Circular No. 12/2023/TT-BVHTTDL abolishes certain regulatory legal documents issued by the Minister of Culture, Sports and Tourism.

CIRCULAR

ABOLISHING CERTAIN LEGAL DOCUMENTS ISSUED BY THE MINISTER OF CULTURE, SPORTS AND TOURISM, JOINTLY ISSUED

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing mechanisms of the Law on Enacting Legal Normative Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing mechanisms of the Law on Enacting Legal Normative Documents;

Pursuant to Decree No. 01/2023/NĐ-CP dated January 16, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the Legal Department;

The Minister of Culture, Sports and Tourism issues this Circular to abolish certain legal documents issued by the Minister of Culture, Sports and Tourism, jointly issued.

Article 1. Abolish entirely 10 legal normative documents issued by the Minister of Culture, Sports and Tourism, jointly issued with other ministries.

Abolish entirely the following 10 legal normative documents:

1. Decision No. 52/2006/QĐ-BVHTT dated May 18, 2006 of the Minister of Culture and Information on the issuance of the Action Program of the Ministry of Culture and Information on thrift and anti-waste.

2. Decision No. 82/2006/QĐ-BVHTT dated October 10, 2006 of the Minister of Culture and Information on the issuance of the Action Program of the Ministry of Culture and Information on implementing the Law on Prevention and Combating Corruption.

3. Circular No. 15/2012/TT-BVHTTDL dated December 13, 2012 of the Minister of Culture, Sports and Tourism guiding copyright and related rights appraisal activities.

4. Circular No. 05/2013/TT-BVHTTDL dated July 29, 2013 of the Minister of Culture, Sports and Tourism regulating the construction of national standards and technical regulations of the Ministry of Culture, Sports and Tourism.

5. Joint Circular No. 19/2013/TTLT-BVHTTDL-BTNMT dated December 30, 2013 of the Minister of Culture, Sports and Tourism and the Minister of Natural Resources and Environment guiding environmental protection in tourism activities, festival organization, and the preservation and promotion of heritage values.

6. Joint Circular No. 04/2014/TTLT-BVHTTDL-BNV dated May 30, 2014 of the Minister of Culture, Sports and Tourism and the Minister of Home Affairs guiding the implementation of civilized living habits at places of worship and religious organizations.

7. Joint Circular No. 24/2014/TTLT-BVHTTDL-BCA dated December 30, 2014 of the Minister of Culture, Sports and Tourism and the Minister of Public Security regulating the management and use of weapons, explosives, and support tools as props or for display and exhibition in cultural and artistic activities.

8. Circular No. 06/2015/TT-BVHTTDL dated July 8, 2015 of the Minister of Culture, Sports and Tourism stipulating procedures and formalities for receiving applications for permits to bring weapons and support tools into and out of Vietnam's territory for display and exhibition in cultural and artistic activities; procedures and formalities for permission to use weapons, explosives, and support tools as props.

9. Circular No. 04/2020/TT-BVHTTDL dated August 6, 2020 of the Minister of Culture, Sports and Tourism stipulating measures to implement state management functions regarding the formulation and implementation of village covenants and community agreements.

10. Circular No. 08/2022/TT-BVHTTDL dated October 28, 2022 of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circular No. 07/2012/TT-BVHTTDL dated July 16, 2012 of the Minister of Culture, Sports and Tourism guiding Decree No. 32/2012/NĐ-CP dated April 12, 2012 of the Government on the management of non-commercial export and import of cultural products.

Article 2. Repeal part 02 of certain regulatory legal instruments issued by the Minister of Culture, Sports and Tourism

Repeal part 02 of the following regulatory legal instruments:

1. Repeal Article 1, Article 4 and Appendix I of Circular No. 04/2016/TT-BVHTTDL dated June 29, 2016 issued by the Minister of Culture, Sports and Tourism amending and supplementing some articles of Circular No. 15/2012/TT-BVHTTDL; Circular No. 07/2012/TT-BVHTTDL; Circular No. 88/2008/TT-BVHTTDL and Circular No. 05/2013/TT-BVHTTDL.

2. Repeal Article 1 and Article 4 of Circular No. 35/2018/TT-BVHTTDL dated November 19, 2018 issued by the Minister of Culture, Sports and Tourism amending and supplementing some articles of Circular No. 15/2012/TT-BVHTTDL, Circular No. 10/2013/TT-BVHTTDL, Circular No. 11/2014/TT-BVHTTDL and Circular No. 04/2016/TT-BVHTTDL.

Article 3. Implementation Provisions

1. This Circular takes effect from December 15, 2023.

2. Heads of agencies and units under the Ministry; Directors of Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and centrally governed cities and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
