Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 24/2008/NQ-CP dated October 28, 2008 of the Government promulgating the Action Program of the Government to implement Resolution No. 26-NQ/TW which sets out the tasks of implementing the "National Target Program on New Rural Development"

Considering the proposal of the Minister of Agriculture and Rural Development,

DECISION:

Clause 4 of Article 6Approves the National Target Program on New Rural Development for the period 2010-2020, including the following main contents:

I. GENERAL OBJECTIVE

To build new rural areas with economic and social infrastructure gradually modernized; rational economic structure and production organization forms, linking agriculture with rapid industrial and service development; linking rural development with urban areas according to planning; democratic, stable, rich in ethnic cultural identity rural society; ecological environment protected; security and public order maintained; material and spiritual life of the people continuously improved; oriented towards socialism.

II. SPECIFIC OBJECTIVES

1. By 2015: 20% of communes meet the criteria for New Rural Areas (according to the National Criteria for New Rural Areas).

2. By 2020: 50% of communes meet the criteria for New Rural Areas (according to the National Criteria for New Rural Areas).

III. TIME FRAME AND SCOPE OF IMPLEMENTATION OF THE PROGRAM

1. Time frame: from 2010 to 2020.

2. Scope: implemented on the rural territory nationwide.

IV. CONTENTS OF THE PROGRAM

The National Target Program on New Rural Development is an overall program for economic and social development, political and national defense and security, comprising 11 contents as follows:

1. Planning for New Rural Development

a) Objective: to meet Criterion No. 01 of the National Criteria for New Rural Areas. By 2011, basic coverage of rural planning across the country will be achieved, serving as a basis for investment in building new rural areas, and serving the implementation of the National Target Program on New Rural Development for the period 2010-2020;

b) Content:

- Content 1: Land use planning and essential infrastructure for developing commodity agricultural production, industry, small-scale cottage industry, and services;

- Content 2: Planning for economic, social, and environmental infrastructure development; development of new residential areas and renovation of existing residential areas within the commune.

c) Management and Implementation Assignment:

- The Ministry of Agriculture and Rural Development shall take the lead and coordinate with the Ministry of Natural Resources and Environment to guide the implementation of Content 1: "Land use planning and essential infrastructure for developing commodity agricultural production, industry, small-scale cottage industry, and services";

- The Ministry of Construction shall guide the implementation of Content 2: "Planning for economic, social, and environmental infrastructure development; development of new residential areas and renovation of existing residential areas within the commune";

- People's Committees of provinces and centrally governed cities, People's Committees of districts and towns shall guide communes to review, supplement, and complete the two types of plans mentioned above; and direct their implementation;

- Commune People's Committees shall organize the preparation of plans, seek community participation, submit them to district People's Committees for approval, and implement approved plans.

2. Developing Economic and Social Infrastructure

a) Objective: to meet the requirements of Criteria Nos. 2, 3, 4, 5, 6, 7, 8, and 9 of the National Criteria for New Rural Areas;

b) Content:

- Content 1: Completing roads to commune People's Committee offices and the road system within the commune. By 2015, 35% of communes will meet the standard (main commune roads will be asphalted or concreted), and by 2020, 70% of communes will meet the standard (village and hamlet roads will be basically hardened);

- Content 2: Completing power supply systems to ensure electricity for daily life and production within the commune. By 2015, 85% of communes will meet the New Rural Area criteria, and by 2020, 95% of communes will meet the standard;

- Content 3: Completing facilities to serve cultural and sports activities within the commune. By 2015, 30% of communes will have communal cultural houses meeting standards, and by 2020, 75% of communes will meet the standard;

- Content 4: Completing facilities to serve the standardization of health care within the commune. By 2015, 50% of communes will meet the standard, and by 2020, 75% of communes will meet the standard;

- Content 5: Completing facilities to serve the standardization of education within the commune. By 2015, 45% of communes will meet the criteria, and by 2020, 75% of communes will meet the standard;

- Content 6: Completing commune offices and auxiliary facilities. By 2015, 65% of communes will meet the criteria, and by 2020, 85% of communes will meet the standard;

- Content 7: Renovating and constructing irrigation systems within the commune. By 2015, 45% of communes will meet the standard (50% of tertiary canals and above will be reinforced). By 2020, 77% of communes will meet the standard (basically hardening canal systems within fields according to planning).

c) Management and Implementation Assignment:

- The Ministry of Transport shall guide the implementation of Content 1: "Completing roads to commune People's Committee offices and the road system within the commune";

- The Ministry of Industry and Trade shall guide the implementation of Content 2: "Completing power supply systems to ensure electricity for daily life and production within the commune";

- The Ministry of Culture, Sports and Tourism shall guide the implementation of Content 3: "Completing facilities to serve cultural and sports activities within the commune";

- The Ministry of Health shall guide the implementation of Content 4: "Completing facilities to serve the standardization of health care within the commune";

- The Ministry of Education shall guide the implementation of Content 5: "Completing facilities to serve the standardization of education within the commune";

- The Ministry of Home Affairs shall guide the implementation of Content 6: "Completing commune offices and auxiliary facilities";

- The Ministry of Agriculture and Rural Development shall guide the implementation of Content 7: "Renovating and constructing irrigation systems within the commune";

- People's Committees of provinces and centrally governed cities and People's Committees of districts and towns shall guide communes to develop plans according to the above contents; and direct their implementation;

- Commune People's Committees shall develop plans and organize their implementation.

3. Structural Transformation, Economic Development, and Increased Income

a) Objective: to meet the requirements of Criteria Nos. 10 and 12 of the National Criteria for New Rural Areas. By 2015, 20% of communes will meet the criteria, and by 2020, 50% of communes will meet the criteria;

b) Content:

- Content 1: Reorganize the economic structure, agricultural production structure towards developing commodity production with high economic efficiency;

- Content 2: Strengthen agricultural extension work; accelerate research and application of scientific and technological progress in agriculture, forestry, and fisheries production;

- Content 3: Mechanize agriculture, reduce post-harvest losses in agricultural, forestry, and fisheries production;

- Content 4: Preserve and develop traditional craft villages according to the principle "one product per village," develop trades based on local strengths;

- Content 5: Vigorously train vocational skills for rural laborers, promote industry entry into rural areas, address employment and rapidly restructure rural labor;

c) Management and Implementation Assignment:

- The Ministry of Agriculture and Rural Development shall guide the implementation of contents 1, 2, 3, and 4;

- The Ministry of Labor, Invalids, and Social Affairs shall guide the implementation of content 5;

- People's Committees of provinces and centrally governed cities and People's Committees of districts and towns shall guide communes to develop plans according to the above contents; and direct their implementation;

- Commune People's Committees shall develop plans and organize their implementation.

4. Poverty reduction and social security.

a) Objective: meet criterion number 11 of the National Rural Development Criteria;

b) Content:

- Content 1: Effectively implement the Program for Rapid and Sustainable Poverty Reduction in 62 districts with high poverty rates (Resolution 30a of the Government) according to the National Rural Development Criteria;

- Content 2: Continue to implement the National Target Program on Poverty Reduction;

- Content 3: Implement social security programs;

c) Management and Implementation Assignment:

- The Ministry of Labor, Invalids, and Social Affairs shall guide the implementation of the above contents;

- Provincial People's Committees directly under the Central Government and District People's Committees shall guide communes in building proposals according to the relevant contents mentioned above; simultaneously direct their implementation;

- Commune People's Committees shall develop plans and organize their implementation.

5. Reform and develop effective forms of production organization in rural areas

a) Objective: meet criterion number 13 of the National Rural Development Criteria. By 2015, 65% of communes should reach standards, and by 2020, 75% of communes should reach standards;

b) Content:

- Content 1: Develop household economies, farms, cooperatives;

- Content 2: Develop small and medium-sized enterprises in rural areas;

- Content 3: Establish mechanisms and policies to promote economic linkages between various types of economies in rural areas;

c) Management and Implementation Assignment:

- The Ministry of Agriculture and Rural Development shall lead and guide the implementation of contents 1 and 3;

- The Ministry of Planning and Investment shall guide the implementation of content 2;

- Provincial People's Committees directly under the Central Government and District People's Committees shall guide communes in building proposals according to the above contents; simultaneously direct their implementation;

- Commune People's Committees shall build proposals according to content 1, seek community participation, submit to the approval of the Provincial People's Committee, and organize implementation;

6. Develop education and training in rural areas

a) Objective: meet criteria number 5 and 14 of the National Rural Development Criteria. By 2015, 45% of communes should reach standards, and by 2020, 80% of communes should reach standards;

b) Content: Continue implementing the National Target Program on Education and Training to meet the requirements of the National Rural Development Criteria;

c) Management and Implementation Assignment:

- The Ministry of Education and Training shall lead and guide the implementation of the proposal;

- Provincial People's Committees directly under the Central Government and District People's Committees shall direct counties and towns to guide communes in building proposals; simultaneously direct their implementation;

- Commune People's Committees shall develop plans and organize their implementation.

7. Develop healthcare and rural residents' health care

a) Objective: meet criteria number 5 and 15 of the National Rural Development Criteria. By 2015, 50% of communes should reach standards, and by 2020, 75% of communes should reach standards;

b) Content: Continue implementing the National Target Program in the field of healthcare to meet the requirements of the National Rural Development Criteria;

c) Management and project implementation division of labor:

- The Ministry of Health shall lead and guide the implementation of the proposal;

- Provincial People's Committees directly under the Central Government and District People's Committees shall direct counties and towns to guide communes in building proposals according to the above contents; simultaneously direct their implementation;

- Commune People's Committees shall develop plans and organize their implementation.

8. Build cultural life, information, and communication in rural areas.

a) Objective: meet criteria number 6 and 16 of the National Rural Development Criteria. By 2015, 30% of communes should have communal cultural houses and villages, and 45% of communes should have postal offices and internet access points meeting standards. By 2020, 75% of communes should have communal cultural houses and villages, and 70% should have postal offices and internet access points meeting standards;

b) Content:

- Content 1: Continue implementing the National Target Program on Culture to meet the requirements of the National Rural Development Criteria;

- Content 2: Implement rural information and communication to meet the requirements of the National Rural Development Criteria;

c) Management and Implementation Assignment:

- The Ministry of Culture, Sports, and Tourism shall lead and guide the implementation of content 1;

- The Ministry of Information and Communications shall lead and guide the implementation of content 2;

- Provincial People's Committees directly under the Central Government and District People's Committees shall direct counties and towns to guide communes in building proposals according to the above contents; simultaneously direct their implementation;

- Commune People's Committees shall build proposals, seek community participation, and organize implementation;

9. Provide clean water and improve environmental sanitation in rural areas

a) Objective: meet criterion number 17 in the National Rural Development Criteria; ensure adequate supply of clean and hygienic drinking water for residents, schools, health clinics, public offices, and public service areas; implement requirements for protecting and improving the ecological environment within the commune. By 2015, 35% of communes should reach standards, and by 2020, 80% of communes should reach standards;

b) Content:

- Content 1: Continue implementing the National Target Program on Clean Water Supply and Environmental Sanitation in Rural Areas;

- Content 2: Construct environmental protection facilities in rural areas according to planning, including: constructing and upgrading drainage systems in villages; establishing waste collection and treatment points in communes; renovating cemeteries; constructing and upgrading eco-lakes and ponds in residential areas, developing greenery in public works...;

c) Management and Implementation Assignment:

- The Ministry of Agriculture and Rural Development shall lead and guide the implementation;

- Provincial People's Committees directly under the Central Government and District People's Committees shall guide communes in building projects according to the above contents; simultaneously direct their implementation;

- Commune People's Committees shall build projects, seek community participation, and organize implementation;

10. Improve the quality of Party organizations, administrative bodies, and political-social organizations in the area.

a) Objective: meet criterion number 18 in the National Rural Development Criteria. By 2015, 85% of communes should reach standards, and by 2020, 95% of communes should reach standards;

b) Content:

- Content 1: Organizing training for cadres to meet the standards prescribed by the Ministry of Home Affairs, to meet the requirements of building new rural areas;

- Content 2: Issuing policies to encourage and attract young cadres who have been trained and meet the required criteria to work in communes, especially in remote, mountainous, and particularly difficult regions, to quickly standardize the cadre teams in these areas;

- Content 3: Supplementing the functions, tasks, and operational mechanisms of organizations within the political system to be suitable with the requirements of building new rural areas.

c) Management and Implementation Assignment:

- The Ministry of Home Affairs shall take the lead and provide guidance on implementation;

- Provincial People's Committees directly under the Central Government, People's Committees of districts and towns shall guide communes to develop plans according to relevant contents; at the same time, they shall direct and implement;

- Commune People's Committees shall develop plans according to Contents 1 and 3 and organize their implementation.

11. Maintaining social security in rural areas

a) Objective: To meet Criterion 19 of the National Criteria for New Rural Areas. By 2015, 85% of communes should reach the standard, and by 2020, 95% of communes should reach the standard;

b) Content:

- Content 1: Issuing village and hamlet regulations on public order and security; preventing and combating social evils and outdated customs;

- Content 2: Adjusting and supplementing the functions, tasks, and policies to create conditions for the rural security forces to fulfill their tasks of ensuring public order and security in accordance with the requirements of building new rural areas;

c) Management and Implementation Assignment:

- The Ministry of Public Security shall take the lead and provide guidance on implementing the plan;

- Provincial People's Committees directly under the Central Government and People's Committees of districts and towns shall guide communes to develop plans and organize their implementation.

V. CAPITAL AND SOURCES OF CAPITAL FOR IMPLEMENTING THE PROGRAMME:

1. State budget capital (central and local), including:

a) Capital from national target programs and support projects with specific objectives being implemented and will continue to be implemented in the coming years on the territory: about 23%;

b) Direct capital for the program to implement the contents stipulated in Point 3, Section VI of this Decision: about 17%;

2. Credit capital (including investment development credit and commercial credit): about 30%;

3. Capital from enterprises, cooperatives, and other types of economy: about 20%;

4. Mobilizing contributions from the community: about 10%.

VI. MAJOR SOLUTIONS TO IMPLEMENT THE PROGRAMME

1. Conducting a wide-ranging social campaign on building new rural areas

a) Organizing the launch, propaganda, dissemination, and mobilization from the central level to the grassroots level so that all strata of the people understand and the entire political system participates. Regularly updating and disseminating information about models, exemplary cases, innovations, and good experiences in building new rural areas through mass media to promote and expand these models;

b) Launching a nationwide movement to build new rural areas. The construction of new rural areas must become a major political task of localities and related agencies;

2. Mechanism for mobilizing capital:

Implementing diversification of sources of capital to implement this program;

a) Integrating various sources of capital from national target programs; support projects with specific objectives on the territory, including:

- Capital from national target programs, support projects with specific objectives currently being implemented in rural areas and continuing to be implemented in the coming years, such as poverty reduction programs; national employment programs; clean water and environmental sanitation programs in rural areas; crime prevention programs; population and family planning programs; programs to prevent and control certain social diseases, dangerous diseases, and HIV/AIDS; climate change adaptation programs; cultural programs; education and training programs; Program 135; forest planting projects; support for investment in commune headquarters; support for splitting counties and communes; support for medical examination and treatment for the poor and children under six years old... investment in solidifying schools and classrooms; solidifying irrigation canals; developing rural roads; developing aquaculture infrastructure and craft villages...;

- Direct state budget support capital for this program, including government bonds (if any);

b) Maximizing local resources (province, district, commune) to organize and implement the Program. The Provincial People's Council shall stipulate increasing the proportion of capital obtained from land auction proceeds to be retained by the commune budget, at least 70%, to implement the contents of building new rural areas;

c) Mobilizing investment capital from enterprises for projects capable of directly recovering capital; enterprises may borrow investment development credit from the state or provincial governments, which will be supported by the state budget after investment and enjoy investment incentives as prescribed by law;

d) Voluntary contributions from the people in the commune for specific projects, approved by the Commune People's Council;

đ) Non-reimbursable grants from domestic and foreign businesses, organizations, and individuals for investment projects;

e) Using credit capital effectively:

- State investment credit allocated by the central government to provinces and cities for the program of solidifying irrigation canals, developing rural roads, aquaculture infrastructure, and craft village infrastructure in rural areas, as specified in Decree No. 106/2008/ND-CP dated September 19, 2008 of the Prime Minister;

- Commercial credit as prescribed in Decree No. 41/2010/ND-CP dated April 12, 2010 of the Government on credit policies serving agriculture and rural areas;

g) Mobilizing other lawful financial resources;

3. Principles of the support mechanism

a) Providing 100% support from the central state budget for: planning work; roads to commune centers; constructing commune headquarters; building schools meeting standards; building commune health stations; building commune cultural houses; funding for training knowledge on building new rural areas for commune cadres, village cadres, and cooperative cadres.

b) Support partially from the central budget for the construction of water supply facilities, wastewater treatment facilities in residential areas; village roads; intra-field transportation and irrigation canals; production development and services; village cultural houses; sports facilities in villages; infrastructure of concentrated production zones, small-scale industries, and fisheries;

c) The level of support from the central budget shall be based on economic and social conditions to allocate appropriately in accordance with the Resolution of the 7th Plenary Session of the 10th Central Committee on agriculture, farmers, and rural areas. Priority shall be given to support localities that have not yet achieved budget self-balance, particularly difficult areas, and those that perform well.

4. Investment Mechanism

a) The investor of projects for constructing infrastructure facilities in communes is the Rural New Development Management Board established by the Commune People's Committee. For projects requiring high technical expertise and specialized knowledge beyond the capacity of the commune management board, the District People's Committee shall assign an entity with sufficient capability to act as the investor, with the participation of the Commune People's Committee;

b) Projects for constructing infrastructure facilities in communes, villages, and hamlets with implementation periods under two years or construction costs up to three billion dong only require the preparation of an economic and technical report, which must clearly state the name of the project, investment objectives, construction location, technical scale of the project, construction period, completion time, investment capital sources, and mechanisms for mobilizing funds, along with design drawings and cost estimates;

For projects with values exceeding three billion dong or those requiring high technical expertise, the preparation of economic and technical reports, design drawings, and cost estimates must be carried out by consulting units with legal personality. The selection of consultants must comply with current regulations.

During the investment preparation process, opinions from community residents regarding the economic and technical reports and design drawings of infrastructure projects must be solicited.

c) The District People's Committee is responsible for approving economic and technical reports for projects with investment capital over three billion dong sourced from the budget and those requiring high technical expertise;

d) The Commune People's Committee is responsible for approving economic and technical reports for projects with investment capital up to three billion dong sourced from the budget;

đ) Selection of contractors: The selection of contractors for building infrastructure in communes shall be conducted through three methods:

- Entrusting communities in villages, hamlets, and ấp (those directly benefiting from the program) to implement construction themselves;

- Selecting groups of skilled workers or individuals within the commune who have the necessary capabilities to undertake construction;

- Selecting contractors through bidding procedures (in accordance with current regulations);

Encouragement is given to the method of entrusting construction to communities directly benefiting from the project.

e) The Community Supervisory Board, composed of representatives from the Commune People's Council, the United Front Organization at the commune level, social organizations, and community representatives elected by the people, shall supervise infrastructure projects in communes according to current regulations on community investment supervision.

5. Training specialized cadres to implement the national target program

Forming a cadre team at all levels from the central to local levels to effectively implement the program. At the same time, organizing training and instruction for cadres involved in new rural development work from the central to local levels.

The Ministry of Agriculture and Rural Development shall take the lead in coordinating with relevant ministries and agencies and provincial-level People's Committees to develop and issue training content and materials, and organize training sessions for new rural development cadres.

6. International cooperation in new rural development.

a) Mobilizing and cooperating with international organizations to provide advisory and technical support for the national target program on new rural development;

b) Seeking financial support and loans from international financial institutions and international development partners to increase resources for new rural development.

7. Program management and operation

a) Establishing the Central Steering Committee to direct the implementation of the national target program, chaired by the Deputy Prime Minister, with the Minister of Agriculture and Rural Development serving as the Vice Chairman, and members comprising leaders from relevant ministries, sectors, and related mass organizations;

b) Establishing steering committees at various levels to direct the implementation of the national target program on new rural development within their respective jurisdictions;

c) Establishing the Program Coordination Office at the Central Steering Committee located at the Ministry of Agriculture and Rural Development. In provinces and centrally-administered cities, the Provincial Department of Agriculture and Rural Development shall serve as the permanent coordination body, assisting the Provincial Steering Committee in implementing the program within their jurisdiction.

VII. MANAGEMENT RESPONSIBILITIES AND ORGANIZATION OF IMPLEMENTATION

1. Responsibilities of central ministries and sectors:

a) Ministries and sectors assigned to implement the program contents (as specified in Section IV) are responsible for developing mechanisms and policies; guiding the formulation of plans and projects to implement the program contents in accordance with the national criteria for new rural areas, while supervising, inspecting, and directing implementation at the grassroots level;

b) The Ministry of Agriculture and Rural Development serves as the permanent office of the Program, tasked with:

- Assisting the Central Steering Committee in directing the implementation of the Program; taking the lead and coordinating with relevant ministries and sectors to develop five-year and annual plans on targets, tasks, solutions, and funding requirements for the Program, to be submitted to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and reporting to the Government;

- Urging, inspecting, and monitoring the implementation of the Program by ministries, central agencies, and provinces and centrally-administered cities, and compiling reports for the Central Steering Committee and the Government.

c) The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Finance and relevant ministries and sectors to balance and allocate resources for the Program from the central government budget; coordinate with relevant ministries and sectors to develop mechanisms, policies, and manage the implementation of the Program.

d) The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Agriculture and Rural Development to determine the budget funds for each specific task assigned to ministries, sectors, and localities to implement the Program in accordance with the State Budget Law; at the same time, it shall be responsible for guiding appropriate financial mechanisms for the Programs' projects; monitor indicators; consolidate and settle the Program's expenses; integrate various sources of funding.

đ) The Ministry of Construction shall guide and support localities in completing planning in communes according to new rural criteria;

e) The State Bank of Vietnam shall direct and inspect the implementation of credit policies by participating banks in the Program;

g) Information and communication agencies shall have the responsibility to disseminate information to serve the requirements of the Program.

2. Responsibilities of localities

a) Organize the implementation of programs within their jurisdiction;

b) Assign and delegate responsibilities at each level and among departments and sectors at the same level in organizing and implementing the Program based on the principle of enhancing decentralization and emphasizing the sense of responsibility at the grassroots level;

c) Direct the effective integration of Programs and projects within their jurisdiction; regularly inspect and supervise the management and implementation of the Program and report annually.

3. Mobilizing the participation of mass organizations: request the Vietnam Fatherland Front Central Committee and its member organizations to actively participate in implementing the Program; continue to carry out the movement "All people unite to build a civilized life in residential areas", supplemented with new contents suitable for the national target program on building new rural areas.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
