CIRCULAR
Provisions on the banking code system used in banking operations and transactions
Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam, concerning the banking code system used in banking operations and transactions, which took effect from July 1, 2016, has been amended and supplemented by:
1. Circular No. 18/2023/TT-NHNN dated December 28, 2023, issued by the Governor of the State Bank of Vietnam, amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam, concerning the banking code system used in banking operations and transactions, which took effect from July 1, 2024.
2. Circular No. 11/2025/TT-NHNN dated June 26, 2025, issued by the Governor of the State Bank of Vietnam, amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam, concerning the banking code system used in banking operations and transactions, which took effect from June 26, 2025.
Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12 dated June 16, 2010;
Pursuant to Law on Credit Institutions No. 47/2010/QH12 dated June 16, 2010;
Pursuant to the Law on Electronic Transactions No. 51/2005/QH11 dated November 29, 2005;
Pursuant to the Law on Information Technology No. 67/2006/QH11 dated June 29, 2006;
Pursuant to Decree No. 156/2013/NĐ-CP dated November 11, 2013, stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
At the proposal of the Director of the Information Technology Department;
The Governor of the State Bank of Vietnam issues this Circular stipulating the banking code system used in banking operations and transactions.[1],[2]
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the banking codes applicable to:
1.[3] Internal activities of the State Bank of Vietnam (hereinafter referred to as the State Bank);
2. Activities and transactions through the State Bank;
3.[4] Reporting and exchanging electronic data with the State Bank.
Article 2. Applicability
1. Entities eligible for banking codes include:
a) Units of the State Bank;
b) Credit institutions and their affiliated units, foreign bank branches, central and local Treasury Departments;[5];
c) Other organizations engaged in reporting and exchanging electronic data related to the State Bank.
2. The State Bank encourages credit institutions, foreign bank branches, and Treasury Departments to use the banking codes prescribed in this Circular in internal business operations or inter-bank transactions.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. A banking code is a series of characters defined according to a unified principle and uniquely assigned to each entity eligible for a code.
2. Banking information consists of basic information about entities eligible for banking codes, linked to the banking code and some attributes of the entity eligible for a banking code.
3. Internal activities of the State Bank refer to activities within the scope of a unit or between units of the State Bank.
4. Activities and transactions through the State Bank refer to the activities and transactions of credit institutions, foreign bank branches, Treasury Departments, and other organizations involved in activities related to the State Bank, including:
a) Payment activities through settlement accounts;
b) Bill auction transactions, bond auction transactions, and open market operations;
c) Credit information activities;
d) Anti-money laundering information activities;
e) Other activities and transactions as prescribed by the State Bank.
5.[6] Units under the State Bank are units within the organizational structure of the State Bank as prescribed by the Government regarding the functions, tasks, powers, and organizational structure of the State Bank of Vietnam.
6. Affiliated units of credit institutions are units within the network of operations of credit institutions, including branches, transaction offices, representative offices, public service units within the country; overseas branches and representative offices in accordance with the law.
7.[7] Submitting applications for banking codes, submitting applications to cancel banking codes, and submitting applications to adjust banking code information on the State Bank’s Public Service Portal involves creating and sending online applications through the State Bank’s Public Service Portal using digital signatures issued by the State Bank in accordance with regulations on the management and use of digital signatures, digital certificates, and digital signature verification services of the State Bank.
Article 4. Principles for Granting and Revoking Bank Codes
1. A bank code shall be granted uniquely to each unit within the scope of entities entitled to a bank code as stipulated in Clause 1, Article 2 of this Circular.
2.[8] The bank code shall not change and remain stable throughout the actual existence period of the entity granted the code, except in cases provided for in Clause 6 of this Article.
3.[9] A previously granted bank code shall not be reused for another entity, except in cases provided for in Clause 6 of this Article.
4. The granting of a bank code shall be carried out when the entity entitled to a bank code is established, merged, divided, or split.
5.[10] The revocation of a bank code shall be carried out when the entity that has been granted a bank code is dissolved, declared bankrupt, or ceases operations, except in cases provided for in Clause 6 of this Article.
6.[11] In cases where the policy on organizing state administrative bodies is implemented, reorganizing administrative units at all levels, the Information Technology Department shall carry out:
a) Reporting to the Governor of the State Bank for approval of the reuse of bank codes already granted to other units, and the bank codes currently in operation must be revoked to issue new bank codes;
b) Adjusting banking information, revoking and issuing new bank codes for units approved by the Governor as specified in point a of this clause;
c) Notifying about the adjustment of banking information, revoking bank codes, and issuing new bank codes to relevant units.
Article 5. Authority to Grant, Revoke Bank Codes and Adjust Banking Information
The Governor of the State Bank assigns the Director of the Information Technology Department[12] to grant, revoke bank codes, and adjust banking information.
Article 6. Public Disclosure of Bank Codes and Banking Information
Bank codes and banking information shall be publicly disclosed on the Government Services Portal[13] of the State Bank.
Chapter II
REGULATIONS ON THE STRUCTURE OF BANK CODES AND BANKING INFORMATION
Article 7. Structure of Bank Codes
The structure of bank codes consists of 8 characters and is divided into 3 groups as follows:
1. Group 1: includes the first two leftmost characters, which are the province or centrally-administered city code, or a common code for branches abroad of credit institutions.
2. Group 2: includes the next three characters following Group 1, which are the system code of the entity granted the bank code.
3. Group 3: includes the last three characters, which are the serial number of the unit within each system in each province or centrally-administered city, or abroad.
Article 8. Banking Information
1. Banking information of entities entitled to a bank code includes:
a) Trading name including full name in Vietnamese (as prescribed in the competent authority's document), English name, abbreviated name;
b) Address of the entity entitled to a bank code;
c) Contact phone number, fax number, email address;
d) Type of credit institution (for credit institutions);
đ) Unit type (head office, affiliated unit).
2. Banking information is linked to the bank code of the entity entitled to it and ceases to exist when that bank code is revoked.
Chapter III
REGULATIONS ON PROCEDURES FOR GRANTING, REVOKING BANK CODES, AND ADJUSTING BANKING INFORMATION
Article 9. Procedures for Granting Bank Codes[14]
1. For units under the State Bank, when there is a need to apply for a bank code, the unit shall submit a request for a bank code according to Appendix No. 01 issued together with this Circular, sent to the Information Technology Department through the State Bank’s Document Management System.
2. For credit institutions (excluding people's credit funds), foreign bank branches, within 10 working days from the date the credit institution receives a license to establish and operate (new establishment, merger, consolidation, division, split); foreign bank branches receiving an operating license, credit institutions, and foreign bank branches shall submit one set of application documents for a bank code via postal service to the State Bank or directly submit at the One-Stop Service Desk of the State Bank, the dossier includes:
a) Request for a bank code according to Appendix No. 01 issued together with this Circular;
b) Request for a bank account for online government services according to Appendix No. 04 issued together with this Circular.
3. For affiliated units, wholly foreign-owned banks of credit institutions as stipulated in Clause 2 of this Article, within 10 working days from the date of receipt of the approval document for establishing affiliated units, wholly foreign-owned banks from the State Bank, credit institutions shall prepare a request for a bank code on the State Bank’s Government Services Portal according to Appendix No. 01 issued together with this Circular.
4. For people's credit funds, within 10 working days from the date of issuance of the license to establish and operate, the State Bank branch in the region where the people's credit fund headquarters is located within its management area[15]shall prepare a request for a bank code on the State Bank’s Government Services Portal according to Appendix No. 01 issued together with this Circular.
5. For the Central Treasury and local treasuries [16], when there is a need to apply for a bank code, the Treasury[17] shall prepare a request for a bank code on the State Bank’s Government Services Portal according to Appendix No. 01 issued together with this Circular.
6. For other organizations engaged in reporting and exchanging electronic data related to the State Bank, when there is a need to apply for a bank code, the organization shall submit one set of application documents for a bank code via postal service to the State Bank or directly submit at the One-Stop Service Desk of the State Bank. The dossier includes the documents specified in points a and b of Clause 2 of this Article.
7. Upon receiving a request for issuance of a bank code, the Information Technology Department shall conduct a review of the application file, coordinate with relevant units of the State Bank of Vietnam (for requests for issuance of bank codes from units under the State Bank of Vietnam, credit institutions, foreign bank branches, and other organizations holding operating licenses issued by the State Bank of Vietnam) or access the National Enterprise Registration Database System (for requests for issuance of bank codes from other organizations) to verify the operational status and accuracy of the information in accordance with Clause 1, Article 8 of this Circular. Within three working days from the date of receipt of a valid application file, the Information Technology Department shall issue the bank code, send the result to the requesting unit, and electronically notify the issuance of the bank code on the State Bank of Vietnam Public Service Portal in accordance with Appendix No. 05 attached to this Circular.
In case of refusal to issue a bank code, the Information Technology Department shall notify the reasons for refusal to the requesting unit in the manner in which the application file was submitted.
Article 10. Procedures and formalities for cancellation of bank codes[18]
1. For units under the State Bank of Vietnam, within ten working days from the date of cessation of operations, the Cadre and Civil Servant Department shall submit a written request for cancellation of the bank code in accordance with Appendix No. 02 attached to this Circular, sent to the Information Technology Department through the State Bank of Vietnam’s Document Management and Operation System.
2. For credit institutions (excluding people's credit funds), foreign bank branches, within ten working days from the date the credit institution or foreign bank branch issues a decision to dissolve, declare bankruptcy, or cease operations, the Credit Institution Management and Supervision Department shall submit a written request for cancellation of the bank code in accordance with Appendix No. 02 attached to this Circular, sent to the Information Technology Department through the State Bank of Vietnam’s Document Management and Operation System. [19] 3. For credit institutions that have been merged or consolidated, within ten working days from the date of the merger or consolidation decision, the credit institution receiving the merger or the newly established credit institution after consolidation shall prepare a request for cancellation of the bank code of the merged or consolidated credit institution in accordance with Appendix No. 02 attached to this Circular on the State Bank of Vietnam Public Service Portal.
4. For dependent units or wholly-owned foreign banks of credit institutions (excluding people's credit funds), within ten working days from the date of the decision to cease operations, or when the approval document from the State Bank of Vietnam for establishing such dependent units or wholly-owned foreign banks becomes ineffective, or when there is no longer any business activity or electronic data exchange with the State Bank of Vietnam, the credit institution shall prepare a request for cancellation of the bank code on the State Bank of Vietnam Public Service Portal in accordance with Appendix No. 02 attached to this Circular.
5. For people's credit funds, within ten working days from the date of the dissolution or bankruptcy decision, the State Bank of Vietnam branch in the region where the people's credit fund is located shall prepare a request for cancellation of the bank code on the State Bank of Vietnam Public Service Portal in accordance with Appendix No. 02 attached to this Circular.
6. For central and local Treasury Departments,[20]within ten working days from the date of the decision to cease operations, or when there is no longer any business activity or electronic data exchange with the State Bank of Vietnam, the Treasury Department shall prepare a request for cancellation of the bank code on the State Bank of Vietnam Public Service Portal in accordance with Appendix No. 02 attached to this Circular.
7. For other organizations engaged in reporting and electronic data exchange related to the State Bank of Vietnam, upon request to cancel the bank code, the organization shall prepare a request for cancellation of the bank code on the State Bank of Vietnam Public Service Portal in accordance with Appendix No. 02 attached to this Circular.[21]When receiving a request for cancellation of a bank code, the Information Technology Department shall review the application file, coordinate with relevant units of the State Bank of Vietnam or access the National Enterprise Registration Database System to verify and cross-check the application file. Within three working days from the date of receipt of a valid application file, the Information Technology Department shall cancel the bank code, send the result to the requesting unit, and electronically notify the cancellation of the bank code on the State Bank of Vietnam Public Service Portal in accordance with Appendix No. 06 attached to this Circular.[22] In case of refusal to cancel a bank code, the Information Technology Department shall notify the reasons for refusal to the requesting unit in the manner in which the application file was submitted.
7. For other organizations engaged in electronic reporting and data exchange activities related to the State Bank of Vietnam, when there is a need to cancel the bank code, the unit shall submit a request to cancel the bank code on the State Bank of Vietnam Public Service Portal in accordance with Appendix No. 02 issued together with this Circular.
8. Upon receiving the request to cancel the bank code, the Information Technology Department will conduct a file review, coordinate with relevant units of the State Bank of Vietnam or access the National Enterprise Registration Activity Database to perform verification and comparison of the file. Within three working days from the date of receipt of a valid request file, the Information Technology Department will proceed to cancel the bank code, send the result to the requesting unit, and issue an electronic notification regarding the cancellation of the bank code on the State Bank of Vietnam Public Service Portal in accordance with Appendix No. 06 issued together with this Circular;
In case of refusal to cancel the bank code, the Information Technology Department will notify the reasons for refusal to the requesting unit in the manner in which the request file was submitted.
Article 11. Procedures and formalities for adjusting bank information[23]
1. For units under the State Bank of Vietnam (except for State Bank branches in the Region[24]), when there is a change in bank information as stipulated in Clause 1 of Article 8 of this Circular, within 10 working days from the date of the change in bank information, the unit shall submit a written request to adjust bank information according to Appendix No. 03 issued together with this Circular to the Information Technology Department through the State Bank of Vietnam's Document Management and Operation System.
2. For credit institutions (excluding people's credit funds), foreign bank branches, when there is a change in bank information, including changes in information of affiliated units, wholly foreign-owned banks as stipulated in Clause 1 of Article 8 of this Circular, within 10 working days from the date of the change in bank information, credit institutions and foreign bank branches shall prepare requests to adjust bank information on the State Bank of Vietnam's Public Service Portal according to Appendix No. 03 issued together with this Circular.
3. For State Bank branches in the Region[25], people's credit funds, when there is a change in bank information as stipulated in Clause 1 of Article 8 of this Circular, within 10 working days from the date of the change in bank information, State Bank branches in the Region[26] shall prepare requests to adjust bank information on the State Bank of Vietnam's Public Service Portal for their own units or for people's credit funds in their areas according to Appendix No. 03 issued together with this Circular.
4. For National Treasury at central and local levels[27], when there is a change in bank information as stipulated in Clause 1 of Article 8 of this Circular, within 10 working days from the date of the change in bank information, the National Treasury[28] shall prepare requests to adjust bank information on the State Bank of Vietnam's Public Service Portal according to Appendix No. 03 issued together with this Circular.
5. For other organizations engaged in reporting and electronic data exchange related to the State Bank of Vietnam, when there is a change in bank information as stipulated in Clause 1 of Article 8 of this Circular, the organization shall prepare requests to adjust bank information on the State Bank of Vietnam's Public Service Portal according to Appendix No. 03 issued together with this Circular.
6. Upon receipt of requests to adjust bank information, the Information Technology Department shall examine the files, coordinate with relevant units of the State Bank of Vietnam (for requests to adjust bank information from units under the State Bank of Vietnam, credit institutions, foreign bank branches, and other organizations holding licenses issued by the State Bank of Vietnam) or access the national database on business registration (for requests to adjust bank information from other organizations) to verify the operational status and accuracy of the requested bank information. Within three working days from the date of receiving valid request files, the Information Technology Department shall adjust the bank information, send the results to the requesting unit, and issue an electronic notification about the adjustment of bank information on the State Bank of Vietnam's Public Service Portal according to Appendix No. 07 issued together with this Circular;
In case of refusal to adjust bank information, the Information Technology Department shall notify the reasons for refusal to the requesting unit via the method used for submitting requests to adjust bank information.
Article 11a. Submission and receipt of request documents in case the State Bank of Vietnam Public Service Portal encounters technical issues[29]
In the event that the State Bank of Vietnam Public Service Portal cannot operate due to technical issues, units shall submit the request documents stipulated in Articles 9, 10, and 11 of this Circular through postal services to the State Bank of Vietnam or directly submit them at the One-Stop Service Center of the State Bank of Vietnam. The process for receiving request documents shall be carried out in accordance with the One-Stop Service Regulations of the State Bank of Vietnam. The results of processing will be sent to the requesting unit and announced on the State Bank of Vietnam Public Service Portal.
Chapter IV
IMPLEMENTING PROVISIONS [30],[31]
Article 12. Responsibilities of Units
1. Department of Information Technology[32] are responsible for:
a) Receiving and processing procedures as specified in Articles 9, 10, and 11 of this Circular;
b) Managing, operating, and maintaining the operation of the banking code system;
c) Issuing and guiding the procedures for submitting applications for issuance, cancellation, and adjustment of banking information via the network;
d) Publicly announcing information about banking codes, banking information, email addresses of the Department of Information Technology, and procedures for submitting applications for issuance, cancellation, and adjustment of banking information via the network on the State Bank of Vietnam Public Service Portal.[33] g. Implement the dispatch of officials, civil servants, and employees of the State Bank and leadership positions of state-owned credit institutions and state-owned enterprises under the management of the Party Cadre Affairs Committee and the Governor to work or study abroad in accordance with the law; organize the management of passports for officials, civil servants, and employees of the State Bank in accordance with the law.
1a.[34] The Office of the State Bank of Vietnam is responsible for providing copies of licenses for establishment and operation of credit institutions, branches of foreign banks, and other organizations licensed by the State Bank of Vietnam; copies of approval documents from the State Bank of Vietnam upon request of the Department of Information Technology; and coordinating with the Department of Information Technology in verifying the accuracy of the requested information as prescribed in Clause 7, Article 9, Clause 8, Article 10, and Clause 6, Article 11 of this Circular.
1b.[35] State Bank of Vietnam Branch in Region[36] are responsible for:
a) Providing copies of approval documents from the State Bank of Vietnam upon request of the Department of Information Technology; and coordinating with the Department of Information Technology in verifying the accuracy of the requested information as prescribed in Clause 7, Article 9, Clause 8, Article 10, and Clause 6, Article 11 of this Circular.
b) Implementing applications for issuance, cancellation, and adjustment of banking information for people's credit funds as prescribed in this Circular.
2. Relevant units under the State Bank of Vietnam shall perform tasks as prescribed in this Circular.
Article 13. Transitional Provisions
Entities granted banking codes before the effective date of this Circular may continue to use their banking codes and banking information linked to the granted banking codes. The cancellation of banking codes and adjustment of banking information for entities granted banking codes before the effective date of this Circular shall be implemented in accordance with this Circular.
Article 14. Effective Date
1. This Circular takes effect from July 1, 2016.
2. This Circular replaces the following documents and regulations:
a) Decision No. 23/2007/QĐ-NHNN dated June 5, 2007, issued by the Governor of the State Bank of Vietnam, regulating the banking code system used in banking operations;
b) Decision No. 43/2007/QĐ-NHNN dated November 23, 2007, issued by the Governor of the State Bank of Vietnam, amending Article 2 of Decision No. 23/2007/QĐ-NHNN dated June 5, 2007, issued by the Governor of the State Bank of Vietnam, regulating the banking code system used in banking operations;
c) Decision No. 08/2008/QĐ-NHNN dated April 7, 2008, issued by the Governor of the State Bank of Vietnam, amending Article 1 of Decision No. 43/2007/QĐ-NHNN dated November 23, 2007, issued by the Governor of the State Bank of Vietnam, amending Article 2 of Decision No. 23/2007/QĐ-NHNN dated June 5, 2007, issued by the Governor of the State Bank of Vietnam, regulating the banking code system used in banking operations;
d) Article 7 of Circular No. 23/2011/TT-NHNN dated August 31, 2011, regarding the implementation of simplification of administrative procedures in payment activities and other fields according to the Government Resolution on simplifying administrative procedures within the scope of management functions of the State Bank of Vietnam.
Article 15. Implementation Organization
Director of the Office, Director of the Department of Information Technology, Heads of relevant units under the State Bank of Vietnam, Governors of State Bank of Vietnam Branches in Regions,[37]Directors of National Treasury,[38] and Chairmen of Management Boards (Boards of Members), General Directors (Directors) of credit institutions, branches of foreign banks, and other organizations engaged in reporting and exchanging electronic data related to the State Bank of Vietnam are responsible for organizing the implementation of this Circular./.

[1] Circular No. 18/2023/TT-NHNN dated December 28, 2023 amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities is based on the following grounds:

Pursuant to the Law on Credit Institutions dated June 16, 2010 and the Law Amending and Supplementing Certain Articles of the Law on Credit Institutions dated November 20, 2017;
Pursuant to Decree No. 102/2022/NĐ-CP dated December 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
At the proposal of the Director of the Department of Information Technology;
The Governor of the State Bank of Vietnam promulgates this Circular amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities (referred to as Circular No. 17/2015/TT-NHNN).
[2] Circular No. 11/2025/TT-NHNN dated June 26, 2025 amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities is based on the following grounds:

Pursuant to the Law on Credit Institutions dated January 18, 2024;
Pursuant to Decree No. 26/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
At the proposal of the Director of the Department of Information Technology;
The Governor of the State Bank of Vietnam promulgates this Circular amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities.
[3] This clause is amended according to the provisions of Clause 1, Article 1 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities, which takes effect from July 1, 2024.
[4] This clause is amended according to the provisions of Clause 2, Article 1 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities, which takes effect from July 1, 2024.
[5] The phrase "National Treasury at all levels" is replaced with the phrase "Central and local National Treasury" according to the provisions of Clause 1, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities, which takes effect from June 26, 2025.
[6] This clause is amended according to the provisions of Clause 3, Article 1 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities, which takes effect from July 1, 2024.
[7] This clause is amended according to the provisions of Clause 4, Article 1 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities, which takes effect from July 1, 2024.
[8] This clause is amended according to the provisions of Clause 1, Article 1 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities, which takes effect from June 26, 2025.

[11] This clause has been added pursuant to Clause 4, Article 1 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025.
[12] The term "Information Technology Department" is replaced with "Information Technology Bureau" pursuant to Point a, Clause 1, Article 2 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[13] The term "Electronic Information Portal" is replaced with "Public Service Portal" pursuant to Point b, Clause 1, Article 2 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[14] This provision has been amended pursuant to Clause 5, Article 1 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[15] The term "State Bank branch of the province or centrally governed city where the people's credit cooperative is located" is replaced with the term "State Bank branch in the Area where the people's credit cooperative's headquarters is located within the management area" pursuant to Clause 2, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025.
[16] The phrase "National Treasury at all levels" is replaced with the phrase "Central and local National Treasury" according to the provisions of Clause 1, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 of the Governor of the State Bank of Vietnam on the system of bank codes used in banking operations and activities, which takes effect from June 26, 2025.
[17] The term "Central Treasury" is replaced with the term "Treasury" pursuant to Clause 3, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025.
[18] This provision has been amended pursuant to Clause 6, Article 1 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[19] The term "Bank Inspection and Supervision Authority" is replaced with the term "Credit Institution Management and Supervision Bureau" pursuant to Clause 4, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025.
[20] The term "State Bank branch of the province or centrally governed city where the people's credit cooperative is located" is replaced with the term "State Bank branch in the Area where the people's credit cooperative's headquarters is located within the management area" pursuant to Clause 2, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025.

[23] This provision is amended pursuant to Clause 7, Article 1 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[24] The phrase "State Bank of Vietnam branch in provincial and centrally governed city" is replaced with the phrase "State Bank of Vietnam branch in Region" pursuant to Clause 5, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025.
[25] The phrase "State Bank of Vietnam branch in provincial and centrally governed city" is replaced with the phrase "State Bank of Vietnam branch in Region" pursuant to Clause 5, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025.

[28] The term "Central Treasury" is replaced with the term "Treasury" pursuant to Clause 3, Article 2 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015 issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025.
[29] This provision is added pursuant to Clause 8, Article 1 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[30] Articles 3 and 4 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024, are stipulated as follows:
Article 3. Responsibilities for Implementation
The Director of the Office, the Director of the Department of Information Technology, the Heads of units under the State Bank of Vietnam, the Treasury, credit institutions, and other organizations engaged in reporting and exchanging electronic data related to the State Bank of Vietnam are responsible for organizing the implementation of this Circular.
Article 4. Implementation provisions
1. This Circular takes effect from July 1, 2024.
2. Entities that were granted a banking code before the effective date of this Circular shall continue to use their banking code and information linked to the banking code already granted. The cancellation of a banking code and the adjustment of banking information for entities that were granted a banking code before the effective date of this Circular shall be carried out in accordance with the provisions of this Circular.
3. Credit institutions with 100% foreign capital that were established before the effective date of this Circular and have not yet been assigned a banking code must, within thirty days from the effective date of this Circular, complete the procedures for obtaining a banking code in accordance with Clause 3, Article 9 of this Circular./”
[31] Articles 3 and 4 of Circular No. 11/2025/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from June 26, 2025, are stipulated as follows:
Article 3. Responsibilities for Implementation
The Director of the Office, the Director of the Department of Information Technology, the Heads of units under the State Bank of Vietnam, the Treasury, credit institutions, foreign bank branches, and other organizations engaged in reporting and exchanging electronic data related to the State Bank of Vietnam are responsible for organizing the implementation of this Circular.
Article 4. Implementation provisions
This Circular takes effect from June 26, 2025./”

[39] This annex is replaced pursuant to Clause 2, Article 2 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[40] This annex is replaced pursuant to Clause 2, Article 2 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[41] This annex is replaced pursuant to Clause 2, Article 2 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[42] This annex is replaced pursuant to Clause 2, Article 2 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
[43] This annex is added pursuant to Clause 3, Article 2 of Circular No. 18/2023/TT-NHNN amending and supplementing certain provisions of Circular No. 17/2015/TT-NHNN dated October 21, 2015, issued by the Governor of the State Bank of Vietnam on the banking code system used in banking operations and activities, which shall take effect from July 1, 2024.
