b) Guide, organize implementation, and supervise and evaluate the dissemination and application of scientific research results, new technologies, and the transfer of new medical technologies.i Implement new medical technologies.

d) Organize the implementation of agreements on technical barriers to trade (TBT) in the healthcare sector.

a) Develop strategies, plans, and organize the implementation of information technology applications and development in the healthcare sector.
b) Develop and issue technical standards on information technology applications and development in the healthcare sector.
c) Develop, issue, and organize the implementation of regulations on medical activities on the internet.
d) Direct, guide, organize the application of information technology throughout the healthcare sector.

Article 4. Effectiveness
lImplementationThis Decree takes effect from October 20, 2012.
This Decree replaces Government Decree No. 188/2007/NĐ-CP dated December 27, 2007 on the functions, tasks, powers, and organizational structure of the Ministry of Health, and Government Decree No. 22/2010/NĐ-CP dated March 9, 2010a i, bi, and supplements Article 3 of Government Decree No. 188/2007/NĐ-CP dated December 27, 2007 on the functions, tasks, powers, and organizational structur, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP based on Decree No. 24/2014/ND-CP dated April 4, 2014 issued by the Governmentpolicies; abolishes previous provisions that conflict with this Decree.
Article 5. Responsibilities
NATIONAL 1. This Circular takes effect from February 15, 2026; Circular No. 24/2013/TT-BKHCN dated September 30, 2013 of the Minister of Science and Technology on activities related to calibration, verification, testing of measuring instruments, and measurement standards shall cease to be effective from the date this Circular takes effect.Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen DECREES:h provincial people's committees, cities directly under the Central Government are responsible for implementing this Decree./.h councillor.
