Circular No. 10/2017/TT-BNNPTNT Abolishes Certain Legal Normative Documents Issued by the Minister of Agriculture and Rural Development

CIRCULAR

ABOLISHING CERTAIN LEGAL DOCUMENTS ISSUED BY THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Law on Legislative Acts of Regulations dated June 22, 2015;

Pursuant to Decree No. 34/2016/NĐ-CP of May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Enacting Legal Documents;

Pursuant to Decree No. 15/2017/NĐ-CP of February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Legal Department;

The Minister of Agriculture and Rural Development issues this Circular to abolish certain regulatory legal documents issued by the Minister of Agriculture and Rural Development.

Article 1. Abolish all legal documents issued by the Minister of Agriculture and Rural Development as follows:

1. Decision No. 33/1998/QĐ-BNN/TY dated February 24, 1998 of the Minister of Agriculture and Rural Development on the issuance of regulations on importing animals and animal products from countries currently affected by mad cow disease.

2. Circular No. 15/2001/TT-BNN-PCLB dated February 23, 2001 of the Minister of Agriculture and Rural Development guiding the establishment of unit prices and budgeting systems for dike maintenance work using rural labor.

3. Decision No. 89/2002/QĐ-BNN dated October 8, 2002 of the Minister of Agriculture and Rural Development on the issuance of regulations on plant quarantine for imported plant seeds and beneficial organisms.

4. Decision No. 82/2003/QĐ-BNN dated September 4, 2003 of the Minister of Agriculture and Rural Development on the issuance of industry standards "Regulations on the investigation and detection of crop pests."

5. Circular No. 85/2005/TT-BNN dated December 23, 2005 of the Minister of Agriculture and Rural Development guiding the inspection, slaughter, trading, and transportation of poultry and poultry products.

6. Circular No. 37/2006/TT-BNN dated May 16, 2006 of the Minister of Agriculture and Rural Development guiding conditions, procedures, and formalities for issuing, revoking, and reissuing veterinary practice certificates; hygiene inspections for veterinary practices.

7. Directive No. 57/2006/CT-BNN dated July 21, 2006 of the Minister of Agriculture and Rural Development on strengthening dike management and preparing for flood and storm defense.

8. Directive No. 58/2006/CT-BNN dated July 21, 2006 of the Minister of Agriculture and Rural Development on implementing measures to prevent flash floods in mountainous areas.

9. Directive No. 60/2006/CT-BNN dated August 2, 2006 of the Minister of Agriculture and Rural Development on implementing measures to prevent floods in coastal central regions.

10. Circular No. 102/2006/TT-BNN dated November 13, 2006 of the Minister of Agriculture and Rural Development guiding certain provisions of Decree No. 135/2005/NĐ-CP dated November 8, 2005 of the Government on the allocation of agricultural land, forest production land, and water bodies for aquaculture in state-owned farms.

11. Decision No. 90/2007/QĐ-BNN dated November 9, 2007 of the Minister of Agriculture and Rural Development on the issuance of regulations on drafting, promulgating, inspecting, handling, reviewing, and systematizing legal documents of the Ministry of Agriculture and Rural Development.

12. Circular No. 22/2009/TT-BNN dated April 28, 2009 of the Minister of Agriculture and Rural Development guiding requirements for livestock breeds, transport quarantine to ensure disease safety for livestock development.

13. Circular No. 44/2009/TT-BNNPTNT dated July 21, 2009 of the Minister of Agriculture and Rural Development guiding financial management of foreign aid within the scope managed by the Ministry of Agriculture and Rural Development.

14. Circular No. 52/2009/TT-BNNPTNT dated August 21, 2009 of the Minister of Agriculture and Rural Development on the list of drugs and raw materials for veterinary use permitted in beekeeping.

15. Circular No. 29/2010/TT-BNNPTNT dated May 6, 2010 of the Minister of Agriculture and Rural Development on the "List of criteria and permissible limits for food safety regarding certain animal-origin food products imported, produced, and circulated domestically under the jurisdiction of the Ministry of Agriculture and Rural Development."

16. Circular No. 68/2010/TT-BNNPTNT dated December 3, 2010 of the Minister of Agriculture and Rural Development on the "List of criteria and permissible limits for food safety regarding certain plant-origin food products imported, produced, and circulated domestically under the jurisdiction of the Ministry of Agriculture and Rural Development."

17. Circular No. 72/2010/TT-BNNPTNT dated December 31, 2010 of the Minister of Agriculture and Rural Development on inspection and handling of legal documents related to agriculture and rural development.

18. Circular No. 56/2011/TT-BNNPTNT dated August 16, 2011 of the Minister of Agriculture and Rural Development guiding the implementation of state management tasks in aquatic veterinary services.

19. Circular No. 84/2011/TT-BNNPTNT dated December 12, 2011 of the Minister of Agriculture and Rural Development on certain contents regarding project management for construction projects funded by the state budget under the management of the Ministry of Agriculture and Rural Development.

20. Circular No. 46/2012/TT-BNNPTNT dated September 17, 2012 amending and supplementing certain articles of Circular No. 44/2009/TT-BNNPTNT dated July 21, 2009 of the Ministry of Agriculture and Rural Development guiding financial management of foreign aid within the scope managed by the Ministry of Agriculture and Rural Development.

21. Circular No. 50/2013/TT-BNNPTNT dated November 19, 2013 of the Minister of Agriculture and Rural Development on the procedures and formalities for drafting and promulgating legal documents of the Ministry of Agriculture and Rural Development.

22. Circular No. 21/2014/TT-BNNPTNT dated June 26, 2014 of the Minister of Agriculture and Rural Development guiding types of natural disasters and dangerous diseases supported according to Decision No. 142/2009/QĐ-TTg dated December 31, 2009 and Decision No. 49/2012/QĐ-TTg dated November 8, 2012 of the Prime Minister.

23. Circular No. 24/2015/TT-BNNPTNT dated June 25, 2015, issued by the Minister of Agriculture and Rural Development to amend and supplement certain Articles of Circular No. 50/2013/TT-BNNPTNT dated November 19, 2013, issued by the Minister of Agriculture and Rural Development, concerning the procedures for drafting and promulgating regulatory legal documents of the Ministry of Agriculture and Rural Development.

Article 2. Effective Date

This Circular takes effect from July 17, 2017.

Article 3. Responsibility for Implementation

The Head of the Legal Department, Heads of units under the Ministry, and related agencies are responsible for implementing this Circular./.
