CIRCULAR

Regulations on the management of aquatic seedlings, aquatic feed, and environmental treatment products for aquaculture

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Fisheries Law 2017;

At the proposal of the Director General of the Fisheries General Department;

The Minister of Agriculture and Rural Development issues this Circular to regulate the management of aquatic seedlings, aquatic feed, and environmental treatment products for aquaculture.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular guides certain contents prescribed in Clause 2 Article 23 and Clause 2 Article 31 of the Fisheries Law, including:

1. Guidelines for inspecting the conditions of facilities producing and rearing aquatic seedlings; guidelines for inspecting the conditions of facilities producing, selling, and importing aquatic feed and environmental treatment products for aquaculture;

2. Guidelines for inspecting the quality of aquatic seedlings during production and circulation in the market; guidelines for inspecting the quality of aquatic feed and environmental treatment products for aquaculture during production and circulation in the market;

3. Provisions on the shelf life of parent aquatic seedlings;

4. Provisions on naming, allowable errors in quality analysis, technical specifications that must be published in the standards applied to aquatic feed and environmental treatment products for aquaculture;

5. Issuance of a list of chemicals, biological preparations, microorganisms prohibited from use in aquatic feed and environmental treatment products for aquaculture; a list of chemicals, biological preparations, microorganisms, raw materials for producing feed permitted for use in aquaculture in Vietnam;

6. Provisions on the procedures and formalities for applying technical measures to handle violations related to the quality of aquatic seedlings; provisions on the procedures and formalities for applying technical measures to handle violations related to the quality of aquatic feed and environmental treatment products for aquaculture;

7. Guidelines for updating information about aquatic feed and environmental treatment products for aquaculture before circulation in the market.

Article 2. Applicability

This Circular applies to organizations and individuals involved in the business of aquatic seedlings, aquatic feed, and environmental treatment products for aquaculture within the territory of Vietnam.

Chapter II
INSPECTION OF CONDITIONS OF FACILITIES PRODUCING AND REARING AQUATIC SEEDLINGS AND FACILITIES PRODUCING, SELLING, IMPORTING AQUATIC FEED AND ENVIRONMENTAL TREATMENT PRODUCTS FOR AQUACULTURE

Article 3. Inspection of conditions of facilities producing and rearing aquatic seedlings and facilities producing aquatic feed and environmental treatment products for aquaculture

1. Form of inspection: Conducted by an inspection team.

2. Basis for establishing an inspection team:

a) Request of the facility for new or renewed certificates of compliance with conditions;

b) Time for maintaining conditions of facilities that have been issued certificates of compliance with conditions.

3. Composition of the inspection team includes: Team leader and members; consultants when necessary.

4. Requirements for the team leader: Must be a department-level leader or higher, or a civil servant with at least five years of experience in one of the fields of aquaculture, aquatic seedlings, aquatic feed, or environmental treatment products for aquaculture.

5. Requirements for members

The inspection team must have at least one member meeting the following requirements:

a) Has participated in training courses on inspection of facility conditions organized by the General Fisheries Department;

b) Members of the inspection team for facilities producing and rearing aquatic seedlings must have a bachelor's degree or higher in one of the fields of aquaculture, fish pathology, biology, or environment;

c) Members of the inspection team for facilities producing aquatic feed and environmental treatment products for aquaculture must have a bachelor's degree or higher in one of the fields of aquaculture, fish pathology, biology, chemistry, food technology, or environment.

6. Requirements for personnel collecting samples of aquatic seedlings, aquatic feed, and environmental treatment products for aquaculture: Must have participated in training courses on sample collection for aquatic seedlings, aquatic feed, and environmental treatment products for aquaculture organized by the General Fisheries Department.

Article 4. Inspection of Conditions for Aquatic Feed and Environmental Treatment Products Trading and Importing

1. Inspection Authority: The provincial state management agency on aquaculture shall inspect the conditions for aquatic feed trading and importing and environmental treatment products for aquaculture within its jurisdiction.

2. Inspection Method: Conducted concurrently with product quality inspection activities in circulation on the market as stipulated in Article 7 of this Circular.

3. Inspection Content: As prescribed in Article 33 of the Fisheries Law.

Article 5. Training on Inspection Procedures and Sampling

1. The General Department of Fisheries shall organize training on inspection procedures and sampling of aquatic seed, aquatic feed, and environmental treatment products for aquaculture for staff of the inspection agencies.

2. The content of training on inspection procedures includes: Regulations on conditions for seed production and breeding facilities, conditions for aquatic feed production, and environmental treatment products for aquaculture; technical standards and regulations related to aquatic seed, aquatic feed, and environmental treatment products for aquaculture; quality management systems and biosafety.

3. The content of training on sampling procedures includes: Regulations related to inspection fields and objects; technical standards and regulations ensuring safety for samplers, sampling methods, and sample preservation; practical sampling at facilities.

Chapter III
INSPECTION OF AQUATIC SEED QUALITY, AQUATIC FEED, AND ENVIRONMENTAL TREATMENT PRODUCTS
AQUATIC FOOD, ENVIRONMENTAL TREATMENT PRODUCTSAQUACULTURE

Article 6. Inspection of Quality of Aquatic Seed in Production and Breeding; Inspection of Quality of Aquatic Feed and Environmental Treatment Products in Production

1. Inspection Authority

a) The General Department of Fisheries: Inspects the quality of parent aquatic seed; inspects the quality of aquatic feed and environmental treatment products for aquaculture for foreign investors and economic organizations with foreign investment capital.

b) Provincial state management agency on aquaculture: Inspects the quality of aquatic seed, aquatic feed, and environmental treatment products for aquaculture within its jurisdiction, except as provided in point a of Clause 1 of this Article; inspects the quality of parent aquatic seed or aquatic feed and environmental treatment products for aquaculture for foreign investors and economic organizations with foreign investment capital when authorized by the General Department of Fisheries.

2. Basis for Inspection

a) Provisions of Article 32 of the Product Quality and Safety Law;

b) Announced standards, technical regulations, and provisions of the Ministry of Agriculture and Rural Development.

3. Content of inspection:

a) Checking compliance with announced standards, national technical regulations, and provisions of the Ministry of Agriculture and Rural Development; checking results of conformity assessment, labeling, conformity marks, and records during production and breeding. In necessary cases, the inspection authority may use experts to conduct conformity assessments according to the requirements of corresponding technical regulations;

b) Taking samples for testing if there are signs of non-compliance with quality after implementing the contents prescribed in point a of Clause 3 of this Article.

4. The sampler must meet the requirements stipulated in Clause 6 of Article 3 of this Circular.

5. Allowable analytical errors in the quality analysis of aquatic feed and environmental treatment products for aquaculture as prescribed in Appendix III attached to this Circular.

6. The procedure and process of inspection shall be carried out in accordance with the provisions of Clause 3 of Article 29 of the Product Quality and Safety Law.

7. Handling of inspection results on quality shall be implemented in accordance with the provisions of Article 30 of the Product Quality and Safety Law and Article 6 of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government guiding the Product Quality and Safety Law.

Article 7. Quality inspection of aquatic seedlings, aquatic feed, and environmental treatment products for aquaculture circulating in the market

Clause 1. Inspection authority: The provincial-level state management agency for fisheries shall inspect the quality of aquatic seedlings, aquatic feed, and environmental treatment products for aquaculture within its jurisdiction.

Clause 2. The contents, procedures, and processes for conducting quality inspections of aquatic seedlings, aquatic feed, and environmental treatment products for aquaculture circulating in the market shall be carried out in accordance with the provisions of Circular No. 26/2012/TT-BKHCN dated December 12, 2012, issued by the Ministry of Science and Technology on national quality control of goods circulating in the market, and Circular No. 12/2017/TT-BKHCN dated September 28, 2017, amending and supplementing certain articles of Circular No. 26/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology on national quality control of goods circulating in the market.

Clause 3. The person taking samples must meet the requirements stipulated in Clause 6, Article 3 of this Circular.

Clause 4. Allowable errors in the analysis of the quality of aquatic feed and environmental treatment products for aquaculture are specified in Appendix III attached to this Circular.

Article 8. Procedures and processes for applying technical measures to handle violations related to the quality of aquatic seedlings

Clause 1. Aquatic seedlings violating quality standards that must be destroyed shall be carried out according to the following procedures and processes:

Point a. Apply one of the following methods to destroy: Heating at 90°C or higher, freezing, using chemicals permitted for use in aquaculture, or other forms as prescribed by law.

Point b. Record destruction: The record of destruction must have signatures from representatives of the inspection agency and the violating entity. The main content of the record includes: Basis and reasons for destruction; time and location of destruction; participants in the destruction process; name, type, origin, place of origin, quantity, and current condition of the violating aquatic seedlings at the time of destruction; method of destruction and other relevant contents.

Clause 2. Aquatic seedlings violating quality standards that can be repurposed shall be carried out according to the following procedures and processes:

Point a. Apply one of the following methods to change the purpose of use: Ornamental purposes, entertainment, scientific research.

Point b. The entity must have a plan for changing the purpose of use and report it to the provincial-level state management agency for fisheries to implement management and supervision over the process of changing the purpose of use.

Article 9. Procedures and processes for applying technical measures to handle violations related to the quality of aquatic feed and environmental treatment products for aquaculture

Clause 1. Aquatic feed and environmental treatment products for aquaculture violating quality standards that must be destroyed shall be carried out according to the following procedures and processes:

Point a. Apply one or more of the following methods to destroy: Using chemicals, mechanical methods, burning, burying, or other forms as prescribed by law.

Point b. Record destruction: The record of destruction must have signatures from representatives of the inspection agency and the violating entity. The main content of the record includes: Basis and reasons for destruction; time and location of destruction; participants in the destruction process; name, type, origin, place of origin, quantity, and current condition of the violating product at the time of destruction; method of destruction and other relevant contents.

Clause 2. Aquatic feed and environmental treatment products for aquaculture violating quality standards that can be recycled or repurposed shall be carried out according to the following procedures and processes:

Point a. For recycling: The entity must have a recycling plan and report it to the provincial-level state management agency for fisheries to implement management and supervision over the recycling process.

Point b. For repurposing: The entity must have a plan for changing the purpose of use that complies with legal regulations on products after repurposing and report it to the provincial-level state management agency for fisheries to implement management and supervision over the process of changing the purpose of use.

Article 10. Term of Use for Parent Aquatic Animal Breeding Stock

The term of use for parent aquatic animal breeding stock shall be in accordance with the corresponding national technical regulations. In cases where there are no national technical regulations, the term of use for parent aquatic animal breeding stock shall be defined as follows:

1. Whiteleg shrimp parent stock

a) The maximum term of use is 140 days from the date of customs clearance for imported male shrimp weighing at least 40 grams per individual and female shrimp weighing at least 45 grams per individual.

b) The maximum term of use is 120 days from the first breeding date for domestically produced parent shrimp or imported parent shrimp that have not reached the weight specified in point a of Clause 1 of this Article.

2. Giant freshwater prawn parent stock

a) The maximum term of use is 80 days from the date of customs clearance for imported giant freshwater prawn parent stock weighing at least 100 grams per individual for males and 120 grams per individual for females.

b) The maximum term of use is 60 days from the first breeding date for domestically produced parent shrimp, wild-caught parent shrimp, or imported parent shrimp that have not reached the weight specified in point a of Clause 2 of this Article.

3. Basa fish parent stock: The maximum term of use is 60 months from the first breeding date, and breeding should not exceed two times per year.

4. Term of use for other parent aquatic animal breeding stock: Self-declaration by the entity.

Article 11. List of Chemicals, Biological Preparations, Microorganisms Prohibited for Use in Aquatic Animal Feed, Environmental Treatment Products for Aquaculture; List of Chemicals, Biological Preparations, Microorganisms, Raw Materials Permitted for Use in Aquatic Animal Feed Production in Vietnam; Technical Specifications to Be Announced in the Standard Application of Aquatic Animal Feed, Environmental Treatment Products for Aquaculture

1. The list of chemicals, biological preparations, microorganisms prohibited for use in aquatic animal feed, environmental treatment products for aquaculture is stipulated in Appendix I attached hereto.

2. The list of chemicals, biological preparations, microorganisms, raw materials permitted for use in aquatic animal feed production in Vietnam is stipulated in Appendix II attached hereto.

3. The technical specifications to be announced in the standard application of aquatic animal feed, environmental treatment products for aquaculture are stipulated in Appendix IV attached hereto.

Chapter IV
UPDATE INFORMATION ON AQUATIC ANIMAL FEED, ENVIRONMENTAL TREATMENT PRODUCTS FOR AQUACULTURE

Article 12. Establishment of Login Account for National Aquatic Animal Database System and Update Information on Aquatic Animal Feed, Environmental Treatment Products for Aquaculture

1. Aquatic animal feed producers, importers, and environmental treatment product producers for aquaculture must establish login accounts to access the national aquatic animal database system. Information for account establishment includes:

a) Username is the business code or tax code;

b) Information declared when establishing the account includes: Name of the entity, main office address, telephone number, email, production address, production conditions, type of business.

2. Prior to placing products on the market, producers and importers must submit information about aquatic animal feed, environmental treatment products for aquaculture as prescribed in Article 13 of this Circular through the account established as prescribed in Clause 1 of this Article.

Article 13. Information on Aquatic Feed and Aquaculture Environmental Treatment Products

1. Information on domestically produced aquatic feed and aquaculture environmental treatment products includes: Information about production location and conditions; information on standards announced for application according to Appendix V attached hereto; conformity declaration information; product label (a color copy); quality test results of the product.

2. Information on imported aquatic feed and aquaculture environmental treatment products includes: Information about the production facility, production location and conditions; information on standards announced for application according to Appendix V attached hereto; conformity declaration information; product label (a color copy of the original label and a Vietnamese language label); Free Sale Certificate (Certificate of Free Sale) or equivalent valid document; quality inspection results upon importation.

3. After receiving complete information as stipulated in Clause 1 and Clause 2 of this Article, the national aquatic database system automatically assigns a receipt number for the facility to be printed on the product label for management and traceability purposes. The receipt number consists of two parts: AA-BBBBBB, wherein:

a) AA: A code to classify aquatic feed and aquaculture environmental treatment products: 01 is the code for aquatic feed; 02 is the code for aquaculture environmental treatment products; 03 is the code for products used for both purposes of aquatic feed and aquaculture environmental treatment.

b) BBBBBB: The serial number of the aquatic feed and aquaculture environmental treatment products issued in sequence from 000001 to 999999.

4. When there is any change in the information updated as stipulated in Clause 1 and Clause 2 of this Article, the facility must update it before circulating the product on the market.

Article 14. Regulations on Naming Aquatic Feed and Aquaculture Environmental Treatment Products

The naming of aquatic feed and aquaculture environmental treatment products shall comply with the provisions of Article 11 of Decree No. 43/2017/ND-CP dated April 14, 2017 of the Government on Product Labels.

Chapter V
IMPLEMENTATION

Article 15. Responsibilities of Relevant Parties

1. National Fisheries General Department:

a) State management over aquatic seedlings, aquatic feed, and aquaculture environmental treatment products nationwide. Directing and providing professional guidance related to the management of aquatic seedlings, aquatic feed, and aquaculture environmental treatment products;

b) Inspecting and supervising aquatic seedlings, aquatic feed, and aquaculture environmental treatment products nationwide; inspecting the responsibility of provincial-level fisheries administrative agencies regarding the management of aquatic seedlings, aquatic feed, and aquaculture environmental treatment products;

c) Training inspection procedures, sampling of aquatic seedlings, aquatic feed, and aquaculture environmental treatment products; training, disseminating, and guiding on production conditions and quality management of aquatic seedlings, aquatic feed, and aquaculture environmental treatment products for organizations and individuals;

d) Reviewing, updating, and submitting to the Ministry of Agriculture and Rural Development for issuance: List of chemicals, biological preparations, microorganisms prohibited for use in aquatic feed and aquaculture environmental treatment products; list of chemicals, biological preparations, microorganisms, raw materials permitted for use in aquaculture in Vietnam;

e) Receiving and issuing codes according to the provisions of Article 13 of this Circular while simultaneously publishing on the National Fisheries General Department's website the information on aquatic feed and aquaculture environmental treatment products submitted by production and import facilities before circulation on the market in cases where there is no national aquatic database system.

2. Provincial-level fisheries administrative agencies:

a) State management over aquatic seedlings, aquatic feed, and aquaculture environmental treatment products within their jurisdiction; inspecting and supervising aquatic seedlings, aquatic feed, and aquaculture environmental treatment products within their jurisdiction;

b) Organizing training and disseminating laws and regulations on aquatic seedlings, aquatic feed, and aquaculture environmental treatment products within their jurisdiction;

c) Performing other tasks related to the management of aquatic seedlings, aquatic feed, and aquaculture environmental treatment products within their jurisdiction when authorized by the National Fisheries General Department.

3. Production and Import Facilities of Aquatic Feed and Aquaculture Environmental Treatment Products:

a) Updating information on aquatic feed and aquaculture environmental treatment products before circulating them on the market as prescribed;

b) Periodically reporting on the production and import situation of aquatic feed and aquaculture environmental treatment products for the first six months of the year before June 20th each year and annual reports before December 20th each year according to the model at Appendix VI attached hereto.

4. Aquatic Seedling Production and Breeding Facilities:

a) Periodically reporting on the production and breeding situation of aquatic seedlings for the first six months of the year before June 20th each year and annual reports before December 20th each year according to the model at Appendix VII attached hereto;

b) Notifying in writing the provincial-level fisheries administrative agency about the use of parent aquatic seedlings for management and monitoring of usage periods.

Article 16. Implementation Provisions

1. This Circular takes effect from January 1, 2019.

2. This Circular replaces the following documents:

a) Decision No. 10/2007/QD-BTS dated July 31, 2007 of the Minister of Fisheries promulgating the List of Permitted Circulation Veterinary Drugs and Aquaculture Environmental Treatment Products in Vietnam;

b) Decision No. 06/2008/QD-BNN dated January 18, 2008 of the Minister of Agriculture and Rural Development on Supplementing and Amending the List of Permitted Circulation Veterinary Drugs and Aquaculture Environmental Treatment Products in Vietnam;

c) Decision No. 108/2008/QD-BNN dated November 6, 2008 of the Minister of Agriculture and Rural Development promulgating the Supplementary List of Permitted Circulation Aquaculture Environmental Treatment Products in Vietnam;

d) Decision No. 123/2008/QĐ-BNN dated December 29, 2008, issued by the Minister of Agriculture and Rural Development promulgating the List of mixed feed for aquaculture allowed to circulate in Vietnam;

đ) Circular No. 57/2009/TT-BNNPTNT dated September 8, 2009, issued by the Minister of Agriculture and Rural Development promulgating the Supplementary List of products for treating and improving aquaculture environments allowed to circulate in Vietnam;

e) Circular No. 67/2009/TT-BNNPTNT dated October 23, 2009, issued by the Minister of Agriculture and Rural Development promulgating the Supplementary List of mixed feed allowed to circulate in Vietnam;

g) Circular No. 71/2009/TT-BNNPTNT dated November 10, 2009, issued by the Minister of Agriculture and Rural Development promulgating the Supplementary List of products for treating and improving aquaculture environments allowed to circulate in Vietnam;

h) Circular No. 74/2009/TT-BNNPTNT dated November 20, 2009, issued by the Minister of Agriculture and Rural Development promulgating the Supplementary List of mixed feed allowed to circulate in Vietnam;

i) Circular No. 12/2010/TT-BNNPTNT dated March 11, 2010, issued by the Minister of Agriculture and Rural Development promulgating the Supplementary List of products for treating and improving aquaculture environments allowed to circulate in Vietnam;

k) Circular No. 13/2010/TT-BNNPTNT dated March 12, 2010, issued by the Minister of Agriculture and Rural Development promulgating the Supplementary List of mixed feed allowed to circulate in Vietnam;

l) Circular No. 64/2010/TT-BNNPTNT dated November 4, 2010, issued by the Minister of Agriculture and Rural Development regarding the removal of products containing trifluralin from the list of products for treating and improving aquaculture environments allowed to circulate in Vietnam;

m) Circular No. 62/2011/TT-BNNPTNT dated September 14, 2011, issued by the Minister of Agriculture and Rural Development promulgating the Amended and Supplementary List of aquatic feed allowed to circulate in Vietnam;

n) Circular No. 65/2011/TT-BNNPTNT dated October 5, 2011, issued by the Minister of Agriculture and Rural Development promulgating the Supplementary List of products for treating and improving aquaculture environments allowed to circulate in Vietnam;

o) Circular No. 04/2012/TT-BNNPTNT dated January 16, 2012, issued by the Minister of Agriculture and Rural Development removing products containing Cypermethrin, Deltamethrin from the list of products for treating and improving aquaculture environments; veterinary drugs for aquatic animals allowed to circulate in Vietnam;

p) Circular No. 36/2012/TT-BNNPTNT dated July 30, 2012, issued by the Minister of Agriculture and Rural Development promulgating the Amended and Supplementary List of aquatic feed allowed to circulate in Vietnam;

q) Circular No. 37/2012/TT-BNNPTNT dated July 30, 2012, issued by the Minister of Agriculture and Rural Development promulgating the Amended and Supplementary List of products for treating and improving aquaculture environments allowed to circulate in Vietnam;

r) Circular No. 26/2013/TT-BNNPTNT dated May 22, 2013, issued by the Minister of Agriculture and Rural Development on the management of aquatic seedlings;

s) Circular No. 08/2013/TT-BNNPTNT dated January 31, 2013, issued by the Minister of Agriculture and Rural Development promulgating the Amended and Supplementary List of aquatic feed allowed to circulate in Vietnam;

t) Circular No. 09/2013/TT-BNNPTNT dated January 31, 2013, issued by the Minister of Agriculture and Rural Development promulgating the Amended and Supplementary List of products for treating and improving aquaculture environments allowed to circulate in Vietnam;

u) Circular No. 39/2013/TT-BNNPTNT dated August 12, 2013, issued by the Minister of Agriculture and Rural Development promulgating the Supplementary and Amended List of aquatic feed; products for treating and improving aquaculture environments allowed to circulate in Vietnam;

ư) Circular No. 11/2014/TT-BNNPTNT dated April 1, 2014, issued by the Minister of Agriculture and Rural Development amending and supplementing Appendix 4 promulgated together with Circular No. 26/2013/TT-BNNPTNT dated May 22, 2013, issued by the Minister of Agriculture and Rural Development on the management of aquatic seedlings;

3. This Circular abolishes the following provisions and documents:

a) Decision No. 176/QĐ-BTS dated March 1, 2006, issued by the Minister of Fisheries on the issuance of temporary regulations for whiteleg shrimp;

b) Decision No. 456/QĐ-BNN-NTTS dated February 4, 2008, issued by the Minister of Agriculture and Rural Development stipulating conditions for the production of whiteleg shrimp seedlings and farming;

c) Decision No. 1673/QĐ-BNN-TCTS dated July 22, 2013, issued by the Minister of Agriculture and Rural Development promulgating the regulation on the management of catfish parent stock for breeding;

d) The terms Saponin from tea seed powder, Rotenon numbered 14 and 15 in Appendix XLIV promulgated together with Circular No. 13/2016/TT-BNNPTNT dated June 2, 2016, issued by the Minister of Agriculture and Rural Development regulating the management of veterinary drugs;

đ) Clause 6, Article 3, Article 31, and Article 32 of Circular No. 04/2015/TT-BNNPTNT dated February 12, 2015, issued by the Minister of Agriculture and Rural Development guiding the implementation of certain contents of Decree No. 187/2013/NĐ-CP dated November 20, 2013, issued by the Government detailing the implementation of the Law on Trade concerning international trade activities and agency, purchase, sale, processing, and transit of goods with foreign countries in the fields of agriculture, forestry, and fisheries;

e) The management content of aquatic feed in Circular No. 20/2017/TT-BNNPTNT dated November 10, 2017, issued by the Minister of Agriculture and Rural Development guiding the implementation of Decree No. 39/2017/NĐ-CP dated April 4, 2017, issued by the Government on the management of livestock and aquatic feed;

Article 17. Transitional Provisions

1. Aquatic feed and products for treating aquaculture environments that have been confirmed to circulate before the effective date of this Circular shall continue to be produced and imported until January 1, 2020, and circulated and used until the expiration date of the product.

2. Products containing Saponin from tea seed powder and Rotenone that were circulated according to Circular No. 13/2016/TT-BNNPTNT dated June 2, 2016 of the Minister of Agriculture and Rural Development shall continue to be produced and imported until the expiry date of the Veterinary Drug Circulation Certificate and may be used until the expiry date of the product.

Article 18. Responsibility for Implementation

1. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, they shall be applied according to the amended, supplemented, or replacing documents.

2. During implementation, if there are difficulties or new issues arise, organizations and individuals shall promptly report to the Fisheries General Department for consolidation and report to the Ministry of Agriculture and Rural Development for consideration and appropriate amendment and supplementation.
