CIRCULAR
REGULATIONS ON ACCOUNTING PROCEDURES FOR RECEIVING AND DELIVERING, TRANSFERRING, ISSUING, RECALLING AND DESTROYING CASH AT THE STATE BANK OF VIETNAM
and destroy cash at the State Bank of Vietnam
Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
Pursuant to the Accounting Law dated November 20, 2015;
Pursuant to the Government’s Decree No. 102/2022/NĐ-CP dated December 12, 2022 on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
Pursuant to the Government’s Decree No. 40/2012/NĐ-CP dated May 2, 2012 on cash issuance operations; storage and transportation of valuable assets and securities within the State Bank of Vietnam system, credit organizations, and foreign bank branches;
Pursuant to the Prime Minister’s Decision No. 08/2013/QĐ-TTg dated January 14, 2013 on accounting regulations applicable to the State Bank of Vietnam;
Pursuant to the Prime Minister’s Decision No. 40/2012/QĐ-TTg dated December 5, 2012 on management of specimen money and commemorative money;
At the proposal of the Director of the Department of Finance and Accounting;
The Governor of the State Bank of Vietnam hereby promulgates this Circular stipulating accounting procedures for receiving and delivering, transferring, issuing, recalling and destroying cash at the State Bank of Vietnam.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates accounting procedures for receiving and delivering, transferring, issuing, recalling and destroying cash at the State Bank of Vietnam (hereinafter referred to as SBV).
Article 2. Applicability
1. Units under the SBV: The Currency Issuance and Treasury Bureau, Currency Issuance and Treasury Sub-bureau, Department of Finance and Accounting, Trading Center, SBV branch in provinces and centrally-administered cities (hereinafter referred to as SBV branch).
2. Units and organizations related to the receiving and delivering, transferring, issuing, recalling and destroying cash at the SBV.
Article 3. Implementation of Accounting Work
1. The Department of Finance and Accounting shall perform accounting for transactions of receiving and delivering, transferring and destroying cash at the Central Treasury and the Destruction Treasury.
2. SBV branches and Trading Centers shall perform accounting for transactions of receiving and delivering, transferring, issuing and recalling cash at the SBV branch and Trading Center treasuries.
3. SBV branches, Trading Centers, the Currency Issuance and Treasury Bureau, and Currency Issuance and Treasury Sub-bureaus shall perform accounting for cash selection transactions.
4. The Cash Destruction Council (hereinafter referred to as the Council) shall perform accounting for transactions of exporting, importing, delivering, and receiving destroyed cash among units within the Council according to the SBV's regulations on cash destruction.
Article 4. Principles in Accounting Work for Various Types of Cash and Reporting Overages and Shortages Discovered During Counting
1. Value conventions when recording entries for various types of cash:
a) For cash belonging to the Reserve Fund for Issuance and the Operational Fund for Issuance:
The recorded value when entering or exiting the Reserve Fund for Issuance and the Operational Fund for Issuance is the value of the entered or exited cash (face value x quantity);
b) For specimen cash:
- Specimen cash that has not been announced for circulation: Recorded at a conventionally agreed value of VND 1 per note or metal coin;
- When specimen cash has been announced for circulation, it must be recorded at its face value;
c) For commemorative cash: The recorded value is VND 1 per note or metal coin;
d) For counterfeit and fake cash:
- Counterfeit cash: Recorded at the face value of each note or metal coin;
- Fake cash: Recorded at a conventionally agreed value of VND 1 per note or metal coin;
đ) For deformed and damaged cash suspected to be due to destructive acts (hereinafter referred to as suspected destructively damaged cash), and deformed and damaged cash confirmed to be due to destructive acts (hereinafter referred to as destructively damaged cash):
- Suspected destructively damaged cash awaiting processing: When the SBV temporarily seizes the items without a conclusion from the police, it records at the face value of each note or metal coin;
- Destructively damaged cash (when there is a forensic conclusion from the police), processing:
+ If the destructively damaged cash can be identified by face value: The SBV collects and records on internal accounts according to the value of the entered or exited cash (face value x quantity);
+ If the destructively damaged cash cannot be identified by face value: The SBV collects and records on external accounts according to a conventionally agreed value of VND 1 per note/coin;
e) For technical defect cash discovered during counting due to printing or minting processes: Recorded at the face value of each note or metal coin.
2. Principles for reporting overages and shortages discovered during counting:
a) At the Trading Center, SBV branch receiving cash (conducting counting): Based on the minutes of the Counting Council, the accounting department reports the shortage or surplus amount. Simultaneously, the Trading Center and SBV branch receiving cash must send the Minutes of the Counting Council, sealed, and other necessary documents as prescribed to credit institutions, foreign bank branches (hereinafter referred to as credit institutions), State Treasury (hereinafter referred to as ST), Trading Center, and SBV branch issuing cash or the Trading Center and SBV branch where the credit institution or ST account is opened for further processing of surplus or shortage cash;
b) At the Trading Center and SBV branch issuing cash and the Trading Center and SBV branch where the credit institution or ST account is opened:
Processing of surplus or shortage cash for each individual or unit involved is carried out according to the Minutes of the Counting Council, sealed by the Trading Center and SBV branch receiving cash, and reported (if applicable) to ensure consistency between the figures on the documents;
c) For destroyed cash: Monthly or at the end of each destruction period, the Council sends the Department of Finance and Accounting a summary of surplus and shortage amounts to report surplus or shortage for each SBV branch and Trading Center.
Processing of surplus or shortage cash resulting from destruction at the Trading Center, SBV branch, credit institutions, and ST for individuals named on the sealed bags, bundles, envelopes, boxes, or containers of cash is carried out according to the SBV's regulations on cash destruction.
Chapter II
ACCOUNTING FOR RECEIVING AND DELIVERING, TRANSFERRING,
ISSUING, RECALLING AND DESTROYING CASH
Section 1
ACCOUNTS, DOCUMENTS AND LEDGERS IN RECEIVING AND DELIVERING,
Article TRANSFER, ISSUE, RECALL AND DESTRUCTION OF CASH
Article 5. Accounting Accounts
1. Accounting for transactions involving cash receipt, transfer, issue, recall, and destruction shall use accounts within the current State Bank of Vietnam Accounting System. Based on business management requirements, the State Bank of Vietnam will guide the opening of detailed accounts. The following accounts shall be used:
a) Account 101001 - Issue Reserve Fund
- Account 10100101 - Circulating Standard Currency
- Account 10100102 - Non-Circulating Standard Currency
- Account 10100103 - Suspended Circulation Currency
- Account 10100104 - Damaged Currency in the Issue Reserve Fund
- Account 10100105 - In-transit Issue Reserve Fund
b) Account 101002 - Issue Business Fund
- Account 10100201 - Circulating Standard Currency
- Account 10100202 - Non-Circulating Standard Currency
- Account 10100203 - Suspended Circulation Currency
- Account 10100204 - Damaged Currency in the Issue Business Fund
- Account 10100205 - In-transit Issue Business Fund
c) Account 102001 - Vietnamese Dong Cash
d) Account 315004 - Embezzlement, Missing Money and Assets Awaiting Disposal
đ) Account 315999 - Other Internal Receivables
e) Account 414001 - Non-Circulating Standard Currency Already Processed and Awaiting Payment to Customers
g) Account 415001 - Surplus Funds and Assets Awaiting Disposal
h) Account 401001 - Issued Paper Currency

q) Account 001005 - Currency Sent for Destruction
r) Account 001006 - Destroyed Currency
The content, nature, and structure of these accounts shall be implemented according to specific provisions in the State Bank of Vietnam Accounting System.
2. Transactions involving cash receipt, transfer, issue, recall, and destruction that use intermediate accounts (account 699) in the current State Bank of Vietnam Accounting System shall be carried out according to detailed guidance in the Operations Handbook issued by the Information Technology Department.
Article 6. Accounting Documents
1. Accounting for cash receipt, transfer, issue, recall, and destruction uses the following accounting documents:
a) Documents used when receiving money or issuing money from the Issue Reserve Fund, including: Transfer Order or Issue Reserve Fund Receipt/Dispatch Order; warehouse receipt, warehouse dispatch note, and cash receipt/delivery record;
b) Documents used in collecting money or disbursing money from the Issue Business Fund, including: Deposit Slip, Check, Credit Transfer Order, Withdrawal Slip, Receipt Note, Payment Note, and Summary of Various Types of Collected Money, Summary of Various Types of Disbursed Money;
c) Documents used when receiving money for destruction, including: Transfer Order, warehouse receipt, and cash receipt/delivery record;
d) Documents used when issuing money for destruction, including: Transfer Order, warehouse dispatch note, and cash receipt/delivery record;
đ) Documents used when receiving newly printed or minted money from production units, including: warehouse receipt, and cash receipt/delivery record;
e) Other documents: Detailed Record of Counting Results and Summary Record of Counting Results by the Counting Committee, Temporary Holding Record, Seizure Record, Technical Defect Discovery Record, and Transportation Authorization Letter.
Warehouse Receipt/Warehouse Dispatch Note, Deposit Slip, Debit/Credit Ledger Account "In-transit Currency" shall be implemented according to the model at Appendix IXA to Appendix IXD attached to this Circular.
2. Responsibility for preparing documents:
a) The Financial and Accounting Department prepares warehouse receipt/warehouse dispatch note for receiving and issuing money at Cash Vault I;
b) The Accounting and Finance Department of the Issue and Treasury Branch prepares warehouse receipt/warehouse dispatch note for receiving and issuing money at Cash Vault II;
c) The Accounting and Settlement Department of State Bank of Vietnam branches prepares warehouse receipt/warehouse dispatch note, receipt/payment note for receiving and issuing money at State Bank of Vietnam branch cash vaults, the Accounting Department of the Trading Center prepares receipt/payment note for receiving and issuing money at Trading Center cash vaults;
d) The Accounting Section of the Destruction Committee prepares warehouse receipt/warehouse dispatch note for receiving and issuing money for destruction at Destruction Clusters.
Article 7. Rotation of Documents
The rotation of paper documents and electronic data documents shall be carried out according to the accounting document system of the State Bank of Vietnam (SBV).
1. Rotation of documents when issuing money, disbursing money:
a) Based on the transfer order established and approved by the Issuance and Treasury Department, or the Reserve Fund Withdrawal Order approved by the SBV branch director, along with related documents, the accounting department shall prepare the warehouse dispatch note/disbursement note or based on the money receipt document submitted by customers, perform accounting entries, then transfer the money issuance/disbursement documents to the treasury department for money issuance/disbursement; subsequently, the treasury department shall check the validity and legality of the documents, prepare the cash receipt/dispensation record according to regulations, complete the money issuance/disbursement procedures, enter the tracking ledger, sign and stamp "money disbursed" on the disbursement document and the cash dispensation record, and return the documents to the accounting department.
b) The treasury department, based on the documents transferred from the accounting department, shall verify the legitimacy and legality of the documents, prepare the cash receipt/dispensation record according to regulations, complete the money issuance/disbursement procedures, enter the tracking ledger, sign and stamp "money disbursed" on the disbursement document and the cash dispensation record, and return the documents to the accounting department.
2. Rotation of documents when receiving money, collecting money:
a) Based on the transfer order established and approved by the Issuance and Treasury Department, or the Reserve Fund Withdrawal Order approved by the SBV branch director, along with related documents, or the money deposit document submitted by customers, the treasury department shall verify the legitimacy and legality of the documents, complete the money receiving/collecting procedures, prepare the cash receipt/dispensation record according to regulations, enter the tracking ledger, sign and stamp "money collected" on the collection document and the cash collection record, and then transfer the documents to the accounting department.
b) Based on the transfer order, Reserve Fund Withdrawal Order, cash receipt/dispensation record, the accounting department shall prepare the warehouse receipt/collection note or based on the customer's money deposit document signed and stamped "money collected" on the collection document and the cash collection record, the accounting department shall perform accounting entries and store the documents according to regulations.
3. Rotation of documents when receiving destroyed money, issuing destroyed money:
a) When receiving destroyed money into the warehouse:
- Based on the documents (transfer order established and approved by the Issuance and Treasury Department, delivery record, authorization letter) transferred by the authorized representative of the Central Money Warehouse, the destroyed money warehouse keeper shall complete the money receiving procedures, prepare the delivery record, enter the tracking ledger, and transfer the documents to the accounting department of the Destruction Committee.
- The accounting department of the Destruction Committee shall prepare the warehouse receipt, enter the tracking ledger, and transfer the documents to the Financial and Accounting Department for accounting entries according to regulations.
b) When issuing destroyed money from the warehouse:
Based on the counting ratio of each type of money decided by the Chairman of the Destruction Committee, the accounting department of the Destruction Committee shall prepare the warehouse dispatch note, enter the tracking ledger, the destroyed money warehouse keeper shall prepare the delivery record, issue the money to the counting/cancellation team to carry out the counting/cancellation procedures according to the SBV regulations on money destruction.
Article 8. Handling of Reserve Fund Withdrawal and Deposit Documents and Preparing Records Upon Discovery of Excess, Shortage, or Mixed Types of Money During Counting
1. Handling of Reserve Fund Withdrawal and Deposit Documents:
a) The Reserve Fund Withdrawal and Deposit Documents for transferring money between SBV warehouses shall be handled as follows:
- One set sent to the Financial and Accounting Department or the Accounting and Settlement Department of the SBV branch for accounting entries;
- One set sent to the Issuance and Treasury Department or the Currency, Treasury, and Administrative Department of the SBV branch for tracking;
- One set sent to the receiving warehouse;
- One set retained at the issuing warehouse.
In cases of receiving or issuing money at Warehouse II, the accounting department of the Issuance and Treasury Bureau shall prepare an additional warehouse receipt/dispatch note and delivery record for tracking and storage.
b) The Reserve Fund Receipt Documents for newly printed/minted money received from production units (Central Warehouse receipts), shall be handled as follows:
- One set sent to the Financial and Accounting Department for accounting entries;
- One set sent to the Issuance and Treasury Department for tracking;
- One set retained at the Central Warehouse for the warehouse keeper to record the fund ledger;
In cases of receiving money at Warehouse II, the accounting department of the Issuance and Treasury Bureau shall prepare an additional set for tracking and storage.
- One set used to process payments with production units/printing/minting factories.
2. Preparation and Handling of Records Upon Discovery of Excess, Shortage, or Mixed Types of Money During Counting:
a) Preparation and Handling of Excess/Missing Money Records:
- For transferred money and money transactions: When counting, if excess/missing sheets/pieces or mixed types are found leading to excess/missing money, the Counting Committee must prepare two copies of the excess/missing money record for money that has been circulated or three copies for newly printed/minted money not yet circulated. The excess/missing money record must clearly state the condition of the bundles, stacks, bags, boxes, and crates of money according to current regulations and be prepared for each case. The copies of the records shall be handled as follows:
+ One copy serves as the basis for accounting entries (credit/debit);
+ One copy sealed and sent to commercial banks, government treasuries, or SBV units named on the seal (for circulated money) or sent to the Issuance and Treasury Department (for newly printed/minted money not yet circulated);
+ One copy sent to the Financial and Accounting Department as the basis for increasing/decreasing "money for circulation" (for newly printed/minted money not yet circulated).
- For money directly deposited by customers:
+ When excess money is discovered, the cashier returns the excess money to the customer and records the return in the tracking ledger.
+ When missing money is discovered, the cashier requests the customer to deposit additional money to ensure it matches the amount recorded on the deposit document or prepares a new money list and deposit document.
+ When mixed types of money are discovered, the cashier requests the customer to exchange the money for the correct type or prepares a new money list and deposit document.
b) Preparation and Handling of Seized Money Records:
- For transferred money and money transactions: When counterfeit money, discontinued money, specimen money, or commemorative money is discovered, the Counting Committee shall prepare three copies of the counterfeit money/seized discontinued money/specimen money/commemorative money record for each case, clearly stating the condition of the bundles, stacks, bags, boxes, serial numbers of the counterfeit money/seized discontinued money/specimen money/commemorative money; seize and handle accordingly. The copies of the records shall be handled as follows:
+ Item 01 serves as the basis for accounting and reporting the debt amount due to the mix of counterfeit money, withdrawn currency, sample money, and commemorative money that has been seized;
+ Item 01 is attached with a seal and sent to the Commercial Bank, State Treasury, and the unit of the State Bank named on the seal;
+ Item 01 is kept by the cashier or warehouse keeper for monitoring the counterfeit money/withdrawn currency/sample money/commemorative money that has been seized and entered into inventory.
- For money directly submitted by customers: When counterfeit money is discovered, the cashier prepares three copies of the record of seizure of counterfeit money, clearly recording the serial number of the counterfeit note, and retains it for processing. The copies of the record are handled as follows:
+ Item 01 serves as the basis for accounting and tracking the seized counterfeit money;
+ Item 01 is given to the customer;
+ Item 01 is kept by the cashier or warehouse keeper for monitoring the counterfeit money that has been seized and entered into inventory.
c) Preparing and handling the temporary seizure record:
When suspected counterfeit money or suspected damaged money is discovered, the cashier or the Counting Committee must prepare three copies of the temporary seizure record of suspected counterfeit money or suspected damaged money for each case, temporarily seizing the items for processing. The copies of the record are handled as follows:
- Item 01 serves as the basis for accounting for the shortage due to the mix of suspected counterfeit money or suspected damaged money that has been temporarily seized;
- Item 01 is attached with a seal and sent to the Commercial Bank, State Treasury, or the unit of the State Bank named on the seal/or the customer whose money was temporarily seized;
- Item 01 is kept by the cashier or warehouse keeper for monitoring the suspected counterfeit money or suspected damaged money that has been temporarily seized and entered into inventory.
d) Preparing and handling the record of discovery of technical defect money:
When technical defect money due to the printing or minting process is discovered: The Counting Committee prepares two copies of the record of discovery of technical defect money, clearly recording the condition of the bundle, bar, bag, box, or package still sealed by the manufacturer for processing (technical defect money mixed in new printed or minted bundles, bars, bags, or packages received sealed from the production unit, not yet circulated, is classified and processed as non-standard circulating money - not considered as a shortage, while compensating standard circulating money to replace the technical defect money removed due to non-compliance with circulation standards, ensuring the principle of having both the quantity and type of money according to the packaging regulations). The record of discovery of technical defect money is prepared for each case. The copies of the record are handled as follows:
- Item 01 serves as the basis for preparing the receipt (submitting the technical defect money removed) to the Issuance Business Fund to refund the standard circulating money that replaced it;
- Item 01 is attached with a seal and sent to the Currency Issuance Department and Treasury for consolidation and monitoring.
Article 9. Provincial People's Committees set specific pricesaccounting section
1. The warehouse keeper and cashier open various types of books according to the current treasury management system
In addition to the books prescribed by the treasury management system, the warehouse keeper and cashier must also open books to track newly printed or minted money based on criteria such as beginning-of-period inventory, quantity imported/exported during the period, end-of-period inventory, and serial numbers for tracing and providing information about newly printed or minted money.
2. The warehouse keeper of destroyed money and team leaders of teams under the specialized destruction department open various types of books according to the State Bank's regulations on money destruction.
Recording and monitoring the amount of money transferred between teams under the specialized destruction department; the amount of advance payment and final settlement to offset bundles or bags of money found to be missing or mixed types during the destruction counting process are carried out according to the State Bank's regulations on money destruction.
3. The accounting department opens detailed account books according to Article 5 of this Circular. Additionally, the accounting department opens other types of books according to the operational procedures serving the process of monitoring and managing the entry, exit, and transfer of cash at State Bank money warehouses and the Cash Treasury Journal to monitor the income and expenditure situation and cash inventory belonging to the Issuance Business Fund.
The Cash Treasury Journal is established in the form of loose-leaf books and must include all the following elements: date of occurrence; number of cash receipts and payments vouchers; corresponding account number; amount of receipts and payments; opening cash balance of the day and closing cash balance of the day.
Section 2
ACCOUNTING FOR NEWLY PRINTED AND MINTED MONEY READY FOR ISSUE INTO CIRCULATION AND SAMPLE MONEY AND COMMEMORATIVE MONEY
ENTERING INTO CIRCULATION AND SAMPLE MONEY AND COMMEMORATIVE MONEY
Article 10. Accounting for newly printed and minted cash
1. Accounting for newly printed and minted cash that has not yet been announced for circulation:
a) At the Department of Finance and Accounting:
- When central bank money is warehoused: Based on the receipt and delivery record, the accounting department prepares a warehouse entry form and records:
Debit Account 001001 - Unannounced circulating cash
(ledger: Central bank vault and currency material)
- When central bank money is transferred out of the central vault to the branch central bank vault: Based on the transfer order, the accounting department prepares a warehouse exit form and records:
Credit Account 001001 - Unannounced circulating cash
(ledger: Central bank vault and currency material)
Simultaneously prepare a debit entry form for the off-balance sheet account "cash in transit", recording:
Debit Account 00100301 - Unannounced circulating cash in transit
(ledger: Each branch central bank receiving cash - Upon receipt of the receipt and delivery record and the warehouse entry form for unannounced circulating cash sent by the receiving units, the accounting department prepares a credit entry form for the off-balance sheet account "cash in transit", settling the unannounced circulating cash in transit:)
Credit Account 00100301 - Unannounced circulating cash in transit
ledger: Each branch central bank receiving cash
(b) At the branch central bank receiving unannounced circulating cash: Based on the transfer order, the receipt and delivery record, the accounting department prepares a warehouse entry form and records:)
ledger: Currency material
Debit Account 001001 - Unannounced circulating cash
(Simultaneously send one set of documents (including one copy of the receipt and delivery record and one copy of the warehouse entry form) back to the Department of Finance and Accounting.)
2. Accounting for newly printed and minted cash that has been announced for circulation but not yet permitted for issuance into circulation:
- When there is an announcement for circulation: The accounting department prepares a warehouse exit form for unannounced circulating cash; simultaneously prepares a warehouse entry form for announced circulating cash and records:
a) At the Department of Finance and Accounting:
Simultaneously prepare documentation, recording:
Credit Account 001001 - Unannounced circulating cash
(ledger: Central bank vault and currency material)

a) For the Business Fund: Based on the inventory record of actual funds of the types of money announced to be non-circulating, compare and match accurately with the records on the tracking ledger, the accounting department shall prepare expenditure forms for coins that meet circulation standards/coins that do not meet circulation standards, simultaneously prepare receipt forms for non-circulating money, and account for:

Article 26. Handling cases of shortage and excess of money discovered through counting at Trading Departments, Branches of NHNN handing over money; and Trading Departments, Branches of NHNN opening payment accounts for TCTD, KBNN (NHNN B)
1. At the unit of NHNN handing over money or opening payment accounts for TCTD, KBNN, there is a discrepancy in excess or shortage of money:
a) Upon receipt of the debit notification from NHNN A regarding the shortage of money, the accounting department records:

- Upon permission for issuance, the accounting department prepares a warehouse exit form for announced circulating cash and records:

- When issuing from the Issuance Reserve Fund and depositing into the Issuance Business Fund to prepare for circulating new currency: Based on the order to issue and deposit from the Issuance Reserve Fund, the accounting department prepares a warehouse exit form from the Issuance Reserve Fund, simultaneously prepares a receipt form to deposit cash into the Issuance Business Fund, recording in the cash journal:
Simultaneously open a ledger to track this shortage and notify the Issuance and Treasury Department for handling.
b) Upon receipt of the credit notification of excess money for newly printed or minted money in original sealed condition from the production unit, not yet circulated, the accounting department records the increase of money for issuance into circulation:
- Upon permission for issuance, the accounting department prepares a warehouse exit form for announced circulating cash and records:
Or/and Credit Account 40100102 - Polymer issued currency
Or/and Credit Account 40100200 - Metal issued currency
- For announced circulating cash not yet permitted for issuance currently stored in the branch central bank vaults: Based on the report from the branch central bank, after verification and re-checking, the figures match those being monitored at the Department of Finance and Accounting, the accounting department records:
Simultaneously open a ledger to track this excess and notify the Issuance and Treasury Department for handling.
Article 27. Handling cases of excess and shortage of money discovered during the destruction process
1. At the Department of Finance and Accounting:
Based on the summary table of excess and shortage amounts during the counting process for destroyed money established by the Destruction Committee, the Department of Finance and Accounting shall record a credit for the excess amount or a debit for the shortage amount (for the destruction of money from the Issuance Reserve Fund) to relevant units and record:
a) For units with excess money:
Debit Account 40100101 - Cotton Currency Issued
Or/and Debit Account 40100102 - Polymer Currency Issued
Or/and Debit Account 40100200 - Issued Metal Money Credit Account 602004 - Inter-Branch Payments
Simultaneously, based on the confirmation document of complete destruction results sent by the Destruction Committee, determine the excess amount compared to the initial amount issued to prepare the accounting entry for external receipt:

b) For units with shortage of money:

c) For money that still meets circulation standards after being selected through the counting process for destroyed money: The Destruction Committee will handle the procedures for issuing warehouse money for destruction and re-entering it into the Issuance Reserve Fund; based on the transfer order and the money handover document between the Destruction Committee and the Central Money Warehouse, the accounting department prepares the warehouse entry form and records:

Simultaneously prepare the accounting entry to reduce the money sent for destruction corresponding to the amount re-entered into the Issuance Reserve Fund:

2. At the State Bank of Vietnam branches, Trading Departments, Issuance and Treasury Departments, and Issuance and Treasury Sub-departments:
The accounting and handling of shortages and excesses discovered during the counting process for destroyed money shall be carried out according to the provisions of Article 26 of this Circular.
Section 8
INSPECTION AND REGULAR REPORTING OF DATA
Article 28. Inspection and Data Verification
1. Daily data verification:
a) The end-of-day inventory check is conducted in accordance with the State Bank of Vietnam's regulations on money handover, storage, and transportation.
b) Based on the end-of-day inventory results, the Head of the Accounting Department or the person authorized by the Head of the Accounting Department at State Bank of Vietnam branches and Trading Departments is responsible for verifying the data against the records in the Cash Journal and accounting books to confirm the accuracy of the actual inventory data compared to the book records according to the State Bank of Vietnam's regulations on money handover, storage, and transportation; if there is a discrepancy between the actual inventory results and the book records, the cause must be identified and addressed promptly.
2. Monthly data verification:
The Inventory Committee of State Bank of Vietnam branches, Issuance and Treasury Departments, and Issuance and Treasury Sub-departments in Ho Chi Minh City shall conduct an inventory of the Issuance Reserve Fund; the Destruction Committee shall conduct an inventory of money assigned for destruction stored in the Destruction Money Warehouse and verify the data against the accounting records according to the State Bank of Vietnam's regulations on money handover, storage, and transportation.
3. Six-monthly, year-end, and ad hoc data verification:
Annually, every six months on January 1 and July 1 or ad hoc, the Inventory Committee of the Central Money Warehouse/Inventory Committee of State Bank of Vietnam branches and Trading Departments shall conduct a comprehensive inspection of the safety of the treasury and a full inventory of cash, and be responsible for verifying the actual inventory data against the book records according to the State Bank of Vietnam's regulations on money handover, storage, and transportation.
Article 29. Reporting System
Units under the State Bank of Vietnam shall implement the preparation and submission of reports in accordance with the guidelines set forth in Appendix I to Appendix VIII-B attached to this Circular.
Chapter III
IMPLEMENTING PROVISIONS
Article 30. Responsibilities of Units under the State Bank of Vietnam
1. The Financial and Accounting Department shall be responsible for handling issues related to the implementation of this Circular.
2. The Information Technology Department shall organize the upgrading and modification of the core banking system, accounting, budgeting software, and centralized treasury management and issuance software of the State Bank of Vietnam in accordance with the provisions of this Circular.
3. The Internal Audit Department shall be responsible for inspecting and supervising the implementation of this Circular.
4. Units under the State Bank of Vietnam shall be responsible for complying with the provisions of this Circular and relevant laws.
Article 31. Effective Date
1. This Circular takes effect from February 15, 2023.
2. From the date this Circular takes effect, Decision No. 37/2007/QD-NHNN dated October 26, 2007 of the Governor of the State Bank of Vietnam on the cash accounting system for receipt, transfer, issuance, recovery, and destruction shall cease to be effective.
Article 32. Implementation Organization
The Director of the Office, the Heads of the Financial and Accounting Department, the Issuance and Treasury Management Department, the Branches of the Issuance and Treasury Management Department, the Directors of the Trading Departments, and the Heads of units under the State Bank of Vietnam are responsible for organizing the implementation of this Circular./.
