PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
1. This Circular guides the implementation of Point d Clause 3 Article 26; Clause 4 Article 34 of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and upgrading knowledge and skills for officials, civil servants, and public employees.
2. This Circular guides the implementation of mandatory annual knowledge and skill upgrading; printing, issuing, managing, and using upgrade certificates; organizing overseas upgrading for officials, civil servants, and public employees with state budget funds.
Article 2. Applicability
1. Officials in state agencies.
2. Civil servants in agencies of the Communist Party of Vietnam, State, political-social organizations at the central level; at provincial and centrally-administered city levels; at district, town, and town-city levels under provinces and centrally-administered cities; civil servants in the leadership and management machinery of public service units; civil servants in communes, wards, and towns.
3. Public employees in public service units.
Chapter II
IMPLEMENTATION OF UPGRADE AND UPGRADE CERTIFICATES FOR OFFICIALS, CIVIL SERVANTS, AND PUBLIC EMPLOYEES
Article 3. Implementation of Mandatory Annual Knowledge and Skill Upgrading
1. The following programs and courses of upgrading shall be counted towards the minimum annual mandatory knowledge and skill upgrading for officials, civil servants, and public employees:
a) Programs of upgrading as prescribed in Article 17 of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and upgrading knowledge and skills for officials, civil servants, and public employees;
b) Courses of training, upgrading, and updating knowledge and skills;
c) Overseas upgrading courses.
2. The time spent participating in the upgrading and training courses specified in Clause 1 of this Article shall be accumulated to calculate the time spent on mandatory annual knowledge and skill upgrading.
Example: In 2017, civil servant A participated in one course to update knowledge and skills according to job requirements for three days; attended one course on specialized knowledge and skills training for two days. In total, civil servant A participated in two upgrading and training courses for five days. Thus, civil servant A completed the minimum mandatory knowledge and skill upgrading for 2017.
3. In cases where an upgrading or training course extends into the next year, it shall be counted towards the mandatory annual knowledge and skill upgrading of the year in which the course began.
Example: Civil servant B participated in a program for the rank of specialist from December 2, 2017 to February 2, 2018. Civil servant B is confirmed to have completed the minimum mandatory knowledge and skill upgrading for 2017.
Article 4. Printing, Issuing, and Managing Upgrade Certificates
1. Training and upgrading institutions; training and research institutions have the right to print and issue certificates for upgrading programs assigned by competent authorities to implement. The certificate format is stipulated in Appendix 01 of this Circular.
2. An upgrade certificate is issued once to a student who completes a course. If a certificate has been issued to a student but errors are discovered due to the fault of the training and upgrading institution; training and research institution, these institutions are responsible for reissuing the certificate to the student.
3. In cases where a certificate is lost or damaged, upon request by the certificate holder, the training and upgrading institution; training and research institution shall issue a certificate of completion of the course. The certificate of completion of the course has the same value as an upgrade certificate. The format of the certificate of completion of the course is stipulated in Appendix 02 of this Circular.
4. Training and upgrading institutions; training and research institutions shall maintain a record of certificate issuance in accordance with current regulations. Ensuring transparency, strictness, and integrity in issuing certificates. Strictly prohibiting any fraudulent activities in printing, issuing, managing, and using certificates.
Article 5. Conditions for Issuing a Training Certificate
A training certificate shall be issued to trainees who meet the following conditions:
1. Participating fully in the training program as prescribed;
2. Completing all required examinations, term papers, research projects, and proposals as stipulated in the training program; each examination, term paper, research project, and proposal must score five points or higher (on a ten-point scale);
3. Adhering to the study regulations and internal rules of the training institution, research institution, and relevant laws on cadre, civil servant, and public official training.
Article 6. Utilization of Training CertificatesứThe utilization of training certificates shall be carried out in accordance with point b, Clause 3, Article 26 of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on cadre, civil servant, and public official training, applicable in cases where cadres, civil servants, and public officials are transferred, rotated, or changed positions.
Article 7. Handling Violations in Printing, Issuance, Management, and Utilization of Training Certificates
1. Training certificates shall be revoked in the following cases: For coal-fired thermal power plants where the enterprise holds 100% of the registered capital and uses 100% of its own capital to invest in the project approved by the competent authority, E is determined as 100%;a) Fraud in enrollment or study;
b) Issued to individuals who do not meet the requirements; issued beyond authority;
c) The certificate has been erased or altered;
2. Cadres, civil servants, and public officials who violate regulations on printing, issuance, management, and utilization of training certificates shall be subject to disciplinary measures according to the Law on Cadres and Civil Servants and the Law on Public Officials, depending on the nature and severity of the violation. If such violations constitute criminal offenses, they shall be prosecuted criminally in accordance with the law.

Article 8. Organizing Overseas Training Programs
Chapter III
Agencies and units authorized to organize overseas training programs for cadres, civil servants, and public officials have the following responsibilities:

3. To sign contracts with foreign training institutions. The training contract must clearly state the commitments of both parties regarding the format, duration, content, program, funding, living and learning conditions, and other related matters;
1. Develop and approve plans for overseas training of cadres, civil servants, and public officials.
4. To decide on the establishment of the delegation and appoint the head of the delegation for overseas training. The authority to dispatch cadres, civil servants, and public officials for overseas training shall be implemented in accordance with current laws on exit and entry of Vietnamese citizens.
a) Regulations on managing delegations and cadres, civil servants, and public officials studying and researching abroad; an overview of the laws, culture, and religion of the host country;
b) Content and program of the training course and related benefits.
5. Inform each member of the delegation before departure:
Article 9. Responsibilities and Tasks of the Delegation Head and Cadres, Civil Servants, and Public Officials Dispatched for Training
a) To be responsible for all activities of the delegation during the period of study abroad;
b) To represent the delegation in transactions with foreign training institutions and Vietnamese diplomatic missions abroad (if necessary); in foreign

a) To strictly comply with regulations on managing delegations and cadres, civil servants, and public officials studying and researching abroad; to follow the instructions of the delegation head;
b) To abide by the laws, respect local customs, traditions, and cultural norms of the host country, and adhere to the internal rules of the training institution and accommodation facilities;
đ) Sign and send reports on the implementation of the plan and the results of the study to the competent authority after the training course ends.
2. Responsibilities and tasks of cadres, civil servants, and public officials dispatched for overseas training:
c) To report study results as prescribed.
b) Comply with laws, respect local customs, traditions, and cultural practices of the host country, internal regulations of educational and training institutions, and accommodation facilities;
c) Report study results as prescribed.
Article 10. Reports of the delegation and trainees
1. Requirements for the delegation's report:
a) Composition of the delegation;
b) Overview of the situation in the country where training takes place;
c) Time, content, and program of the training course;
d) Organizational work of the training course, compliance with laws of the country where training takes place, regulations on managing the delegation, and internal rules of the training institution;
đ) Results achieved and comments and evaluations on the content, program, methods, time, and organizational work of the training course;
e) Contents absorbed and experiences drawn from the training course;
g) Proposals and solutions to improve the quality of overseas training courses.
2. Requirements for the trainee's report:
a) Full name, year of birth;
b) Position, title, working agency, contact phone number; email address.
c) Results achieved and comments and evaluations on the content, program, methods, time, and organizational work of the training course;
d) Knowledge and experience acquired and proposals for application in professional work and management at the current workplace;
đ) Proposals and recommendations regarding the training of officials, civil servants, and employees abroad.
Article 11. Reporting System||| ||| reports
1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central administration, and central-level political-social organizations shall be responsible for submitting annual reports on the training of officials, civil servants, and employees abroad to the Ministry of Home Affairs.
2. The delegation's report must be submitted to the following agencies no later than fifteen days after the delegation returns to the country:
a) The Ministry of Home Affairs (if the delegation was sent for training under the annual plan for overseas training of officials, civil servants, and employees of the Ministry of Home Affairs);
b) Agency that decided to establish the delegation.
3. The trainee's report must be submitted to the following agencies no later than fifteen days after the delegation returns to the country:
a) The agency that decided to establish the delegation;
b) Agency or unit employing the cadre, civil servant, or public official.
4. The delegation's report must be publicly posted on the electronic portal of the agency that established the delegation and the Ministry of Home Affairs no later than thirty days after the delegation returns to the country.
Article 12. Handling Violations
In cases where violations occur, disciplinary measures will be taken according to the provisions of the Civil Servants Law and the Public Officials Law, depending on the nature and severity of the violation:
1. The head of the delegation fails to fulfill responsibilities, resulting in negative phenomena; activities of the delegation during their stay abroad do not align with the purpose and fail to complete the training course program;
2. Officials, civil servants, and employees sent for training do not comply with the delegation's regulations, skip classes without valid reasons; violate the training institution's internal rules or the host country's laws; fail to comply with regulations on protecting internal political security, discipline in public statements, and state secrets; return to the country late (except when authorized by competent authorities);
3. Failure to comply with the reporting system as stipulated in Article 11 of this Circular.
Chapter IV
STANDARDS, TASKS, WORKING REGIME, AND POLICIES FOR TEACHERS IN TRAINING AND REHABILITATION INSTITUTIONS FOR CADRES, CIVIL SERVANTS, AND PUBLIC OFFICIALS
Article 13. Specific Standards
1. Senior Lecturer
a) Hold a doctoral degree relevant to the teaching specialty;
b) Possess a certificate for teacher training;
c) Possess a senior lecturer training certificate (Class I);
d) Have a high-level political theory qualification;
đ) Have a foreign language proficiency level of B2 as specified in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;
e) Meet the basic standard for information technology skills as specified in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications on the standards for using information technology.
2. Principal Lecturer
a) Hold a master's degree or higher relevant to the teaching specialty;
b) Possess a certificate for teacher training;
c) Possess a principal lecturer training certificate (Class II);
d) Have a mid-level political theory qualification. For principal lecturers teaching political theory training programs, they must have a high-level political theory qualification;
đ) Have a foreign language proficiency level of B1 as specified in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam;
e) Meet the basic standard for information technology skills as specified in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications on the standards for using information technology.
3. Lecturer
a) Hold a bachelor's degree or higher relevant to the teaching specialty;
b) Possess a certificate for teacher training;
c) Possess a lecturer training certificate (Class III);
d) Have a mid-level political theory qualification for lecturers teaching political theory training programs;
đ) Have a foreign language proficiency level of A2 as specified in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Ministry of Education and Training on the six-level foreign language proficiency framework for Vietnam.
e) Meet the basic standard for information technology skills as specified in Circular No. 03/2014/TT-BTTTT dated March 11, 2014, issued by the Ministry of Information and Communications on the standards for using information technology.
Article 14. Teaching Duties
1. Teaching Preparation:
a) Mastering the objectives, content, curriculum, teaching methods, position, requirements of the assigned subjects, examination regulations, and evaluation criteria for student learning outcomes.
b) Develop a teaching plan, course outline, lecture materials, and design data to support teaching activities.
2. Deliver lectures, guide students in self-study skills, scientific discussion, practical activities participation, writing term papers, graduation internships, and developing and writing graduation theses.
3. Understand the level, knowledge, and aspirations of students; regularly update information to supplement, complete, improve the content, plans, teaching methods, and data for teaching purposes.
4. Implementing the process of evaluating student learning outcomes and guiding students to evaluate teaching activities.
5. Attend classes and participate in evaluating the teaching activities of other lecturers according to the training institution's regulations.
Article 15. Scientific Research and Technological Development Duties
1. Lead or participate in implementing research programs, projects, and topics assigned and achieve specific results recognized by the Science Council as meeting or exceeding requirements.
2. Conduct scientific research and technological development to build training programs; participate in building curricula, compiling teaching materials, and reference materials for training purposes; improve teaching methods and assessment techniques for assigned courses and topics.
3. Write articles published in scientific journals, special topics, and scientific presentations at conferences and seminars as assigned.
4. Implement the process of evaluating the results of students' scientific research; participate in the quality assessment and accreditation processes for training and development.
5. Participate in international cooperation activities related to scientific research, technological development, and other scientific activities when assigned.
Article 16. Duties in Training Management, Scientific Research, Party Work, and Other Activitiesconcerning the classification and determination of state management authority in the field of crop productionand Other Activitiesdevelopment 2. Perform other tasks such as recruitment, enrollment, class management, internship supervision, laboratory management; departmental, office, and subject management; scientific and technological management; party work, social activities at the training institution, and other tasks assigned by authorized bodies.
1. Participating in building, implementing, and monitoring the execution of teaching and learning plans of the training institution.
2. Perform other tasks such as recruitment, enrollment, class management, internship supervision, laboratory management; departmental, office, and subject management; scientific and technological management; party work, social activities at the training institution, and other tasks assigned by authorized bodies.
Article 17. Duties of Continuing Education and Professional Developmentconcerning the classification and determination of state management authority in the field of crop production1. Continuously engage in professional development, enhancing expertise in specialized fields, political theory, state administration, foreign languages, computer science, and teaching methods to meet the demands of educational reform and quality improvement for civil servants and public officials.
2. Undertake the responsibility to participate in training and development programs to meet or exceed standards for current positions or new appointments when recommended by the training institution.
3. Annually participate in practical research, incorporating real-world knowledge into lectures and improving problem-solving skills in professional contexts.

Article 18. Working Hours for Lecturers
1. Lecturers' working hours are based on a weekly schedule of 40 hours.
2. The total annual working hours for lecturers to fulfill teaching, scientific research, continuing education, and other duties is 1760 hours after deducting days off as stipulated.
Article 19. 1. Standard teaching hour: Is a unit of time converted from the number of working hours necessary to complete a certain amount of work within the teaching task for each equivalent position corresponding to a theoretical lecture class, practical class, including the necessary working time before, during, and after the lecture.
2. Framework of standard teaching hour quotas:
a) Lecturer: 270 standard teaching hours in one academic year, of which, direct standard teaching hours in class must account for at least 50% of the prescribed quota;
b) Senior Lecturer: 290 standard teaching hours in one academic year, of which, direct standard teaching hours in class must account for at least 50% of the prescribed quota;
a) Advanced Lecturer: 310 standard teaching hours in one academic year, of which, direct standard teaching hours in class must account for at least 50% of the prescribed quota.
3. The head of the training and development institution shall specify specific standard teaching hour quotas for each lecturer in accordance with the actual situation of the unit but not more than or less than 15% compared to the standard teaching hour quota prescribed in Clause 2 of this Article.
4. Conversion of time spent on performing certain tasks into standard teaching hours:
a) One class lecture, guiding situational exercises, discussion, answering questions on a subject, guiding review in class is counted as 1 standard teaching hour;
b) One seminar presentation is counted from 1.0 to 1.5 standard teaching hours;
c) One class guidance on practical activities is counted from 0.5 to 1 standard teaching hour;
d) Guiding internship for one working day is counted from 1.5 to 2 standard teaching hours;
e) Guiding a student to write a thesis; final project report; final course project is counted from 8 to 10 standard teaching hours; reading and evaluating one final term paper of a student is counted as 2 standard teaching hours per session;
f) Guiding students to go on field trips for one working day is counted from 3 to 4 standard teaching hours.
5. Conversion of time spent on performing other professional tasks into standard teaching hours:
a) Preparing one examination test, written exam with answers is counted from 1 to 1.5 standard teaching hours; one examination test, multiple-choice exam with answers is counted from 1.5 to 2 standard teaching hours; one examination test, oral exam with answers is counted from 1 to 1.5 standard teaching hours;
b) Supervising examinations: 1 hour is counted as 0.5 standard teaching hours;
c) Grading examinations: Each session grading 4 to 6 written examination papers is counted as 1 standard teaching hour; each session grading 8 to 10 multiple-choice examination papers is counted as 1 standard teaching hour; grading oral examinations, practical examinations of 1 student is counted as 0.5 standard teaching hours;
d) Chairman of the Examination Board, grading thesis; final project report; final course project for 1 session is counted as 2 standard teaching hours; Vice-Chairman and Secretary of the Examination Board for 1 session is counted as 1 standard teaching hour.
6. Based on the provisions of Clause 5 of this Article, the head of the training and development institution shall specifically convert the time spent preparing examination tests, grading examinations into standard teaching hours for each training program in accordance with the requirements of each program and actual conditions.
Article 20. Management and utilization of working time for performing tasks and other activities of lecturers
1. The head of the training and development institution assigns teaching, research, study, training, and other tasks suitable to the lecturer's capacity and professional title, depending on the ability, conditions, and development orientation of the training and development institution, considering this as one of the bases for annual evaluation and classification.
2. In each academic year, each lecturer must complete the assigned teaching, research, study, training, and other tasks corresponding to their position or job role.
Article 21. Application of teaching hour standardsThis Resolution takes effect from the date it is adopted by the National Assembly. chuẩn
1. Trainees and probationary staff at training institutions shall only perform up to 50% of the standard teaching hours.
2. Lecturers who exceed the standard teaching hours through teaching, scientific research, or other professional activities shall be entitled to overtime pay for the excess hours, but not more than 200 standard hours per year.
3. Lecturers responsible for class management shall have their standard teaching hours reduced by 5% for each class they manage.
4. Female lecturers with children under 36 months old shall have their standard teaching hours reduced by 10%.

2. Individuals appointed to leadership and management positions without holding any lecturer occupational titles shall not apply the standard hour quotas prescribed in Clause 1 of this Article.
3. If a lecturer holds multiple leadership positions or concurrently holds multiple party or mass organization positions, they shall only implement the lowest teaching hour standard.
Article 23. Policies for Lecturers
1. Lecturers at training institutions shall enjoy salary, career preference allowances, teaching allowances, overtime pay, and other allowances as prescribed by the State, similar to those for lecturers in higher education institutions; they shall also benefit from training and upgrading programs to enhance their knowledge and professional skills.
2. Annual leave for lecturers includes weekends, holidays, public holidays, annual leave (or summer vacation), and personal leave as stipulated by law. Based on the academic year plan and specific conditions, the head of the training institution shall reasonably arrange annual leave (or summer vacation) for lecturers.
3. They shall be eligible for the titles of "People's Teacher" and "Outstanding Teacher," and for appointment or dismissal of professor and associate professor titles according to the State's regulations applicable to lecturers in higher education institutions.
Chapter V
IMPLEMENTING PROVISIONS
Article 24. Effective Date
1. This Circular takes effect from March 1, 2018.
2. Repeal the following provisions and documents:
a) Circular No. 03/2011/TT-BNV dated January 25, 2011, issued by the Ministry of Home Affairs guiding the implementation of certain provisions of Government Decree No. 18/2010/NĐ-CP dated March 5, 2010, on civil servant training and development;
b) Joint Circular No. 06/2011/TTLT-BNV-BGDĐT dated June 6, 2011, issued by the Ministry of Home Affairs and the Ministry of Education and Training prescribing criteria, tasks, working conditions, and policies for lecturers at training institutions of ministries, agencies equivalent to ministries, government agencies, provincial political schools, and centrally-administered city political schools;
c) Circular No. 19/2014/TT-BNV dated December 4, 2014, issued by the Ministry of Home Affairs on the guidance of civil servant training and development work;
d) Articles 16, 17, and 18 of Circular No. 15/2012/TT-BNV dated December 25, 2012, issued by the Ministry of Home Affairs on the guidance of recruitment, employment contract signing, and compensation for training and development expenses for civil servants.
Article 25. Responsibilitiesand powers and organizational structure of 1. This Circular takes effect from February 15, 2026; Circular No. 24/2013/TT-BKHCN dated September 30, 2013 of the Minister of Science and Technology on activities related to calibration, verification, testing of measuring instruments, and measurement standards shall cease to be effective from the date this Circular takes effect.
1. The Minister, Head of a ministry-level agency, Head of a government agency, head of central political-social organizations, Chairperson of provincial People's Committees under the Central Government, relevant organizations and individuals shall be responsible for implementing this Circular.
2. During implementation, if there are difficulties or obstacles, agencies and units are requested to report to the Ministry of Home Affairs for study and resolution./.

1. Certificate size: 13 cm x 19 cm
2. Certificate color: The outer side of the certificate for staff training and development is blood red, the inner side is white.
3. Presentation techniques:
When folded vertically, the certificate has 4 pages:
a) Page 1: At the top is the National Emblem “SOCIALIST REPUBLIC OF VIET NAM” presented in Times New Roman font, size 12, all capital letters, bold, gold foil.
Next is the National Emblem in gold foil.
Then comes the line “a) Individuals belonging to consulting firms engaged in tendering or independent consultants specializing in tendering;” in the center of the page, presented in Times New Roman font, size 20, all capital letters, bold, gold foil.
b) Page 2: The first line “NAME OF SUPERIOR ORGANIZATION” is the superior organization directly above the training and development institution or the training and research institution, presented in Times New Roman font, size 12, all capital letters, upright.
The next line is “NAME OF TRAINING AND DEVELOPMENT INSTITUTION OR TRAINING AND RESEARCH INSTITUTION” fully recorded according to its official name in the founding legal document, presented in Times New Roman font, size 13, all capital letters, bold, upright.
Then follows the photograph of the certificate holder, size 4 cm x 6 cm, stamped with a raised seal. The last line is the Decision number issuing the certificate, presented in Times New Roman font, size 13, upright.
c) Page 3: The first line is the National Emblem “SOCIALIST REPUBLIC OF VIET NAM” presented in Times New Roman font, size 12, all capital letters, bold, upright.
The line below “ Independence - Freedom - Happiness” presented in Times New Roman font, size 13, upright, bold, centered below the first line; the first letter of each phrase is capitalized, hyphens separate phrases, with spaces between them; below is a solid horizontal line, the length equal to that of the line.
Then comes the line “DIRECTOR (PRINCIPAL) OF TRAINING AND DEVELOPMENT INSTITUTION OR TRAINING AND RESEARCH INSTITUTION”. The next line records the position, signature, full name of the signatory, and the stamp of the training and development institution or the training and research institution. The position of the signatory is presented in Times New Roman font, size 13, all capital letters, bold, upright. The full name of the signatory is presented in Times New Roman font, size 13, upright, bold.
d) The size of the National Emblem and other presentation details are decided by the training and development institutions or the training and research institutions but must ensure overall balance.

1. The completion certificate is presented on one A4 sheet of paper (210mm x 297mm).
2. Margin settings for the completion certificate:
a) Top margin: from 20 to 25 mm from the top edge;
b) Bottom margin: from 20 to 25 mm from the bottom edge;
c) Left margin: from 30 to 35 mm from the left edge;
d) Right margin: from 15 to 20 mm from the right edge.
