This Circular amends and supplements certain contents in the Early Childhood Education Program issued together with Circular No. 32/2014/TT-BGDĐT dated November 26, 2014, of the Minister of Education and Training. Specifically, this Circular adjusts the time for activities in the kindergarten and preschool education program, educational content by age, child assessment methods, as well as guidance on implementing the program. This Circular takes effect from February 15, 2017.

On the basis of The Education Law on June 14, 2005; the Law amending and supplementing certain articles of the Education Law on November 25, 2009;
Pursuant to Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Based on the Minutes of the Review Meeting on December 2, 2016 of the National Council for Reviewing Certain Contents Amending and Supplementing the Early Childhood Education Program issued together with Circular No. 17/2009/TT-BGDĐT dated July 25, 2009 of the Minister of Education and Training;
Based on the proposal of the Director of the Department of Preschool Education;
The Minister of Education and Training issues this Circular amending and supplementing certain contents of the Early Childhood Education Program issued together with Circular No. 17/2009/TT-BGDĐT dated July 25, 2009 of the Minister of Education and Training.
Article 1. Amending and supplementing certain contents of the Early Childhood Education Program issued together with Circular No. 17/2009/TT-BGDĐT dated July 25, 2009 of the Minister of Education and Training as follows:
1. Amending and supplementing certain contents of Part Two, the Kindergarten Education Program as follows:
a) Amending and supplementing item IV sub-section A as follows:
“- Enjoy listening to songs, singing along with music, and moving to music; enjoy drawing, tearing and pasting, arranging shapes; enjoy listening to poetry readings and story-telling...”;
b) Amending and supplementing clause 1, clause 2, and clause 3 of item II sub-section B as follows:
“1. Children aged 3 - 12 months
Children aged 3 - 6 months
- Breastfeeding.
- Sleep: 3 times.

- Number of meals at early childhood education facilities: Two main meals and one snack.
+ Energy distribution for meals: Lunch provides 30% to 35% of daily energy. Afternoon meal provides 25% to 30% of daily energy. Snack provides about 5% to 10% of daily energy.
+ The recommended ratio of nutrients providing energy is as follows:
Protein provides approximately 13% - 20% of energy intake.
Fat provides approximately 30% - 40% of energy intake.
Carbohydrates provide approximately 47% - 50% of energy intake.
- Water intake: About 0.8 liters – 1.6 liters per child per day (including water in food).
- Establishing daily menus, weekly menus, seasonal menus.”;
d) Adding a fourth bullet point to the 12 - 24 month column and a fifth bullet point to the 24 - 36 month column under the content “1. Developing and coordinating the senses: Visual, auditory, tactile, olfactory, gustatory” in the Age-appropriate Educational Content table at point b clause 2 item II sub-section C as follows:
“12 - 24 months
- Smelling the scent of familiar flowers and fruits.
- Tasting the flavor of some fruits and foods.”
“24 - 36 months
- Tasting the flavor of various foods and fruits (sweet - salty - sour).”;
e) Amending and supplementing the second bullet point at point c clause 4 item II sub-section C and the second bullet point under the content “3. Developing aesthetic emotions” in the Age-appropriate Educational Content table at point c clause 4 item II sub-section C as follows:
“- Drawing, modeling, tearing and pasting, arranging shapes, watching pictures.”;
e) Adding the word “modeling” after the phrase “coloring” at the third bullet point in the 24 -36 month column under the content “3. Developing aesthetic emotions” in the Age-appropriate Educational Content table at point c clause 4 item II sub-section C as follows:
“- Drawing different lines, coloring, modeling, tearing, crumpling, arranging shapes.”;
f) Adding the phrase “open-ended” after the phrase “flexible” at the fourth point of clause 1 item a of sub-section IV sub-section E as follows:
“- Activity areas are arranged appropriately, flexibly and open-endedly, creating easy conditions for children to choose and use objects and toys, participate in play corners, while also facilitating teachers' observations.”;
g) Amending and supplementing section G as follows:
“G. EVALUATION OF CHILD DEVELOPMENT
Evaluating child development is a systematic process of collecting information about children, analyzing, and comparing it with the goals of the Early Childhood Education Program, assessing the development of children to adjust care and education plans appropriately.
I - DAILY EVALUATION
1. Purpose of evaluation
Evaluation aims to promptly adjust daily care and education plans for children.
2. Content of evaluation
- The health status of the child.
- The emotional state, attitude, and behavior of the child.
- The knowledge and skills of the child.
3. Methods of evaluation
Use one or combine several of the following methods to evaluate the child:
- Observation.
- Conversing and communicating with the child.
- Analyzing the products of the child's activities.
- Exchanging information with parents/caregivers of the child.
Every day, teachers monitor and record significant changes in the child and matters requiring attention to promptly adjust the care and education plan.
II - EVALUATION OF CHILDREN BY STAGE
1. Purpose of evaluation
Determine the level of achievement of the child in various developmental areas at each stage, based on which to adjust the care and education plan for the next stage.
2. Content of evaluation
Evaluate the degree of development of the child by stage regarding physical, cognitive, language, emotional, social skill, and aesthetic aspects.
3. Methods of evaluation
Use one or combine several of the following methods to evaluate the child:
- Observation.
- Conversing and communicating with the child.
- Analyzing the products of the child's activities.
- Use situational exercises.
- Exchanging information with parents/caregivers of the child.
The evaluation results are kept by the teacher in the child's personal file.
4. Time and basis for evaluation
- End-of-age evaluations (at 6, 12, 18, 24, 36 months) based on expected outcomes.
- Evaluating the physical development of the child requires additional use of weight and height indices at the end of the age period.
2. Amend and supplement some contents of Part Three, Preschool Education Program as follows:
a) Add the following content after the first bullet point under sub-item I item A as follows:
“- There are certain motor qualities: agility, strength, dexterity, and endurance.
b) Add the phrase "awareness of preserving and protecting beauty" after the phrase "Enjoyment and enthusiasm in participating in artistic activities" in the third bullet point under sub-item V item A as follows:
“- Enjoyment and enthusiasm in participating in artistic activities; awareness of preserving and protecting beauty.
c) Amend and supplement the time for the "sleep" activity in the Childcare Schedule table under sub-item II item B as follows:

d) Amend and supplement Clause 1 of sub-item I item C as follows:
“1. Organizing meals
- Establish meal schedules and portions suitable for age:
+ Recommended daily energy needs for one child is: 1230 - 1330 kcal.
+ Recommended energy needs at school for one child in a day accounts for 50 - 55% of total daily needs.: 665 - 676 kcal.
- Number of meals at preschool educational institutions: One main meal and one snack.
+ Energy distribution for meals: The main lunch provides from 25% to 35% of daily energy. The snack provides from 10% to 15% of daily energy.
+ Proportion of nutrients providing energy according to structure:
Protein provides about 15% - 25% of energy portion.
Fat provides about 25% - 35% of energy portion.
Carbohydrates provide about 45% - 52% of energy portion.
- Drinking water: approximately 1.6 - 2.0 liters/child/day (including water in food).
- Develop daily menus, weekly menus, seasonal menus.
e) Add the following content after the second bullet point in column 5 - 6 years old content "1. Collecting, counting, and grouping” in the table of point b under Age-specific Educational Content in Clause 2 of sub-item II item C as follows:
“- Combine/separate groups using different methods and count."
e) 1. Amend and supplement Point d of Clause 2 of Article 24 as follows: seventh bullet point in column 3 - 4 years old under the content “2. Speakingin the table of Age-specific Educational Content in Clause 3 of sub-item II item C as follows:
“-Recount several details of a story that has been heard.
f) Amend and supplement the fourth bullet point in column 4 - 5 years old and 5 - 6 years old under the content "2. Some skills in music activities (listening, singing, moving to music) and art activities (drawing, sculpting, cutting, tearing and pasting, stacking)in the table of Age-specific Educational Content in Clause 5 of sub-item II item C as follows:
“4-5 years old
- Use percussion instruments according to rhythm, beat, and tempo.
“5-6 years old
- Use percussion instruments according to rhythm, beat, and tempo.
g) Add the word "can" after the phrase "Use" in column 4 - 5 years old and 5 - 6 years old under Expected Outcomes "3. Comparing two objectsin the table at point b of sub-item II item D as follows:
“4 – 5 years old
Can use tools to measure length and volume of two objects, state the measurement result and compare them.
“5-6 years old
Can use some tools to measure, weigh, and compare, state the measurement result.
h) Amend and supplement content 1.2 in column 3 - 4 years old, 4 - 5 years old and 5 - 6 years old under Expected Outcomes "1. Sensing and expressing emotions towards the beauty of nature, life, and works of art (music, art)” in the table at sub-item V item D as follows:
“3-4 years old
1.2. Pay attention to listening, enjoy singing along, clapping, dancing, swaying to songs and music; enjoy hearing poems, folk rhymes, proverbs, and storytelling.
“4-5 years old
1.2. Pay attention to listening, enjoy singing along, clapping, dancing, swaying to songs and music; enjoy hearing and reading poems, folk rhymes, proverbs, and storytelling.
“5-6 years old
1.2. Focus on listening and responding emotionally (singing along, dancing, swaying, performing appropriate actions) to songs and music; enjoy hearing and reading poems, folk rhymes, proverbs, and storytelling.
i) Add the phrase "content" after the phrase "suitable with" in the first bullet point under point a Clause 1 of sub-item IV item E as follows:
“- Classroom decoration ensuring aesthetics, friendliness, and suitability with educational content and themes.
j) Amend and supplement item G as follows:
“G - EVALUATION OF CHILD DEVELOPMENT
Evaluating child development is a systematic process of collecting information about the child, analyzing it, comparing it with the goals of the Preschool Education Program, assessing the level of development of the child, and adjusting the care and education plan accordingly.

- Exchanging information with parents/caregivers of the child.
The evaluation results are kept by the teacher in the child's personal file.
4Time and basis for evaluation
- End-of-stage evaluations based on educational topic/month goals, expected outcomes at the end of the age period.
- Evaluating the level of physical development requires using additional indices related to weight and height at the end of the age period.
3. Amend and supplement some contents of Part Four, Guidance on Implementing the Program as follows:
a) Amend and supplement Clause 1 as follows:
"1. Based on the Early Childhood Education Program issued by the Ministry of Education and Training, Departments of Education and Training and Districts of Education and Training shall guide early childhood education institutions to develop school year plans, organize implementation; and develop early childhood education programs suitable to the cultural conditions, localities, schools' conditions, children's abilities, and needs."
b) Amend and supplement Clause 5 as follows:
"5. Identify and create conditions for developing children's talents; detect early children with difficulties in development, intervene early, and integrate education for children with disabilities."
Article 2. Abolition and change of wording
1. Repeal some terms and phrases in Part Two, Nursery Education Program and in Part Three, Kindergarten Education Program as follows:
a) Repeal the phrase "Time for each activity may be flexible 5 - 10 minutes" in Subsection II Section B Part Two, Nursery Education Program;
b) Repeal the terms "Practice", "Training" at the beginning of point a Clause 1 and the names of contents 1, 2, 3 in the table under point a of Age-based Educational Content in Clause 1 Subsection II Section C Part Two, Nursery Education Program; at the beginning of point a Clause 1 and the names of contents 1, 2, 3 in the table under point a of Age-based Educational Content in Clause 1 Subsection II Section C Part Three, Kindergarten Education Program;
c) Repeal the phrases "name, function", "name, prominent features, utility, and usage method", "name and prominent features of", "(red, yellow, blue)", "(big - small)", "(round, square)", "(one - many)", "(above - below, front - back)" in the bullet points under point b Clause 2 Subsection II Section C Part Two, Nursery Education Program;
d) Repeal the phrase "by gestures and speech" in the name of content 2 column Expected Results in the table in Subsection II Section D Part Two, Nursery Education Program;
đ) Repeal the phrase "Recognize" in the second bullet point under column 3 - 4 years old, 4 - 5 years old and 5 - 6 years old within the content “1. Collecting, Quantity, Order, and Counting” in the table under point b of Age-based Educational Content in Clause 2 Subsection II Section C Part Three, Kindergarten Education Program;
e) Repeal the third and fourth bullet points under column 5 - 6 years old within the content “1. Collecting, counting, and groupingin the table of Point b under Age-appropriate Educational Content at Clause 2 Subsection II Section C Part Three, Preschool Education Program;
” in the table under point b of Age-based Educational Content in Clause 2 Subsection II Section C Part Three, Kindergarten Education Program;
h) Repeal the term “such as:” and the bullet points under column 3 - 4 years old, 4 - 5 years old and 5 - 6 years old within content 3.2 under Expected Results “3. Express understanding of objects in different ways” in the table under point a Subsection II Section D Part Three, Kindergarten Education Program;
i) Repeal the phrase “(music, art)” in the name of Expected Result 1 and the phrases “(singing, moving to music)”, “(drawing, sculpting, cutting, tearing and pasting, arranging shapes)” in the name of Expected Result 2 in the table under Subsection V Section D Part Three, Kindergarten Education Program;
k) Repeal the phrase “Teacher” in Clause 4 under Part Four, Guidance on Implementing the Program.
2. Change wording some contents at Part Two, the Preschool Education Program and Part Three, the Kindergarten Education Program, are as follows:
a) Replace the phrase "participate in play corners" with the phrase "participate in activities" at the fourth bullet point of Point a Clause 1 Subsection IV Section E Part Two, the Preschool Education Program;
b) Replace the phrase "open and close locks" with the phrase "pull the lock (lock)" at the fifth bullet point under the content "3.2. Coordinate hand and finger movements, hand-eye coordination in certain activities" in Column 5 - 6 years old in the Expected Results table;-6 years old Expected Outcome section “3. Perform and coordinate hand and finger movements, hand-eye coordinationin the table at Point a Subsection I Section D Part Three, the Kindergarten Education Program;
c) Replace the word "many" with the phrase "some" at Content 2.4 in Column 5 - 6 years old Expected Outcome section “2. Using speech in daily lifein the table at Subsection III Section D Part Three, the Kindergarten Education Program.
This Circular takes effect from December 25, 2025/.
The Director of the Office, the Head of the Early Childhood Education Department, the Heads of relevant units under the Ministry of Education and Training, the Chairmen of Provincial People's Committees, and the Directors of Departments of Education and Training shall be responsible for implementing this Circular.
Article 4. Effective date
This Circular takes effect from February 15, 2017
