Circular No. 67/2011/TT-BGTVT on issuing three National Technical Regulations on railway transport vehicles

CIRCULAR

Regarding the issuance of three National Technical Regulations on railway transportation vehicles

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Railway Law dated June 14, 2005;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Considering the proposal of the Director of the Science and Technology Department and the Director of the Vietnam Vehicle Inspection Agency,

The Minister of Transport hereby promulgates:

Article 1. This Circular promulgates three National Technical Regulations on railway transportation vehicles as follows:

1. National Technical Regulation on technical safety requirements and environmental protection for railway transportation vehicles during regular inspections.

Number: QCVN 15 : 2011/BGTVT.

2. National Technical Regulation on technical requirements and inspection methods for diesel locomotives during production, assembly, and new importation.

Number: QCVN 16 : 2011/BGTVT.

3. National Technical Regulation on inspection and acceptance of rail cars during production, assembly, and new importation.

Number: QCVN 18: 2011/BGTVT.

Article 2. This Circular shall take effect six months from the date of signature and revoke the following Decisions of the Minister of Transport:

- Decision No. 22/2006/QĐ-BGTVT dated May 4, 2006, promulgating Industry Standard 22 TCN 348-06 "Technical Safety Requirements and Environmental Protection for Railway Transportation Vehicles";

- Decision No. 46/2006/QĐ-BGTVT dated December 27, 2006, promulgating Industry Standard No. 22 TCN 358-06 "Railway Transportation Vehicles - Diesel Locomotives - Inspection Methods During Production, Assembly, and New Importation";

- Decision No. 47/2006/QĐ-BGTVT dated December 27, 2006, promulgating Industry Standard No. 22 TCN 357-06 "Railway Transportation Vehicles - Diesel Locomotives - Technical Requirements During Production, Assembly, and New Importation";

- Decision No. 38/2007/QĐ-BGTVT dated August 10, 2007, promulgating Industry Standards No. 22 TCN 364-07 "Railway Transportation Vehicles - Air Brake System for Diesel Locomotives - Technical Requirements and Inspection Methods" and Industry Standard No. 22 TCN 365-07 "Railway Transportation Vehicles - Freight Cars - Technical Requirements During Production, Assembly, and New Importation";

- Decision No. 21/2006/QĐ-BGTVT dated May 4, 2006, promulgating Industry Standard No. 22 TCN 347-06 "Railway Transportation Vehicles - Passenger Cars - Technical Requirements During Production and New Assembly";

- Decision No. 23/2006/QĐ-BGTVT dated May 4, 2006, promulgating Industry Standard No. 22 TCN 349-06 "Railway Transportation Vehicles - Cars - Inspection Methods During Production and New Assembly";

Article 3. The Heads of the Ministry's Office, the Inspectorate, the Directors of relevant Departments, the Directors of the Vietnam Vehicle Inspection Agencies, the Vietnam Railways Corporation, the Chairmen of the Management Councils of the Vietnam Railway Corporations, the Heads of related agencies, organizations, and individuals are responsible for implementing this Circular./.
