Guidelines on the content and funding levels for developing framework programs for higher education, college, and vocational high school training sectors

Pursuant to Article 30, Article 31, Article 36, and Article 37 of the Education Law "Requirements for the content and methods of vocational education; higher education, college education, and vocational high school textbooks;"
Pursuant to Clause 5 of Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law.
After receiving the unified opinions of the Ministry of Education and Training and the Ministry of Finance, these guidelines provide for the content and funding levels for developing framework programs for higher education, college, and vocational high school training sectors and compiling course curricula and textbooks as follows:
1- The subjects to which this Circular applies are advisory councils established by the Ministry of Education and Training, universities, academies, university schools, colleges, and vocational high schools assigned tasks to develop framework programs and compile course curricula and textbooks by the Ministry of Education and Training.
2 - The content and funding levels specified in this Circular apply to the development of framework programs for higher education, college, and vocational high school training sectors and the compilation of course curricula and textbooks from state budget funds. Specifically:
2.1- Funding for activities of the Sector Council, Industry Council, and Course Council includes:
Conference, seminar, training session costs, travel expenses, printing, telephone charges, office supplies shall be implemented according to current regulations.
2.2- Allowance for responsibility for the Chairperson, Vice-Chairperson, Head of Secretariat, and members of the Sector Council, Industry Council, and Course Council during the time of program and textbook development:
+ Funding for the Chairperson, Vice-Chairperson, and Head of Secretariat: VND 150,000/person/month
+ Funding for members: VND 100,000/person/month.
2.3- Funding for developing framework programs for higher education, college, and vocational high school training sectors and compiling course curricula and writing textbooks is detailed as follows:
a- For higher education and college training sectors:
- Drafting introductory materials, discussion draft documents, and conclusions of sector program development councils: VND 50,000/page.
- Translating and editing foreign language materials into Vietnamese: VND 35,000/page.
- Curriculum framework and subject course development:
* Compiling curriculum: VND 55,000/unit
* Overall revision and editing: 30,000 VND per class hour.
* Review and comment reading: VND 25,000/unit
- Textbook compilation:
* Writing textbooks: VND 50,000/page
* Editing and revising: VND 25,000/page
* Review and comment reading: VND 20,000/page.
b- For vocational high school training sectors:
- Translating and editing foreign language materials into Vietnamese: VND 35,000/page.
- Developing framework programs and course curricula:
* Compiling curriculum: VND 50,000/unit
* Comprehensive editing and revising: VND 25,000/unit
* Review and comment reading: VND 20,000/unit.
- Textbook compilation:
+ Compiling textbooks for general cultural courses, computer science, and foreign languages:
* Writing textbooks: VND 20,000/page
* Comprehensive editing and revising: VND 15,000/page
* Review and comment reading: VND 10,000/page.
+ Compiling textbooks for foundation and specialized courses:
* Writing textbooks: VND 35,000/page
* Comprehensive editing and revising: VND 20,000/page
* Review and comment reading: VND 10,000/page.
The above funding levels are maximum levels, adjusted according to the complexity of each training sector.
3- Budget preparation, disbursement, management, and settlement procedures:
a- Budget preparation: Each year, based on the Decision of the Ministry of Education and Training regarding the assignment of tasks for implementing the development The framework program for universities, colleges, and vocational high schools shall prepare detailed budgets for implementing these tasks, including course programs and textbooks for subjects, and submit them to the Ministry of Education and Training and the respective supervising ministries for review and consolidation into the overall budget of the unit.
b- Allocation of funds: After the annual budget is assigned by the Government, the Ministry of Finance will allocate funds to the supervising ministries to distribute to the institutions tasked with implementing their assigned responsibilities.
c- Management and settlement: To be carried out in accordance with current regulations.
This Circular takes effect from November 1, 2001. Any difficulties arising during implementation should be reported to the Ministry of Finance for resolution.
