CIRCULAR
Regulating the Professional Standards for Primary School Teachers
Based on Decree No. 73/2025/QH15 on Teachers;
Based on Decree No. 93/2026/NĐ-CP dated March 31, 2026 of the Government, which provides detailed regulations and guidelines for implementing certain provisions of the Teacher Decree;
Based on Decree No. 37/2025/NĐ-CP dated February 26, 2025 of the Government, which stipulates the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
In accordance with the proposal by the Director of the Department of Teacher and Educational Administration;
The Minister of Education and Training promulgates this Circular to regulate the professional standards for primary school teachers.
CHAPTER I
GENERAL PROVISIONS
Article 1. Scope of Application
This Circular regulates the professional standards for primary school teachers, including: tasks and professional standards for elementary school teachers; tasks and professional standards for junior high school teachers; tasks and professional standards for senior high school teachers.
Article 2. Applicability
1. This Circular applies to the positions of elementary school teacher, junior high school teacher, and senior high school teacher (hereinafter referred to collectively as primary school teachers) in elementary schools, junior high schools, senior high schools, multi-level secondary schools, specialized schools, boarding secondary schools, ethnic boarding secondary schools, ethnic semi-boarding secondary schools, and classes or programs for persons with disabilities (hereinafter referred to collectively as secondary education institutions), and relevant organizations and individuals.
2. Teachers referred to in paragraph 1 of this Article include teachers who perform teaching and educational tasks, as well as teachers holding the positions of principal or deputy principal in secondary education institutions.
3. This Circular does not apply to teachers teaching in secondary education institutions under the management authority of the Ministry of Public Security or the Ministry of Defense.
Article 3. Tasks of Elementary School Teachers
1. For Grade III
a) Implementing the primary school general education curriculum and the school's teaching and educational plans;
b) Actively developing, implementing, and being responsible for the teaching and educational plans; participating in the development of the teaching and educational plans of the subject department according to the objectives and elementary school education program;
c) Being responsible for professional matters (content, methods of education, assessment of students) in accordance with the development of student qualities and abilities and the quality and effectiveness of student education in their respective classes, ensuring compliance with the curriculum regulations, appropriate to the student group and specific conditions of the school;
d) Managing students during educational activities organized by the school; participating in identifying, nurturing gifted students or tutoring students who have not met the assessment criteria;
d) Regularly updating industry directives; completing all prescribed professional training and vocational education courses; self-studying and practicing to enhance political awareness, professional knowledge, and vocational skills;
e) Participating in activities of subject departments, schools; participating in scientific research, technology, and innovation activities; participating in literacy promotion, compulsory education, and inclusive education;
g) Coordinating with parents and social forces in student education, implementing primary school student counseling work;
h) Applying information technology in teaching, learning, professional life, and student management;
i) Performing other tasks assigned by the principal that are consistent with the professional competence standards for Grade III and relevant legal provisions.
2. For Grade II
Elementary school teachers of Grade II must perform the tasks stipulated in paragraph 1 of this Article, as well as the following additional tasks:
- Actively adjusting teaching and educational plans to suit student groups and the elementary school education program;
- Actively implementing innovative teaching methods and educational approaches that are appropriate for students and the requirements of the school and localities;
- Teaching demonstration classes on new models or teaching methods, as well as new assessment and evaluation methods from the school level upwards; nurturing gifted students;
d) Taking charge of content development and professional activities or special topics in subject departments or faculties; participating in evaluating, reviewing research project proposals, scientific technology, and innovation projects at the school level or above; or participating in teacher competitions or contests at the school level or above; or guiding students to participate in such competitions or contests within their assigned fields;
d) Participating in scientific research, technological innovation activities, and making teaching aids for elementary schools; performing tasks of key teachers in primary schools;
e) Applying digital transformation and utilizing digital learning materials in teaching, learning, and professional life;
g) Performing other tasks assigned by the principal that are consistent with the professional competence standards for Grade II and relevant legal provisions.
3. For Grade I
Elementary school teachers of Grade I must perform the tasks stipulated in paragraph 2 of this Article, as well as the following additional tasks:
- Taking charge of activities or special topics of professional development or subject departments at the school level or above; participating in evaluating and reviewing research project proposals, scientific technology, and innovation projects at the commune level or above;
- Participating in compiling, editing, developing curricula, and educational materials for teachers and students of elementary schools;
- Participating in nurturing gifted students, participating in scientific research, technological innovation activities, making teaching aids for elementary schools;
d) Supporting colleagues in applying digital transformation and utilizing digital learning materials in teaching, learning, and professional life;
g) Performing other tasks assigned by the principal that are consistent with the professional competence standards for Grade I and relevant legal provisions.
Article 4. Duties of Basic Secondary School Teachers
- For Grade III
- Develop teaching and educational plans for the subject assigned and participate in developing the educational plan of the specialized group according to the objectives and basic education program at the secondary level;
- Teach and educate students according to the curriculum and school and specialized group educational plans; manage students during educational activities organized by the school;
- Use teaching and educational methods oriented towards developing students' abilities and qualities, actively engage in student activities; conduct inspections and evaluations of students' learning and training results according to regulations; participate in identifying, nurturing gifted students or tutoring students who have not met the evaluation criteria;
- Organize psychological counseling and career guidance activities for students and parents in the class assigned; coordinate with relevant organizations and individuals to implement teaching, educational, psychological counseling, and career guidance activities for students;
d) Participate in specialized group activities; participate in scientific research, technology, and innovation activities; participate in local popularization of education and inclusive education according to assignment; or participate in teacher competitions or contests from the school level upwards; or guide students to participate in competitions or contests from the school level upwards in the field assigned;
e) Complete training courses and professional development programs as required; self-study and self-improve professional competence and expertise;
g) Apply information technology in teaching, education, learning, professional activities, and student management;
h) Fulfill other tasks assigned by the principal that are consistent with the professional competence standards for Grade III and relevant legal provisions.
2. For Grade II
Basic secondary school teachers of Grade II must perform the duties specified in paragraph 1 of this Article and the following duties:
- Serve as a lecturer or demonstrate lessons in teacher training classes or experiment with new models, methods, and technologies from the school level upwards; take charge of content for professional development and thematic activities within the specialized group or participate in developing electronic learning materials;
- Participate in guiding or evaluating research products in science, technology, and innovation from the school level upwards; or guide student teacher interns;
- Participate in social activities to serve the community; attract participation of organizations and individuals in organizing teaching and educational activities for students;
d) Serve on a panel or as an examiner or mentor in teacher or student competitions, exams organized by the Education Department at the commune level upwards;
đ) Apply digital transformation and leverage digital learning materials in teaching, education, learning, and professional activities;
e) Fulfill other tasks assigned by the principal that are consistent with the professional competence standards for Grade II and relevant legal provisions.
3. For Grade I
Basic secondary school teachers of Grade I must perform the duties specified in paragraph 2 of this Article and the following duties:
- Participate in developing training materials for teachers or other teaching materials when requested by the school or educational management agency;
- Serve as a lecturer, share experiences, or demonstrate lessons at training classes or professional development classes for teachers from the commune level upwards or participate in television teaching;
- Take charge of implementing and guiding colleagues to implement policy initiatives and content reforms within the industry; or participate in evaluating or guiding research products in science, technology, and innovation from the commune level upwards;
d) Serve on an organizing committee or as a panel member or examiner or mentor in teacher or student competitions, exams organized by the Education Department at the provincial level upwards;
đ) Support colleagues in applying digital transformation and leveraging digital learning materials in teaching, learning, and professional activities;
e) Fulfill other tasks assigned by the principal that are consistent with the professional competence standards for Grade I and relevant legal provisions.
Article 5. Duties of High School Teachers
- For Grade III
- Develop the educational plan for the subject assigned and participate in developing the educational plan for the specialized group according to the objectives, secondary education curriculum;
- Organize teaching and educational activities according to the school's and specialized group's educational plans; manage students during educational activities organized by the school;
- Implement inspection and evaluation of students' learning and training results as per regulations;
- Organize psychological counseling, career guidance, entrepreneurship for students and parents in the class assigned;
d) Participate in identifying, nurturing gifted and excellent students, tutoring students evaluated as not meeting standards or guiding student teacher practice, social activities at school for high school students;
- Participate in specialized group activities; participate in scientific, technological, and innovation activities; carry out inclusive education work within the scope assigned; or organize school-level teacher or student competitions and exams;
g) Complete training courses and professional development programs as per regulations; self-study and self-improve professional competence and expertise;
h) Apply information technology in teaching, education, learning, professional activities, and student management;
i) Perform other duties assigned by the principal that are consistent with Grade III professional competence standards and relevant legal provisions.
- For Grade II
High school teachers of Grade II must perform the duties stipulated in paragraph 1 of this Article and the following duties:
- Serve as a lecturer or demonstrate teaching at teacher training classes from the school level upwards, or experiment with new models, methods, and technologies; take charge of content for professional development and thematic activities within the specialized group or participate in developing electronic learning materials;
- Participate in guiding or evaluating scientific research, technological innovation, and creative works from the school level upwards;
- Participate in external evaluations or professional inspections for teachers from the school level upwards;
- Participate on the jury of competitions or exams for outstanding teachers or class advisors at the school level upwards;
d) Participate in setting exam questions or grading high school students' excellence exams from the school level upwards;
- Participate in guiding or evaluating competitions, exams, or scientific research, technological innovation, and creative works of high school students from the school level upwards;
g) Participate in social activities to serve the community; attract participation from organizations and individuals in organizing teaching and educational activities for students;
h) Apply digital transformation and leverage digital learning materials in teaching, education, learning, and professional activities;
i) Perform other duties assigned by the principal that are consistent with Grade II professional competence standards and relevant legal provisions.
- For Grade I
High school teachers of Grade I must perform the duties stipulated in paragraph 2 of this Article and the following duties:
a) Participate in developing training materials for teachers or other teaching materials when requested by the school or educational administration;
Serve as a lecturer, share experiences, or demonstrate teaching at provincial-level teacher development workshops or participate in television teaching;
Take charge of content for professional development and guiding colleagues to implement policy changes or new initiatives from the provincial level upwards;
d) Participate in school quality assurance activities or professional inspections for teachers;
d) Participate on organizing committees, juries, or question-setting teams or as a mentor in teacher or student competitions organized by or in cooperation with the education department at the provincial level upwards;
e) Participate in guiding or evaluating competitions, exams, or scientific research, technological innovation, and creative works of high school students from the provincial level upwards;
g) Participate in setting exam questions or grading or mentoring outstanding high school students from the provincial level upwards;
h) Support colleagues in applying digital transformation and leveraging digital learning materials in teaching, learning, and professional activities;
i) Perform other duties assigned by the principal that are consistent with Grade I professional competence standards and relevant legal provisions.
Article 6. Moral Standards of Teachers at Basic Education Institutions
Primary school teachers, middle school teachers, and high school teachers shall meet the following moral requirements:
1. Preserve the qualities, reputation, and honor of educators; exhibit a spirit of unity, respect, and cooperation with colleagues; demonstrate kindness, tolerance, magnanimity, respect, and fair treatment towards students; protect the lawful and legitimate rights and interests of students, colleagues, and the community; practice thriftiness, combat corruption and waste.
2. Be passionate about their profession, dedicated to their work; be fair in teaching and education, evaluate students' actual abilities accurately, oppose performance-based achievements; foster unity and assist colleagues.
3. Continuously enhance moral standards, uphold a sense of responsibility; serve as role models for students.
4. Adhere to the code of conduct for teachers and comply with the regulations, rules, and other professional ethical standards prescribed by law.
Chapter II
PROFESSIONAL STANDARDS FOR PRIMARY SCHOOL TEACHERS
Article 7. Moral Standards
Primary school teachers shall meet the moral standards specified in Article 6 of this Circular.
Article 8. Educational Qualification and Training Standards
1. For Grade III
a) Hold a bachelor's degree or higher in primary education teacher training, except as provided in points b, c, and d of this clause;
b) Teachers teaching Physical Education must hold a bachelor's degree or higher in the appropriate teacher training program or have a bachelor's degree in an appropriate subject area and a pedagogical qualification certificate for primary school teachers;
c) Teachers teaching Art (Music, Fine Arts), Foreign Language, Computer Science and Technology, and Minority Languages must meet the training standards specified in paragraph 2 of Article 20 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, which details and guides the implementation of certain provisions of the Law on Teachers;
d) Teachers teaching Minority Languages must meet the training standards specified in paragraph 4 of Article 20 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, which details and guides the implementation of certain provisions of the Law on Teachers;
d) Hold a certificate of professional training for primary school teachers.
2. For Grades II and I
a) Hold a bachelor's degree or higher in primary education teacher training, except as provided in point b of this clause;
b) Teachers teaching Physical Education, Art (Music, Fine Arts), Foreign Language, Computer Science and Technology, Minority Languages must hold a bachelor's degree or higher in the appropriate teacher training program or have a bachelor's degree in an appropriate subject area and a pedagogical qualification certificate for primary school teachers;
c) Hold a certificate of professional training for primary school teachers.
Article 9. Professional Competence and Vocational Standards
1. For Grade III
a) Understand the Party, State policies, laws, regulations, and requirements of the sector and localities regarding elementary education;
b) Master the knowledge of the subject assigned to teach; develop and implement teaching and educational plans that are suitable for primary school students, the conditions of the school, and meet the objectives of the primary education curriculum;
c) Apply teaching and educational methods, assessment and evaluation in a way that fosters the development of qualities and abilities of elementary school students; identify or recognize students who have shown talent or those who need further support to achieve their potential;
d) Identify issues in organizing teaching and educational activities and propose solutions for improvement or possess the ability to conduct scientific research, technological innovation, and reform according to requirements;
d) Understand student demographics and grasp regulations on counseling and supporting students; integrate counseling and support activities into teaching and educational practices; or identify unusual behaviors of responsible class students during their studies and provide timely counseling and support measures;
e) Implement regulations for creating a friendly, safe classroom environment that encourages sharing and expression of emotions; apply positive disciplinary measures appropriate to elementary school students; fully comply with the school's safety rules and anti-bullying policies;
g) Establish healthy, trusting relationships with parents or guardians and other relevant parties in implementing teaching and educational activities;
h) Apply information technology and digital technologies in professional activities; use foreign languages or minority languages as required by job positions.
2. For Grade II
- Understand the Party, State policies, laws, regulations, and requirements of the sector and localities regarding elementary education and effectively implement them into assigned tasks.
- The plan of teaching and education is adjusted to fit the actual conditions of the school and the locality; updating, flexibly applying, and effectively utilizing teaching and educational methods and forms, tools for assessment according to a development-oriented approach towards students' qualities and abilities;
- Effectively organizing and managing classroom activities, fully leveraging students' qualities and abilities; nurturing gifted students while supporting underperforming ones; creating an inclusive, democratic, and safe learning environment conducive to the development of primary school students;
d) Designing content for professional training or specialized training programs from the level of subject groups upwards according to the requirements for updating teaching methods, forms, assessment methods, and organizational skills aimed at developing students' qualities and abilities in primary education;
đ) Implementing appropriate counseling and support measures during teaching and educational activities; integrating psychological counseling and career guidance into teaching and educational activities;
e) Having measures to ensure the safety of classrooms and schools, preventing school violence;
g) Establishing close ties between the school, family, society, and colleagues in educating students, creating a learning environment that encourages students' active participation, confidence, and self-reliance in their studies and training;
h) Identifying issues and proposing solutions to improve teaching and educational effectiveness for primary school students; or having the ability to conduct scientific research, technology, and innovative activities relevant to one's teaching and educational specialization;
i) Applying information technology and digital technologies in professional activities; using foreign languages or minority ethnic languages as required by job position;
k) Recognized as a grassroots model worker; or receiving commendations or certificates from the commune level or higher; or being recognized with one of the following honors: outstanding teacher, excellent class advisor at school level or above, or an outstanding team leader of the Communist Youth League at the commune level or higher;
3. For Category I
a) Possessing the ability to lead professional development; guiding and supporting colleagues with knowledge and skills in developing and effectively implementing teaching plans, education; innovating teaching methods for students; evaluating according to a development-oriented approach towards primary school students' qualities and abilities; sharing on counseling and support methods and their effective implementation;
b) Initiating and organizing professional training and subject-specific activities at the school level; or editing, compiling, and developing curricula and teacher training materials for primary school students;
c) Participating in evaluating research projects or innovations in teaching and educational activities or scientific, technological, and innovative activities at the school level or above; or guiding students and colleagues to explore and conduct scientific research and its application in implementing the primary education curriculum;
d) Sharing experiences on counseling and guiding students' progress during teaching and educational activities; or sharing experiences or methods for integrating psychological counseling and career guidance into teaching and educational activities;
đ) Sharing measures to ensure school safety, preventing school violence; or sharing and guiding appropriate measures and solutions to promptly address violations of school safety and prevention of school violence regulations;
e) Mobilizing parents or guardians and society in improving the quality of teaching and education for students;
g) Applying information technology and digital technologies in professional activities; using foreign languages or minority ethnic languages as required by job position;
h) Recognized as a model worker at the ministry, department, province (hereinafter collectively referred to as provincial level) or higher; or receiving commendations or certificates from the provincial level or higher; or being recognized with one of the following honors: outstanding teacher, excellent class advisor, or an outstanding team leader of the Communist Youth League at the provincial level or higher.
Chapter III
PROFESSIONAL STANDARDS FOR PRIMARY SECONDARY SCHOOL TEACHERS
Article 10. Moral Standards
Primary secondary school teachers shall meet the moral standards prescribed in Clause 6 of this Circular.
Article 11. Educational Qualification and Training Standards
1. For Grade III
a) Hold a bachelor's degree or higher in teacher training discipline relevant to the subject taught, or hold a bachelor's degree or higher in a specialized field relevant to the subject taught, and have a teaching qualification certificate for primary secondary school teachers; except as provided in sub-paragraphs b and c of this clause;
b) Teachers teaching subjects such as Art (Music, Visual Arts) shall meet the training standards prescribed in Paragraph 2 of Article 20 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, of the Government, which details and guides the implementation of certain provisions of the Law on Teachers;
c) Teachers teaching subjects in minority languages shall meet the training standards prescribed in Paragraph 4 of Article 20 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, of the Government, which details and guides the implementation of certain provisions of the Law on Teachers;
d) Hold a professional qualification certificate for primary secondary school teachers.
2. For Grades II and I
a) Hold a bachelor's degree or higher in teacher training discipline relevant to the subject taught, or hold a bachelor's degree or higher in a specialized field relevant to the subject taught, and have a teaching qualification certificate for primary secondary school teachers;
b) Hold a professional qualification certificate for primary secondary school teachers.
Article 12. Professional Competence and Vocational Standards
1. For Grade III
a) Be familiar with the Party's, State's policies, guidelines, laws, regulations, and requirements of the sector and locality regarding primary secondary education;
b) Understand the primary secondary school curriculum, master the knowledge of the subject assigned to teach; develop and implement teaching and educational plans that are appropriate for the subject, students in primary secondary schools, conditions of the school, and meet the objectives of the primary secondary school curriculum;
c) Use teaching and educational methods, assessment and evaluation methods for student learning and training, focusing on promoting the development of qualities and abilities of primary secondary school students; identify students who have not met the standards to continue nurturing or identify, nurture gifted students;
d) Identify issues that need improvement, propose solutions to enhance the effectiveness and quality of teaching and education of primary secondary school students, or participate in scientific research, technology, and innovation activities according to requirements;
d) Understand the characteristics of primary secondary school students and implement regulations on counseling, career guidance, and support for students; or identify unusual behaviors of the class they are responsible for during their studies and take timely counseling and support measures;
e) Create a friendly and safe classroom environment that encourages student development of abilities; implement positive disciplinary measures appropriate to students;
g) Establish healthy and trusting relationships with parents or guardians of students and relevant parties in the implementation of teaching and education;
h) Apply information technology, digital technologies in professional activities; use foreign languages or minority languages according to job requirements.
Paragraph II
- Adjusting the teaching and education plan to fit the actual conditions of the school and the requirements of the industry and locality;
- Flexibly and effectively applying various teaching and educational methods, forms, tools for assessment according to a development-oriented approach that enhances students' qualities and abilities in line with practical conditions;
- Effectively organizing and managing classroom activities to leverage students' qualities and abilities; nurturing gifted students; creating a friendly, democratic, and safe educational environment conducive to the development of junior high school students;
d) Designing content for professional or specialized training or topics from the department level upwards in accordance with the requirements for updating teaching and learning content, methods, forms, assessment techniques, and skills in organizing educational activities aimed at developing students' qualities and abilities;
đ) Having the ability to propose and effectively apply solutions to improve teaching quality and student education or participating in scientific, technological, and innovative activities relevant to the subject; or guiding and evaluating student teacher practical training;
e) Providing psychological counseling and career guidance for junior high school students as needed or integrating such activities into teaching and educational activities;
g) Establishing close relationships between the school, family, and society in educating students, creating an environment where junior high school students can be proactive, confident, and self-reliant in their studies, training, and development of their abilities and strengths;
Applying information technology and digital technologies in professional activities; using foreign languages or minority ethnic languages according to job requirements;
Being recognized as a grassroots model worker; or receiving commendations or certificates from the local level upwards; or being recognized with one of the following honors: outstanding junior high school teacher, excellent class advisor at the school level or above, or an outstanding head of the Communist Youth League from the local level upwards.
3. For Category I
- Guiding, supporting, and sharing knowledge and skills in developing and effectively implementing teaching plans with colleagues; sharing experiences on teaching and educational methods; assessment methods focusing on students' qualities and abilities;
- Guiding and sharing measures for counseling and support to promote student progress and building a safe school environment to prevent school violence, or integrating counseling and career guidance into teaching and educational activities;
- Organizing professional training and specialized topic activities at the school level; or participating in editing, compiling, and developing teacher and junior high school student training programs and materials;
d) Participating in evaluating research topics and innovations in teaching and educational activities or scientific, technological, and innovative activities at the school level or above; or guiding students and colleagues to understand, study science and technology, and apply it to implementing the junior high school education program;
đ) Mobilizing parents of students or guardians and society to improve the quality of teaching and student education at the school;
e) Applying information technology and digital technologies in professional activities; using foreign languages or minority ethnic languages according to job requirements;
g) Being recognized as a model worker from the provincial level upwards; or receiving commendations or certificates from the provincial level upwards; or being recognized with one of the following honors: outstanding junior high school teacher, excellent class advisor, or an outstanding head of the Communist Youth League at the provincial level or above.
Chapter IV
PROFESSIONAL STANDARDS FOR SECONDARY SCHOOL TEACHERS
Article 13. Moral Standards
Secondary school teachers shall meet the moral standards prescribed in Paragraph 6 of this Circular.
Article 14. Educational Qualification and Training Standards
1. For Grade III
a) Hold a bachelor's degree or higher in teacher training discipline relevant to the subject taught, or hold a bachelor's degree or higher in a specialized field relevant to the subject taught and have a teaching qualification certificate for secondary school teachers; except as provided in sub-paragraphs b and c of this paragraph;
b) Secondary school music and art teachers shall meet the training standards prescribed in Paragraph 2 of Article 20 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, of the Government on detailed provisions and guidelines for implementing certain provisions of the Teachers' Law;
c) Secondary school teachers teaching minority ethnic languages shall meet the training standards prescribed in Paragraph 4 of Article 20 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, of the Government on detailed provisions and guidelines for implementing certain provisions of the Teachers' Law;
d) Hold a teaching qualification certificate for secondary school teachers.
2. For Grade II
a) Hold a bachelor's degree or higher in teacher training discipline relevant to the subject taught, or hold a bachelor's degree or higher in a specialized field relevant to the subject taught and have a teaching qualification certificate for secondary school teachers;
b) Hold a teaching qualification certificate for secondary school teachers.
3. For Grade I
a) Hold a master's degree or higher in teacher training discipline relevant to the subject taught, or hold a master's degree or higher in a specialized field relevant to the subject taught and have a teaching qualification certificate for secondary school teachers;
b) Hold a teaching qualification certificate for secondary school teachers.
Article 15. Professional Competence and Vocational Standards
- For Grade III
a) Understand the Party's, State's policies, guidelines, laws and regulations, as well as the provisions and requirements of the sector and locality regarding secondary education;
b) Understand the secondary school curriculum, master the knowledge of the subject assigned to teach; develop and implement a teaching and educational plan that is appropriate for secondary school students, suitable for the conditions of the school, and in line with the objectives of the secondary education curriculum; prepare and organize teaching and educational activities according to regulations;
c) Use teaching methods and educational approaches, assessment and evaluation methods that promote the development of qualities and abilities of secondary school students; identify gifted students and those who have not met the standards for further training;
d) Have the ability to guide secondary school students in scientific research, technology, and innovation at the school level or above; or apply scientific research, technological achievements, and innovative results into practical teaching and educational activities of students or make instructional aids and equipment for secondary schools;
e) Understand the psychological and physiological characteristics of secondary school students and master the provisions on counseling and supporting students to respond promptly; or identify early signs of abnormal behavior in students during teaching and educational activities and have timely counseling and support measures;
f) Create a friendly, safe classroom environment that encourages students to share and express their emotions; take appropriate positive disciplinary actions suitable for students;
g) Establish healthy, trusting relationships with the parents or guardians of students and other relevant parties in the implementation of teaching and educational activities;
h) Apply information technology and digital technologies in professional activities; use foreign languages or minority ethnic languages as required by the position.
2. Paragraph II
- Adjust the teaching and educational plan to suit the student body, actual conditions of the school and locality;
- Flexibly and effectively apply various teaching methods and educational approaches; use different forms and methods for assessing learning outcomes in order to promote students' progress towards developing their qualities and abilities, meeting the requirements of innovation and adapting to actual conditions;
- Provide psychological counseling and career guidance for secondary school students; or integrate such activities into teaching and educational activities;
d) Organize and manage classroom instruction effectively, leveraging the qualities and abilities of students; create a friendly, democratic, and safe educational environment conducive to the development of secondary school students;
đ) Establish close relationships between schools, families, and society in educating students, creating an environment for secondary school students to be proactive, confident, and self-reliant in their studies, training, and showcasing their abilities and strengths;
e) Design content for professional development and subject-specific activities or topics according to the requirements of updating content, methods, forms of teaching, assessment, and skills in organizing educational activities aimed at developing students' qualities and abilities;
g) Possess the ability to research and apply science, technology, and innovative creation in line with the subject; or guide students to participate in scientific, technological, and innovative creative activities; or evaluate research products of secondary school students from the provincial level upwards;
h) Apply information technology and digital technology in professional activities; use foreign languages or minority ethnic languages according to job requirements;
i) Recognized as a grassroots model worker; or receive commendation or certificate from the grassroots level upwards; or recognized with one of the titles of outstanding teacher, excellent class advisor at the school level upwards.
3. For Grade I
- Guide and support colleagues in developing plans and education or experience in effectively applying teaching methods and educational approaches towards fostering students' qualities and abilities; or effectively implement counseling activities for secondary school students in teaching and educational activities;
- Possess the ability to guide, share, and support colleagues in effectively using various forms and methods of assessment and evaluation of learning outcomes and progress towards developing students' qualities and abilities;
- Evaluate or guide colleagues in conducting scientific, technological, and innovative creative activities; or guide and evaluate research products of secondary school students from the provincial level upwards;
d) Compile, prepare, and develop teacher training programs and student materials;
đ) Organize professional development and subject-specific activities for the school; guide colleagues on skills in developing and implementing teaching plans and educational strategies; knowledge, skills, and experience in applying new methods of evaluation, teaching, and education towards fostering students' qualities and abilities;
e) Guide and share effective measures for psychological counseling and career guidance for students and ways to integrate them into teaching and educational activities;
g) Propose, implement, and evaluate research topics or innovative initiatives in teaching and educational activities or scientific, technological, and innovative creative activities at the school level upwards; guide students and colleagues in understanding, researching science, technology, and applying it to implementing the secondary education curriculum;
h) Mobilize parents of students or guardians and society to improve the quality of teaching and education for students;
i) Apply information technology and digital technology in professional activities; use foreign languages or minority ethnic languages according to job requirements;
k) Recognized as a provincial-level model worker; or receive commendation from the provincial level upwards; or recognized with one of the titles of outstanding teacher, excellent class advisor at the provincial level upwards.
Chapter V
ORGANIZATION OF IMPLEMENTATION
Article 16. Transitional Provisions
1. Teacher qualification certificates issued in accordance with the professional standards for teacher positions of primary, secondary, and high school teachers before December 31, 2026, as provided by law, shall be deemed equivalent to the corresponding teaching profession qualification certificates prescribed in this Circular.
2. Teachers recruited, received, or transferred to the position of primary, lower secondary, or upper secondary teacher positions prior to the effective date of this Circular are not required to meet the standard of having a professional development certificate for primary, lower secondary, or upper secondary teachers.
3. In cases where recruitment, reception, or transfer to the position of primary, lower secondary, or upper secondary teacher occurs from the effective date of this Circular:
a) Where such individuals already hold a qualification certificate as provided in paragraph 1 of this Article, they shall be deemed to meet the standard of having a professional development certificate for primary, lower secondary, or upper secondary teachers;
b) Where such individuals do not yet hold a qualification certificate as provided in paragraph 1 of this Article, they must obtain a teaching profession qualification certificate within twelve months from the effective date of the teacher professional development program for primary, lower secondary, and upper secondary teachers;
c) After twelve months from the effective date of the teacher professional development program for primary, lower secondary, and upper secondary teachers, they shall meet the requirement of having a teaching profession qualification certificate as provided for their grade.
4. Cases involving recruitment, reception, or promotion to teacher positions in public education institutions under the approved plan or program by competent authorities before June 30, 2026, shall be implemented in accordance with paragraph 1 of Article 25 of Decree No. 93/2026/NĐ-CP dated March 31, 2026, of the Government on detailed provisions and guidelines for implementing certain articles of the Law on Teachers.
The determination of equivalent grade tenure for teachers shall be carried out in accordance with Article 13 of Circular No. 13/2024/TT-BGDĐT dated October 30, 2024, of the Minister of Education and Training on standards and conditions for promotion to teacher positions in public kindergartens, public schools, and pre-university teachers.
Article 17. Application Provisions
1. Some cases are deemed to meet the educational qualification standard for primary school teachers include:
a) Teachers assigned to teach Computer Science and Technology subjects with a bachelor's degree or higher in teacher training programs for Computer Science, Technology, Industrial Engineering, Agricultural Engineering, or a relevant specialized field. In case of holding a relevant specialized field degree, they must have a pedagogical development certificate for primary school teachers according to the program issued by the Minister of Education and Training;
b) Teachers assigned to teach Arts (Music, Visual Art) subjects with a bachelor's degree or higher in teacher training programs for Arts, Music, or Visual Art, or a relevant specialized field. In case of holding a relevant specialized field degree, they must have a pedagogical development certificate for primary school teachers according to the program issued by the Minister of Education and Training.
2. Some cases where teachers are deemed to meet the educational qualification standard for lower secondary school teachers include:
a) Teachers assigned to teach History and Geography subjects with a bachelor's degree or higher in teacher training programs for History, Geography, or relevant specialized fields. In case of holding a relevant specialized field degree, they must have a pedagogical development certificate for lower secondary school teachers according to the program issued by the Minister of Education and Training;
b) Teachers assigned to teach Natural Sciences subjects with a bachelor's degree or higher in teacher training programs for Natural Sciences, Physics, Chemistry, Biology, or relevant specialized fields. In case of holding a relevant specialized field degree, they must have a pedagogical development certificate for lower secondary school teachers according to the program issued by the Minister of Education and Training;
c) Teachers assigned to teach Technology subjects with a bachelor's degree or higher in teacher training programs for Technology, Industrial Engineering, Agricultural Engineering, or relevant specialized fields. In case of holding a relevant specialized field degree, they must have a pedagogical development certificate for lower secondary school teachers according to the program issued by the Minister of Education and Training;
d) Teachers assigned to teach Arts (Music, Visual Art) subjects with a bachelor's degree or higher in teacher training programs for Arts, Music, or Visual Art, or relevant specialized fields. In case of holding a relevant specialized field degree, they must have a pedagogical development certificate for lower secondary school teachers according to the program issued by the Minister of Education and Training.
3. Some cases are deemed to meet the educational qualification standard for upper secondary school teachers include:
a) Teachers assigned to teach Technology subjects shall have at least a bachelor's degree in Teacher Training for Technology or Industrial Engineering or Agricultural Engineering, or a bachelor's degree in a relevant field. In case of having a bachelor's degree in a relevant field, they must also hold a certificate of pedagogical training for secondary school teachers according to the program issued by the Minister of Education and Training.
b) Teachers assigned to teach Economic and Legal Education shall have at least a bachelor's degree in Civic Education or Political Education, or a bachelor's degree in a relevant field. In case of having a bachelor's degree in a relevant field, they must also hold a certificate of pedagogical training for secondary school teachers according to the program issued by the Minister of Education and Training.
Article 18. Implementation Provisions
1. The duties assigned to each rank of primary school teacher, junior high school teacher, and senior high school teacher as stipulated in Articles 3, 4, and 5 of this Circular are tasks that teachers perform after being appointed to the corresponding rank and throughout their tenure if assigned by the principal. The principal may assign a teacher to duties at a higher rank if the teacher is capable of performing them. For tasks where the educational institution has not been assigned or does not have the necessary conditions to carry out, the principal shall decide on the conversion to related tasks as the basis for evaluating the performance of teachers.
2. In case a secondary school teacher already holds a bachelor's degree in a relevant field and a senior secondary education training certificate or has a certificate or qualification in pedagogical skills, teaching theory issued by educational institutions before May 22, 2021, they shall be deemed to have a bachelor's degree in a relevant field and a certificate of pedagogical training for the grade level currently being taught according to the program issued by the Minister of Education and Training.
3. A bachelor's degree in a relevant field as specified in the teaching qualification standards for primary school, junior high school, and senior high school teachers is deemed to be a bachelor's degree in teacher training or a bachelor's degree in a non-teacher training field where the curriculum of the major includes specific subject areas (part of the specialized knowledge curriculum) that meet the requirements for teaching subjects in the National Curriculum. The head of the competent authority managing the educational institution shall decide or cooperate with the educational institution (where the degree was issued) to determine the suitability of the bachelor's degree for specific subjects in the National Curriculum.
4. For subjects in the national curriculum where there is no teacher training major code, the head of the educational institution shall assign existing teachers and send them to participate in appropriate training and development programs to ensure they meet the standards for professional competence and pedagogical skills required for teaching the assigned subject.
5. By May 30, 2023, if a teacher already holds a bachelor's degree or higher in a teacher training field, or has a bachelor's degree and a certificate of pedagogical training and is evaluated by the head of the educational institution as meeting the professional competence and pedagogical standards to teach the assigned subject, they shall be deemed to have met the teaching qualification requirements and be appointed to the corresponding rank and salary position for primary school, junior high school, or senior high school teacher according to the regulations of the Minister of Education and Training. By December 31, 2030, all cases under this provision must meet the teaching qualification standards as specified by the Government.
Article 19. Implementation Responsibility
1. The Department of Teachers and Educational Administration shall take the lead, coordinate with relevant agencies and units to assist the Minister of Education and Training in guiding, instructing, and inspecting the implementation of the provisions of this Circular; develop a training, capacity building, and development plan for primary education teachers to meet the professional standards for primary education teachers.
2. The head of a primary school shall, based on the professional standards for primary education teachers:
a) Assign, allocate, and assign tasks to primary education teachers and evaluate their task completion according to the corresponding teaching position in relation to elementary teacher, junior high teacher, and senior high teacher positions;
b) Develop and implement a training, capacity building, and development plan for primary school teachers under its management authority;
c) Advise relevant authorities on managing and developing primary education teachers to meet professional standards as prescribed.
Article 20. Implementation
1. This Circular shall take effect from April 14, 2026.
2. The evaluation of primary school teachers in accordance with Circular No. 20/2018/TT-BGDĐT dated August 22, 2018, by the Minister of Education and Training on the professional standards for primary education teachers, and the evaluation of principal teachers in primary schools in accordance with Circular No. 14/2018/TT-BGDĐT dated July 20, 2018, by the Minister of Education and Training on the professional standards for principals of primary schools shall continue to be implemented until the end of the 2025-2026 school year.
3. Decisions on selecting and approving lists of core teachers at primary schools by competent authorities remain in effect; activities, policies (if any) related to core primary school teachers continue to be implemented until new regulations are issued.
4. Part or all of the following circulars shall be repealed from the date this Circular takes effect:
a) Circular No. 20/2018/TT-BGDĐT dated August 22, 2018, by the Minister of Education and Training on the professional standards for primary education teachers;
b) Clauses 1, 2, 3, 4, 5, 6, 7, 10, 11, 13 of Article 3; clauses 1, 2, 3, 4, 5, 6, 7, 9 of Article 4 of Circular No. 08/2023/TT-BGDĐT dated April 14, 2023, by the Minister of Education and Training amending and supplementing certain provisions of Circulars Nos. 01/2021/TT-BGDĐT, 02/2021/TT-BGDĐT, 03/2021/TT-BGDĐT, 04/2021/TT-BGDĐT dated February 2, 2021, by the Minister of Education and Training on codes, professional position standards, and appointment and grading of teaching staff in public preschools and primary schools;
c) Articles 3, 4, 5, 10 of Circular No. 02/2021/TT-BGDĐT dated February 2, 2021, by the Minister of Education and Training on codes, professional position standards, and appointment and grading of teaching staff in public primary schools;
d) Articles 3, 4, 5, 10 of Circular No. 03/2021/TT-BGDĐT dated February 2, 2021, by the Minister of Education and Training on codes, professional position standards, and appointment and grading of teaching staff in public junior high schools;
d) Articles 3, 4, 5, 10 of Circular No. 04/2021/TT-BGDĐT dated February 2, 2021, by the Minister of Education and Training on codes, professional position standards, and appointment and grading of teaching staff in public senior high schools shall cease to be effective from the date this Circular takes effect.
5. The Director of the General Department, Director of the Department of Teachers and Educational Administration, Heads of relevant units under the Ministry of Education and Training; Chairmen of People's Committees of provinces and municipalities directly under the Central Government; Directors of Departments of Education and Training shall be responsible for implementing this Circular./.
