Regulations on the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism

Pursuant to the Law is agencies and organizations registered to participate in the System with one or more roles as follows: dated December 25, 2001;

Article 1. Position and functionứfunction

The Ministry of Culture, Sports and Tourism is an agency of the Government, performing the function of state management over culture, family, physical education, sports, and tourism throughout the country; managing state services in the fields of culture, family, physical education, sports, and tourism according to the provisions of the law.CoatThe Ministry of Culture, Sports and Tourism performs tasks and powers as stipulated in Decree No. 36/2012/NĐ-CP dated April 18, 2012, of the Government on the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies, and the following specific tasks and powers:expenses hCoatSubmitting to the Government draft laws, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the Standing Committee of the National Assembly, draft decrees of the Government according to the annual legislative program of the Ministry that has been approved, and resolutions, projects, and programs assigned by the Government and the Prime Minister; long-term, five-year, and annual development plans, and important national projects and works within the scope of state management of the Ministry.CoatSubmitting to the Prime Minister national target programs, support programs for the development of cultural, family, physical education, sports, and tourism sectors; draft decisions, directives, and other documents concerning the sectors under the scope of state management of the Ministry or as assigned.

The Ministry of Culture, Sports and Tourism is an agency of the Government, performing the function of state management over culture, family, physical education, sports, and tourism throughout the country; managing state services in the fields of culture, family, physical education, sports, and tourism according to the provisions of the law.CoatSubmitting to the Prime Minister the Ho Chi Minh Prize, State Awards for literature and art, and other national honors in the field of culture, family, physical education, sports, and tourism; deciding to establish National Councils in the fields under the scope of state management of the Ministry; recognizing commemorative days, traditional days, and response days of Vietnam according to the provisions of the law.

Issuing circulars, decisions, directives, and other documents within the scope of state management of the Ministry.policies Directing, guiding, inspecting, and being responsible for organizing the implementation of normative legal documents, strategies, plans, and important national projects and works that have been issued or approved; informing, propagating, popularizing, educating the law, and monitoring the enforcement of the law in the fields under the scope of state management of the Ministry.

c) Build databases on families and domestic violence prevention; develop and promote exemplary models of families within assigned tasks;

10. Specify the provision, cooperation, ordering, use, and guarantee of copyright for works and related rights for performances, sound recordings, audiovisual recordings, and broadcasting programs;

a) Manage and exploit copyrights for works owned by the State;amendd) Manage the issuance, reissuance, amendment, and revocation of Copyright Registration Certificates and Related Rights Registration Certificates;

b) Develop fee schedules and payment methods for royalties, remuneration, and material benefits concerning copyright and related rights according to the provisions of the law;nationalManage and oversee copyright appraisal activities.

b) d) Specify the organization of mass cultural festivals, competitions, and performances; manage cultural activities and service businesses for entertainment in public places;

c) Manage festival activities; specify and guide the organization of weddings, funerals, lifestyle building, and the "All People United to Build a Civilized Life" movement;

13. b) Guide and implement the strategy, planning, and development of high-performance sports and the direction for the development of professional sports after approval;

b) Guiding and inspecting the classification and recognition of local tourist sites, attractions, and travel routes;

c) Issuing management regulations for tourist sites within administrative boundaries of two or more provinces or centrally governed cities;policies Promote tourist zones, tourist attractions, and other tourism services;

20. Regarding tour guiding:

a) Managing, inspecting, and supervising the issuance of national tour guide cards; trCross-regional and cross-local tourism;

b) Specifying conditions, procedures, and documentation for issuing, renewing, replacing, and revoking tour guide certificates;

21. Regarding tourism business:

a) Directing the implementation of legal provisions on travel agency operations, accommodation services, tourism development zones, attractions, and other tourism services; trTourism facilities of Vietnam abroad and allow the establishment of foreign tourism facilities in Vietnam;

b) Stipulating standards, procedures, and documentation for ranking accommodation facilities, cruise ships, and awarding certification marks for serving tourists to tourism service providers; deciding on the ranking of accommodation facilities rated three stars or higher and high-end categories;

22. Regarding tourism promotion:

23. Regardingnationalinternational cooperation:

24. Regarding human resource training and development work:
