CIRCULAR
Repealing certain regulatory legal documents within the purview
of the Minister of Construction

Pursuant to the Law on Enacting Regulatory Legal Documents No. 64/2025/QH15 amended and supplemented by Law No. 87/2025/QH15;
Pursuant to Decree No. 78/2025/NĐ-CP dated April 1, 2025 of the Government detailing certain provisions and measures for organizing and guiding the implementation of the Law on Enacting Regulatory Legal Documents amended and supplemented by Decree No. 187/2025/NĐ-CP dated July 1, 2025 of the Government;
Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Legal Department;
The Minister of Construction issues this Circular to repeal certain regulatory legal documents within the purview of the Minister of Construction.
Article 1. Repeal all the circulars
Repeal all the following circulars:
1. Circular No. 05/1999/TT-BXD dated July 26, 1999 of the Minister of Construction guiding the method of calculating land use fees supported for persons with meritorious service to the revolution pursuant to Decision No. 118/TTg dated February 27, 1996 of the Prime Minister.
2. Circular No. 57/2011/TT-BGTVT dated November 17, 2011 of the Minister of Transport promulgating three National Technical Regulations on automobile spare parts.
3. Circular No. 55/2012/TT-BGTVT dated December 26, 2012 of the Minister of Transport promulgating National Technical Regulations on classification and technical supervision of mobile offshore platforms and National Technical Regulations on classification and technical supervision of fixed offshore platforms.
4. Circular No. 82/2015/TT-BGTVT dated December 30, 2015 of the Minister of Transport promulgating National Technical Regulations on engines used for motorcycles and electric bicycles and National Technical Regulations on batteries used for motorcycles and electric bicycles.
5. Circular No. 09/2017/TT-BXD dated June 5, 2017 of the Minister of Construction guiding the export of lime and calcined dolomite.
6. Circular No. 24/2020/TT-BGTVT dated October 13, 2020 of the Minister of Transport amending and supplementing certain articles of Circulars stipulating regular reporting systems in the railway sector.
7. Circular No. 11/2021/TT-BGTVT dated May 21, 2021 of the Minister of Transport guiding methods for valuation and management of public service prices in the national railway infrastructure management and maintenance sector implemented through procurement using state budget funds from recurrent expenditure.
8. Circular No. 25/2023/TT-BGTVT dated September 15, 2023 of the Minister of Transport amending and supplementing certain articles of Circular No. 11/2021/TT-BGTVT dated May 21, 2021 of the Minister of Transport guiding methods for valuation and management of public service prices in the national railway infrastructure management and maintenance sector implemented through procurement using state budget funds from recurrent expenditure.
9. Circular No. 37/2021/TT-BGTVT dated December 30, 2021 of the Minister of Transport guiding public service prices for ensuring maritime safety using state budget funds from recurrent expenditure, implemented through procurement.
10. Circular No. 01/2022/TT-BGTVT dated January 12, 2022 of the Minister of Transport amending and supplementing certain articles of Circular No. 29/2018/TT-BGTVT dated May 14, 2018 of the Minister of Transport stipulating quality control, technical safety, and environmental protection of railway transport vehicles and Circular No. 18/2019/TT-BGTVT dated May 20, 2019 of the Minister of Transport guiding the implementation of Decree No. 139/2018/NĐ-CP dated October 8, 2018 of the Government stipulating the operation of vehicle inspection services.
11. Circular No. 18/2022/TT-BGTVT dated July 20, 2022 of the Minister of Transport guiding the receipt and handling of complaints and suggestions from individuals and organizations regarding administrative regulations under the management of the Ministry of Transport.
12. Circular No. 31/2022/TT-BGTVT dated December 7, 2022 of the Minister of Transport guiding public service prices for coastal information using state budget funds from recurrent expenditure, implemented through procurement.
Article 2. Repeal part of the Circulars
Repeal part of the following Circulars:
13. Repeal Article 3 of Circular No. 28/2020/TT-BGTVT dated December 23, 2020 issued by the Minister of Transport amending and supplementing certain provisions of Circulars on periodic reporting regulations in the aviation sector.
14. Repeal Article 5 of Circular No. 35/2020/TT-BGTVT dated December 23, 2020 issued by the Minister of Transport amending and supplementing certain provisions of Circulars on periodic reporting regulations in the inland waterway transport sector.
15. Repeal Article 7 of Circular No. 36/2020/TT-BGTVT dated December 23, 2020 issued by the Minister of Transport amending and supplementing certain provisions of Circulars on periodic reporting regulations in the road transport sector.
Article 3. Implementation Provisions
This Circular takes effect from March 1, 2026.
