Circular No. 22/2018/TT-BTTTT dated December 28, 2018, issued by the Minister of Information and Communications, establishing the list of goods for import and export in the printing and publishing industry, which took effect from February 12, 2019, has been amended and supplemented by:

The Minister of Information and Communications issues this Circular establishing the List of Goods for Import and Export in the Printing and Publishing Industry.[1]
Article 1. The List of Goods for Import and Export in the Printing and Publishing Industry[2]
This Circular stipulates the List of Goods for Import in the Printing Industry and the List of Goods for Import and Export in the Publishing Industry for the purpose of managing imports and exports, investment activities, applying tax policies, preferential policies, and other related activities involving products and goods:[3]

b) Only goods with HS code 08 digits listed and described as printing devices in the Import Goods Catalogue in the printing sector as specified in point a of this clause must comply with the import declaration procedures stipulated in Clause 6, Article 1 of Decree No. 72/2022/NĐ-CP dated October 4, 2022 of the Government amending and supplementing certain provisions of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities and Decree No. 25/2018/NĐ-CP dated February 28, 2018 of the Government amending and supplementing certain provisions of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities.to amend and supplement some articles of Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities and Decree No. 25/2018/ND-CP dated February 28, 2018 of the Government amending and supplementing some articles of Decree No. 60/2014/ND-CP dated June 19, 2014 of the Government on printing activities.
In case there are changes in the HS code regulations, they shall be applied according to the new HS code regulations corresponding to the listed and described printing devices in the Import Goods Catalogue as specified in point a of this clause. imported goods in the field of printing as specified in point a of this clause.”
2.[6] The Catalogue of Goods by HS Code and Management Forms for Import and Export Goods in the Publishing Distribution Sector attached as Appendix 02 to this Circular.
Article 2. Implementation clause[7]
1. This Circular takes effect from February 12, 2019 and replaces the following Circulars:
a) Circular No. 16/2015/TT-BTTTT dated June 17, 2015 of the Minister of Information and Communications detailing the implementation of Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government on export and import of goods in the printing and publishing distribution sectors;
b) Circular No. 41/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications amending and supplementing some articles of Circular No. 16/2015/TT-BTTTT dated June 17, 2015 of the Minister of Information and Communications detailing the implementation of Decree No. 187/2013/NĐ-CP dated November 20, 2013 of the Government on export and import of goods in the printing and publishing distribution sectors.
2. The Heads of the Office, the Directors of the Publishing, Printing and Distribution Department, the Heads of units under the Ministry of Information and Communications, and organizations, individuals involved in or related to the import and export of goods in the printing and publishing distribution sectors are responsible for implementing this Circular.
3. During the implementation of this Circular, if there are any difficulties, please promptly report them to the Ministry of Information and Communications (through the Publishing, Printing and Distribution Department) for guidance and consideration for resolution./.

2. The procedures, formalities, and documents for confirming the registration of imported publications for business purposes for goods listed in Section I.1 shall be carried out in accordance with Article 39 of the Law on Publishing and Circular No. 01/2020/TT-BTTTT dated February 7, 2020, issued by the Minister of Information and Communications detailing and guiding the implementation of certain provisions of the Law on Publishing and Decree No. 195/2013/NĐ-CP dated November 21, 2013, issued by the Government detailing certain provisions and measures to implement the Law on Publishing (amended and supplemented by Circular No. 23/2023/TT-BTTTT dated December 31, 2023, issued by the Minister of Information and Communications)[10].
3. The procedures, formalities, and documents for issuing an import permit for non-business publications for goods listed in Section I.1 shall be carried out in accordance with Article 41 of the Law on Publishing and Circular No. 01/2020/TT-BTTTT dated February 7, 2020, issued by the Minister of Information and Communications detailing and guiding the implementation of certain provisions of the Law on Publishing and Decree No. 195/2013/NĐ-CP dated November 21, 2013, issued by the Government detailing certain provisions and measures to implement the Law on Publishing (amended and supplemented by Circular No. 23/2023/TT-BTTTT dated December 31, 2023, issued by the Minister of Information and Communications)[11].
4. Goods listed in Section I.1 that fall under the cases where an import permit is not required according to Clause 1 and Clause 2 of Article 42 of the Law on Publishing shall not be subject to management forms set forth in this Circular.
5. Goods listed in Section I.1 containing content violating Clause 1 of Article 10 of the Law on Publishing shall be prohibited from importation in all forms.
II. Exported Goods
1. Goods listed in Section I.1 that have been legally published and circulated in Vietnam may be exported abroad in accordance with Article 43 of the Law on Publishing and are not required to have an export permit from the Ministry of Information and Communications.
2. Goods listed in Section I.1 containing content violating Clause 1 of Article 10 of the Law on Publishing shall be prohibited from exportation in all forms./.

[3] Paragraph“List of goods for import and export in the field of printing and publication distribution, including:” was amended and supplemented by paragraph “This Circular stipulates the List of goods for import in the field of printing and the List of goods for import and export in the field of publication distribution for the purpose of managing import and export activities, investment activities, tax policies, preferential policies, and other related activities involving products and goods:” as provided in point b, Clause 1, Article 2 of Circular No. 11/2024/TT-BTTTT dated September 23, 2024 of the Minister of Information and Communications amending and supplementing some articles of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain Articles and Clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on managing and using International Standard Book Number, Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publication distribution, and Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communicationsestablishing the List of Software and Hardware Products and Electronic Products (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications), shall take effect from November 7, 2024.
[4] This Clause was abolished according to Clause 4, Article 2 of Circular No. 18/2023/TT-BTTTT dated November 30, 2023 of the Minister of Information and Communications issuing the Circular abolishing some legal normative documents issued by the Minister of Information and Communications, jointly issued, effective from November 30, 2023.
[5] This Clause was added according to Clause 2, Article 2 of Circular No. 11/2024/TT-BTTTT dated September 23, 2024 of the Minister of Information and Communications amending and supplementing some articles of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain Articles and Clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on managing and using International Standard Book Number, Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publication distribution, and Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communicationsestablishing the List of Software and Hardware Products and Electronic Products (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications), shall take effect from November 7, 2024.
[6] This Clause was amended and supplemented according to Clause 3, Article 2 of Circular No. 11/2024/TT-BTTTT dated September 23, 2024 of the Minister of Information and Communications amending and supplementing some articles of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of certain Articles and Clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications on managing and using International Standard Book Number, Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publication distribution, and Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communicationsestablishing the List of Software and Hardware Products and Electronic Products (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications), shall take effect from November 7, 2024.
[7] Article 3 and Article 4 of Circular No. 18/2023/TT-BTTTT dated November 30, 2023 issued by the Minister of Information and Communications promulgating the Circular abolishing certain legal normative documents issued by the Minister of Information and Communications, jointly issued, effective from November 30, 2023, are stipulated as follows:“Article 3. Effectiveness
This Circular takes effect from November 30, 2023.
Article 4. Organization of Implementation
Heads of units under the Ministry and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./”
Article 5 of Circular No. 11/2024/TT-BTTTT dated September 23, 2024 issued by the Minister of Information and Communications amending and supplementing some articles of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 issued by the Minister of Information and Communications detailing and guiding the implementation of certain articles and clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 issued by the Minister of Information and Communications on managing and using International Standard Book Number, Circular No. 22/2018/TT-BTTTT dated December 28, 2018 issued by the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publication distribution, and Circular No. 09/2013/TT-BTTTT dated April 8, 2013 issued by the Minister of Information and Communicationsestablishing the List of Software and Hardware Products and Electronic Products (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 issued by the Minister of Information and Communications), effective from November 7, 2024, is stipulated as follows:
"Article 5. Implementation Provisions
1. This Circular takes effect from November 7, 2024.
2. For declaration forms for importing printing equipment, importing publications not for business purposes, and registering for importing publications for business purposes submitted to competent authorities before the date this Circular takes effect, if the processing time for such procedures is delayed until or after the date this Circular takes effect, then the relevant provisions of this Circular shall not apply.
During the implementation of this Circular, in case of any difficulties, agencies, organizations, and individuals are requested to report in writing to the Ministry of Information and Communications (through the Publishing, Printing, and Distribution Department) for consideration and resolution./”
[8] This Appendix is abolished pursuant to Clause 4, Article 2 of Circular No. 18/2023/TT-BTTTT dated November 30, 2023 issued by the Minister of Information and Communications promulgating the Circular abolishing certain legal normative documents issued by the Minister of Information and Communications, jointly issued, effective from November 30, 2023.
[9] The phrase "Circular No. 65/2017/TT-BTC dated June 27, 2017 of the Ministry of Finance" is replaced by the phrase "Circular No. 31/2022/TT-BTC dated June 8, 2022 of the Minister of Finance" according to Point a, Clause 1, Article 3 of Circular No. 11/2024/TT-BTTTT dated September 23, 2024 issued by the Minister of Information and Communications amending and supplementing some articles of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 issued by the Minister of Information and Communications detailing and guiding the implementation of certain articles and clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government on printing activities, Circular No. 05/2016/TT-BTTTT dated March 1, 2016 issued by the Minister of Information and Communications on managing and using International Standard Book Number, Circular No. 22/2018/TT-BTTTT dated December 28, 2018 issued by the Minister of Information and Communications promulgating the List of goods for import and export in the field of printing and publication distribution, and Circular No. 09/2013/TT-BTTTT dated April 8, 2013 issued by the Minister of Information and Communicationsestablishing the List of Software and Hardware Products and Electronic Products (amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications), shall take effect from November 7, 2024.
