Circular No. 24/2025/TT-BGDĐT promulgates a new examination regulation for high school graduation, to be implemented from 2026. Prior to this, candidates could choose between the old and new examination formats based on specific conditions.

CIRCULAR
Issuing Examination Regulations for High School Graduation
Pursuant to the Education Law dated June 14, 2019;
Pursuant to the Higher Education Law dated June 18, 2012; and the Law Amending and Supplementing Certain Provisions of the Higher Education Law dated November 19, 2018;
Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Quality Management Department,
The Minister of Education and Training issues this Circular on the Examination Regulations for High School Graduation.
Clause 4 of Article 6Attached herewith are the Examination Regulations for High School Graduation (referred to as the Examination Regulations).
Article 2. Transitional Provisions
1. For candidates who have completed the general education program before 2025 but have not yet graduated from high school (HS) will take the exam according to the examination questions of the General Education Program issued pursuant to Decision No. 16/2006/QĐ-BGDĐT dated May 5, 2006, the Continuous Education Program issued pursuant to Decision No. 50/2006/QĐ-BGDĐT dated November 7, 2006, and other guiding documents implementing adjustments to teaching content issued by the Ministry of Education and Training.
2. For candidates who have obtained a HS graduation certificate and/or a junior college diploma and wish to take the HS Graduation Exam in 2025 as a basis for admission registration, they may choose to take the exam according to the examination questions prescribed in Clause 1 of Article 2 of this Circular or the examination questions prescribed in Clause 2 of Article 4 of the Examination Regulations attached herewith.
3. From 2026, the Ministry of Education and Training will organize the HS Graduation Exam with only one type of examination question as prescribed in Clause 2 of Article 4 of the Examination Regulations. Clause 4 of Article 4 of the Examination Regulations.321
Article 3. Implementation Provisions
1. This Circular takes effect from February 8, 2025.
2. This Circular abolishes Circular No. 15/2020/TT-BGDĐT dated May 26, 2020 on the Examination Regulations for High School Graduation issued by the Minister of Education and Training and the following amending and supplementing Circulars: Circular No. 05/2021/TT-BGDĐT dated March 12, 2021, Circular No. 06/2023/TT-BGDĐT dated March 24, 2023, and Circular No. 02/2024/TT-BGDĐT dated March 6, 2024 of the Minister of Education and Training.
3. Specifically, candidates taking the exam according to the examination questions prescribed in Clause 1 of Article 2 of this Circular shall continue to apply Circular No. 15/2020/TT-BGDĐT dated May 26, 2020, amended and supplemented by Circular No. 05/2021/TT-BGDĐT dated March 12, 2021, Circular No. 06/2023/TT-BGDĐT dated March 24, 2023, and Circular No. 02/2024/TT-BGDĐT dated March 6, 2024 of the Minister of Education and Training until December 31, 2025.
4. The Heads of the Office, the Director of the Quality Management Department, the Director of the Planning and Finance Department, the Heads of relevant units under the Ministry of Education and Training; the Chairmen of Provincial People's Committees and Municipal People's Committees directly under the Central Government; the Directors of Departments of Education and Training; the Rectors of universities and academies; and the Principals of secondary schools are responsible for implementing this Circular./.
