CIRCULAR

Regulating the professional standards for primary school teachers and secondary vocational school teachers

BASED ON Decree No. 73/2025/QH15 on Teachers;

BASED ON Decree No. 124/2025/QH15 on Vocational Education;

BASED ON Decree No. 93/2026/NĐ-CP dated March 31, 2026 of the Government regulating certain provisions of the Teachers' Decree;

BASED ON Decree No. 37/2025/NĐ-CP dated February 26, 2025 of the Government on functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

ACCORDING TO the proposal by the Director of the Department of Teachers and Educational Administration;

THE MINISTER OF EDUCATION AND TRAINING ISSUES THIS CIRCULAR REGULATING THE PROFESSIONAL STANDARDS FOR PRIMARY SCHOOL TEACHERS AND SECONDARY VOCATIONAL SCHOOL TEACHERS.

CHAPTER I

GENERAL PROVISIONS

Article 1. Scope of application

This Circular regulates the professional standards for primary school teachers and secondary vocational school teachers, including: tasks and professional standards according to rank for primary school teachers and secondary vocational school teachers.

Article 2. Applicability

1. This Circular applies to primary school teachers and secondary vocational school teachers in colleges, secondary schools, vocational education centers, higher education institutions participating in public and private vocational education activities, enterprises, cooperatives implementing training programs for the primary level (hereinafter referred to as vocational education operation entities); relevant organizations and individuals.

2. This Circular does not apply to teachers teaching in educational institutions under the management authority of the Ministry of National Defense and the Ministry of Public Security.

Article 3. Tasks of a primary school teacher

1. For Rank III

a) Teaching at the primary level and other vocational training programs; evaluating students' learning outcomes, graduation examination results;

b) Participating in professional and business activities within the subject, department, or institution; applying research results of science, technology, and innovation into teaching;

c) Participating in curriculum, textbook, and teaching material preparation; participating in design, improvement, making educational tools, equipment for vocational education or designing, building specialized classrooms;

d) Studying, standardizing training, advanced training; updating practical skills, adopting new technologies; observing classes, exchanging teaching experiences;

d1) Guiding internships and combined work-internship; participating in examination preparation activities for students to participate in examinations, competitions, vocational skill contests at various levels;

e) Participating in management work, Party, mass organization work (if applicable) and practical career development activities serving the community;

g) Performing other tasks assigned by the head of the vocational education operation entity or a subordinate unit manager in accordance with professional competence standards, business requirements, and relevant laws.

2. For Rank II

a) Teaching at the primary level and other vocational training programs; evaluating students' learning outcomes, graduation examination results;

b) Leading or participating in professional and business activities within the subject, department, or institution; participating in research or applying research results of science, technology, and innovation into teaching;

c) Leading or participating in curriculum, textbook, and teaching material preparation; participating in design, improvement, making educational tools, equipment for vocational education or designing, building specialized classrooms;

d) Studying, standardizing training, advanced training; updating practical skills, adopting new technologies; observing classes, exchanging teaching experiences; providing training to the teacher team according to professional and business development requirements of the subject, department, or institution;

d1) Guiding internships and combined work-internship; leading or participating in examination preparation activities for students to participate in examinations, competitions, vocational skill contests at various levels;

e) Participating in management work, Party, mass organization work (if applicable) and practical career development activities serving the community;

g) Performing other tasks assigned by the head of the vocational education operation entity or a subordinate unit manager in accordance with professional competence standards, business requirements, and relevant laws.

3. For Rank I

a) Teaching at the primary level and other vocational training programs; evaluating students' learning outcomes, graduation examination results;

b) Leading professional and business activities within the subject, department, or institution; leading or participating in research or applying research results of science, technology, and innovation into teaching;

c) Leading curriculum, textbook, and teaching material preparation; leading design, improvement, making educational tools, equipment for vocational education or designing, building specialized classrooms;

d) Studying, standardizing training, advanced training; updating practical skills, adopting new technologies; observing classes, exchanging teaching experiences; providing training to the teacher team according to professional and business development requirements of the subject, department, or institution;

d1) Guiding internships and combined work-internship; leading examination preparation activities for students to participate in examinations, competitions, vocational skill contests at various levels;

e) Participating in management work, Party, mass organization work (if applicable) and practical career development activities serving the community;

g) Performing other tasks assigned by the head of the vocational education operation entity or a subordinate unit manager in accordance with professional competence standards, business requirements, and relevant laws.

Article 4. Duties of Secondary Vocational Education Teachers

1. For Grade III

a) Teach theory or both theory and practice at the secondary vocational education level; teach primary level and other vocational training programs; evaluate students' learning outcomes, graduation examination results;

b) Participate in professional activities within the subject, department, institution; participate in research or applying the results of scientific research, technology, and innovation into teaching;

c) Participate in curriculum, textbook, and teaching material preparation; participate in designing, improving, making educational tools, equipment for vocational education or designing, constructing specialized classrooms;

d) Study, standardize training, advanced training; update practical skills, adopt new technologies; observe classes, exchange teaching experience;

e) Participate in class management work, learning guidance; guide internships, combined internship and production labor; participate in preparing students for examinations, competitions, vocational skill contests at various levels;

f) Participate in management work, party, mass organization (if applicable), practical development activities and community service;

2. For Grade II

a) Teach theory or both theory and practice at the secondary vocational education level; teach primary level and other vocational training programs; evaluate students' learning outcomes, graduation examination results;

b) Lead or participate in organizing professional activities within the subject, department, institution; participate in conducting research, technology, and innovation activities at the institutional level or above, applying research results into teaching and practical work; participate in organizing scientific consultation, technology transfer, guiding students' research tasks;

c) Lead or participate in preparing or reviewing curricula, textbooks, teaching materials; participate in designing, improving, manufacturing educational tools, equipment for vocational education or designing, constructing, and managing specialized classrooms;

d) Study, standardize training, advanced training; update practical skills, adopt new technologies; observe classes, exchange teaching experience; participate in teacher team building according to the requirements of professional development at the subject, department, institution level;

e) Lead or participate in class management work, learning guidance, guiding internships, combined internship and production labor; lead or participate in preparing students for examinations, competitions, vocational skill contests at various levels;

f) Lead or participate in management work, party, mass organization (if applicable), practical development activities and community service;

3. For Grade I

a) Teach theory or both theory and practice at the secondary vocational education level; teach primary level and other vocational training programs; evaluate students' learning outcomes, graduation examination results;

b) Lead professional activities within the subject, department, institution; lead or participate in conducting research, technology, and innovation activities at the institutional level or above, applying research results into teaching and practical work; lead or participate in organizing scientific consultation, technology transfer, guiding students' research tasks;

c) Lead or participate in preparing or reviewing curricula, textbooks, teaching materials; lead designing, improving, manufacturing educational tools, equipment for vocational education or designing, constructing, and managing specialized classrooms;

d) Study, standardize training, advanced training; update practical skills, adopt new technologies; observe classes, exchange teaching experience; lead teacher team building according to the requirements of professional development at the subject, department, institution level;

e) Lead or participate in class management work, learning guidance, guiding internships, combined internship and production labor; lead preparing students for examinations, competitions, vocational skill contests at various levels;

f) Lead or participate in management work, party, mass organization (if applicable), practical development activities and community service;

g) Perform other duties assigned by the head of the vocational education institution or the head of a unit with delegated management authority in accordance with professional competence standards, business requirements, and relevant legal provisions.

e) Shall be in charge of or participate in the management work, Party work, mass organization work (if any), practical career development activities and community service;

g) Shall perform other tasks assigned by the head of the vocational education institution or the head of the unit to which delegated management responsibilities, in accordance with the professional and technical capability standards and relevant legal provisions.

Article 5. Bachelor's Degree or Equivalent Degree for Some Higher Education Training Programs to Teach Intermediate Level Practical Skills

A bachelor's degree or equivalent degree for some higher education training programs that meet the standards for teaching intermediate level practical skills is one of the degrees suitable for the subject and profession as follows:

1. Bachelor's degree or above for the following fields of study: Health; Arts (excluding: Art Theory, History, and Criticism; Stage Theory, History, and Criticism; Film, Television Theory, History, and Criticism; Dance Theory, History, and Criticism); Teacher Training (including: English Education, Russian Education, French Education, Chinese Education, German Education, Japanese Education, Korean Education; Computer Education; Political Education, Legal Education, Physical Education; Sports Training, National Defense - Security Education); Vietnamese Language, Literature, and Culture; Foreign Language, Literature, and Culture; Accounting - Auditing; Law; Biology; Applied Biology; Computer Science; Information Technology; Tourism; Hotel, Restaurant Management; Physical Education (excluding: Sports Management).

2. Engineer's degree, Architect's degree, First Level Specialization Degree or above, Intern Doctorate Degree, Specialist Doctorate Degree, Medical Doctor Degree, Dental Surgeon Degree, Traditional Chinese Medicine Doctor Degree, Veterinary Doctor Degree, Pharmacist Degree.

Article 6. Moral Standards for Primary School Teachers and Intermediate School Teachers

1. Maintain the qualities, reputation, and honor of teachers; exhibit a spirit of unity, respect, and cooperation with colleagues; show kindness, tolerance, magnanimity, respect, and fair treatment to students; protect the lawful and legitimate rights and interests of students, colleagues, and the community; practice thriftiness, anti-corruption, and waste prevention.

2. Be passionate about teaching, dedicated to work; be fair in teaching and education, evaluate students' actual abilities accurately, oppose performanceism.

3. Adhere to academic ethics regulations and ensure scientific integrity, act honestly and transparently in teaching, scientific research, publishing research results, and other professional activities.

4. Comply with the code of conduct for teachers and follow the rules and regulations of vocational education institutions and other occupational ethics standards as stipulated by law.

Chapter II

PROFESSIONAL STANDARDS FOR PRIMARY SCHOOL TEACHERS

Article 7. Moral Standards

Primary school teachers at level III, level II, and level I must meet the moral standards specified in Article 6 of this Circular.

Article 8. Qualification Standards for Training and Refresher Courses 1. For level III: possess a secondary education diploma or above or have practical skills to teach primary level suitable for the subject and profession being taught. The evaluation and recognition of practical skills are conducted in accordance with the regulations of the Minister of Education and Training.

2. For level II: hold a bachelor's degree or equivalent degree suitable for the subject and profession being taught.

3. For level I: possess a master's degree or above suitable for the subject and profession being taught, or meet both the requirements specified in paragraph 1 and paragraph 2 of this Article.

4. Primary school teachers at levels III, II, and I must have pedagogical competence to teach primary level (for non-teacher training graduates); hold a certificate for refresher course on professional standards for primary school teachers. The evaluation and recognition of pedagogical competence are conducted in accordance with the regulations of the Minister of Education and Training.

4. Primary level III, II, and I teachers must possess pedagogical capacity for teaching primary level (for teachers who have not graduated from teacher training programs); hold a vocational teacher qualification certificate. The evaluation and recognition of pedagogical capacity shall be conducted in accordance with the regulations of the Minister of Education and Training.

Article 9. Standards for Professional and Vocational Competence

1. For Level III

a) Master the basic knowledge of the module or subject assigned to teach; have knowledge about related modules or subjects in the profession assigned to teach; possess an understanding of professional practice;

b) Proficiently perform vocational skills specified in the curriculum, module, or subject assigned to teach; guide students to correctly follow technical procedures, ensure workplace safety and achieve skill development objectives as per the training program;

c) Master the training objectives, content, occupational safety and health techniques, and training plan of the profession assigned to teach, organize training based on these plans;

d) Possess the ability to develop evaluation criteria, tools, and methods suitable for the content and characteristics of the profession and students; have the capability to accurately evaluate student abilities;

d) Master occupational safety and health techniques of the profession assigned to teach; effectively and safely use teaching aids and equipment;

e) Have a basic understanding of scientific research methods, apply results from scientific research, technology, and innovation in teaching and assigned tasks;

g) Apply information technology and use foreign languages in performing Level III duties for the position of primary vocational teacher.

2. For Level II

a) Master knowledge of the profession assigned to teach; have knowledge about related professions; possess an understanding of professional practice, scientific and technological advancements in the profession assigned to teach; able to apply knowledge and technical progress in teaching, develop, update training content;

b) Proficiently perform vocational skills of the profession assigned to teach; guide students to correctly follow technical procedures, ensure workplace safety and achieve skill development objectives as per the training program;

c) Master the training objectives, content, occupational safety and health techniques, and training plan of the profession assigned to teach, organize training based on these plans; able to apply knowledge, vocational skills, and pedagogical methods in teaching, ensuring a smooth integration between theory and practice; able to organize and adjust teaching methods suitable for student groups and practical conditions;

d) Possess the ability to develop evaluation criteria, tools, and methods suitable for the content and characteristics of the profession and students to accurately evaluate student abilities; have the capability to synthesize and analyze to adjust evaluation criteria based on feedback and assessment results;

d) Master occupational safety and health techniques of the profession assigned to teach; effectively and safely use teaching aids and equipment; possess the ability to participate in designing, improving, or manufacturing teaching aids and equipment, or design, construct, and manage specialized training rooms;

e) Master methods and procedures, and participate in implementing scientific, technological, and innovation activities or apply results from scientific research, technology, and innovation in teaching and assigned tasks;

g) Apply information technology and use foreign languages in performing Level II duties for the position of primary vocational teacher;

h) Participate in compiling one (1) textbook or monograph or training program relevant to the profession or trade assigned to teach, which has been approved by a scientific and educational committee (established by the head of the institution or competent authority), used in training from basic level upwards; or participate in implementing one (1) scientific, technological, or innovation activity at the institutional level or higher with satisfactory results;

i) Achieve third place or better in a vocational teacher competition at the institution level or a vocational teacher skills competition at the institution level or an outstanding professional teacher competition at the secondary specialized school level at the institution level; participate in designing and manufacturing at least one (1) teaching aid that achieves third place or better in a self-made equipment competition for vocational training or a self-made training equipment competition (collectively referred to as the self-made equipment competition) at the institution level, or achieve third place or better in other competitions, examinations, or contests related to skills, science and technology, culture, arts, physical education, sports at the provincial, departmental, or sectoral levels; or train at least one (1) student, group of students that achieves third place or better in a competition, examination, or contest at the provincial, departmental, or sectoral level or equivalent;

In the event that a teacher does not meet one (1) of the two (2) standards specified in point h and point i of this clause, the remaining standard must be met twice as many times.

3. For Level I

a) Master specialized knowledge about the profession or trade assigned to teach; have knowledge about related professions or trades; master professional practice, scientific and technological advancements in the profession or trade assigned to teach; able to apply specialized knowledge and technical progress in teaching, developing, updating training programs, textbooks, reference materials for teaching.

熟练掌握所分配教学的职业技能;指导学生正确执行技术流程,确保劳动安全,并实现培训计划中的职业技能发展目标;能够根据生产和服务的实际制定或更新实践程序;

深入理解教育业务知识、培训目标、内容以及该职业的安全和劳动卫生技术,并结合机构的培训计划组织培训;能够熟练运用专业和教学技能设计、组织并实施教学活动,确保理论与实践内容无缝衔接,保障学生正确执行技术流程、劳动安全及全面的知识和职业技能发展;具备根据学生群体特点和实际情况调整教学活动的能力;

能够主导或验证适用于所分配职业培训计划内容和学员的评估标准和工具,准确评估学生的能 力;能够综合分析反馈信息,基于学生评价结果调整评估标准和工具;

熟练掌握该职业的安全和劳动卫生技术;有效且安全地使用教学设备和教具;具备主导设计、改进或制造教学设备及教具的能力,或者设计、建设和管理专业教室;

掌握科学研究方法和流程,能够主导或参与科学、技术和创新活动;将研究、科技和技术创新成果应用于实际;

能够应用信息技术并使用外语完成初级教师岗位第一等级的相关任务;

作为主要作者编写或参编一本培训教材或专著,或者两本适合所分配职业的培训课程,并由学术委员会(由机构负责人或有权部门成立)评审通过并在初级及以上级别教学中使用;或者主导实施一项校级及以上水平的科学研究、技术创新活动并获得验收且结果达到要求;或者作为主要作者在国际标准期刊号ISSN上发表两篇与所教授职业相关的学术论文;

在省级或部级教学比赛中获得三等奖及以上,或设计制造至少一件在省级自制设备竞赛中获奖的教学用品(获得三等奖及以上),或参加省级、部级、行业级别的其他比赛并获奖,或者培养至少两名在省级或部级教学比赛中获得三等奖及以上的教师,或者培养至少两组学生或团队在省级、部级、行业级别或其他比赛中获得三等奖及以上;

如果教师未能达到本款中的第h点和i点中的一项,则另一项必须达到两倍的数量。

Chapter III

PROFESSIONAL STANDARDS FOR VET TEACHERS

Article 10. Moral Standards

Intermediate-level, secondary-level, and primary-level vocational teachers must meet the moral standards specified in Clause 6 of this Circular.

Article 11. Qualifications for Education and Training, Refresher Courses

1. For Level III

a) Theoretical instructors must have a bachelor's degree or equivalent qualification relevant to the subject taught, except as provided in point c of this clause;

b) Practical instructors must have an associate degree or qualifications specified in Clause 5 of this Circular or practical skills at the intermediate level relevant to the subject taught, except as provided in point c of this clause. The evaluation and recognition of practical skills are conducted in accordance with the provisions of the Minister of Education and Training;

c) Teachers teaching minority languages in vocational training programs must meet the standards for training specified in Paragraph 4 of Article 20 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, issued by the Government on detailed implementation and guidance for certain provisions of the Law on Teachers.

2. For Level II

a) Theoretical instructors must have a master's degree or higher relevant to the subject taught;

b) Instructors who teach both theory and practice must meet simultaneously the requirements specified in points a and b of this paragraph.

3. For Level I

a) Theoretical instructors must have a doctorate relevant to the subject taught;

b) Instructors who teach both theory and practice must meet simultaneously the requirements specified in point a of Paragraph 2 and points b of this paragraph.

4. Intermediate-level, secondary-level, and primary-level vocational teachers must possess pedagogical competence for intermediate-level education (for instructors not graduating from teacher training programs); hold a certificate of professional qualification for intermediate-level vocational teachers. The evaluation and recognition of pedagogical competence are conducted in accordance with the provisions of the Minister of Education and Training.

Article 12. Professional Competence Standards

1. For Level III

a) Proficient in basic knowledge of the profession assigned to teach; possess knowledge about related industries or professions; have an understanding of practical production and service operations relevant to the subject taught;

b) Skilled in performing professional skills of the subject taught, able to guide students to follow correct technical procedures, ensure workplace safety, and meet the requirements for knowledge and skill levels specified in the training program (for instructors teaching practice);

c) Proficient in the objectives, content, and output standards of the training program, occupational safety and health techniques, and training plans at the institution to organize training;

d) Capable of developing criteria, tools, and methods for evaluating learning abilities that are appropriate to the content and characteristics of the profession and students; able to accurately evaluate the capabilities of students;

d) Proficient in occupational safety and health techniques relevant to the subject taught; effectively and safely use teaching aids and equipment; know how to apply, improve, and manage teaching aids and equipment;

e) Have a basic understanding of scientific research methods, participate in or apply results from scientific research, technology, and innovation activities into teaching and assigned tasks;

g) Apply information technology and use foreign languages in performing duties for Level III vocational teacher positions.

2. For Level II

a) Possess deep knowledge of the profession assigned to teach; possess knowledge about related industries or professions; have an understanding of professional practices, scientific and technological advancements relevant to the subject taught; capable of applying specialized knowledge and technical progress into teaching, curriculum development, and updating;

b) Skilled in performing professional skills of the subject taught, able to guide students to follow correct technical procedures, ensure workplace safety, and meet the requirements for knowledge and skill levels specified in the training program (for instructors who teach both theory and practice);

c) Proficient in the objectives, content, and output standards of the training program, occupational safety and health techniques relevant to the subject taught, institutional training plans to organize training; capable of applying knowledge, skills, and pedagogical methods to organize and implement theoretical or practical teaching, ensuring a seamless integration between theory and practice; capable of organizing and adjusting teaching methods suitable for student demographics and real-world conditions;

d) Capable of developing criteria, tools, and methods for evaluating learning abilities that are appropriate to the content and characteristics of the profession and students to accurately evaluate student capabilities; capable of synthesizing and analyzing feedback to adjust evaluation criteria based on assessment results; capable of developing, auditing, and guiding the use of evaluation criteria, tools, and methods at institutional levels or higher;

d) Proficient in occupational safety and health techniques relevant to the subject taught; effectively and safely use teaching aids and equipment; have the capability to lead or participate in designing, improving, manufacturing teaching aids and equipment, establishing and managing specialized classrooms;

e) Proficient in research methods, processes, and capable of participating in or implementing scientific research, technology, and innovation activities; applying or transferring results from such activities into teaching and assigned tasks;

g) Apply information technology and use foreign languages in performing duties for Level II vocational teacher positions;

h) Lead or participate in the development of one (1) textbook or monograph or two (2) training programs relevant to the subject taught, which have been approved by a scientific and educational committee (established by the head of the institution or competent authority) and are used for intermediate-level education and above.

i) Participate in the implementation of at least one (1) scientific, technological, and innovation activity at or above the grassroots level that has been appraised with results meeting the requirements or be the primary author of one (1) scientific article relevant to the teaching discipline published in a scientific journal with an international standard serial number ISSN;

k) Achieve third place or higher in a provincial, departmental, or institution-level teaching competition; or design and manufacture at least one (1) teaching aid achieving third place or higher in a provincial self-made equipment competition or achieve third place or higher in other provincial, departmental, or sectoral competitions or contests; or have trained at least one (1) teacher, group of teachers achieving third place or higher in the provincial, departmental, or sectoral teaching competition; or have trained at least one (1) student, group of students achieving third place or higher in other provincial, departmental, or sectoral competitions or contests or equivalent;

In the event that a teacher does not meet any one of the three standards specified in point h, i, and k of this paragraph, then each of the remaining two standards must be met twice as many times.

3. For Level I

a) Possess deep knowledge in the discipline or profession assigned for teaching; have knowledge in related disciplines or professions; possess practical experience in the profession, scientific and technological advancements, and new technologies in the assigned discipline or profession; be able to apply deep knowledge and technical progress proficiently into teaching, curriculum development, updating, or validation, as well as prepare teaching materials and conduct professional training for teachers within the institution;

b) Proficiently perform vocational skills of the discipline or profession assigned for teaching, guide students in performing correct technical procedures, ensure workplace safety, and achieve skill development goals according to the training program (for teachers who teach both theory and practice); be able to develop or update practical procedures based on actual production and service practices; possess the ability to enhance vocational skills among the faculty team or provide guidance, connect with businesses, and guide students in career orientation;

c) Possess knowledge of pedagogical business, training program objectives, content, safety and hygiene techniques, as well as the institution's training plan to organize training; be able to apply deep knowledge, vocational skills, and teaching methods proficiently to design, organize, and implement teaching activities, ensuring a seamless integration between theory and practice; possess the ability to adjust teaching methods according to student demographics and practical conditions;

d) Be capable of leading the development of criteria and evaluation tools for learning abilities that are appropriate to the content, characteristics of the discipline or profession, and students to accurately assess students' capabilities; be able to synthesize and analyze feedback and evaluation results to adjust the criteria and evaluation tools; possess the ability to develop and validate evaluation criteria at or above the institution level;

d) Possess safety and hygiene techniques for the assigned profession; effectively and safely use teaching aids and equipment; have the capability to design, improve, manufacture teaching aids, establish, and manage specialized classrooms;

e) Possess research methods and procedures and be capable of leading or guiding scientific, technological, and innovation activities; apply or transfer results from such research activities;

g) Apply information technology and use foreign languages in performing tasks for Level I of the vocational teacher position;

h) Be the chief editor of one (1) textbook or monograph or two (2) training programs relevant to the assigned discipline or profession that have been appraised by a scientific and training committee (established by the head of the institution or competent authority) and used in training at or above the secondary level;

i) Lead the implementation of two (2) grassroots-level or one (1) higher-level scientific, technological, and innovation activities that have been appraised with results meeting the requirements or be the primary author of two (2) scientific articles relevant to the teaching discipline published in a scientific journal with an international standard serial number ISSN;

k) Achieve third place or higher in the national vocational teacher teaching competition or the national vocational skills teacher teaching competition or the national secondary professional teacher teaching excellence competition (collectively referred to as the national teaching competition); or design and manufacture at least one (1) teaching aid achieving third place or higher in a national self-made equipment competition or achieve third place or higher in other national, departmental, or sectoral competitions or contests; or have trained at least one (1) teacher achieving third place or higher in the national teaching competition; or have trained at least one (1) student, group of students achieving third place or higher in other national, departmental, or sectoral competitions or contests or equivalent;

In the event that a teacher does not meet any one of the three standards specified in point h, i, and k of this paragraph, then each of the remaining two standards must be met twice as many times.

Chapter IV

ORGANIZATION OF IMPLEMENTATION

Article 13. Transitional Provisions

1. A vocational education staff member qualification enhancement certificate issued in accordance with the standards for professional position qualifications of vocational education teachers or a vocational education staff member qualification enhancement certificate issued according to the standards for professional position qualifications of vocational education teachers as provided by law prior to December 31, 2026 shall be deemed equivalent to a vocational teacher primary level or secondary level qualification enhancement certificate prescribed in this Circular.

2. Vocational teachers employed, received, or transferred to positions as primary level or secondary level teachers at vocational education institutions before the entry into force of this Circular are not required to meet the requirement of having a vocational teacher primary level or secondary level qualification enhancement certificate corresponding to their position as provided in this Circular.

3. Persons recruited, received, or transferred to positions as primary level or secondary level teachers from the date this Circular enters into force:

a) Those who already have a qualification enhancement certificate prescribed in paragraph 1 of this Article shall be deemed to meet the requirement of having a vocational teacher primary level or secondary level qualification enhancement certificate corresponding to their position;

b) Those who do not yet have a qualification enhancement certificate prescribed in paragraph 1 of this Article must complete the requirements for obtaining a vocational teacher primary level or secondary level qualification enhancement certificate within twelve months from the date when the program for obtaining a vocational teacher primary level or secondary level qualification enhancement certificate enters into force;

c) After twelve months from the date when the program for obtaining a vocational teacher primary level or secondary level qualification enhancement certificate enters into force, they must fully meet the requirements of having a vocational teacher primary level or secondary level qualification enhancement certificate as prescribed.

4. Cases falling within the scope of recruitment, reception, and promotion to teaching professional positions in vocational education according to the plan approved by competent authorities before June 30, 2026 shall be implemented in accordance with paragraph 1 of Article 25 of Decree No. 93/2026/NĐ-CP dated March 31, 2026 of the Government on detailed provisions and guidelines for implementing certain articles of the Law on Teachers.

5. Academic credentials, certificates, or endorsements that are consistent with the subject matter taught shall be recognized as meeting the practical skill standards required to teach at the secondary level as prescribed in this Circular, including:

a) National Master Artist, National Artist, National Doctor of Medicine, and National Teacher titles or higher;

b) Nationally-recognized vocational skills certificate level 2 or above; Outstanding vocational skills certificate from national, regional, or international vocational skills competitions; Level 4/7 or 3/6 or higher craftmaster certification;

c) College of Vocational Education diploma; secondary school diploma for circus and stagecraft-related fields; Seafarer's professional competence certificate in accordance with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW); High-level vocational skills practice certificate; vocational practice qualification or license as prescribed by law;

d) Nationally-recognized vocational skills certificate level 4 of the Federal Republic of Germany (Niveau 4 DQR); Advanced Diploma or Diploma in Vocational Skills at the college and advanced levels from Australia; Level 3 nationally-recognized vocational skills certificate (as prescribed in the National Occupational Skill Standard) of Malaysia or higher;

e) National, regional, or international award certification or certification for training students to win national, regional, or international awards in vocational education.

6. Academic credentials, certificates, or endorsements that are consistent with the subject matter taught shall be recognized as meeting the practical skill standards required to teach at the primary level as prescribed in this Circular, including:

a) Provincial or municipal-level master craftsman certificate; Nationally-recognized vocational skills certificate level 1 or above; Level 3/7 or 2/6 or higher craftmaster certification;

b) Academic credentials, certificates, or endorsements as provided in paragraph 5 of this Article.

7. Certificates recognized as meeting the pedagogical competence standards for teaching at the secondary level as prescribed in this Circular include:

a) Pedagogical qualification certificate for teaching at the college and secondary levels; Vocational education teacher qualification certificate for teaching at the secondary vocational and college levels; Pedagogical qualification certificate; Pedagogical qualification certificate for teaching at the college and secondary levels; Qualification enhancement certificate for university and college lecturers; Qualification enhancement certificate for lecturers in higher education institutions;

b) Pedagogical qualification certificate for teaching at the secondary level; Level 2 pedagogical qualification certificate; Pedagogical qualification certificate for vocational teachers of professional secondary level.

8. Certificates recognized as meeting the pedagogical competence standards for teaching at the primary level as prescribed in this Circular include:

a) Primary level pedagogical qualification certificate; Vocational education teacher qualification certificate for teaching at the primary level; Level 1 pedagogical qualification certificate;

b) Certificates as provided in paragraph 7 of this Article.

a) Vocational education teaching qualification certificate; Vocational teacher qualification certificate for teaching primary level vocational subjects; Level 1 pedagogy enhancement certificate;

b) Certificate as provided for in Clause 7 of this Article.

Article 14. Implementation Responsibilities

1. The Department of Teachers and Educational Administration shall take the lead, coordinate with relevant units to assist the Minister of Education and Training in directing, guiding, inspecting the implementation of the provisions of this Circular; develop training, capacity building, and development plans for primary and secondary level teachers in vocational education institutions to meet professional standards.

2. Ministries, sectors, political-social organizations, people's committees of provinces and municipalities directly under the Central Government shall be responsible for:

a) Coordinating guidance, direction, and inspection of the implementation of the provisions of this Circular by vocational education institutions under their management authority;

b) Directing the development and approval of training plans to standardize and enhance the quality of primary and secondary level teachers in vocational education institutions under their management authority.

3. The head of a vocational education institution or the head of a unit subordinate to such an institution, based on the professional standards for primary and secondary level teachers:

a) Assigning, distributing tasks, and evaluating the completion of tasks according to the corresponding teaching position with respect to primary and secondary level teacher positions;

b) Developing and implementing training, capacity building, and development plans for primary and secondary level teachers; advising higher-level management agencies and local authorities on managing, enhancing the quality of professional ethics, specialized knowledge, and vocational skills of primary and secondary level teachers;

c) Determining the suitability of practical work capabilities and trained professional levels of primary and secondary level teachers with respect to the subjects they are assigned to teach.

Article 15. Implementation

1. This Circular shall come into force on April 9, 2026.

2. The following provisions under Circular No. 07/2023/TT-BLĐTBXH dated August 28, 2023 by the Minister of Labour, War Invalids and Social Affairs, which stipulate professional standards for ethics, training certificates according to professional position standards, and professional position standards for vocational teachers (amended and supplemented by Circular No. 10/2024/TT-BLĐTBXH dated October 25, 2024 by the Minister of Labour, War Invalids and Social Affairs amending and supplementing certain provisions of Circular No. 07/2023/TT-BLĐTBXH dated August 28, 2023 by the Minister of Labour, War Invalids and Social Affairs stipulating professional standards for ethics, training certificates according to professional position standards, and professional position standards for vocational teachers) are hereby repealed:

a) Provisions on ethical standards, training certificates based on professional position standards, and professional position standards for vocational teachers as specified in Articles 3, 4, 9, 10, 11, 12, and 13 of Circular No. 07/2023/TT-BLĐTBXH dated August 28, 2023 by the Minister of Labour, War Invalids and Social Affairs stipulating professional standards for ethics, training certificates according to professional position standards, and professional position standards for vocational teachers (amended and supplemented at Circular No. 10/2024/TT-BLĐTBXH dated October 25, 2024 by the Minister of Labour, War Invalids and Social Affairs amending and supplementing certain provisions of Circular No. 07/2023/TT-BLĐTBXH dated August 28, 2023 by the Minister of Labour, War Invalids and Social Affairs stipulating professional standards for ethics, training certificates according to professional position standards, and professional position standards for vocational teachers);

b) Provisions on professional knowledge and skills standards for teachers teaching at primary level and secondary level as specified in Articles 10, 11, 12, 13, 14, 15, 16, 17, 18, and 19 of Circular No. 05/2024/TT-BLĐTBXH dated May 10, 2024 by the Minister of Labour, War Invalids and Social Affairs stipulating professional knowledge and skills standards for vocational teachers.

3. The Minister of Education and Training, heads of agencies at ministerial level, heads of agencies under government bodies, chairpersons of people's committees of provinces and municipalities directly under the Central Government; vocational education institutions, and relevant organizations and individuals are responsible for implementing this Circular.

4. In case any referenced documents in this Circular are amended, supplemented, or replaced, implementation shall be carried out according to the new documents.

5. Should any difficulties arise during implementation, please report to the Ministry of Education and Training for guidance or consideration and resolution./.
