Issuing the List of Plant Protection Chemicals Permitted for Use, Restricted for Use, and Prohibited from Use and the Supplementary List of Crop Varieties Permitted for Production and Trade in Vietnam and the Supplementary List of Crop Varieties Permitted for Production and Business in Vietnam

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government;
Pursuant to Decree No. 33/2005/NĐ-CP of the Government dated March 15, 2005 detailing and guiding the implementation of certain provisions of the Veterinary Law, and Decree No. 119/2008/NĐ-CP dated November 28, 2008 amending and supplementing certain provisions of Decree No. 33/2005/NĐ-CP;

Article 1. Amending and supplementing some articles of Circular No. 21/2023/TT-BTTTT dated December 31, 2023 of the Ministry of Information and Communications on functions and technical features of the Administrative Procedure Handling Information System at the ministerial and provincial levels (hereinafter referred to as Circular No. 21/2023/TT-BTTTT) as follows: The Ministry of Agriculture and Rural Development issues this Circular on the List of Plant Protection Chemicals Permitted for Use, Restricted for Use, and Prohibited from Use and the Supplementary List of Crop Varieties Permitted for Production and Trade in Vietnam.
Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.
1. The List of Plant Protection Chemicals Permitted for Use in Vietnam, Appendix 1 attached hereto, includes:
a) Agricultural Products:
- Insecticides: 745 active substances with 1,662 trade names
- Fungicides: 552 active substances with 1,229 trade names.
- Herbicides: 217 active substances with 664 trade names.
- Rodenticides: 10 active substances with 22 trade names.
- Growth Regulators: 52 active substances with 139 trade names.
- Insect Attractants: 8 active ingredients with 9 brand names.
- Snailcides: 25 active substances with 134 trade names.
- Adjuvants (spreaders): 5 active substances with 6 trade names.
b) Termite Control Chemicals: 13 active substances with 19 trade names.
c) Wood Preservatives: 6 active substances with 8 trade names.
d) Warehouse Disinfectants: 3 active substances with 3 trade names.
đ) Golf course chemicals:
- Insecticides: 1 active substance with 1 trade name.
- Fungicides: 3 active ingredients with 3 brand names.
- Herbicides: 1 active substance with 1 trade name.
- Growth Regulators: 1 active substance with 1 trade name.
e) Seed Treatment Products.
- Insecticides: 1 active substance with 1 trade name.
2. The List of Plant Protection Chemicals Restricted for Use in Vietnam, Appendix 2 attached hereto, includes:
a) Agricultural Chemicals
- Insecticides: 2 active substances with 4 trade names.
- Rodenticides: 1 active substance with 2 trade names.
b) Termite Control Chemicals: 2 active substances with 2 trade names.
c) Wood Preservatives: 5 active substances with 5 trade names.
d) Warehouse Sanitizers: 3 active substances with 9 trade names
3. The List of Plant Protection Chemicals Prohibited from Use in Vietnam, Appendix 3 attached hereto, includes:
a) Insecticides, Wood Preservatives: 21 active substances.
b) Fungicides: 6 active substances.
c) Rodenticides: 1 active substance.
d) Herbicides: 1 active substance.
4. The Supplementary List of Crop Varieties Permitted for Production and Trade in Vietnam, Appendix 4 attached hereto, includes: 05 rice varieties, 03 mushroom varieties.
Article 2. The plant protection chemicals Vimoca 20EC; Suprathion 40EC; Hostathion 40EC; Agrosan 40EC, 50EC; Edisan 30EC; Kuang Hwa San 50EC; Vihino 40EC in the List of Plant Protection Chemicals Permitted for Use in Vietnam shall only be permitted for sale and use until August 25, 2013.
The plant protection chemicals Kosfuran 3GR; Vifuran 3GR; DuPontTM Lannate® 40SP, Supermor 24SL in the List of Plant Protection Chemicals Restricted for Use in Vietnam shall only be permitted for sale and use until August 25, 2013.
Article 3. Effectiveness
1. This Circular takes effect from June 1, 2013.
2. This Circular replaces the following Circulars:
a) Circular No. 10/2012/TT-BNNPTNT dated February 22, 2012 of the Ministry of Agriculture and Rural Development on issuing the List of Plant Protection Chemicals Permitted for Use, Restricted for Use, and Prohibited from Use in Vietnam;
b) Circular No. 19/2012/TT-BNNPTNT dated May 2, 2012 of the Ministry of Agriculture and Rural Development amending and supplementing some articles of Circular No. 10/2012/TT-BNNPTNT dated February 22, 2012 of the Ministry of Agriculture and Rural Development on issuing the List of Plant Protection Chemicals Permitted for Use, Restricted for Use, and Prohibited from Use in Vietnam;
c) Circular No. 22/2012/TT-BNNPTNT dated June 5, 2012 of the Ministry of Agriculture and Rural Development amending and supplementing some articles of Circular No. 10/2012/TT-BNNPTNT dated February 22, 2012 of the Ministry of Agriculture and Rural Development on issuing the List of Plant Protection Chemicals Permitted for Use, Restricted for Use, and Prohibited from Use in Vietnam;
d) Circular No. 54/2012/TT-BNNPTNT dated October 30, 2012 of the Ministry of Agriculture and Rural Development amending and supplementing some contents of Circular No. 10/2012/TT-BNNPTNT dated February 22, 2012 and Circular No. 22/2012/TT-BNNPTNT dated June 5, 2012 of the Ministry of Agriculture and Rural Development on amending and supplementing some articles of Circular No. 10/2012/TT-BNNPTNT dated February 22, 2012.
Article 4. Responsibility for Implementation
1. The Plant Protection Department is responsible for guiding the use of plant protection chemicals restricted for use in Vietnam.
2. The Head of the Ministry's Office, the Director of the Legal Department, the Director of the Plant Protection Department, the Director of the Crop Production Department, the Heads of units under the Ministry, and organizations and individuals related thereto are responsible for implementing this Circular./.
