RESOLUTION
Approving the final account of the State budget for 2007

SOCIALIST REPUBLIC OF VIET NAM
Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, amended and supplemented by Resolution No. 51/2001/QH10;
Pursuant to the Law on State Budget;
Pursuant to Resolution No. 68/2006/QH11 dated October 31, 2006 of the National Assembly on the State budget estimate for 2007 and Resolution No. 69/2006/QH11 dated November 3, 2006 of the National Assembly on the allocation of the central State budget for 2007;
After considering Report No. 81/BC-CP dated May 16, 2009 of the Government on the final account of the State budget for 2007, Report No. 816/UBTCNS12 dated May 15, 2009 of the Committee for Finance and Budget on the audit report, Report No. 96/BC-KTNN dated May 15, 2009 of the State Audit Agency on the audit results, opinions of National Assembly deputies, and Report No. 232/BC-UBTVQH12 dated June 5, 2009 of the Standing Committee of the National Assembly on the final account of the State budget for 2007,
RESOLUTION:
Article 1. Approves the final account of the State budget for 2007:
1. The total revenue of the State budget is VND 431,057 billion (four hundred thirty-one thousand fifty-seven billion dong), including the revenue transferred from 2006 to 2007 amounting to VND 81,336 billion, revenue from the financial reserve fund amounting to VND 90 billion, revenue from local government budget investment capital mobilization as stipulated in Clause 3, Article 8 of the Law on State Budget amounting to VND 8,272 billion, and the difference between revenue and expenditure of the local government budget in 2006 amounting to VND 13,448 billion.
2. The total expenditure of the State budget is VND 469,606 billion (four hundred sixty-nine thousand six hundred six billion dong), including the expenditure transferred from 2007 to 2008 amounting to VND 88,821 billion.
3. The deficit of the State budget (excluding VND 26,018 billion of excess revenue over expenditure of the local government budget) is VND 64,567 billion (sixty-four thousand five hundred sixty-seven billion dong), equivalent to 5.64% of GDP.
4. Sources to cover the deficit of the State budget:
a) Domestic borrowing: VND 51,572 billion (fifty-one thousand five hundred seventy-two billion dong);
b) Foreign borrowing: VND 12,995 billion (twelve thousand nine hundred ninety-five billion dong).

Article 2. The Government shall:
1. Strengthen financial and budget management in accordance with the provisions of the law, ensuring the efficient and economical use of the State budget. Take positive measures to ensure that the budget estimates are realistic and consistent with the National Assembly's resolutions, addressing delays in budget allocation and disbursement, and large-scale transfers to the following year. Enhance inspection and recovery of funds improperly spent into the State budget; urge, collect, and fully remit outstanding tax debts into the State budget; strictly handle violations.
2. Direct Ministries, ministerial-level agencies, other central agencies, and localities to review, rectify, and address shortcomings and issues in revenue and expenditure management, budget reserve utilization, especially construction investment expenditures. Continue improving the legal system, reforming mechanisms and policies, and administrative reforms in management to enhance the efficiency of State budget usage.
3. Direct Ministries, ministerial-level agencies, other central agencies, and localities to adopt and address reasonable recommendations made by the National Assembly's Committee for Finance and Budget in Report No. 816/UBTCNS12 dated May 15, 2009, and the State Audit Agency in Report No. 96/BC-KTNN dated May 15, 2009 regarding the final account of the State budget for 2007; simultaneously report the implementation of these recommendations to the National Assembly when submitting the final account of the State budget for 2008.
Article 3. The Committee for Finance and Budget, the National Ethnic Council, and other Committees of the National Assembly, Delegations of National Assembly members, National Assembly deputies, and relevant agencies shall supervise and inspect the implementation of the National Assembly's resolution on the final account of the State budget for 2007 according to their functions and tasks.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the twelfth session, fifth meeting, on June 9, 2009./.
