JOINT CIRCULAR
Guidelines for managing and using funds to implement the Project "Vocational Training for Rural Laborers until 2020" promulgated by Decision No. 1956/QĐ-TTg dated November 27, 2009 of the Prime Minister.

Based on Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget.
Pursuant to Decision No. 135/2009/QĐ-TTg dated November 4, 2009 of the Prime Minister promulgating the Regulations on Management and Implementation of National Target Programs;
To implement Decision No. 1956/QĐ-TTg dated November 27, 2009 of the Prime Minister approving the Project "Vocational Training for Rural Laborers until 2020".
The Ministry of Finance and the Ministry of Labor, Invalids and Social Affairs hereby issue guidelines for managing and using funds to implement the Project "Vocational Training for Rural Laborers until 2020" as follows:
Article 1. Scope of Application
The scope of application of this Circular includes agencies, units, and individuals utilizing state budget funds for vocational training activities for rural laborers according to Decision No. 1956/QĐ-TTg dated November 27, 2009 of the Prime Minister approving the Project "Vocational Training for Rural Laborers until 2020" (hereinafter referred to as the Project).
In cases where the Project uses development investment capital or non-repayable aid funds, it shall be implemented in accordance with current regulations of the State and the donor.
For the training and capacity building of village civil servants, it shall be carried out in accordance with current regulations on training and capacity building for state civil servants.
Article 2. Sources of Funds for Implementing the Project
1. Central Budget
- Ensuring funding for the implementation of policies, measures, and activities under the Project; supporting policies for rural laborers to learn trades in localities that have not yet achieved budget self-balancing.
- For the year 2010: the Project's funding is allocated from the Project "Strengthening Vocational Training Capacity" under the National Target Program on Education and Training until 2010 and additional funding according to Decision No. 500/QĐ-TTg dated April 10, 2010 of the Prime Minister regarding the supplementation of the state budget estimate for ministries, central agencies, and provincial people's committees (hereinafter referred to as provincial-level People's Committees).
- From 2011 to 2020: the Project's funding is allocated separately within the National Target Program on Education and Training for the periods 2011-2015 and 2016-2020.
"1. For funding allocated in the regular expenditure budget: the process of preparing the budget, managing, using, and settling accounts for funding shall be carried out in accordance with the Law on State Budget and guiding documents thereof. Agencies and units assigned the task of conducting vocational training at the primary level and under three months for urban women must prepare detailed budgets and send them to the finance authorities at the same level. The budget must include detailed explanations of the number of female workers expected to be trained and the training costs for each profession in the planning year, along with reports on the results and effectiveness of vocational training linked to employment targets for the current year to serve as the basis for allocating the budget."
- Localities that have achieved budget self-balancing must ensure funding to implement the support policy for rural laborers learning trades as stipulated at Point 1, Section III, Article 1 of Decision No. 1956/QĐ-TTg.
- In addition to central government support, localities should proactively allocate local budgets to ensure effective implementation of Project activities. Provincial-level People's Committees are responsible for balancing Project funding sources with regular vocational training funding, other programs, and projects in their areas to organize vocational training for rural laborers; enhancing decentralization for counties to implement the Project.
3. Ministries, sectors, and localities should mobilize additional resources from international organizations, vocational training institutions, enterprises, individuals, and communities to implement the Project. Enterprises are allowed to deduct expenses and support provided for vocational training from taxable income in accordance with the law.
第三条 分配资金的原则
1. 根据第1条第III目第3点、第IV目第2点和第V目第1点d项的规定,对农村劳动力的职业技能培训基础设施和设备投资提供支持;以及根据劳动与社会事务部部长批准的为农村劳动力提供技能培训的投资设施名单。
2. 各地农村劳动力技能培训机构必须有经省或县级人民委员会批准的建设基础设施项目或采购培训设备计划。
3. 资金分配应基于前一年农村劳动力技能培训的实际执行情况;根据省级人民委员会批准的实施第1956/QĐ-TTg号决定的任务和计划;并符合国家预算平衡能力。
4. 各中央部委和机关部长、省人民委员会主席应根据分配的预算估计,决定具体分配给单位的资金,以符合劳动与社会事务部指导的专业目标,并遵守现行《国家预算法》规定的分级权限。
5. 省级人民委员会应根据经济发展和社会规划以及到2020年的全省技能培训设施网络规划,负责审批全省农村劳动力技能培训项目的提案,其中重点是发展县级技能培训中心网络。
第四条 关于管理、支付专项资金的规定
1. 专项资金的编制、分配、预算下达、管理和使用、记账和决算应按照《国家预算法》及其配套文件的规定;根据政府总理2009年11月4日第135/2009/QĐ-TTg号决定发布的关于实施全国目标计划的管理制度和操作规程;以及财政部和劳动与社会事务部联合2008年10月16日第90/2008/TTLT-BTC-BLĐTBXH号通令关于管理使用2010年前全国教育和培训目标计划中的加强技能培训项目资金的规定(以下简称第90/2008/TTLT-BTC-BLĐTBXH号通令)。专项资金应按第0110章、相应类别、款项、项目和子项目进行记账,并使用代码0117-加强技能培训项目。
2. 根据本通令第6条第7款第7.1项b项规定,农村劳动力技能培训对象申请学习职业的单据;根据省级人民委员会规定的培训职业目录、培训计划和每种职业的培训费用标准以及经有权机关批准的预算;省级或县级劳动与社会事务部门应选择符合条件的农村劳动力技能培训机构签订培训合同,并将资助资金转交给该培训机构。
3. 农村劳动力技能培训机构应对参加职业技能培训的农村劳动力支付食宿费和交通费,按照第1956/QĐ-TTg号决定第I目第3点的规定或地方补充支持决定(如有);根据实际学员数量和实际参与培训时间决算资助培训费用。如果劳动者自行辍学或被强制退学,则不支付在辍学、退学期间的食宿费和返程交通费。
4. 如果参加职业技能培训的人员使用培训卡,则支付给培训机构的费用应按照管理使用培训卡的规定办理。
5. 年终未完成项目任务和目标而剩余的专项资金,可转入下一年度使用和决算。
6. 直接使用专项资金的单位应确保资金用途正确、对象准确并有效。
Article 5. Contents and common expenditure levels related to activities under the Project
1. The contents and common expenditure levels related to the Project's activities shall be implemented in accordance with the provisions at point 1, Section III, Circular No. 90/2008/TTLT-BTC-BLDTBXH.
2. Expenditure for conferences and training sessions to implement the Project’s tasks and activities shall be carried out in accordance with the provisions of Circular No. 97/2010/TT-BTC dated July 6, 2010, issued by the Ministry of Finance on travel expenses and conference organization costs for state agencies and public service units.
Article 6. Specific contents and expenditure levels for each activity
1. Activities for promoting and consulting vocational training and employment for rural laborers
a) Expenditure for promotional and consulting activities on vocational training and employment for rural laborers.
- The content of promotional and consulting activities shall be implemented in accordance with the provisions at item a, point 1, Section V, Article 1 of Decision No. 1956/QD-TTg dated November 27, 2009.
- The expenditure level for the above contents and activities shall be implemented in accordance with the provisions of Article 3 of Circular No. 101/2009/TT-BTC dated May 20, 2009, issued by the Ministry of Finance guiding the management, use, and settlement of funds to ensure the implementation of projects and programs under the Program "Supporting Youth Vocational Training and Employment from 2008 to 2015".
b) Expenditure for the development and compilation of materials to organize training and skills for promotional and mobilization work for the rural propaganda cadre who are members of the Farmers' Association.
- Compilation of materials: 50,000 VND per standard page (350 words)
- Editing and overall revision: 30,000 VND per standard page (350 words)
- Review and comments: 25,000 VND per standard page (350 words)
c) Organizing commendation and awards for collectives and individuals who have made significant contributions to rural vocational training activities in accordance with the regulations of the Ministry of Labor - War Invalids and Social Affairs and current guiding documents for the Law on Commendation and Awards.
2. Activities for surveying, forecasting demand for vocational training for rural laborers
- The content of surveys, forecasts, and demand for vocational training for rural laborers shall be implemented in accordance with the provisions at item (b), point (1), Section V, Article 1 of Decision No. 1956/QD-TTg dated November 27, 2009.
- The expenditure level for surveying and forecasting activities shall be implemented in accordance with the provisions of Circular No. 120/2007/TT-BTC dated October 15, 2007, issued by the Ministry of Finance on guidelines for managing, using, and settling funds for surveys conducted from state budget sources.
- The expenditure level for forecasting content shall be implemented in accordance with the provisions at item b, point 3, clause 4, Part II of Circular No. 44/2007/TTLT-BTC-BKHCN dated May 7, 2007, jointly issued by the Ministry of Finance and the Ministry of Science and Technology on guidelines for setting up and allocating budgets for scientific and technological projects funded by the state budget.
3. Pilot activities for models of vocational training for rural laborers
a) Piloting a model of vocational training for 18,000 rural laborers belonging to four (04) occupational groups, including:
- Agricultural workers (in mountainous areas and specialized farming regions);
- Workers in craft villages in delta regions;
- Farmers transitioning to industrial and service sectors (in mountainous and plain regions);
- Fishermen in coastal provinces of Central Vietnam (learning repair of marine engines, processing and preserving seafood...).
b) The selection of pilot models, content, locations, and timing for implementing pilot models shall be decided by the Minister of Labor - War Invalids and Social Affairs in accordance with the project plan and objectives.
c) The implementation of pilot models through contracts between state management agencies responsible for vocational training and vocational training institutions for rural laborers and other relevant units. Contracts must clearly define the responsibilities of all parties during the implementation process, financial settlement, and other relevant provisions in accordance with the law. The employment rate after vocational training under pilot models must reach at least 80%.
d) Expenditure for establishing, inspecting, supervising, and evaluating the implementation of pilot models shall not exceed five percent of the total funding for implementing the models.
The expenditure level for each activity under pilot models shall be implemented according to the current financial expenditure regulations. For special activities without specific expenditure items and levels, the Minister of Labor - War Invalids and Social Affairs will specify them in the decision approving the pilot model.
4. Activities supporting investment in physical infrastructure and equipment for vocational training at public vocational training institutions
a) The level of support from the central budget to enhance physical infrastructure and equipment for vocational training at public vocational training institutions shall be implemented in accordance with the provisions at point 3, Section III, Article 1 of Decision No. 1956/QD-TTg.
b) In cases where funds from public services are used to renovate, expand, and upgrade physical infrastructure according to approved projects, their management, use, and settlement shall comply with current regulations on managing, settling investment capital, and public service funds with investment characteristics from state budget sources.
5. Activities for developing vocational training programs, textbooks, learning materials, and building a list of equipment for初级级职业培训和三个月以下的短期培训项目。
5.1 Development of vocational training programs and textbooks for primary-level occupations and short-term training under three months
a) The content of developing, reviewing, and issuing vocational training programs and textbooks for primary-level occupations and short-term training under three months shall be implemented in accordance with the regulations of the Minister of Labor - War Invalids and Social Affairs.
b) The content and expenditure level for developing vocational training programs for primary-level occupations and short-term training under three months.
- Analysis of occupations and job tasks to develop training standards:
+ Soliciting expert opinions on the occupation analysis diagram, up to a maximum of 200,000 VND per written opinion (up to seven opinions).
+ Compiling job analysis sheets for three steps or fewer is 200,000 VND per sheet, for four to five steps is 230,000 VND per sheet, and for six steps or more is 250,000 VND per sheet.
+ Solicit expert opinions on the job analysis form, with a maximum cost of 500,000 dong per form per opinion in writing (up to seven opinions).
+ Acceptance of occupational analysis forms and job analysis forms from three work steps or less costs 170,000 dong per form, from four to five work steps costs 190,000 dong per form, and six or more work steps costs 200,000 dong per form.
- Designing approved vocational training programs: 20,000 dong per hour.
- Compiling vocational training programs.
+ Compiling vocational training programs: 60,000 dong per hour (including consultant fees for guidance and supervision in building the program: 10,000 dong per hour).
+ Repairing and overall editing of the program: 35,000 dong per hour.
- Costs for reviewing, commenting, and evaluating vocational training programs: 25,000 dong per hour.
- Editing and supplementing vocational training programs: the maximum expenditure shall not exceed 30% of the cost of newly constructing the vocational training program as specified above.
The standard number of hours allocated for each occupation to organize the design, compilation, and review of vocational training programs for each occupation shall be carried out according to the regulations of the Minister of Labor, Invalids, and Social Affairs guiding the construction of vocational training programs and textbooks at the primary vocational level and short-term vocational training under three months.
c) Content and expenditure limits for compiling vocational training textbooks at the primary vocational level and short-term vocational training under three months:
+ Writing textbooks (including consultant fees for guidance and supervision): 50,000 dong per standard page (350 words).
+ Technical drawings and illustrations in textbooks range from 100,000 dong to 200,000 dong per drawing (depending on the complexity of the drawings and illustrations).
+ Repairing and overall editing: 30,000 dong per standard page (350 words).
+ Reviewing, critiquing, and commenting: 25,000 dong per standard page (350 words).
d) Editing and supplementing textbooks: the maximum expenditure shall not exceed 45% of the cost of newly constructing the textbook.
5.2. Developing learning materials (guidance materials, tapes, video discs...).
a) Expenditure for developing guidance materials shall not exceed 70% of the cost of compiling vocational training textbooks at the primary vocational level and short-term vocational training under three months as stipulated in point c, item 5.1 above.
b) Expenditure for purchasing learning materials shall be carried out according to specific standards for each occupation and in accordance with current state regulations on procurement of goods, materials, equipment, and related documents.
5.3. Expenditure for developing lists of vocational training equipment at the primary vocational level and short-term vocational training under three months: the development of such lists shall be carried out according to Decision No. 241/QĐ-LĐTBXH dated February 12, 2010, issued by the Minister of Labor, Invalids, and Social Affairs regarding procedures for developing, reviewing, and issuing lists of vocational training equipment for each occupation based on three levels of training.
a) Contents and expenditure for activities such as seminars, training sessions, surveys, soliciting opinions, compiling reports, detailed outlines for developing lists shall be implemented according to current financial expenditure regulations.
b) Special contents and expenditure for developing lists of vocational training equipment at the primary vocational level and short-term vocational training under three months are specified in the attached Circular.
5.4. Vocational colleges, technical secondary schools, vocational training centers, universities, colleges, specialized secondary schools of ministries, political-social organizations, localities, enterprises, and non-state institutions; continuing education centers, comprehensive technical training centers, research institutes, community learning centers, agricultural, forestry, fishery extension centers, farms, plantations, enterprises, cooperatives, and production and service businesses that meet the conditions for rural labor vocational training may participate in activities to develop, compile vocational training programs, textbooks, and learning materials for rural labor as stipulated in points 5.1 and 5.2 above.
6. Activities to develop vocational teachers and managers.
6.1. Policies for developing the vocational teacher, lecturer, and management staff are implemented according to point 2, section III, Article 1 of Decision No. 1956/QĐ-TTg.
6.2. Expenditure for compiling programs and materials for professional skills training and teaching methods for vocational teachers at the primary vocational level and instructors (as stipulated in paragraph e, point 1, section V, Article 1 of Decision No. 1956/QĐ-TTg) is as follows:
a) Compiling programs.
- Compiling programs: 75,000 dong per hour.
- Repairing and overall editing: 30,000 dong per hour.
- Reviewing programs: 20,000 dong per hour.
b) Compiling training materials
- Expenditure for compiling training materials: 40,000 dong per standard page (350 words).
- Expenditure for repairing and overall editing: 25,000 dong per standard page (350 words).
- Expenditure for reviewing, commenting, and evaluating training materials: 20,000 dong per standard page (350 words).
c) Editing and supplementing programs and training materials: the maximum expenditure shall not exceed 30% of the cost of newly constructing the program and materials as specified above.
The standard number of hours allocated for each program and training material for professional skills and teaching methods for vocational teachers at the primary vocational level and instructors shall be carried out according to the regulations of the Minister of Labor, Invalids, and Social Affairs.
6.3. Vocational training for teaching skills and occupational skills to supplement vocational teachers for newly established vocational centers and existing centers that do not have sufficient permanent teachers; training on management skills and career counseling to help rural workers find and create jobs: the expenditure level shall be implemented according to the current regulations on training and developing civil servants. In cases where the organizing agency is responsible for paying travel expenses for trainees from the project's budget, the trainees will not pay at their sending units.
7. Activities supporting rural laborers to learn trades
7.1. Supporting learning of primary-level trades and vocational training under three months:
a) Each year, the People's Committee of the province bases on the number, level, actual situation of rural laborers, requirements for industry development; demand for trained labor from enterprises, production and service establishments within its jurisdiction, results of surveys and forecasts on vocational training needs for rural laborers to build plans for primary-level trade training and vocational training under three months for their locality and organize implementation.
For the year 2010, the organization of vocational training for rural laborers funded by the support policy of Decision No. 1956/QĐ-TTg shall be carried out according to the 2010 vocational training plan approved by the provincial People's Committee. After obtaining survey and forecast results on vocational training needs for rural laborers in the province, adjustments shall be made to the 2010 vocational training plan to ensure appropriateness.
b) Eligible subjects and conditions for receiving support to learn trades:
- Subjects:
+ Rural laborers who enjoy preferential policies for those with meritorious services to the revolution, poor households, ethnic minority people, disabled persons, and those whose agricultural land has been reclaimed;
+ Rural laborers from households with maximum income equal to 150% of the income of poor households;
+ Other rural laborers.
- Conditions for workers to receive support to learn trades: within working age (female from 16 to 55 years old; male from 16 to 60 years old), having a desire to learn trades, having educational qualifications (except illiterate individuals who may participate in suitable trades through mentoring and apprenticeship forms...), and health suitable for the intended trade.
c) Determining eligible subjects for receiving support to learn trades:
- Rural laborers who enjoy preferential policies for those with meritorious services to the revolution shall be determined according to Circular No. 16/2006/TTLT/BLĐTBXH-BGĐT-BTC dated November 20, 2006 issued by the Ministry of Labor, War Invalids and Social Affairs, Ministry of Education and Training, and Ministry of Finance guiding preferential policies in education and training for those with meritorious services to the revolution and their children.
- Poor households and households with maximum income equal to 150% of the income of poor households shall be determined according to Circular No. 27/2007/TT-BLĐTBXH dated November 30, 2007 issued by the Ministry of Labor, War Invalids and Social Affairs guiding procedures for identifying beneficiaries of loans under Decision No. 157/2007/QĐ-TTg dated September 27, 2007 of the Prime Minister regarding credit for students and trainees.
- Disabled persons shall be determined according to Clause I of Circular Joint No. 19/2005/TTLT/BLĐTBXH-BTC-BKHĐT dated May 19, 2005 issued by the Ministry of Labor, War Invalids and Social Affairs, Ministry of Finance, and Ministry of Planning and Investment guiding the implementation of Decree No. 81/CP dated November 23, 1995 and Decree No. 116/2004/NĐ-CP dated April 23, 2004 amending and supplementing certain articles of Decree No. 81/CP of the Government detailing and guiding the implementation of certain provisions of the Labor Code concerning disabled workers.
- Persons whose agricultural land has been reclaimed shall be determined according to Article 16 of Circular No. 14/2009/TT-BTNMT dated October 1, 2009 issued by the Ministry of Natural Resources and Environment detailing compensation, support, resettlement, and procedures for land recovery, allocation, leasing, and Article 29 of Decree No. 197/2004/NĐ-CP dated December 3, 2004 of the Government on compensation, support, and resettlement when the State recovers land and Item 3 of Article 22 of Decree No. 69/2009/NĐ-CP dated August 13, 2009 of the Government providing additional regulations on land planning, land prices, land recovery, compensation, support, and resettlement.
d) Training cost for each trade
- The Department of Labor, War Invalids and Social Affairs shall take the lead and coordinate with the Department of Finance and relevant agencies to develop and submit to the provincial People's Committee for approval the training costs for each trade in the list of training trades consistent with the training program, training duration, and local actual conditions.
- Training costs for each trade include:
+ Enrollment, opening, closing ceremonies, issuance of vocational certificates;
+ Purchase of textbooks, training materials;
+ Remuneration for instructors and trainers;
+ Travel allowances for instructors and managers who regularly teach in villages, communes, and hamlets in particularly difficult economic and social areas for more than 15 days in a month. The allowance rate is 0.2 times the general minimum wage compared to literacy and regular education instructors who must go down to villages, communes, and hamlets.
+ Support for raw materials and supplies for training;
+ Rental of classrooms and specialized training equipment (if any);
+ Rental of transportation means for moving training equipment in mobile training cases;
+ Depreciation of fixed assets serving the class;
+ Revision and compilation of training programs and textbooks (if necessary);
+ Management costs for the class not exceeding 5% of the total training budget.
đ) Level of support for learning primary-level trades and vocational training under three months for rural laborers
- Based on the training costs for each trade approved by the provincial People's Committee and the actual training time; the Department of Labor, War Invalids and Social Affairs shall coordinate with the Department of Finance to determine the level of support for the cost of learning primary-level trades and vocational training under three months for each subject but not exceeding the maximum support level for each group of subjects specified in Point 1, Section III, Article 1 of Decision No. 1956/QĐ-TTg.
- For vocational training programs with actual training costs exceeding the maximum support level specified in Decision No. 1956/QĐ-TTg, localities shall proactively develop plans to mobilize additional funding from tuition fees paid by trainees, local government budgets, and other sources to ensure adequate training costs for vocational training institutions.
e) The duration of vocational training is stipulated in the vocational training program. The location and pace of actual training may be flexibly adjusted to suit the specific profession, the growth characteristics of crops and livestock, and the particular features of each region and locality.
g) The maximum number of students per class shall not exceed thirty-five (35) students/class.
h) Each rural laborer is only eligible for vocational training support once under this Program's policy. Those who have already received vocational training support through other national policies shall not be supported again under this Program's policy. However, those who have been supported for vocational training but lost their jobs due to objective reasons may be considered by the provincial People's Committee to continue receiving vocational training support to transition to new employment under this Program's policy, but not more than three (3) times.
7.2. Ordering vocational training for rural laborers belonging to poor households, ethnic minorities, and rural laborers whose farmland has been reclaimed and face economic difficulties.
a) Ordering vocational training is carried out through ordering contracts with vocational training institutions for rural laborers in accordance with Decision No. 39/2008/QĐ-TTg dated March 14, 2008, issued by the Prime Minister on bidding, ordering, and assigning tasks for public service provision using state budget funds, and Circular No. 105/2008/TT-BTC dated November 13, 2008, issued by the Ministry of Finance guiding certain provisions of Decision No. 39/2008/QĐ-TTg.
b) For ordering contracts implemented by central ministries and sectors:
Based on approved plans and projects, relevant ministries and sectors shall identify rural laborers within their respective fields of management to determine annual vocational training order targets.
The unit price for vocational training orders shall be set by the Minister or Head of a ministry-level agency (the agency allocated the state budget to implement the vocational training order task) after obtaining written opinions from the Ministry of Finance, the Ministry of Labor, Invalids and Social Affairs, and must be determined based on current economic and technical norms; current cost standards issued by competent authorities; implementation timeframes; quantity and quality of vocational training.
For the year 2010, the unit price for vocational training at the college and intermediate levels shall follow the state unit price for vocational training in 2008 as stipulated in Circular No. 14759/BTC-QLG dated December 5, 2008, issued by the Ministry of Finance; for primary vocational training and training lasting less than three months, it shall follow the maximum rate of three million dong per person per course as stipulated in Point 1, Section III, Article 1 of Decision No. 1956/QĐ-TTg. The Ministry of Labor, Invalids and Social Affairs shall base on the maximum unit price and the special nature of each profession and training level to specify the unit price for vocational training orders for each profession according to current regulations but ensuring that it does not exceed the maximum unit price and the allocated state budget.
c) For ordering contracts implemented by localities:
Based on the project approved by the provincial People's Committee, the Department of Labor, Invalids and Social Affairs shall identify rural laborers with training needs to determine annual vocational training order targets and submit them to the provincial People's Committee for approval of the vocational training order plan. The level of costs for vocational training orders for each profession shall be determined by the Chairman of the provincial People's Committee in accordance with the actual situation of the locality but not exceeding the level specified in Subpoint b, Point 7.2 above.
7.3. Rural laborers who are ethnic minorities and entitled to preferential policies for those who have made contributions to the revolution; poor households and households with income up to 150% of the income of poor households may attend intermediate and advanced vocational courses and enjoy vocational training policies for boarding ethnic minority students as stipulated in Decision No. 267/2005/QĐ-TTg dated October 31, 2005, issued by the Prime Minister regarding vocational training policies for boarding ethnic minority students.
7.4. Rural laborers may borrow money for vocational training in accordance with Decision No. 157/2007/QĐ-TTg dated September 27, 2007, issued by the Prime Minister on credit for students and trainees; if they remain stable in work in rural areas after completing vocational training, the state budget will support 100% interest on the loan for vocational training according to the guidelines of the Social Policy Bank.
8. Monitoring and evaluating the implementation of the Project
a) The content of monitoring and evaluation activities for the implementation of the Project is regulated in Subpoint h, Point 1, Section V, Article I of Decision No. 1956/QĐ-TTg.
b) The total expenditure for compiling data, writing reports, analyzing, and evaluating the implementation of the Project's objectives, indicators, and contents; the management and use of the Project's budget: the expenditure level for the central level is five hundred thousand dong per report; for the provincial level is three hundred thousand dong per report; for the district level is two hundred thousand dong per report; for the commune level is one hundred thousand dong per report.
c) In accordance with the current expenditure regulations, ministries, sectors, central agencies, and provincial People's Committees shall decide on specific financial support for monitoring and evaluation activities for agencies and units implementing the Project in accordance with the assigned tasks.
d) Agencies and units using state budget funds to implement the Project's policies and activities may use the monitoring and evaluation fund to cover auditing expenses in accordance with current regulations.
đ) Agencies and units utilizing state budget funds for implementing the Project's policies and activities may utilize the monitoring and evaluation fund to cover auditing expenses in accordance with current regulations.
Article 7. Implementation Provisions
This Circular takes effect forty-five days from the date of signature. The policies prescribed in this Circular shall be implemented from November 27, 2009, upon the entry into force of Decision No. 1956/QĐ-TTg. This Circular replaces Circular Joint Circular No. 06/2006/TTLT-BTC-BLĐTBXH dated January 19, 2006, issued by the Ministry of Finance and the Ministry of Labor, Invalids, and Social Affairs, guiding the implementation of policies to support short-term vocational training for rural laborers.
During the course of implementation, if there are any difficulties, they are requested to be reported to the relevant ministries for study and resolution./.
