CIRCULAR
Repeal consolidated legal documents issued by the Minister of Public Security regarding the list of state secrets classified as Confidential.

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;

Pursuant to the Law on Protecting State Secrets dated November 15, 2018;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE INTERNAL POLITICAL SECURITY BRIGADE;

The Minister of Public Security issues this Circular to repeal consolidated legal documents issued by the Minister of Public Security regarding the list of state secrets classified as Confidential.

This Circular takes effect from January 25, 2026.

3. Decision No. 917/2003/QĐ-BCA(A11) dated November 21, 2003 of the Minister of Public Security on the list of state secrets classified as Confidential of the Party Cadre Delegation Abroad.

4. Decision No. 918/2003/QĐ-BCA(A11) dated November 21, 2003 of the Minister of Public Security on the list of state secrets classified as Confidential of the Central External Relations Department.

Article 2. Implementation clause

1. This Circular takes effect from April 10, 2021.

2. Units under the Ministry of Public Security, provincial public security services directly under the central government, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
