On the basis of The Minister of Information and Communications issues this Circular amending and supplementing some articles of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain Articles and Clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on managing and using International Standard Book Numbers, Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publishing distribution, and Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications promulgating the List of software and hardware, electronic products (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications).dated November 20, 2012 (amended and supplemented some articles) by Law amending and supplementing some articles of Law No. 37 lAmendment and Supplement to Certain Provisions of the Tobacco Control Law issue related to planning dated November 20, 2018);

Pursuant to the Law on Foreign Trade Management dated June 12, 2017;

Pursuant to Decree No.195/2013/ND-CPdated November 21, 2013 of the Government detailing some provisions and implementing measures of the Publishing Law (amended and supplemented some articles by Decree No.150/2018/ND-CP dated November 7, 2018 of the Government amending some Decrees related to investment conditions and administrative procedures in the field of information and communications);

Pursuant to Decree No.60/2014/NĐ-CPdated June 19, 2014 of the Government on printing activities (amended and supplemented some articles by Decree No.25/2018/NĐ-CPdated February 28, 2018, issued by the Government amending and supplementing certain provisions of Decree No.60/2014/NĐ-CPdated June 19, 2014 of the Government on printing activities);

Pursuant to Decree No.69/2018/ND-CPdated May 15, 2018 of the Government detailing some provisions of the Foreign Trade Management Law;

Pursuant to Decree No. 72/2022/NĐ-CP dated October 4, 2022, issued by the Government amending and supplementing certain articles of Decree No.60/2014/NĐ-CPdated June 19, 2014, issued by the Government regarding printing activities and Decree No.25/2018/NĐ-CPdated February 28, 2018, issued by the Government amending and supplementing certain provisions of Decree No.60/2014/NĐ-CPdated June 19, 2014 of the Government on printing activities;

Pursuant to Decree No. 48/2022/ND-CP dated July 26, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Publishing, Printing, and Distribution Department;

The Minister of Information and Communications issues this Circular amending and supplementing some articles of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of some articles and clauses of Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on managing and using International Standard Book Number, Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the list of goods for import and export in the field of printing and publishing, and Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications promulgating the list of software and hardware, electronic products (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications).

Article 1. Amending and supplementing some articles of Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on management and use of International Standard Book Number codes

1. Amending and supplementing Point d Clause 1 Article 6 as follows:

"d) Year of first publication;"

2. Amend and supplement Clause 2 Article 11 as follows:

"2. Method for recovering ISBN codes: At the latest before March 31 each year, in cases where books with ISBN codes issued in the previous year's registration confirmation for publication are not published, the publisher must submit a document returning those ISBN codes to the Publishing, Printing, and Distribution Department with the following information:

Article 2. Amending and supplementing Article 1 of Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the list of goods for import and export in the printing and publishing distribution sector

1. Amending and supplementing the title and opening paragraph of Article 1 as follows:

a) Amending the title of Article 1 as follows:

"Article 1. List of goods for import in the printing sector and list of goods for import and export in the publishing distribution sector"

b) Amending and supplementing the opening paragraph of Article 1 as follows:

"This Circular stipulates the List of goods for import in the printing sector and the List of goods for import and export in the publishing distribution sector for the purpose of managing imports and exports, investment activities, tax policies, preferential policies, and other related activities involving products and goods:"

2. Supplementing Clause 1a before Clause 2 of Article 1 as follows:

"1a. List of goods for import according to HS codes and the method of managing imports in the printing sector as follows:

a) Equipment for printing (excluding spare parts and accessories) as prescribed in Point b Clause 1 of Article 1 of Decree No. 72/2022/NĐ-CP dated October 4, 2022 of the Government amending and supplementing some articles of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities and Decree No. 25/2018/NĐ-CP dated February 28, 2018 of the Government amending and supplementing some articles of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities, listed and described specifically in the List of goods for import according to HS codes in the printing sector below:

b) Only goods with HS code 08 digits listed and described as printing equipment in the List of goods for import in the printing sector as prescribed in Point a of this clause shall be subject to the declaration procedures for import as prescribed in Clause 6 of Article 1 of Decree No. 72/2022/NĐ-CP dated October 4, 2022 of the Government amending and supplementing some articles of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities and Decree No. 25/2018/NĐ-CP dated February 28, 2018 of the Government amending and supplementing some articles of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities.

In case there is a change in the HS code regulations, it shall be applied according to the new HS code regulations corresponding to the printing equipment listed and described in the List of goods for import in the printing sector as prescribed in Point a of this clause."

3. Amending and supplementing Clause 2 of Article 1 as follows:

"2. The list of goods according to HS codes and the method of managing goods for import and export in the publishing distribution sector in Appendix 02 promulgated together with this Circular."

Article 3. Replacing, abolishing some articles, clauses, points, phrases of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain articles and clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on managing and using International Standard Book Number, and Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publication distribution.

1. Replacing some phrases at Appendix No. 02 issued together with Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publication distribution as follows:

a) Replacing the phrase "Circular No. 65/2017/TT-BTC dated June 27, 2017 of the Ministry of Finance" with the phrase "Circular No. 31/2022/TT-BTC dated June 8, 2022 of the Minister of Finance" at Item I.1 of the List of goods according to HS code and management form for imported and exported goods in the field of publication distribution.

b) Replacing the phrase "Circular No. 23/2014/TT-BTTTT dated December 29, 2014 of the Minister of Information and Communications detailing and guiding the implementation of certain articles of the Law on Publishing and Decree No. 195/2013/NĐ-CP dated November 21, 2013 of the Government detailing certain provisions and measures to implement the Law on Publishing" with the phrase "Circular No. 01/2020/TT-BTTTT dated February 7, 2020 of the Minister of Information and Communications detailing and guiding the implementation of certain articles of the Law on Publishing and Decree No. 195/2013/NĐ-CP dated November 21, 2013 of the Government detailing certain provisions and measures to implement the Law on Publishing (amended and supplemented by Circular No. 23/2023/TT-BTTTT dated December 31, 2023 of the Minister of Information and Communications)" at Item I.2 and Item I.3.

2. Abolishing Article 2 and Article 6 of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain articles and clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities.

3. Abolishing Article 3; Points h, i, k and m Clause 1 Article 6; the phrase "bottom right corner" at Point a Clause 1 Article 7; Point c Clause 1 Article 7 of Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on managing and using International Standard Book Number.

Article 4. Amending, supplementing, abolishing some products belonging to group 2.1.2 at Appendix No. 02 Product List of hardware and electronics issued together with Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications promulgating the Product List of software and hardware, electronics (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications).

1. Amending and supplementing the name of some products belonging to product group 2.1.2 in the Product List of hardware and electronics:

a) "Laser printer" to "Laser printer, except multi-color type with print speed of up to 60 sheets per minute (A4 size) or with print width of up to A3 size," at item number 06;

b) "Inkjet printer" to "Inkjet printer, except multi-color type with print speed of up to 60 sheets per minute (A4 size) or with print width of up to A3 size," at item number 08;

c) "Single and multifunctional photocopier (black and white or color)" to "Single and multifunctional photocopier (black and white)," at item number 09.

2. Abolishing some products belonging to product group 2.1.2 from the Product List of hardware and electronics:

a) "Offset printing machine, roll printing," at item number 01;

b) "Offset printing machine, sheet-fed, office type," at item number 02;

c) "Other offset printing machines," at item number 03;

d) "Relief printing machine, roll printing, except soft mold relief printing machine," at item number 04; d) "Soft mold relief printing machine," at item number 05;

e) "Automatic plate exposure machine," at item number 12;

g) "CTP plate recorder," at item number 13.

Article 5. Implementation Provisions

1. This Circular takes effect from November 7, 2024.

2. For declaration procedures for importing printing equipment, importing publications not for business, and registering for importing publications for business submitted to competent authorities before this Circular takes effect, but if the procedure is resolved no later than the date this Circular takes effect, then the relevant provisions of this Circular shall not be applied.

During the implementation of this Circular, in case of any difficulties, please report in writing to the Ministry of Information and Communications (through the Publishing, Printing and Distribution Department) for consideration and resolution./.
