ISSUING THE LIST OF DRUGS AND PRECURSOR CHEMICALS

CamendWHEREAS, pursuant to the Law on Prevention and Control of Narcotics, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP ficer Ch"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."Pursuant to the Vocational Education Law dated July 27, 20091;

Pursuant to the Law on Trade dated June 14, 2005;
LIST I: Drugs absolutely prohibited for use in medicine and social life; the use of these substances for analysis, testing, scientific research, and criminal investigation shall be subject to special regulations of competent authorities. 11 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to the Drug Law dated June 14, 2005;
At the proposal of the Minister of Public Security;

Article 1. List II: Narcotic substances limited for use in analysis, testing, scientific research, criminal investigation, or in the medical field according to regulations by competent authorities.
LIST IV: Precursor chemicals.
Organs, organizations, and individuals conducting research, appraisal, production, transportation, storage, possession, purchase, sale, distribution, use, disposal, exchange, import, export, and transit of substances listed in the lists prescribed in Article 1 of this Decree must comply with legal provisions governing the control of legitimate activities related to narcotics.
When new substances not included in the lists of drugs, psychotropic substances, and precursor chemicals issued together with this Decree are discovered in relation to drug production, processing, or use, or it is necessary to transfer substances within the lists based on announcements from the United Nations Secretary-General, the Ministry of Public Security shall take the lead in coordinating with the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Science and Technology, and relevant agencies to review and submit to the Government for amending and supplementing and announcing those lists.
Based on List IV of this Decree, the Ministry of Health, the Ministry of Industry and Trade, and the Ministry of Public Security, within their assigned functions, tasks, and powers, classify precursor chemicals by level to implement appropriate management and control measures.
Article 2. 1. This Decree takes effect from September 15, 2013.
Article 3. 2. The following Decrees: Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government issuing the list of drugs and precursor chemicals; Decree No. 133/2003/NĐ-CP dated November 6, 2003 of the Government supplementing certain substances to the list of drugs and precursor chemicals issued together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government issuing the list of drugs and precursor chemicals; Decree No. 163/2007/NĐ-CP dated November 12, 2007 of the Government changing the name, supplementing, transferring, and removing certain substances from the list of drugs and precursor chemicals issued together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government issuing the list of drugs and precursor chemicals; Decree No. 17/2011/NĐ-CP dated February 22, 2011 of the Government supplementing, changing the name, and scientific name of certain substances in the list of drugs and precursor chemicals issued together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government issuing the list of drugs and precursor chemicals shall cease to be effective from the date this Decree takes effect.
Article 4. The Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Health, and other relevant ministries and sectors within their respective scope, functions, tasks, and powers have the responsibility to take the lead, coordinate, guide, and inspect the implementation of this Decree.
Article 5.
1. This Decree shall take effect from September 15, 2013.
2. The following Decrees shall be repealed upon the entry into force of this Decree: Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government promulgating lists of narcotic drugs and precursor chemicals; Decree No. 133/2003/NĐ-CP dated November 6, 2003 of the Government supplementing certain substances to the list of narcotic drugs and precursor chemicals promulgated together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government promulgating lists of narcotic drugs and precursor chemicals; Decree No. 163/2007/NĐ-CP dated November 12, 2007 of the Government renaming, supplementing, transferring, and removing certain substances from the list of narcotic drugs and precursor chemicals promulgated together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government promulgating lists of narcotic drugs and precursor chemicals; Decree No. 17/2011/NĐ-CP dated February 22, 2011 of the Government supplementing, renaming, and providing scientific names for certain substances in the list of narcotic drugs and precursor chemicals promulgated together with Decree No. 67/2001/NĐ-CP dated October 1, 2001 of the Government promulgating lists of narcotic drugs and precursor chemicals.
Article 6. The Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Health, and other relevant ministries and sectors shall, within their respective functions, tasks, and powers, be responsible for taking the lead, coordinating, guiding, and supervising the implementation of this Decree.
Article 7. The Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, Chairpersons of provincial People's Committees under the central city shall be responsible for implementing this Decree./.
