towards the reserve forces and mobilization reserves and military rear support policies; researching and proposing to superiors to improve systems and policies for the People's Militia Reserve Forces and Mobilization Reserves, military rear support policies, and national defense and military tasks;

h) Conducting party work and political work in the construction, training, and activities of the reserve forces and mobilization reserves; preparing and calling up citizens for military service, implementing mobilization tasks; protecting agencies and organizations and performing other national defense and military tasks assigned by competent authorities;

i) Conducting mid-term and final reviews of party work and political work for the reserve forces and mobilization reserves in the implementation of national defense and military tasks at agencies and organizations.

3. Working Relationships

a) The relationship with the party committee (party branch) at the same level is a relationship of obedience to leadership and direction regarding national defense and military work within authority.

b) The relationship with the head of the military command board of the agency or organization at the same level is a cooperative working relationship;

c)[25] The relationship with the commander and political commissar of the provincial-level military agency, the commune-level military command board where the military command board of the organization is located or operates, and the military command board of the central ministry or department under sectoral or field management is a relationship of obedience to leadership, direction, and guidance regarding national defense and military work within authority.

d) The relationship with the deputy head of the military command board and deputy political commissar of the agency or organization at the same level is a superior-subordinate relationship;

đ)[26] The relationship with the party committee and local government at the commune level where the agency or organization is stationed or operates is a cooperative and coordinated working relationship.

Article 12. Duties, tasks, and working relationships of the deputy commander

1. Responsibilities

Shall be responsible before the commander and political commissar of the military command agency or organization at the same level for the assigned tasks; shall replace the commander when authorized by the competent authority.

2. Tasks

a) Advise and propose to the commander and political commissar of the military command agency or organization at the same level on plans, contents, measures for guidance and implementation of the assigned tasks;

b) Summarize the results of the assigned tasks, report to the commander and political commissar of the military command agency or organization at the same level as prescribed.

3. Working Relationships

a) The relationship with the commander and political commissar of the military command agency or organization at the same level is a relationship between subordinate and superior;

b) The relationship with the deputy political commissar of the military command agency or organization at the same level is a cooperative working relationship.

Article 13. Duties, tasks, and working relationships of the deputy political commissar

1. Responsibilities

Shall be responsible before the political commissar and commander of the military command agency or organization at the same level for the assigned tasks; shall replace the political commissar when authorized by the competent authority.

2. Tasks

Advise, propose, and assist the political commissar and commander of the military command agency or organization at the same level to develop plans for party work and political work in the implementation of national defense and military affairs within their jurisdiction.

3. Working Relationships

a) The relationship with the political commissar and commander of the military command agency or organization at the same level is a relationship between subordinate and superior;

b) The relationship with the deputy commander of the military command agency or organization at the same level is a cooperative working relationship.

 

Chapter IV

DUTIES, TASKS, AND WORKING RELATIONSHIPS
POSITIONS OF COMMAND IN THE PEOPLE'S MILITIA UNITS

 

Article 14. Duties, tasks, and working relationships of battalion commanders, maritime squadron commanders, company commanders, maritime company commanders, platoon commanders, squad commanders, ship captains, gun crew commanders

1. Responsibilities

Shall be responsible under the law, the Party committee (branch), superiors' commanders, political commissars, and political commissars at their own level and their own Party committee (branch) regarding the construction, training, and activities of the People's Militia units under their command.

2. Tasks

a) Command the People's Militia units under their command to implement the Party's policies, the State's laws, resolutions of the Party committee (branch), management and operation by the People's Committees at various levels or the Party committee (branch), heads of agencies or organizations; orders and commands of superiors' commanders according to the management hierarchy;

b) Be well-informed about all aspects of the situation, develop plans, submit for approval by the competent authority; organize the implementation of tasks related to the construction, training, readiness for combat, combat, support for combat, civil defense, and regulations and policies of the People's Militia units under their command;

c) Register, manage, and monitor the political, ideological situation, qualifications, and capabilities of the commanders and militiamen under their command;

d) Battalion commanders, maritime squadron commanders, company commanders, maritime company commanders cooperate with political commissars at the same level to conduct party work and political work for their units;

đ) Inspect, coordinate inspections, conduct mid-term reviews, final summaries, and report as prescribed.

3. Working Relationships

a) The relationship with the higher-level Party committee (branch) and the same-level Party committee (branch) is a relationship of obedience to leadership and direction regarding People's Militia work;

b)[27] The relationship with the provincial military office, village military command, and military command of agencies or organizations at the management level is a relationship of obedience to direction, command, and management regarding People's Militia work;

c) The relationship with superiors' commanders, political commissars, and political commissars is a relationship between subordinate and superior;

d) The relationship with the political commissar of the same-level People's Militia unit is a cooperative working relationship;

đ) The relationship with agencies, organizations, or units stationed or operating in the area is a cooperative working relationship;

e) The relationship with commanders of the People's Militia units under their command is a relationship between superior and subordinate.

Article 15. Duties, Tasks, and Working Relationships of the Political Commissar of the Battalion, Naval Squadron, Company, and Naval Company

1. Responsibilities

Shall be responsible before the law, the Party Committee (branch), the commander, the political commissar, the superior political commissar, and their own Party Committee (branch) for the work of the Party and political work in the construction, training, and activities of the People's Militia units under their authority.

2. Tasks

a) Lead and direct the unit to implement the Party's guidelines, policies, state laws, resolutions of the Party Committee, management of the People's Councils at all levels or the heads of agencies and organizations; directives and orders of the commander, political commissar, and superior political commissar.

b) Be well-informed about all aspects of the situation; take the lead and coordinate with the commander of the People's Militia unit at the same level to develop plans for the work of the Party and political work in the construction, training, and activities of the People's Militia, submit them to the competent authority for approval, and organize their implementation.

c) Inspect, summarize, and conclude the work of the Party and political work, report according to regulations.

3. Working Relationships

a) The relationship with the superior Party Committee (branch) and their own Party Committee (branch) is a relationship of obedience to leadership and direction on the work of the People's Militia.

b) The relationship with the commander, political commissar, and superior political commissar is a relationship between subordinates and superiors.

c)[28] The relationship with the political department of the provincial military command is a relationship of being directed and guided on the work of the Party and political work.

d) The relationship with the Military Command Board of the commune, the Military Command Board of the agency or organization under the management hierarchy is a relationship of obedience to direction, command, and management on the work of the Party and political work.

đ) The relationship with the commander of the People's Militia unit at the same level is a relationship of coordinating work.

e) The relationship with the agencies, organizations, or units stationed or operating in the area is a relationship of coordinating and cooperating work.

g) The relationship with the commander of the People's Militia unit under their authority is a relationship between superiors and subordinates.

Article 16. Duties, Tasks, and Working Relationships of the Deputy Battalion Commander, Deputy Naval Squadron Commander, Deputy Company Commander, and Deputy Naval Company Commander

1. Responsibilities

Shall be responsible before the commander and political commissar of the People's Militia unit at the same level for the assigned tasks; replace the commander when assigned.

2. Tasks

a) Advise and propose to the commander and political commissar of the People's Militia unit at the same level regarding the plan, content, methods of direction, and organization of the implementation of the assigned tasks.

b) Summarize the results of the assigned tasks and report to the commander and political commissar of the People's Militia unit at the same level.

3. Working Relationships

a) The relationship with the commander and political commissar of the People's Militia unit at the same level is a relationship between subordinates and superiors.

b) The relationship with the deputy political commissar of the People's Militia unit at the same level is a relationship of coordinating work.

Article 17. Duties, Tasks, and Working Relationships of the Deputy Political Commissar of the Battalion, Naval Squadron, Company, and Naval Company

1. Responsibilities

Shall be responsible before the political commissar and commander of the People's Militia unit at the same level for the assigned tasks; replace the political commissar when assigned.

2. Tasks

Advise, propose, and assist the political commissar and commander of the People's Militia unit at the same level to develop plans for the work of the Party and political work in the construction, training, and activities of the People's Militia units under their authority.

3. Working Relationships

a) The relationship with the political commissar and commander of the People's Militia unit at the same level is a relationship between subordinates and superiors.

b) The relationship with the deputy battalion commander, deputy naval squadron commander, deputy company commander, and deputy naval company commander is a relationship of coordinating work; with subordinate deputies under their management, it is a relationship between superiors and subordinates.

c) The relationship with the platoon leaders, boat captains, and team leaders under their authority is a relationship between superiors and subordinates.

 

Chapter V

IMPLEMENTING PROVISIONS[29]

 

Article 18. Effective Date

1. This Circular shall take effect from July 1, 2020, and replace Circular No. 79/2016/TT-BQP dated June 16, 2016, issued by the Minister of National Defense, which stipulates the working relationships of cadres of the Military Command Board of the commune, ward, town, and Military Command Board of the agency or organization at the grassroots level; duties, tasks, and working relationships of cadres of the Military Command Board of the central ministry, Military Command Board of the commune, ward, town, and Military Command Board of the agency or organization at the grassroots level, and commanders of the People's Militia units.

2. The Chief of General Staff, Director of the Political Department of the Vietnam People's Army, Heads of agencies, organizations, units, localities, and related individuals shall be responsible for implementing this Circular./.

[1] The name of this Circular has been amended and supplemented in accordance with Clause 1, Article 3 of Circular No. 83/2025/TT-BQP amending and supplementing certain articles of Circulars of the Minister of National Defense on the delineation of authority in the field of national defense, civilian militia, and national defense education and security when organizing a two-level local government system, effective from August 7, 2025.

[2] Circular No. 83/2025/TT-BQP amending and supplementing certain articles of Circulars of the Minister of National Defense on the delineation of authority in the field of national defense, civilian militia, and national defense education and security when organizing a two-level local government system, is based on the following grounds for issuance:

Based on the Law on Civilian Militia dated November 22, 2019; the Law on National Defense dated June 8, 2018; the Law on National Defense Education and Security dated June 19, 2013;

[29] Article 9 of Circular No. 83/2025/TT-BQP amending and supplementing certain articles of Circulars issued by the Minister of National Defense regarding the delineation of authority in the field of national defense work, People's Militia and Self-Defense Force, national defense education and security when organizing local administration with two levels, shall take effect from August 7, 2025, and is stipulated as follows:

"Article 9. Effectiveness of Implementation

This Circular takes effect from August 7, 2025."
