Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Enacting Legal Normative Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Enacting Legal Normative Documents; Decree No. 59/2024/NĐ-CP dated May 25, 2024 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Enacting Legal Normative Documents which have been amended and supplemented certain articles according to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government;

Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the request of the Director of the Legal Department,

The Minister of Information and Communications promulgates this Circular to abolish certain legal normative documents promulgated or jointly promulgated by the Minister of Information and Communications.

This Circular takes effect from January 25, 2026.

Abolish all legal normative documents promulgated or jointly promulgated by the Minister of Information and Communications as follows:

1. Circular No. 10/2010/TT-BTTTT dated March 26, 2010 of the Minister of Information and Communications stipulating management and provision of services for fixed telephone number lookup through telecommunications networks.

2. Circular No. 11/2010/TT-BTTTT dated May 14, 2010 of the Minister of Information and Communications stipulating promotional activities for mobile information services.

3. Circular No. 14/2012/TT-BTTTT dated October 12, 2012 of the Minister of Information and Communications stipulating rates for terrestrial mobile information services.

4. Circular No. 16/2012/TT-BTTTT dated October 30, 2012 of the Minister of Information and Communications stipulating methods for determining and reporting cost structures of telecommunications services.

5. Circular No. 06/2013/TT-BTTTT dated March 7, 2013 of the Minister of Information and Communications stipulating periodic reporting requirements on the application of information technology by state agencies.

6. Circular No. 11/2013/TT-BTTTT dated May 13, 2013 of the Minister of Information and Communications promulgating the list of telecommunication services subject to actual cost and planned cost reporting.

7. Circular No. 09/2014/TT-BTTTT dated August 19, 2014 of the Minister of Information and Communications detailing activities of managing, providing, and using information on electronic websites and social networks.

8. Circular No. 24/2014/TT-BTTTT dated December 29, 2014 of the Minister of Information and Communications detailing the management, provision, and use of online gaming services.

9. Circular No. 25/2014/TT-BTTTT dated December 30, 2014 of the Minister of Information and Communications stipulating the deployment of information systems with scale and scope from central to local levels.

10. Circular No. 09/2015/TT-BTTTT dated April 24, 2015 of the Minister of Information and Communications stipulating the management and organization of activities supporting through the National Humanitarian Electronic Portal.

11. Circular No. 10/2015/TT-BTTTT dated April 24, 2015 of the Minister of Information and Communications stipulating rates for connection services for sending messages to the National Humanitarian Information Portal (portal 1400).

12. Circular No. 17/2016/TT-BTTTT dated June 28, 2016 of the Minister of Information and Communications detailing procedures and formalities for registering to provide content information services on mobile telecommunications networks.

13. Circular No. 38/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications detailing the provision of public information across borders.

14. Circular No. 39/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications stipulating standard contracts and general transaction conditions in the telecommunications sector.

15. Circular No. 40/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications stipulating training, issuance, renewal, reissuance, and revocation of marine radio operator certificates.

16. Circular No. 05/2017/TT-BTTTT dated June 2, 2017 of the Minister of Information and Communications guiding implementation of the content "Strengthening material infrastructure for information and communication systems at grassroots level" under the Target Program on New Rural Development for the period 2016-2020.

17. Circular No. 06/2017/TT-BTTTT dated June 2, 2017 of the Minister of Information and Communications guiding implementation of the Communication Project and Poverty Reduction in Information under the Target Program on Sustainable Poverty Reduction for the period 2016-2020.

18. Circular No. 08/2017/TT-BTTTT dated June 23, 2017 of the Minister of Information and Communications amending and supplementing certain articles of Circular No. 17/2016/TT-BTTTT dated June 28, 2016 of the Minister of Information and Communications detailing procedures and formalities for registering to provide content information services on mobile telecommunications networks.

19. Circular No. 21/2017/TT-BTTTT dated September 29, 2017 of the Minister of Information and Communications stipulating the provision and use of telecommunications data.

20. Circular No. 32/2017/TT-BTTTT dated November 15, 2017 of the Minister of Information and Communications stipulating the provision of online public services and ensuring convenient access to electronic information websites or government portals of state agencies.

21. Circular No. 47/2017/TT-BTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating promotional limits for terrestrial mobile information services.

22. Circular No. 16/2018/TT-BTTTT dated December 5, 2018 of the Minister of Information and Communications amending and supplementing Circular No. 39/2016/TT-BTTTT dated December 26, 2016 of the Ministry of Information and Communications stipulating standard contracts and general terms and conditions in the telecommunications sector.

23. Circular No. 23/2018/TT-BTTTT dated December 28, 2018, issued by the Minister of Information and Communications guiding the implementation of the Target Program on Information Technology for the period 2016-2020.

24. Circular No. 02/2020/TT-BTTTT dated February 14, 2020 of the Minister of Information and Communications stipulating the list, beneficiaries, scope, quality, maximum rates for telecommunications public welfare services and support levels for providing telecommunications public welfare services up to 2020.

25. Circular No. 36/2020/TT-BTTTT dated November 13, 2020 of the Minister of Information and Communications amending and supplementing certain articles of Circular No. 40/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications stipulating training, issuance, extension, reissuance, and revocation of radio operator certificates for maritime use.

26. Joint Circular No. 16/2009/TTLT-BTTTT-BCA dated May 12, 2009, issued by the Ministers of Information and Communications and Public Security on cooperation in preventing and combating illegal printing.

27. Joint Circular No. 21/2015/TTLT-BTTTT-BTC dated July 21, 2015 of the Minister of Information and Communications and the Minister of Finance guiding pilot support for digital terrestrial television set-top boxes in Da Nang City and four northern districts of Quang Nam Province according to the Digital Terrestrial Television Transmission and Broadcasting Plan until 2020.

28. Joint Circular No. 38/2015/TTLT-BTTTT-BTC dated December 25, 2015 of the Minister of Information and Communications and the Minister of Finance amending and supplementing Joint Circular No. 21/2015/TTLT-BTTTT-BTC dated July 21, 2015 guiding pilot support for digital terrestrial television set-top boxes in Da Nang City and four northern districts of Quang Nam Province according to the Digital Terrestrial Television Transmission and Broadcasting Plan until 2020.

29. Decision No. 18/2008/QĐ-BTTTT dated April 4, 2008, issued by the Minister of Information and Communications promulgating regulations on amateur radio activities.

Article 2. Repealing part of legal normative documents

Repealing part of legal normative documents issued by the Minister of Information and Communications as follows:

1. Abolish part of Circular No. 30/2011/TT-BTTTT dated October 31, 2011 of the Minister of Information and Communications stipulating conformity certification and declaration for products and goods in the specialized field of information technology and communications as follows:

a) Clause 1 Article 16 (amended by Clause 3 Article 1 of Circular No. 10/2020/TT-BTTTT dated May 7, 2020 of the Minister of Information and Communications amending and supplementing certain contents of Circular No. 30/2011/TT-BTTTT dated October 31, 2011 of the Minister of Information and Communications stipulating conformity certification and declaration for products and goods in the specialized field of information technology and communications);

b) Clause 1 Article 17 (amended by Clause 4 Article 1 of Circular No. 10/2020/TT-BTTTT dated May 7, 2020 of the Minister of Information and Communications amending and supplementing certain contents of Circular No. 30/2011/TT-BTTTT dated October 31, 2011 of the Minister of Information and Communications stipulating conformity certification and declaration for products and goods in the specialized field of information technology and communications);

c) Article 18 (amended by Clause 5 Article 1 of Circular No. 10/2020/TT-BTTTT dated May 7, 2020 of the Minister of Information and Communications amending and supplementing certain contents of Circular No. 30/2011/TT-BTTTT dated October 31, 2011 of the Minister of Information and Communications stipulating conformity certification and declaration for products and goods in the specialized field of information technology and communications);

d) Articles 19, 20, Appendix V and VI;

d) Appendix II (amended and supplemented by Clause 9, Article 1 of Circular No. 10/2020/TT-BTTTT dated May 7, 2020, issued by the Minister of Information and Communications to amend and supplement certain contents of Circular No. 30/2011/TT-BTTTT dated October 31, 2011, issued by the Minister of Information and Communications on conformity assessment and declaration of conformity for products and goods in the information technology and telecommunications sector);

e) Appendix IV (amended and supplemented by Clause 15, Article 1 of Circular No. 15/2018/TT-BTTTT dated November 15, 2018, issued by the Minister of Information and Communications to amend and supplement certain contents of Circular No. 30/2011/TT-BTTTT dated October 31, 2011, issued by the Minister of Information and Communications on conformity assessment and declaration of conformity for products and goods in the information technology and telecommunications sector, and Clause 8, Article 1 of Circular No. 10/2020/TT-BTTTT dated May 7, 2020, issued by the Minister of Information and Communications to amend and supplement certain contents of Circular No. 30/2011/TT-BTTTT dated October 31, 2011, issued by the Minister of Information and Communications on conformity assessment and declaration of conformity for products and goods in the information technology and telecommunications sector);

2. Repealing part of Circular No. 03/2013/TT-BTTTT dated January 22, 2013, issued by the Minister of Information and Communications stipulating the application of technical standards and norms for data centers as follows:

a) Clause 3, Article 3 (supplemented by Clause 2, Article 1 of Circular No. 23/2022/TT-BTTTT dated November 30, 2022, issued by the Minister of Information and Communications to amend and supplement certain provisions of Circular No. 03/2013/TT-BTTTT dated January 22, 2013, issued by the Minister of Information and Communications on the application of technical standards and regulations for data centers);

b) Clause 1, Clause 4, Article 6 and Appendix III;

c) Point a, Clause 1, Article 7 (supplemented by Point a, Clause 5, Article 1 of Circular No. 23/2022/TT-BTTTT dated November 30, 2022, issued by the Minister of Information and Communications to amend and supplement certain provisions of Circular No. 03/2013/TT-BTTTT dated January 22, 2013, issued by the Minister of Information and Communications on the application of technical standards and regulations for data centers);

d) Point b and c, Clause 3, Article 7 (supplemented by Point c, Clause 5, Article 1 of Circular No. 23/2022/TT-BTTTT dated November 30, 2022, issued by the Minister of Information and Communications to amend and supplement certain provisions of Circular No. 03/2013/TT-BTTTT dated January 22, 2013, issued by the Minister of Information and Communications on the application of technical standards and regulations for data centers);

3. The phrase "and must register the declaration of conformity with the Ministry of Information and Communications in accordance with Clause 2 of this Article" in Clause 1, Article 4, Clause 2, Article 4, and Model No. 02 of Circular No. 14/2018/TT-BTTTT dated October 15, 2018, issued by the Minister of Information and Communications on postal service quality.

Article 3. Implementation Provisions

1. This Circular takes effect from December 31, 2024.

2. Heads of units under the Ministry and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
