Repealing certain regulatory legal documents

issued by the Minister of Science and Technology

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015;

Pursuant to the Government's Decree No. 34/2016/NĐ-CP dated May 14, 2016 detailing certain provisions and measures for implementing the Law on Legislative Acts of Regulations;

Pursuant to Decree No. 95/2017/NĐ-CP dated August 16, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

At the request of the Director of the Legal Department,

The Minister of Science and Technology issues this Circular to revoke certain regulatory legal documents issued by the Minister of Science and Technology.

Article 1. Repeal of legal regulatory acts

1. Circular No. 05/2000/TT-BXD dated June 27, 2000 of the Minister of Construction guiding the implementation of support for people participating in revolutionary activities before the August Revolution of 1945 to improve housing pursuant to Decision No. 20/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister.

1. Circular No. 03/2011/TT-BKHCN dated April 20, 2011, issued by the Minister of Science and Technology, guiding the selection and management of projects under the Intellectual Property Development Support Program for the period 2011-2015.

2. Circular No. 07/2011/TT-BKHCN dated June 27, 2011, issued by the Minister of Science and Technology, guiding the management of the program supporting the application and transfer of scientific and technological progress serving economic and social development in rural and mountainous areas for the period 2011-2015.

3. Circular No. 22/2011/TT-BKHCN dated September 22, 2011, issued by the Minister of Science and Technology, stipulating the quality management of polyvinyl chloride insulated cables with rated voltage up to and including 450/750V.

4. Circular No. 31/2014/TT-BKHCN dated November 6, 2014, issued by the Minister of Science and Technology, detailing certain provisions of Decree No. 78/2014/NĐ-CP dated July 30, 2014, of the Government on the Ho Chi Minh Prize, State Prize, and other prizes related to science and technology.

5. Circular No. 23/2015/TT-BKHCN dated November 13, 2015, issued by the Minister of Science and Technology, stipulating the importation of second-hand machinery, equipment, and production lines.

6. Decision No. 1649/2000/QĐ-BKHCNMT dated September 12, 2000, issued by the Minister of Science, Technology, and Environment, regarding the issuance of regulations on reviewing and deciding on exit and entry for officials, civil servants, and staff of the Ministry of Science, Technology, and Environment.

7. Decision No. 22/2005/QĐ-BKHCN dated December 27, 2005, issued by the Minister of Science and Technology, regarding the issuance of the "Regulations on Awarding the Flag of Excellence of the Ministry of Science and Technology."

8. Decision No. 32/2007/QĐ-BKHCN dated December 31, 2007, issued by the Minister of Science and Technology, promulgating regulations on the inspection of medical diagnostic X-ray equipment.

9. Decision No. 09/2008/QĐ-BKHCN dated August 1, 2008, issued by the Minister of Science and Technology, promulgating regulations on managing urgent new scientific and technological tasks arising at local levels.

10. Directive No. 13/2006/CT-BKHCN dated June 7, 2006, issued by the Minister of Science and Technology, concerning the strengthening of radiation safety and security management of radioactive sources.

Article 2. Implementation clause

1. This Circular takes effect from April 1, 2020.

2. Heads of units under the Ministry, relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
