Repealing certain legislative regulatory documents issued by the Minister

The Ministry of Information and Communications promulgates or jointly promulgates

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Enacting Regulatory Legal Documents;

Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Legal Department;

The Minister of Information and Communications issues this Circular to abolish some legal normative documents issued by the Minister of Information and Communications or jointly issued.

This Circular takes effect from January 25, 2026.

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Circular No. 02/2007/TT-BTTTT dated December 13, 2007 of the Minister of Information and Communications guiding the implementation of regulations on managing postal and telecommunications service rates.

2. Circular No. 12/2012/TT-BTTTT dated July 30, 2012 of the Minister of Information and Communications stipulating the examination and recruitment for radio frequency spectrum usage rights.

3. Circular No. 43/2017/TT-BTTTT dated December 27, 2017 of the Minister of Information and Communications setting the maximum rate for services on dedicated data transmission networks of Party and State agencies.

4. Circular No. 04/2021/TT-BTTTT dated August 13, 2021 of the Minister of Information and Communications detailing and guiding procedures for issuing licenses for radio frequency spectrum usage; leasing and borrowing radio equipment; shared radio frequency spectrum usage.

5. Joint Circular No. 01/2006/TTLT-BBCVT-BNG-BCA dated March 3, 2006 of the Ministers of Posts and Telecommunications, Foreign Affairs, and Public Security guiding the issuance of permits for satellite information station usage by foreign representative offices, foreign delegations, and foreign press accompanying foreign delegations.

6. Joint Circular No. 17/2010/TTLT-BTTTT-BNV dated July 27, 2010 of the Ministers of Information and Communications and Home Affairs guiding the implementation of functions, tasks, powers, and organizational structure of provincial People's Committee Radio and Television Stations, district People's Committee Radio and Television Stations.

7. Joint Circular No. 01/2012/TTLT-BTTTT-BGTVT dated February 24, 2012 of the Ministers of Information and Communications and Transport guiding the management and issuance of permits for radio frequency spectrum usage for mobile air traffic radio stations and air traffic navigation radio stations.

8. Joint Circular No. 07/2012/TTLT-BTTTT-BVHTTDL dated June 19, 2012 of the Ministers of Information and Communications and Culture, Sports and Tourism stipulating the responsibilities of intermediary service providers in protecting copyright and related rights on the Internet and telecommunications networks.

Article 2. Repealing part of legal normative documents

Repealing part of the following legislative regulatory documents:

1. Repealing Article 3, Article 4, and Article 8 of Circular No. 04/2014/TT-BTTTT dated March 19, 2014 of the Minister of Information and Communications detailing and guiding the implementation of certain provisions of Decree No. 88/2012/NĐ-CP dated October 23, 2012 of the Government on the activities of foreign press, foreign representative offices, and foreign organizations in Vietnam in the fields of information and journalism.

2. Repealing Article 4, Article 7, Article 8, Article 9, Article 10, and Article 11 of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain articles and clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities.

3. Repealing Clause 1 of Article 3 and Clause 1 of Article 4 of Circular No. 47/2017/TT-BTTTT dated December 29, 2017 of the Minister of Information and Communications setting the limit on promotions for terrestrial mobile information services.

4. Repealing Clause 1 of Article 1 and Appendix 01 attached to Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the list of goods for import and export in the printing and publication distribution sectors.

5. Repealing Section V Part A and Section 5 Part B of Appendix II attached to Circular No. 02/2023/TT-BTTTT dated March 21, 2023 of the Minister of Information and Communications stipulating periodic reporting requirements within the scope of the Ministry of Information and Communications' administrative supervision.

Article 3. Effectiveness

This Circular takes effect from November 30, 2023.
