Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain Articles and Clauses of Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities, effective from May 1, 2015, has been amended, supplemented, and revoked by:

Circular No. 18/2023/TT-BTTTT dated November 30, 2023 of the Minister of Information and Communications on revoking certain regulatory legal documents issued by the Minister of Information and Communications or jointly issued, effective from November 30, 2023.

Circular No. 11/2024/TT-BTTTT dated September 23, 2024 of the Minister of Information and Communications amending and supplementing certain Articles of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain Articles and Clauses of Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on managing and using International Standard Book Number codes, Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publication distribution, and Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications promulgating the List of software and hardware, electronic products (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications), effective from November 7, 2024.

Based on Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities;

Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Publishing, Printing, and Distribution Department,

The Minister of Information and Communications issues this Circular detailing and guiding the implementation of certain Articles and Clauses of Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities.[1]

Chapter I. GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular details and guides the implementation of certain Articles and Clauses of Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities (hereinafter referred to as Decree No. 60/2014/ND-CP).

Article 2.[2] (Repealed)

Article 3. Responsibility for organizing training and enhancing knowledge of laws and professional skills in printing activities.

1. The Publishing, Printing, and Distribution Department shall take the lead and coordinate with relevant agencies and units to organize nationwide training and enhancement of knowledge of laws and professional skills in printing activities.

2. Provincial Departments of Information and Communications under centrally governed cities shall take the lead and coordinate with relevant agencies and units to organize training on legal knowledge in printing activities at the local level.

Article 4.[3] (Repealed)

Article 5. Inter-agency organizations for preventing and combating violations of laws in printing activities as stipulated in Clause 7, Article 5 and Point d, Clause 1, Article 7 of Decree No. 60/2014/NĐ-CP

1. An inter-agency organization is an organization that coordinates the activities of relevant agencies to prevent and combat violations of laws in printing activities.

2. The Central Inter-Agency Organization (referred to as the Inter-Agency Team) consists of representatives from the following agencies: Ministry of Information and Communications; Ministry of Public Security; Ministry of Industry and Trade; Ministry of Finance; Ministry of Culture, Sports and Tourism and other relevant ministries and sectors decided by the Minister of Information and Communications to establish and issue regulations. The operating budget of the Inter-Agency Team is allocated from the budget of the Ministry of Information and Communications.

The Standing Office of the Central Inter-Agency Team is the Publishing, Printing and Distribution Department (Ministry of Information and Communications);

3. Local Inter-Agency Organizations (referred to as the Local Inter-Agency Team) are established, issued regulations, and allocated budgets for operation by the People's Committee of provinces and centrally governed cities.

Article 12. Effective Date

1. This Circular takes effect from May 1, 2015.

2. The following legal normative documents shall cease to be effective from the date this Circular takes effect:

a) Circular No. 04/2008/TT-BTTTT dated July 9, 2008, issued by the Minister of Information and Communications guiding the implementation of certain contents of Decree No. 105/2007/NĐ-CP dated June 21, 2007, of the Government on printing non-publishing products;

b) Circular No. 22/2010/TT-BTTTT dated October 6, 2010, issued by the Minister of Information and Communications regarding the organization and operation of printing; amending and supplementing certain provisions of Circular No. 04/2008/TT-BTTTT dated July 9, 2008, and Circular No. 02/2010/TT-BTTTT dated January 11, 2010, issued by the Minister of Information and Communications.

3. During the implementation process, if there are any difficulties, please reflect them in writing to the Ministry of Information and Communications for consideration and resolution./.

“Article 3. Effective Date

This Circular takes effect from November 30, 2023.

Article 4. Organization of Implementation

Heads of units under the Ministry and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.

"Article 5. Implementation Provisions

1. This Circular takes effect from November 7, 2024.

2. For import declaration files for printing equipment, non-commercial import publications, and confirmation of registration for commercial import publications submitted to the competent authority for resolution before the date this Circular takes effect, but if the resolution procedure deadline is on or after the date this Circular takes effect, then the relevant provisions of this Circular shall not apply.

During the implementation of this Circular, in case of any difficulties, agencies, organizations, and individuals are requested to report in writing to the Ministry of Information and Communications (through the Publishing, Printing, and Distribution Department) for consideration and resolution.
