CIRCULAR
Repealing certain regulatory legal documents issued by the Minister of Home Affairs, jointly issued
Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents; and Decree No. 59/2024/NĐ-CP dated May 25, 2024 of the Government amending and supplementing certain provisions of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents which has been amended and supplemented certain provisions pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government;
Pursuant to Decree No. 63/2022/NĐ-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the request of the Director of the Legal Department,
The Minister of Home Affairs issues this Circular to repeal certain regulatory legal documents issued by the Minister of Home Affairs, jointly issued.
This Circular takes effect from January 25, 2026.
Repealing entirely twenty regulatory legal documents issued by the Minister of Home Affairs, jointly issued as follows:
1. Decision No. 04/2004/QĐ-BNV dated January 16, 2004 of the Minister of Home Affairs on issuing Specific Standards for Cadres and Civil Servants at Communes, Towns, and Urban Districts.
2. Decision No. 23/2004/QĐ-BNV dated April 7, 2004 of the Minister of Home Affairs on issuing Standards for the Director of the Department of Home Affairs.
3. Decision No. 06/2006/QĐ-BNV dated March 21, 2006 of the Minister of Home Affairs on issuing Regulations on Evaluation and Classification of Kindergarten Teachers and Public Secondary School Teachers.
4. Decision No. 03/2007/QĐ-BNV dated February 26, 2007 of the Minister of Home Affairs on issuing Code of Conduct for Cadres, Civil Servants, and State Employees Working in Local Administrative Machinery.
5. Decision No. 03/2008/QĐ-BNV dated November 12, 2008 of the Minister of Home Affairs on issuing Job Titles, Codes, and Professional Standards for Various Ranks of Civil Servants in the Statistics Sector.
6. Circular No. 19/2001/TT-BTCCBCP dated April 25, 2001 of the Head of the Civil Service Organization Committee of the Government guiding the implementation of Decree No. 71/2000/NĐ-CP dated November 23, 2000 of the Government on extending the working period of cadres and civil servants until retirement age.
7. Circular No. 03/2006/TT-BNV dated February 8, 2006 of the Minister of Home Affairs guiding the implementation of certain provisions of Decree No. 35/2005/NĐ-CP dated March 17, 2005 of the Government on disciplinary actions against cadres and civil servants.

Circular No. 05/2020/TT-BNV dated November 9, 2020 of the Minister of Home Affairs repealing Clause 7, Article 2 of Circular No. 12/2019/TT-BNV dated November 4, 2019 of the Minister of Home Affairs detailing the implementation of certain provisions of Decree No. 91/2017/NĐ-CP dated July 31, 2017 of the Government detailing certain provisions of the Law on Competitions and Awards.
18. Joint Circular No. 04/2007/TTLT-BNV-BTC-BTNMT-BLĐTBXH dated October 22, 2007 of the Minister of Home Affairs, Minister of Finance, Minister of Natural Resources and Environment, and Minister of Labor, Invalids and Social Affairs guiding the implementation of the rationed food and fresh water shortage allowance system for workers and staff performing tasks at sea in units under the land administration, geology, meteorology, and hydrology sectors.
19. Joint Circular No. 07/2011/TTLT-BNV-BTC-BVHTTDL dated June 10, 2011 of the Minister of Home Affairs, Minister of Finance, and Minister of Culture, Sports and Tourism stipulating the adjustment factor for the minimum wage increase above the general minimum wage level for civil servants, staff, and workers employed at the Management Board of the Cultural Village - Tourism of Ethnic Groups under the Ministry of Culture, Sports and Tourism.
20. Joint Circular No. 08/2011/TTLT-BNV-BTC dated August 31, 2011, issued by the Minister of Home Affairs and the Minister of Finance, guiding the implementation of certain provisions of Government Decree No. 116/2010/NĐ-CP dated December 24, 2010, on policies for civil servants, public officials, and personnel receiving salaries in the armed forces working in areas with particularly difficult economic and social conditions.
Article 2. Implementation clause
1. This Circular takes effect from October 1, 2024.
2. The Head of the Legal Department, Heads of units under the Ministry of Home Affairs, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
