CIRCULAR

Regulations on the Standards for National Defense and Security Propaganda Officers

Circular No. 25/2014/TT-BQP dated May 15, 2014, issued by the Minister of National Defense, stipulating the standards for national defense and security propaganda officers, which took effect from July 2, 2014, was amended and supplemented by:

Circular No. 83/2023/TT-BQP dated November 11, 2023, issued by the Minister of National Defense, amending and supplementing certain articles of circulars within the authority to issue of the Minister of National Defense, which took effect from November 12, 2023.

Circular No. 83/2025/TT-BQP dated August 7, 2025, issued by the Minister of National Defense, amending and supplementing certain articles of circulars of the Minister of National Defense regarding the delineation of authority in the field of national defense work, People's Militia Self-Defense, national defense and security education when organizing local governments at two levels, which took effect from August 7, 2025.

Pursuant to the Law on Legislative Documents of 2008;

Pursuant to the Law on National Defense and Security Education of 2013;

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Considering the proposal of the Chief of General Staff;

The Minister of National Defense issues this Circular stipulating the standards for national defense and security propaganda officers.[1].

Article 1. Scope of Regulation and Applicability

1.[2] This Circular stipulates the standards, requirements for activities; recognition, revocation of recognition of national defense and security propaganda officers.

2. This Circular applies to national defense and security propaganda officers, agencies, organizations, and individuals related to propaganda and dissemination of national defense and security knowledge.

Article 2. National Defense and Security Propaganda Officer[3]

A national defense and security propaganda officer is a person who performs the task of disseminating national defense and security knowledge to cadres and people at the grassroots level, recognized by the Chairman of the People's Committee of the commune.

Article 3. Sources for Selecting National Defense and Security Propaganda Officers

1.[4] Cadres, civil servants, and those working non-professionally at the commune level; village chiefs, hamlet chiefs, ấp chiefs, bản chiefs, buôn chiefs, phum chiefs, sóc chiefs, neighborhood chiefs (collectively referred to as village chiefs); heads of village-level mass organizations, village team leaders, self-defense platoon leaders.

2. Communist Party members of Vietnam residing in their place of residence.

3. Outstanding individuals and persons with prestige in the community.

4. Members of the Vietnam Veterans Association, historical witnesses.

Article 4. Standards for National Defense and Security Propaganda Officers

1. Having full capacity for civil acts and health to perform the duties of a propaganda officer.

2. Having firm political stance, good moral qualities, and prestige among the people.

3. Possessing knowledge and understanding of national defense and security.

4. Receiving training and being certified by competent authorities.

5. For propaganda officers in ethnic minority areas, in addition to the above standards, they must be proficient in the language of the ethnic minorities in the locality.

Article 5. Requirements for Activities of Propaganda Officers

1. Adhering to legal regulations.

2. Performing according to the plan, content, and assigned tasks.

3. The content of propaganda and dissemination must align with the Party's policies and the State's laws.

4. Being understandable, persuasive, and suitable for each target group.

Article 6. Decision on the removal of Propaganda Officers

The Chairman of the People's Committee at the commune level decides to terminate the recognition of[5] Propaganda Officers for national defense and security education in the following cases[6]:

1. Being disciplined with a warning or higher.

2. Violating Article 9 of the Law on National Defense and Security Education.

Article 7. Effective Date[7]

This Circular takes effect from July 2, 2014.

Article 8. Responsibility for Implementation

1. The Chief of General Staff, Director of the Political Bureau General Department; Ministers of Ministries, Heads of agencies equivalent to ministries, Heads of government agencies, Chairmen of provincial people's committees under central cities; Heads of agencies and organizations related have the responsibility to implement this Circular.

2. In the process of implementation, if there are difficulties, it is suggested that agencies, organizations, and individuals report to the Ministry of National Defense for research and resolution.

Circular No. 83/2025/TT-BQP amending and supplementing certain articles of circulars of the Minister of National Defense regarding the delineation of authorities in the field of defense work, Civil Defense and Self-Defense, national defense and security education when organizing two-level local governments, based on the following grounds:

Pursuant to the Law on Civil Defense and Self-Defense dated November 22, 2019; the Law on National Defense dated June 8, 2018; the Law on National Defense and Security Education dated June 19, 2013;

Pursuant to Decree No. 168/2018/NĐ-CP dated December 28, 2018 of the Government on defense work in central ministries and localities; Decree No. 72/2020/NĐ-CP dated June 30, 2020 of the Government detailing some articles of the Law on Civil Defense and Self-Defense on organization and construction of forces and policies for Civil Defense and Self-Defense; Decree No. 16/2025/NĐ-CP dated February 4, 2025 of the Government amending and supplementing some articles of Decree No. 72/2020/NĐ-CP dated June 30, 2020 of the Government detailing some articles of the Law on Civil Defense and Self-Defense on organization and construction of forces and policies for Civil Defense and Self-Defense; Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and implementing measures of the Law on National Defense and Security Education; Decree No. 139/2020/NĐ-CP amending and supplementing some articles of Decree No. 13/2014/NĐ-CP; Decree No. 220/2025/NĐ-CP dated August 7, 2025 of the Government amending and supplementing some articles of several decrees in the field of national defense and military when organizing two-level local governments;

Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense, Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing some articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government;

At the proposal of the Chief of General Staff;

The Minister of National Defense issues this Circular amending and supplementing certain articles of circulars of the Minister of National Defense stipulating defense work in central ministries and localities; training, upgrading, training, competition, and exercises for Civil Defense and Self-Defense; working relationships between the military command boards of communes, towns, and wards and the military command boards of agencies and organizations; responsibilities, tasks, and working relationships of Civil Defense and Self-Defense command positions; tasks and powers of agencies and units under the Ministry of National Defense, military command boards of central ministries regarding national defense and security education; upgrading knowledge of national defense and security in the Vietnam People's Army; regulations on applying disciplinary measures, procedures, time limits, and authorities to handle disciplinary actions against Civil Defense and Self-Defense; programs and contents; framework programs for upgrading knowledge of national defense and security; standards for propaganda officers for national defense and security education; framework programs for national defense and security education for students in state agencies, political organizations, and political-social organizations when organizing two-level local governments."

[2] This paragraph has been amended and supplemented according to the provisions of Clause 1, Article 1 of Circular No. 83/2023/TT-BQP dated November 11, 2023 of the Minister of National Defense amending and supplementing certain articles of circulars within the authority to issue of the Minister of National Defense, which takes effect from November 12, 2023.

[3] This provision is amended and supplemented pursuant to Clause 1, Article 7 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding the delineation of authority in the field of national defense work, Self-Defense Militia, national defense education, and security when organizing a two-level local administration, which takes effect from August 7, 2025.

[4] This clause is amended and supplemented pursuant to Clause 2, Article 7 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding the delineation of authority in the field of national defense work, Self-Defense Militia, national defense education, and security when organizing a two-level local administration, which takes effect from August 7, 2025.

[5] The term "relieved of duty" is replaced by the term "termination of recognition" pursuant to Clause 2, Article 1 of Circular No. 83/2023/TT-BQP dated November 11, 2023, issued by the Minister of National Defense amending and supplementing certain provisions of Circulars within the promulgation authority of the Minister of National Defense, which takes effect from November 12, 2023.

[6] This paragraph is amended and supplemented pursuant to Clause 3, Article 7 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding the delineation of authority in the field of national defense work, Self-Defense Militia, national defense education, and security when organizing a two-level local administration, which takes effect from August 7, 2025.

[7] Article 9 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding the delineation of authority in the field of national defense work, Self-Defense Militia, national defense education, and security when organizing a two-level local administration, which takes effect from August 7, 2025, provides as follows:

"Article 9. Effective Date

This Circular takes effect from August 7, 2025."
