CIRCULAR
Regulations on management and utilization of funds for implementing the Campaign
"All people united to build new rural areas and civilized urban areas"
Pursuant to the State Budget Law dated June 25, 2015;
Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Resolution Joint Circular No. 88/NQLT/CP-ĐCTUBTWMTTQVN dated October 7, 2016 of the Government and the Standing Committee of the Vietnam Fatherland Front Central Committee on coordinating to implement sustainable poverty reduction, new rural area construction, and civilized urban area construction;
At the proposal of the Director of the Department of Administrative and Public Financial Affairs;
The Ministry of Finance issues this Circular regulating management and utilization of funds for implementing the Campaign "All people united to build new rural areas and civilized urban areas".
Article 1. Scope of Regulation and Applicability
2. Applicability:
This Circular regulates management and utilization of funds for implementing the Campaign "All people united to build new rural areas and civilized urban areas" organized and implemented by the Vietnam Fatherland Front Committees at all levels and the Mass Work Teams in residential areas.
Funds for grassroots campaigns and movements, including the implementation of the Movement "All people united to build a civilized lifestyle", shall be integrated into the funds for implementing the Campaign "All people united to build new rural areas and civilized urban areas" (hereinafter referred to as the Campaign).

a) Vietnam Fatherland Front Committees at all levels, Mass Work Teams in residential areas;
b) People's Committees at all levels;
c) Political and social organizations at all levels.
Article 2. Sources of funds to ensure implementation of the Campaign
Clause 1. State budget sources:
a) The central budget ensures funds for implementing the Campaign of the Central Committee of the Vietnam Fatherland Front, central agencies of political and social organizations, and is allocated from the regular budget estimate of the Central Committee of the Vietnam Fatherland Front and central agencies of political and social organizations.
b) Local budgets ensure funds for implementing the Campaign at provincial and district levels and are allocated within the regular budget estimates of the Vietnam Fatherland Front Committees, local political and social organizations at provincial and district levels.
c) Local budgets ensure funds for implementing the Campaign of the Vietnam Fatherland Front Committees at commune level, local political and social organizations at commune level, and Mass Work Teams in residential areas and are allocated within the regular budget estimates of the People's Commune Councils.
2. Funds raised from voluntary contributions of organizations, individuals, and households through socialization and other sources of funds as prescribed by law (if any) shall be managed by the level that mobilizes them, ensuring proper use, transparency, and public participation in accordance with current regulations.
Article 4. Contents of Expenditure
1. Contents of expenditures carried out by the Central Committee of the Vietnam Fatherland Front.
a) Expenditures for mobilizing the people to participate in the Campaign and related competitive activities (including meeting expenses, organizing discussion meetings).
b) Expenditures for information dissemination, building special sections/columns, publishing activities and contents related to the Campaign on various types of press and electronic information portals of the Central Committee of the Vietnam Fatherland Front and its member organizations, producing documentaries, clips, and exhibitions of the results of the Campaign.
c) Expenditures for guiding, directing, inspecting, supervising, and urging the implementation of the Campaign (including meeting expenses, inspection travel expenses).
d) Expenditures for surveys, training sessions, seminars, building special topics, and organizing domestic and international experience exchanges.
đ) Expenditures for building and promoting exemplary models in implementing the Campaign (including meeting expenses, organizing discussion meetings).
e) Expenditures for annual reviews and periodic five-year summaries.
g) Expenditures for rewarding outstanding collectives, individuals, and households in the Campaign.
h) Expenditures for office supplies, printing materials, and other expenses serving the Campaign.
2. Contents of expenditures carried out by the Vietnam Fatherland Front Committees at provincial and district levels:
a) Expenditures for information dissemination, building special sections/columns to mobilize the people in the province/district to participate in the Campaign and related competitive activities (publishing activities and contents related to the Campaign on local information systems, electronic information portals of the Vietnam Fatherland Front Committee and its member organizations, producing documentaries, clips, and exhibitions of the results of the Campaign in the locality).
b) Expenditures for guiding, directing, inspecting, and urging; popularizing exemplary models in implementing the Campaign (including meeting expenses, inspection travel expenses).
c) Expenditures for training sessions, seminars, building special topics, and organizing domestic experience exchanges.
d) Expenditures for organizing surveys on the satisfaction of the people with the results of new rural area and civilized urban area construction at provincial and district levels (including meeting expenses, statistical survey expenses, printing expenses).
đ) Expenditures for annual reviews and periodic five-year summaries at provincial level, ten-year summaries at district level.
e) Expenditures for rewarding outstanding collectives and individuals in implementing the Campaign.
g) Expenditures for office supplies, printing materials, and other expenses serving the Campaign.
3. Contents of expenditures carried out by the Vietnam Fatherland Front Committees at commune level:
a) Expenditures for mobilizing the people to participate in the Campaign and respond to related competitive activities (including meeting expenses, organizing discussion meetings).
b) Expenditures for organizing meetings to discuss measures for implementation at the local level.
c) Expenditures for making slogans, banners, and posters for the Campaign.
d) Expenditures for travel expenses for learning and exchanging practical experiences with other localities, training, and guiding the implementation of the Campaign.
đ) Expenditures for building exemplary models in implementing the Campaign (including meeting expenses, organizing discussion meetings).
e) Expenditures for certificates of recognition, frames for certificates, and rewards for collectives, individuals, and families who have made significant contributions to new rural area and civilized urban area construction and sustainable poverty reduction in the locality.
g) Expenditure for organizing surveys on the satisfaction of residents with the results of building new rural areas and civilized urban areas at the commune level (including expenditure for organizing meetings, printing costs, and travel expenses).
h) Expenditure for annual mid-term reviews and final evaluations every five years twice; expenditure for annual awards and regular rewards.
i) Expenditure for organizing the National Solidarity Day at the commune level annually on November 18 (if applicable).
k) Expenditure for office supplies, printing materials, and other expenses serving the Campaign.
4. The contents of expenditures to be implemented by the People's Committee Work Group in residential areas:
a) Expenditure for drinking water, renting lighting, tables and chairs, meeting venues for the implementation of the Campaign; discussing measures to implement and evaluate the results of mobilizing the people to participate in the Campaign and related competition activities monthly, quarterly, semi-annually, and annually.
b) Expenditure for organizing the National Solidarity Day annually on November 18 to summarize and commend individuals, households, and groups with outstanding achievements in the Campaign.
c) Expenditure for information dissemination and propaganda by the People's Committee Work Group in residential areas.
d) Expenditure for travel expenses for study exchanges, training, and guidance on implementing the Campaign for the People's Committee Work Group in residential areas.
đ) Expenditure for fuel and transportation costs for mobilization activities by the People's Committee Work Group in residential areas.
e) Expenditure for office supplies, printing materials, and other expenses serving the Campaign.
5. Contents of expenditures of political and social organizations:
Based on the contents of expenditures stipulated in Clauses 1, 2, 3, and 4 of this Article and the assigned tasks of implementing the Campaign, political and social organizations shall implement the expenditures accordingly.
Article 4. Levels of expenditure
The levels of expenditure for the contents prescribed in Article 3 of this Circular shall be implemented according to the current financial expenditure standards and norms set by competent state agencies. This Circular specifies certain levels of expenditure as follows:
1. Expenditure for awards: Implemented according to the provisions of Decree No. 91/2017/ND-CP dated July 31, 2017 of the Government detailing the implementation of certain articles of the Law on Competition and Rewards.
2. Expenditure for information dissemination and propaganda about the Campaign: Implemented according to the provisions of Joint Circular No. 14/2014/TTLT-BTC-BTP dated January 27, 2014 of the Ministry of Finance and the Ministry of Justice regarding the preparation of budgets, management, use, and settlement of state budget funds to ensure the work of popularizing laws and improving citizens' access to the legal system at the grassroots level.
3. Expenditure for organizing inspection teams, directing, surveying; expenditure for coordination meetings, mid-term and final evaluations of the Campaign implementation: Implemented according to the provisions of Circular No. 40/2017/TT-BTC dated April 28, 2017 of the Ministry of Finance regarding travel expense regulations and conference expense regulations.
4. Expenditure for vocational training, education, and training; expenditure for supporting officials attending training and education classes: Implemented according to the provisions of Circular No. 139/2010/TT-BTC dated September 21, 2010 of the Ministry of Finance regarding the preparation of budgets, management, and use of state budget funds for cadre and civil servant training and education.
5. Expenditure for studying abroad: Implemented according to the provisions of Circular No. 102/2012/TT-BTC dated June 21, 2012 of the Ministry of Finance regarding travel expense regulations for civil servants traveling abroad for short-term missions funded by the state budget.
6. Expenditure for creating data for posting activities on electronic portals/information websites: Implemented according to the provisions of Circular No. 194/2012/TT-BTC dated November 15, 2012 of the Ministry of Finance guiding the levels of expenditure for creating electronic information to maintain the regular operation of units using state budget funds.
7. Expenditure for statistical surveys: Implemented according to the provisions of Circular No. 109/2016/TT-BTC dated June 30, 2016 of the Ministry of Finance guiding the management, use, and settlement of funds for conducting statistical surveys and national comprehensive censuses.
8. Expenditure for fuel and transportation costs for mobilization activities by the People's Committee Work Group in residential areas: Allocated at a rate of VND 12,000/km based on the actual mileage recorded in the log approved by the Head of the People's Committee Work Group in residential areas.
9. Expenditures such as printing costs for publications, books, posters, propaganda materials; film production and video construction; exhibitions, and other related direct expenditures for implementing the Campaign that have not been specified in terms of expenditure levels: Refer to market prices for similar work in the implementation area; must have legal invoices and receipts and be approved by authorized authorities within the allocated budget.
10. Expenditure for the People's Committee of the United Front of Vietnam at the commune level:
a) The minimum funding to ensure the implementation of the Campaign by the People's Committee of the United Front of Vietnam at the commune level is VND 20,000,000/year/commune.
b) For communes in difficult areas as decided by the Prime Minister; communes in particularly difficult areas (communes in Region III) in ethnic minority and mountainous regions as decided by Decision No. 582/QĐ-TTg dated April 28, 2017 of the Prime Minister approving the list of extremely difficult hamlets, communes in Region III, Region II, and Region I in ethnic minority and mountainous regions for the period 2016-2020; communes in particularly difficult coastal and island areas as decided by Decision No. 131/QĐ-TTg dated January 25, 2017 of the Prime Minister approving the list of communes in particularly difficult coastal and island areas for the period 2016-2020 (and updated according to current regulations if applicable), the minimum funding is VND 25,000,000/year/commune.
11. Support expenditure for the People's Committee Work Group in residential areas implementing the Campaign and local movements:
Provincial People's Committees and municipal people's committees directly under the central government allocate state budget funds to ensure support for residential areas at the following levels:
a) Residential areas with a population of less than 700 households: The minimum funding is VND 5,000,000/year/residential area.
b) For each additional 200 households in residential areas, the support increases by VND 1,000,000/year/residential area compared to the standard set out in Point a Clause 11 of this Article.
c) For residential areas in communes in difficult areas as decided by The Prime Minister; communes in particularly difficult areas (commune area III) in ethnic minority and mountainous regions according to Decision No. 582/QD-TTg dated April 28, 2017 of the Prime Minister approving the list of extremely difficult hamlets, commune area III, area II, and area I in ethnic minority and mountainous regions for the period 2016-2020; communes in particularly difficult coastal and island areas according to Decision No. 131/QD-TTg dated January 25, 2017 of the Prime Minister on approving the list of communes in particularly difficult coastal and island areas for the period 2016-2020 (and updated according to current regulations if applicable): In addition to the support level prescribed in Points a and b, Clause 11 of this Article, they shall be allocated an additional amount of 1,000,000 VND/year/community.
Article 5. Budget preparation, budget execution, and final settlement work
The work of establishing, allocating, implementing the budget, and finalizing the accounts for funds from the state budget for the implementation of the Campaign at all levels shall be carried out in accordance with the current provisions of the State Budget Law, the Accounting Law, and guiding documents of these laws. This Circular supplements some contents as follows:
1. Establishing and Implementing the Budget:
Annually, along with the time for preparing the state budget, the Vietnam Fatherland Front Committees at all levels and political-social organizations have the responsibility to prepare the state budget expenditure plan for implementing the Campaign in accordance with Articles 3 and 4 of this Circular and consolidate it into the regular expenditure budget of the Vietnam Fatherland Front Committee at each level and political-social organization to submit to the competent authority for consideration and allocation of funds in accordance with current regulations.
Annually, the Mass Work Team in the community prepares a plan for the expenditure items to implement the Campaign and sends it to the Vietnam Fatherland Front Committee at the commune level. The Vietnam Fatherland Front Committee at the commune level consolidates the funds for implementing the Campaign (including both the funds of the Vietnam Fatherland Front Committee at the commune level and the funds of the Mass Work Team in the community) and submits them to the People's Committee at the commune level. The People's Committee at the commune level consolidates them into the annual regular expenditure to report to the People's Committee at the district level. The People's Committee at the district level consolidates and reports to the People's Committee of the province or centrally-administered city for consideration and allocation of funds to support the Mass Work Team in the community to ensure the expenditure level as stipulated in Clause 10 and Clause 11 of Article 4 of this Circular; at the same time, it informs the Vietnam Fatherland Front Committee at the same level to know and supervise.
The allocation and implementation of the budget shall be carried out in accordance with the provisions of the State Budget Law, guiding documents of the Law, and the provisions of this Circular; in which, when allocating the budget, clearly record the funds for implementing the Campaign "All people united to build new rural areas and civilized urban areas."
2. Final settlement:
The funds for implementing the Campaign shall be consolidated into the annual settlement of the state budget of the Central Committee of the Vietnam Fatherland Front, central agencies of political-social organizations; and local budgets (for the tasks of the Vietnam Fatherland Front Committees at all levels and political-social organizations at the local level, funds for supporting the Mass Work Teams in the communities) in accordance with the regulations.
Article 6. Implementation Organization
1. Based on the expenditure level prescribed in this Circular and the financial capacity of the locality: The People's Councils of provinces and centrally-administered cities shall stipulate the expenditure level for supporting the Vietnam Fatherland Front Committees at the commune level and the Mass Work Teams in the communities to suit the actual situation in the locality and ensure compliance with current regulations.
2. The Vietnam Fatherland Front Committees at all levels shall be responsible for coordinating with the People's Committees and finance departments at the same level to inspect the issuance, management, and use of funds for the Campaign to ensure that the funds are used for the intended purposes, contents, and prescribed regulations and are effective.
3. The Chairmen of the People's Committees of provinces and centrally-administered cities shall be responsible for directing and organizing the implementation of this Circular.
Article 7. Effective Date
1. This Circular takes effect from January 1, 2018. From the date this Circular takes effect, the expenditure items and expenditure levels for the activities of the Vietnam Fatherland Front Committees at all levels and the Mass Work Teams in the communities implementing the Movement "All people united to build a civilized cultural life" prescribed in Joint Circular No. 144/2014/TTLT-BTC-BVHTTDL dated September 30, 2014 of the Ministry of Finance and the Ministry of Culture, Sports and Tourism guiding the management and use of funds for the Movement "All people united to build a civilized cultural life" shall be integrated into the funds for implementing the Campaign "All people united to build new rural areas and civilized urban areas" and implemented in accordance with this Circular.
2. When the regulations on expenditure standards and norms referred to for application in this Circular are amended, supplemented, or replaced by new documents, they shall be applied according to the amended, supplemented, or replacing documents.
3. During the implementation process, if there are difficulties, please reflect them promptly to the Ministry of Finance and the Standing Office of the Central Committee of the Vietnam Fatherland Front for research and resolution.
