Circular No. 11/2019/TT-BNV abolishes certain regulatory legal documents issued by the Minister of Home Affairs.

CIRCULAR

Repealing certain regulatory legal documents
ISSUED BY THE MINISTER OF HOME AFFAIRS

Pursuant to the Law on Legislative Activities dated June 22, 2015;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing mechanisms of the Law on Legislative Activities; and Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

The Minister of Home Affairs issues this Circular to repeal certain regulatory legal documents issued by the Minister of Home Affairs.

At the proposal of the Director of the Legal Department;

1. Circular No. 832/TCCP-ĐP dated October 25, 1993 of the Minister-Chairman of the Organizational Cadre Department of the Government guiding the resolution of land disputes related to administrative boundaries at various levels in the implementation of Directive No. 364-CT dated November 6, 1991 of the Council of Ministers regarding the resolution of land disputes related to administrative boundaries of provinces, districts, and communes.

This Circular takes effect from January 25, 2026.

THE FOLLOWING ENTIRE LEGAL REGULATORY DOCUMENTS ISSUED BY THE MINISTER OF HOME AFFAIRS ARE HEREBY REVOKED:

4. Circular No. 22/2003/TT-BNV dated May 15, 2003 of the Minister of Home Affairs guiding the appointment and removal of professor and associate professor positions in public higher education institutions.

5. Circular No. 89/2003/TT-BNV dated December 24, 2003 of the Minister of Home Affairs guiding the implementation of regulations on the decentralization of civil service staffing.

6. Circular No. 05/2006/TT-BNV dated May 30, 2006 of the Minister of Home Affairs guiding the implementation of certain provisions of Decree No. 159/2005/NĐ-CP dated December 27, 2005 of the Government on the classification of administrative units at commune, ward, and town levels.

7. Circular No. 07/2006/TT-BNV dated December 1, 2006 of the Minister of Home Affairs guiding the establishment and implementation of training and capacity-building indicators for cadres and civil servants.

10. Circular No. 02/2012/TT-BNV dated June 15, 2012 of the Minister of Home Affairs guiding the implementation of certain provisions of Decree No. 62/2011/NĐ-CP dated July 26, 2011 of the Government on the establishment of cities within provinces, towns, districts, wards, and villages.

This Circular takes effect from November 15, 2019.

Article 3. Organization of implementation

The Head of the Legal Department, Heads of units under and affiliated with the Ministry of Home Affairs, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
