RESOLUTION
APPROVING THE INVESTMENT POLICY FOR THE NATIONAL TARGET PROGRAM ON ECONOMIC AND SOCIAL DEVELOPMENT IN ETHNIC MINORITY AND MOUNTAINOUS REGIONS FOR THE 2021-2030 PERIOD

On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on the Organization of the National Assembly No. 57/2014/QH13;
Pursuant to the Investment Law No. 39/2019/QH14;
Pursuant to the State Budget Law No. 83/2015/QH13;
Pursuant to Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly approving the overall plan for economic and social development in ethnic minority and mountainous regions for the 2021-2030 period;
After considering Proposal No. 247/TTr-CP dated May 21, 2020 of the Government on the investment policy for the National Target Program on Economic and Social Development in Ethnic Minority and Mountainous Regions for the 2021-2030 period; Report No. 1185/BC-HDT14 dated May 24, 2020 of the Committee for Ethnic Minorities; Report No. 571/BC-UBTVQH14 dated June 18, 2020 of the Standing Committee of the National Assembly on the adoption and explanation of the opinions of National Assembly deputies regarding the investment policy for the National Target Program on Economic and Social Development in Ethnic Minority and Mountainous Regions for the 2021-2030 period and the opinions of National Assembly deputies;
RESOLUTION:
Article 1.
Approves the investment policy for the National Target Program on Economic and Social Development in Ethnic Minority and Mountainous Regions for the 2021-2030 period (hereinafter referred to as the Program), with the following contents:
1. Duration of implementation of the Program: 10 years, divided into two stages:
- Stage I: From 2021 to 2025.
- Stage II: From 2026 to 2030.
2. Objectives of implementing the Program: Gradually narrow the gap in living standards and income between ethnic minority and mountainous regions and the national average; reduce by 50% the number of particularly difficult communes, villages, and hamlets by 2025; eliminate such areas entirely by 2030.
3. Funding for Implementation of the Program:
a) Total capital for implementation during the 2021-2025 period, at a minimum of 137.664 billion VND, including: - Central budget: 104.954 billion VND; - Local budget: 10.016 billion VND; - Policy credit capital: 19.727 billion VND; - Other legally raised capital: 2.967 billion VND.
b) The Program's capital will be allocated within the mid-term public investment plan for the 2021-2025 period.
c) Based on the results of the Program's implementation during the 2021-2025 period, the Government shall submit to the National Assembly for decision on the resources for implementing the Program during the 2026-2030 period.
4. Principles and main solutions for implementing the Program:
a) Invest with focus, priority, and sustainability, concentrating on the most difficult communes, villages, and hamlets; address the most urgent issues; prioritize support for poor households and the most disadvantaged ethnic minority groups.
b) Ensure transparency, democracy, and the active participation of communities and people in exercising their rights; encourage the spirit of striving for progress among ethnic minorities.
c) Delegate authority and responsibility to localities in developing and implementing the Program in accordance with local conditions, characteristics, potential, strengths, cultural traditions, and good customs of ethnic groups and regions, while reinforcing national defense and security.
d) Diversify resources, with state budget being crucial and decisive, prioritizing the allocation of Official Development Assistance (ODA) funds in implementing the Program; mobilize and encourage the participation and contributions of businesses, organizations, and individuals.
đ) Strengthen inspection, supervision, and evaluation of the Program's implementation at all levels and sectors. Prevent negative phenomena during the Program's implementation.
Article 2.
Direct the Government to implement the following tasks:
1. Organize the review of the National Target Programs on New Rural Areas Construction and Sustainable Poverty Reduction, and the 21 ongoing National Target Programs, based on which determine specific content, target groups, and areas for implementing the Program, avoiding overlap and duplication among Programs. Study and apply appropriate mechanisms and policies tailored to the characteristics and conditions of ethnic minority and mountainous regions in the two National Target Programs and the ongoing Programs to incorporate them into this Program. Ensure that particularly difficult areas receive the highest level of investment.
2. Direct the preparation of a feasibility study report according to the viewpoints, objectives, scope, target groups, content, tasks, solutions, and management and operation mechanisms stipulated in Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly approving the overall plan for economic and social development in ethnic minority and mountainous regions for the 2021-2030 period. Focus resources on addressing the urgent issues of ethnic minority and mountainous regions, prioritizing: By 2025, resolve the basic issue of housing shortages, land for residence and production, and clean water supply; stabilize and arrange residents in particularly difficult areas, especially those at high risk from natural disasters; develop agriculture and forestry production, ensuring stable income for people from forest protection and development, securing sustainable livelihoods; invest in essential infrastructure; emphasize education and training to improve human resource quality; provide healthcare services, prevent child malnutrition; ensure national defense, security, and border sovereignty; pay attention to communication, propaganda, and commendation of exemplary models; consolidate and strengthen the unity of ethnic groups.
3. Decide on the Program's investment in accordance with the provisions of the Investment Law; establish special mechanisms for organizing and implementing the Program suitable for ethnic minority and mountainous regions. Issue criteria for identifying ethnic groups facing many difficulties and having special challenges.
4. During the implementation process, the Government continues to review, balance, and allocate additional central budget for the Program towards increasing investment spending, supporting policy credit capital increases, and adopting measures to reasonably mobilize ODA funds, private sector investment, and socialized capital for the Program.
5. Annually, the Government reports to the National Assembly on the results of implementing the Program at the final session of the year. In 2025, it will conclude the implementation of the first phase of the Program, and submit to the National Assembly for consideration and decision on the implementation of the second phase from 2026 to 2030.
Article 3.
The People's Councils and People's Committees at provincial level shall implement the following tasks:
1. Develop plans and allocate local budgets appropriately, together with central budgets and mobilize additional resources to implement the Program.
2. Annually, the People's Committee at provincial level shall report to the same-level People's Council and the Prime Minister of the Government on the results of implementing the Program at the final session of the year.
Article 4.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and the Members of the National Assembly, the Vietnam Fatherland Front, and the member organizations of the Vietnam Fatherland Front, within their respective duties and authorities, shall supervise the implementation of the Program.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the fourteenth session, ninth meeting, on June 19, 2020.
